:00:00. > :00:08.Tonight's headlines: It's been described as the most ambitious ever

:00:09. > :00:10.plan to transform the NHS in south-west Wales to tackle

:00:11. > :00:14.the "huge pressures" on services there.

:00:15. > :00:16.And could the Circuit of Wales racetrack be a step

:00:17. > :00:19.The project's bosses meet their deadline and give

:00:20. > :00:37.the Welsh Government details of their backers.

:00:38. > :00:41.They've been described as some of the most ambitious plans ever

:00:42. > :00:43.made to transform the way health care is delivered

:00:44. > :00:46.Health bosses say a unique collaboration between the two local

:00:47. > :00:48.health boards and Swansea University will tackle the "huge

:00:49. > :00:55.The plans will soon be submitted to the Welsh Government

:00:56. > :01:02.With the details, our Health Correspondent Owain Clarke.

:01:03. > :01:04.After 76 years, you could forgive this building

:01:05. > :01:09.But would you want to be cared for here?

:01:10. > :01:12.This part of Morriston Hospital is older than the NHS itself.

:01:13. > :01:15.But since then, the hospital has had to grow bit by bit around

:01:16. > :01:21.Few could have imagined then some of the things that happen here now.

:01:22. > :01:28.At the hospital's rehabilitation centre, medical staff and engineers

:01:29. > :01:32.On the right-hand side we have an area of peak pressure underneath the

:01:33. > :01:34.bony part of the pelvis. At the hospital's rehabilitation

:01:35. > :01:36.centre, medical staff and engineers work together to design and build

:01:37. > :01:39.equipment which can help seriously So the NHS can do more than ever

:01:40. > :01:43.before, and the need for care from an ageing population is also

:01:44. > :01:45.greater than ever. It means hospitals like this one are

:01:46. > :01:48.often stretched to the very limit. But can the system survive simply

:01:49. > :01:51.by making step-by-step changes? We can't just carry on trying

:01:52. > :01:58.to do more of the same. We need to really change

:01:59. > :02:00.how we go about things. The NHS is under huge pressure,

:02:01. > :02:03.not just in south-west We can't keep doing it how

:02:04. > :02:09.we did it 70 years ago. So, 50 miles west of Morriston,

:02:10. > :02:12.near the coast and Llanelli, could this former industrial site

:02:13. > :02:17.by a glimpse into the future? Well, what's planned

:02:18. > :02:20.is an entire complex designed to keep as many of us out

:02:21. > :02:24.of hospital as possible. Using money that could be unlocked

:02:25. > :02:27.by the Swansea-based City Deal, council money and private

:02:28. > :02:29.investment, new parks, sports fields and a leisure centre

:02:30. > :02:31.will be located here. There'll even be what's described

:02:32. > :02:36.as a world-first wellness hotel. But there'll also be

:02:37. > :02:38.a rehabilitation centre, a community care hub,

:02:39. > :02:40.and care accommodation, so that those who need help can

:02:41. > :02:46.find it close to home. The whole idea is to put a lot more

:02:47. > :02:50.money into keeping people healthy, and to educate from young children

:02:51. > :02:52.right through about how important But the NHS would still need to be

:02:53. > :03:01.there when things go wrong. Under the plans, collectively known

:03:02. > :03:03.as Arch, Swansea's Singleton Hospital would become a centre

:03:04. > :03:08.of excellence for daycare Morriston Hospital would

:03:09. > :03:12.concentrate on acute care And on 55 acres of land next door,

:03:13. > :03:16.a medical research campus will be built in partnership

:03:17. > :03:19.with the university, which will act as a magnet,

:03:20. > :03:21.it's hoped, for medical research, Arch covers a population

:03:22. > :03:29.of 1 million people. That relatively homogenous,

:03:30. > :03:36.stable population is a wonderful living laboratory test

:03:37. > :03:40.bed for innovation. And innovation is essential to solve

:03:41. > :03:44.the current challenges If we were to give you

:03:45. > :03:49.the impression that this is a smooth journey,

:03:50. > :03:52.I think we would be misleading you. But many who live further west

:03:53. > :03:58.than Swansea have long complained of rural hospitals losing key

:03:59. > :04:04.services to bigger towns and cities. But Hywel Dda Health Board, covering

:04:05. > :04:08.Carmarthenshire and Pembrokeshire, and a key partner in the plan,

:04:09. > :04:11.says the benefits are likely to be It's no longer about the geography

:04:12. > :04:15.of a place that attracts It's actually about the ability

:04:16. > :04:21.to have research and development, to be able to be innovative

:04:22. > :04:24.in the way that they deliver care. Goodness knows, I've been

:04:25. > :04:31.in the health service 45 The history of Morriston Hospital

:04:32. > :04:36.in a way reflects the story Gradually adapting to meet

:04:37. > :04:40.the population's needs, but facing The question is, without

:04:41. > :04:45.radical change, for how Police investigating the fatal

:04:46. > :04:53.shooting of a man near Pwllheli say he died of a single gunshot wound

