:00:44. > :00:47.at its plants in Wales accept the company's pension deal.

:00:48. > :00:50.Up until now, the three unions had said the decision was a personal one

:00:51. > :00:56.But tonight, they admitted it was the "only credible and viable

:00:57. > :01:01.A ballot on the offer is expected to go ahead on Monday.

:01:02. > :01:12.After continued uncertainty and disagreement unions have changed

:01:13. > :01:15.their position on a deal which could secure the future of Tata steel

:01:16. > :01:26.Following meetings with Tata all three unions recommend to

:01:27. > :01:28.their members they should accept the deal which would mean

:01:29. > :01:33.In a joint letter to steelworkers unions say they don't

:01:34. > :01:35.take this decision lightly, and that the offer isn't

:01:36. > :01:39.They say while they understand the concerns around the pension scheme

:01:40. > :01:42.it is their view, supported by independent experts, that this is

:01:43. > :01:45.now the only credible and viable way forward to secure the future.

:01:46. > :01:47.The unions previously said they would

:01:48. > :01:51.leave the decision to Tata's 6000 steelworkers, but there was

:01:52. > :01:55.significant unhappiness about the proposal.

:01:56. > :01:57.The BBC understands there has since been clarification

:01:58. > :02:05.Tata did put a deal on the table to give reassurances

:02:06. > :02:07.about their future commitment but it was asking a lot

:02:08. > :02:12.of people close to retirement, workers in their 50s who would have

:02:13. > :02:16.taken a big hit had this deal gone through.

:02:17. > :02:29.I've been pushing, as have others, for Tata to listen to the feedback.

:02:30. > :02:32.Workers still have a choice to ignore the advice of the union

:02:33. > :02:33.representatives and reject the offer.

:02:34. > :02:36.One former steelworker says it's never going to be an easy decision.

:02:37. > :02:40.When they first started in the works,

:02:41. > :02:44.they understood, that is what the pension scheme would be.

:02:45. > :02:46.To move the goalposts after they've worked there,

:02:47. > :02:47.that's what makes it difficult.

:02:48. > :02:50.It's not only the steel industry, but other companies.

:02:51. > :02:51.It's a difficult decision to move the

:02:52. > :02:57.You knew what your future pension was going to be,

:02:58. > :03:02.Ballot papers will be posted to workers on Monday

:03:03. > :03:08.Public health officials have called for a ban on the sale of flavours

:03:09. > :03:13.for e-cigarettes that could appeal to children.

:03:14. > :03:16.They say flavours like bubble gum and candyfloss are an attempt

:03:17. > :03:17.to encourage young people to start vaping.

:03:18. > :03:19.They also want tighter controls over advertising,

:03:20. > :03:22.a register of retailers selling e-cigarettes, and restrictions

:03:23. > :03:30.Starting the advice young, not to smoke.

:03:31. > :03:33.It's hoped these 12 and 13 year olds from Hawthorn High School

:03:34. > :03:37.in Rhondda Cynon Taff will then be peer advocates and spread

:03:38. > :03:40.the message about the health dangers of smoking.

:03:41. > :03:43.But Public Health Wales, who are running these sessions,

:03:44. > :03:46.are now toughening up their message about e-cigarettes too.

:03:47. > :03:49.The concern is they're currently seen as safe,

:03:50. > :03:51.could re-normalise smoking, or could even be a gateway

:03:52. > :03:55.for young people and children to start smoking tobacco.

:03:56. > :04:02.Younger kids want to buy them because they are more attractive.

:04:03. > :04:09.When I walk past in my local town I see them in cool shapes

:04:10. > :04:15.I think they are aimed at young people.

:04:16. > :04:17.Public Health Wales say the nicotine in e-cigarettes is damaging

:04:18. > :04:20.to the adolescent brain, so a no-go for children

:04:21. > :04:24.But for those struggling to give up traditional cigarettes,

:04:25. > :04:29.a 100% switch to vaping would be less harmful.

:04:30. > :04:35.We wouldn't want to see advertising of electronic cigarettes

:04:36. > :04:38.or the production of confectionery-like flavours.

:04:39. > :04:42.You can buy bubble gum, candy floss, jam doughnut flavour,

:04:43. > :04:45.they are only aimed at one audience, and that about recruiting

:04:46. > :04:51.Celtic Vapours in Llansamlet have spent around ?150,000 having

:04:52. > :04:55.30 flavours tested for things like emissions and toxicology to

:04:56. > :05:01.They argue that e-cigarettes can have a huge role to play

:05:02. > :05:04.in helping people quit smoking, but the rules are currently

:05:05. > :05:07.so strict, they're unable to market their products at all.

:05:08. > :05:11.I'd like to be able to market it as the product it is.

:05:12. > :05:15.That's how we should be able to market ourselves.

:05:16. > :05:19.We are not nicotine replacement therapy, we are not smoking,

:05:20. > :05:21.we are an alternative to both and should be able to

:05:22. > :05:31.They attract a broad range of customers at

:05:32. > :05:33.their six stores across south Wales, with the traditional tobacco

:05:34. > :05:37.and menthol flavours by far their best sellers.

:05:38. > :05:39.I was spending about ?200 a month on cigarettes,

:05:40. > :05:43.so the costs and the health implications as well.

:05:44. > :05:46.I've been using it for around six months, I've never smoked,

:05:47. > :05:50.With a cigarette you know what you're going to get,

:05:51. > :05:55.With this you can have a different flavour every time you fill up.

:05:56. > :05:57.The market for e-cigarettes, like the devices themselves, has

:05:58. > :06:03.And research into the health benefits and harms continues.

:06:04. > :06:06.A man from Swansea has appeared before Westminster Magistrates

:06:07. > :06:12.26-year-old Lee Edward Griffiths is accused of having

:06:13. > :06:13.bomb-making manuals, and instructions on
