:01:12. > :01:14.Theresa May might be Prime Minister, but I think representing us
:01:15. > :01:19.are the MPs, so I think they should have a say, yes.
:01:20. > :01:22.In London, Supreme Court judges said it was for Parliament,
:01:23. > :01:25.not ministers, to decide how and when Brexit happens, and there
:01:26. > :01:33.The court unanimously rules that UK ministers are not legally compelled
:01:34. > :01:39.to consult the devolved legislatures before triggering Article 50.
:01:40. > :01:41.The Welsh Government had argued that under what is known as
:01:42. > :01:44.the Sewel Convention, AMs had to be consulted before
:01:45. > :01:49.the process of leaving the EU could begin.
:01:50. > :01:51.But the judges found that that convention is not
:01:52. > :01:55.legally enforceable, and that relations with the EU
:01:56. > :02:01.Despite that, the Welsh Government's law officer
:02:02. > :02:06.The sovereignty of Parliament has been upheld, fundamentally important
:02:07. > :02:10.to Wales, because we now have a direct voice on that.
:02:11. > :02:13.We don't have a veto, Parliament ultimately remains
:02:14. > :02:16.sovereign on the point, but we have the opportunity now
:02:17. > :02:19.to influence legislation that goes through.
:02:20. > :02:22.But it will now be up to MPs to decide whether and when
:02:23. > :02:29.It's not unexpected, and I just think the British Government accepts
:02:30. > :02:32.the court's decision, so we move forward and we do
:02:33. > :02:36.precisely what the court asks us to do.
:02:37. > :02:39.The Labour Party says its MPs will not try to block
:02:40. > :02:44.Well, I'm going to vote with the wishes of the people
:02:45. > :02:47.of Wales and the people of the UK and the wishes of my constituents
:02:48. > :02:49.and vote in favour of triggering Article 50.
:02:50. > :02:52.With a heavy heart, I do that, because this has
:02:53. > :02:55.divided the country, divided my constituency.
:02:56. > :02:58.But some Labour MPs say they are prepared to rebel.
:02:59. > :03:01.If it is the harsh, brutal Brexit that Theresa May is now putting
:03:02. > :03:05.on the table for the British people, then I don't think that
:03:06. > :03:07.will be in the interests of the people I represent,
:03:08. > :03:11.and therefore I cannot, in all conscience, recommend to them
:03:12. > :03:14.that that is the route we take and support it, and if that means
:03:15. > :03:17.voting against the Government, then I will do that,
:03:18. > :03:19.and if that means voting against the Labour whip,
:03:20. > :03:22.Wales may have voted Out last June, but Plaid Cymru
:03:23. > :03:27.Clearly, I'm here to take a view, otherwise I might as well
:03:28. > :03:32.I will be following the wishes of my constituents, of course,
:03:33. > :03:35.who voted very heavily in favour of staying in.
:03:36. > :03:38.Back in Cardiff, the dust is settling, and AMs of all parties
:03:39. > :03:43.are debating how they will now make their voices heard.
:03:44. > :03:45.Staying with Brexit, one of the bosses at Airbus says

:05:36. > :05:38.The school has been singled out by the education watchdog Estyn
:05:39. > :05:43.We are constantly challenging ourselves on a daily basis,
:05:44. > :05:48.looking at where we can go next, improving literacy skills,
:05:49. > :05:53.At this school, they are getting it right, but today's report says
:05:54. > :05:59.Estyn says some pupils are underachieving because the work
:06:00. > :06:02.their teachers are setting for them isn't challenging enough,
:06:03. > :06:05.while in some classes, lessons are taught so quickly
:06:06. > :06:11.There are schools where the teaching isn't good enough,
:06:12. > :06:15.and in those schools, what we are saying in the report,
:06:16. > :06:19.and there is a whole chapter on this, is that they need
:06:20. > :06:25.and professional learning in that school.
:06:26. > :06:28.The watchdog says school heads need to help their staff
:06:29. > :06:34.The union which represents school leaders say they want that, too.
:06:35. > :06:37.I've yet to meet a headteacher who will disagree with developing
:06:38. > :06:40.their teaching staff, but it is a little bit like
:06:41. > :06:42.parents on the sidelines, shouting at their children
:06:43. > :06:46.on the field to just try harder - that's not helpful.
:06:47. > :06:49.This report is another blow for education here in Wales,
:06:50. > :06:52.coming as it does just weeks after the Pisa international school
:06:53. > :06:56.rankings placed Wales below the rest of the UK and behind other nations
:06:57. > :07:01.including Singapore, Slovenia and Vietnam.
:07:02. > :07:05.There is some good news for primary schools in Wales in today's report.
:07:06. > :07:09.Younger children's literacy and numeracy skills are improving.
:07:10. > :07:12.In around seven out of ten primary schools,
:07:13. > :07:18.But when it comes to secondary schools, teaching was rated good
:07:19. > :07:22.or better in only a minority of schools inspected.