:04:54. > :04:55.to the head. 18-year-old Peter Colwell

:04:56. > :04:58.died in a pub car park in Llanbedrog in the early hours

:04:59. > :05:01.of Sunday morning. Four of his friends were arrested,

:05:02. > :05:04.but have been released on bail. Officers say a postmortem

:05:05. > :05:06.examination will help them Eight Welsh Labour MPs tonight voted

:05:07. > :05:10.against the Bill allowing the UK Government to trigger Article

:05:11. > :05:17.50 and Brexit. They rebelled against their party's

:05:18. > :05:21.leadership. Among them was Swansea West member

:05:22. > :05:23.Geraint Davies, who didn't vote The Bill has now passed its final

:05:24. > :05:28.Commons stage tonight. Also among the rebels was Shadow

:05:29. > :05:36.Culture Minister Kevin Brennan. Developers who want to build

:05:37. > :05:38.a ?425 million race-track near Ebbw Vale say they'll break

:05:39. > :05:40.ground in the spring. But first they'll have to meet

:05:41. > :05:43.rigorous financial tests set Ministers want assurances

:05:44. > :05:46.that the Circuit of Wales will provide value for money before

:05:47. > :05:48.it'll agree to be the guarantor This is the vision of

:05:49. > :05:53.what developers hope to bring But this is still the reality -

:05:54. > :05:59.empty land after years of planning, But after seven years,

:06:00. > :06:05.it might have moved closer. It was back in 2011 that the plans

:06:06. > :06:08.were first unveiled for a racetrack, Much needed investment

:06:09. > :06:12.and jobs for Blaenau Gwent. So, what did the developers

:06:13. > :06:15.say it will all mean? Well, 1600 people would be employed

:06:16. > :06:18.while the site was being built, Over the years, there's

:06:19. > :06:23.been talk of 6000 jobs. But that would be a very

:06:24. > :06:25.long way down the track, and only if industry did set up

:06:26. > :06:29.alongside the circuit. The company target is to attract

:06:30. > :06:33.750,000 visitors per year And, they argue, it would inject

:06:34. > :06:41.?50 million into the Welsh economy. Today, the Economy Secretary Ken

:06:42. > :06:43.Skates made a statement He told them Circuit of Wales has

:06:44. > :06:47.given him the information he asked for about official backers,

:06:48. > :06:50.and that it is now asking the Welsh Government

:06:51. > :06:52.to underwrite less than half In terms of the due diligence

:06:53. > :06:58.process, it will commence on us receiving all of the information

:06:59. > :07:00.that will enable us We expect it to take

:07:01. > :07:06.place and be completed in approximately 4-6 weeks,

:07:07. > :07:10.which is a normal time-frame Upon which, Cabinet will then be

:07:11. > :07:16.able to consider it. All political parties back

:07:17. > :07:19.the project so long as the due Circuit of Wales says it's working

:07:20. > :07:26.with the Welsh Government through the scrutiny process,

:07:27. > :07:28.and says it's looking forward to starting to build

:07:29. > :07:30.on the site this spring. But they might end up wishing they'd

:07:31. > :07:35.not suggested such a tight timeline. The due diligence could take longer

:07:36. > :07:37.than the expected six weeks, and the project could fail

:07:38. > :07:40.the investigation, which could then However, the project feels a step

:07:41. > :07:47.closer to becoming a reality than it In ice hockey tonight,

:07:48. > :07:55.the Cardiff Devils have reached They won 5-1 at Belfast Giants,

:07:56. > :08:14.going through 9-6 on aggregate. It sure is, yes, Jennifer, there is

:08:15. > :08:20.some frost in the forecast. Mind you, it was like spring in Milford

:08:21. > :08:25.Haven today. Very mild. Milford Haven was the warmest place in the

:08:26. > :08:27.UK today, with a high of 11 Celsius. Tomorrow there will be colder

:08:28. > :08:33.everywhere, temperatures several degrees lower. Tonight, most places

:08:34. > :08:37.dry, we do have some cloud, clear in parts of the West and north-west

:08:38. > :08:42.with a frost, colder than last night. Temperatures down to -2 in

:08:43. > :08:46.places. There will be a chill in the air tomorrow morning if you are

:08:47. > :08:53.standing up a bus stop. Sunny in the North west of the country. Maybe the

:08:54. > :08:58.odd flake of snow but no more than that. Central and eastern areas in

:08:59. > :09:02.the rest of the UK or cloudy, couple of centimetres of snow in the hills

:09:03. > :09:06.and north-east England and eastern Scotland. Elsewhere, largely dry

:09:07. > :09:11.with some sunshine in the West and north-west Scotland. There will be

:09:12. > :09:15.some sunshine in parts of Anglesey tomorrow afternoon, also in

:09:16. > :09:22.Pembrokeshire. Maybe the odd flake of snow won the valleys. Otherwise,

:09:23. > :09:26.it is looking drier and colder than today. Tomorrow night there may be a

:09:27. > :09:32.dusting of snow, particularly on the hills, dry and clear with a frost in

:09:33. > :09:36.parts of the West. Then on Friday, easterly winds will drag colder air

:09:37. > :09:41.in from the continent. It will feel bitterly cold in the wind on Friday.

:09:42. > :09:45.One or two snow flurries. Otherwise it's looking drive. The best of the

:09:46. > :09:50.sunshine in parts of the West. Staying on the cold side, maybe a

:09:51. > :09:56.few street and snow showers. Stronger winds on Sunday will make

:09:57. > :09:58.it feel very cold -- sleek and snow showers.
