:00:44. > :00:50.stabbed on one of Wales' busiest shopping streets.

:00:51. > :00:52.Zoe Morgan and Lee Simmons - who'd been together

:00:53. > :00:55.just a few months - worked together at the Matalan Store

:00:56. > :00:59.Their bodies were discovered outside the store in September.

:01:00. > :01:01.Andrew Saunders has now pleaded guilty to their murders.

:01:02. > :01:12.It was just before six o'clock in the morning on the 28th of September

:01:13. > :01:18.this year that one of Wales' busiest shopping streets became a major

:01:19. > :01:21.crime scene. It is full of Christmas shoppers now but when police arrived

:01:22. > :01:25.to start their investigation that morning it would have been quiet.

:01:26. > :01:30.The focus on the investigation was this Matalan store. Two workers,

:01:31. > :01:34.young couple who had met there, were stabbed outside on the street. Three

:01:35. > :01:38.hours later at 9am, as shoppers and workers arrived in the city centre,

:01:39. > :01:43.officers arrested Andrew Saunders near Newport. He has now admitted

:01:44. > :01:47.murdering Zoe Morgan and Lee Simmons, who had been in a

:01:48. > :01:50.relationship for a few short months. Zoe worked as a window dresser,

:01:51. > :01:54.having just finished a fashion course at the University of south

:01:55. > :01:59.Wales. Alongside the flowers and gifts left outside the store, Zoe's

:02:00. > :02:03.family paid tribute to her, describing her as a beautiful

:02:04. > :02:07.daughter, sister and my granddaughter and auntie, who had a

:02:08. > :02:11.heart of gold. Lee's friends said the 33-year-old was a genuine and

:02:12. > :02:19.lovely young man who always had a on his face. In the days and weeks

:02:20. > :02:24.after, relatives and friends gathered with vigils in the city to

:02:25. > :02:27.remember the couple. He was very quiet and kept himself to himself.

:02:28. > :02:36.He was a genuine guy who would not hurt a fly. I only saw him last

:02:37. > :02:41.week. A few months ago, I saw that they were in a relationship, which I

:02:42. > :02:47.thought was lovely. She was his Tinkerbell. It was so nice to

:02:48. > :02:52.actually see him happy. This morning at Cardiff Crown Court, and is Li Na

:02:53. > :02:57.Andrew Saunders of no fixed aboard spoke to confirm his name before

:02:58. > :03:00.pleading guilty to both murders. The prosecution says that the judge will

:03:01. > :03:04.now have to watch disturbing CCTV footage before sentencing in the New

:03:05. > :03:05.Year. Three men have been jailed

:04:16. > :04:18.The former leader of Plaid Cymru, Lord Elis-Thomas, who now

:04:19. > :04:21.sits as an independent, has told BBC Wales that he will be

:04:22. > :04:23.supporting the Welsh Government throughout the rest

:04:41. > :04:45.leadership, Lord Elis-Thomas left the party in October, claiming it

:04:46. > :04:49.was not serious about supporting a stable Labour government. -- Plaid

:05:11. > :05:13.continue to develop devolution and to negotiate a continuing

:05:14. > :05:19.relationship with mainland Europe. The Plaid Cymru leader, Leanne Wood,

:05:20. > :05:23.has a cooperation deal with Labour now. She says that will end if Lord

:05:24. > :05:27.Ellis Thomas is given our job in the government but is now a ministerial

:05:28. > :05:35.job is offered, then the deal at the moment still stands. Plaid Cymru

:05:36. > :05:38.said that the fruits of the deal will be seen tomorrow with the

:05:39. > :05:42.publication of the final version of next year's budget, described as the

:05:43. > :05:45.best scene in Wales this year. It says the future of the deal with

:05:46. > :05:50.Labour will be discussed in the New Year. In the meantime, Lord

:05:51. > :05:53.Elis-Thomas's statement is an early Christmas gift for the First

:05:54. > :05:55.Minister, who can count on extra support without even offering him a

:05:56. > :05:56.job yet. Income tax could be varied in Wales

:05:57. > :05:59.from 2019, following an agreement between the governments

:06:00. > :06:01.here and in Westminster. The transfer of powers will not

:06:02. > :06:03.require a referendum, and would allow the Welsh Government

:06:04. > :06:20.to cut or raise rates by 10 pence It seems impossible to argue against

:06:21. > :06:23.the proposition. A democratic institution that spends money should

:06:24. > :06:28.be some responsibility for raising that money. We have been doing that

:06:29. > :06:32.for the first time and that is a serious set of responsibilities. It

:06:33. > :06:36.could change the nature of the debate. But we can do it in a way

:06:37. > :06:41.that underpins the growing maturity of devolution in Wales. It goes

:06:42. > :06:45.along with the Wales Bill, empowering the Welsh government to

:06:46. > :06:48.legislate on things that matter. I don't want any more constitutional

:06:49. > :06:53.arguments, I don't want any more debates relating to finance. This

:06:54. > :06:57.settled those for the long-term. It is now up to the Welsh government is

:06:58. > :06:59.to be able to respond, and human needs in education, health and so

:07:00. > :07:03.many other important public services.
