:00:47. > :00:49.and its rules on immigration as a member of the single market.
:00:50. > :00:53.From the Norwegian capital Oslo, our political
:00:54. > :01:01.By coming here, Carwyn Jones is sending a signal that he wants
:01:02. > :01:08.To stay in the single market, Norway must allow EU workers
:01:09. > :01:10.to come here freely, even though it's not
:01:11. > :01:17.To keep our access to the single market, Carwyn Jones says
:01:18. > :01:20.we should be prepared to do something similar.
:01:21. > :01:22.I know that many people are not happy with the
:01:23. > :01:25.current system of freedom of movement so that can't stay exactly
:01:26. > :01:27.as it is, I think that's right to say.
:01:28. > :01:29.What I've suggested is people should have freedom
:01:30. > :01:37.The First Minister visited a sixth form college this morning and wants
:01:38. > :01:41.to learn from Norway's government to find out whether a soft
:01:42. > :01:46.Brexit which keeps the UK in the single market is possible.
:01:47. > :01:49.But while he is in Norway, the Norwegian Prime Minister
:01:50. > :01:53.has been in Germany, where she had this warning.
:01:54. > :01:57.I fear a very hard Brexit but I hope we will find a
:01:58. > :02:02.There has to be give and take to stay in
:02:03. > :02:08.Norway has also high number of EU migrants coming in,
:02:09. > :02:14.in fact we have higher per capita migrants in Norway than in the UK.
:02:15. > :02:21.But in Norway migration from the EU is seen as positive.
:02:22. > :02:28.Norwegians have voted against EU membership in the past and this
:02:29. > :02:32.Norwegian PhD student based in Cardiff University says there is no
:02:33. > :02:37.Aall parties have agreed to leave the debate
:02:38. > :02:41.because the opinion polls always show people are Eurosceptic.
:02:42. > :02:44.A red white and blue Brexit is what Theresa May wants.

:05:16. > :05:18.immigration policy powers to the nations and regions to help
:05:19. > :05:22.It also wants an independent commission to explore
:05:23. > :05:26.Our report recommends an independent commission
:05:27. > :05:30.to explore how a devolved, regionally-led system
:05:31. > :05:34.might give people a greater sense of democratic
:05:35. > :05:37.control over immigration and change in their area.
:05:38. > :05:42.Shaping immigration criteria to address national or regional
:05:43. > :05:47.needs will instil greater confidence that the system works for your area
:05:48. > :05:53.The report also suggests looking at the system in place in Canada,
:05:54. > :05:56.were all ten provincial governments are allowed to set specific
:05:57. > :06:01.requirements for immigrants and have some control over visas.
:06:02. > :06:05.Some question whether this kind of system would work here in Wales.
:06:06. > :06:10.In some ways it would make sense because education and housing
:06:11. > :06:15.are already devolved issues but in other ways it may complicate
:06:16. > :06:19.things because asylum and immigration are obviously
:06:20. > :06:21.not devolved and asylum seekers are frequently rooted around
:06:22. > :06:24.the UK on a no-choice basis so they would have to look
:06:25. > :06:28.at that policy again if they want to devolve these issues.
:06:29. > :06:31.Others say immigration rules tailored to the needs of Wales
:06:32. > :06:36.Wales' economic profile is different to the rest of the UK.
:06:37. > :06:38.We have a larger dependency on manufacturing and
:06:39. > :06:41.we're the only country in the UK that is a net
:06:42. > :06:47.exporter of goods, so having our own ability to issue work visas and work
:06:48. > :06:51.permits would give us an increased advantage, I think, in terms of
:06:52. > :06:55.boosting our economy and helping support the NHS as well.
:06:56. > :06:58.The Welsh Government has welcomed the MPs report and says it
:06:59. > :07:01.would like to see the needs of Wales represented in
:07:02. > :07:04.any future UK Government immigration policy but the UK Government isn't
:07:05. > :07:08.so keen and says having different immigration policies
:07:09. > :07:16.for different parts of the UK would complicated the system.
