:00:55. > :00:57.and blames new psycho-active substances, which used to be
:00:58. > :00:59.classed as "legal highs", until the law changed last year.
:01:00. > :01:03.It comes as new figures show the number of ambulance
:01:04. > :01:05.call-outs to prisons, has doubled over a four year period.
:01:06. > :01:13.Gareth Bryer has this special report.

:01:21. > :01:23.caused in just 12 hours with inmates even posing in helmets stolen from
:01:24. > :01:27.It's just one of a string of serious incidents in our prisons
:01:28. > :01:30.One of the things fuelling the problems is the
:01:31. > :01:35.influx of psychoactive substances, or so-called
:01:36. > :01:38.influx of psychoactive substances, or so-called legal highs, into the
:01:39. > :01:41.Now though they were outlawed last year they are still
:01:42. > :01:45.It's kind of like a sledgehammer blow, if you
:01:46. > :01:47.It's just knocked the prison system sideways.
:01:48. > :01:49.Steve Masterman served several prison sentences
:01:50. > :01:52.He now helps people with drug problems.
:01:53. > :01:54.It's quite common for people to be in prison
:01:55. > :02:01.addiction and if you like, a dependency upon these new and
:02:02. > :02:11.emerging psychoactive substances, whereas before they may not have
:02:12. > :02:14.even heard of it in prison it is easy, readily available, and it's
:02:15. > :02:16.the drug of choice at the moment in prisons.
:02:17. > :02:19.People across the prison service have said access to these
:02:20. > :02:21.drugs, combined with a shortage of staff,
:02:22. > :02:22.has led to a violent and
:02:23. > :02:25.And it's not just the prison service that is
:02:26. > :02:28.Because security measures means it takes longer to
:02:29. > :02:33.reach patients in prison, ambulance staff are often tied up for longer
:02:34. > :02:43.And paramedics have told me that can have a significant
:02:44. > :02:51.impact on the service's ability to deal with other emergencies.
:02:52. > :03:11.calls from Welsh prisons which required ambulances doubled, from
:03:12. > :03:13.around 220 in 2012 to 420 in 2015-16.
:03:14. > :03:17.Now the figures don't show the reason for
:03:18. > :03:19.each call but most people with experience
:03:20. > :03:20.of the prison system say
:03:21. > :03:23.it is due in part to more prisoners taking these substances.
:03:24. > :03:25.Now there are calls for more to be done before
:03:26. > :03:28.the largest prison in the UK opens in Wrexham later this month.
:03:29. > :03:30.I think we've got real problems within the
:03:31. > :03:32.Welsh prison system in relation to the staffing
:03:33. > :03:33.levels, we are going to
:03:34. > :03:36.have a new prison that will be open shortly,
:03:37. > :03:40.it's going to have a major problem, 2000 prisoners, all
:03:41. > :03:47.of those are huge, all of that requires a major investment,
:03:48. > :03:49.within society, whether prisons are based we feel we
:03:50. > :03:52.are not getting the resources required and we call upon the
:03:53. > :03:56.The Ministry of Justice says it has taken immediate action to deal with
:03:57. > :03:59.problems like drugs and it says it is also going to spend an extra
:04:00. > :04:02.?100 million a year on 2500 extra front-line staff but it points out
:04:03. > :04:05.that the issue the prison service faces are long-standing ones which
:04:06. > :04:07.won't be resolved in weeks or months.
:04:08. > :04:09.South Wales Police have warned people to consider the impact
:04:10. > :04:11.of social media messages following the death
:04:12. > :04:16.Although her death is not being treated as suspicious
:04:17. > :04:18.officers have asked anyone with information to contact them.
:04:19. > :04:21.The force says action will be taken against anyone who posts
:04:22. > :04:22.abusive, threatening or insulting messages online.
:04:23. > :04:25.Five drug dealers have been jailed for a total of 12 years

:05:34. > :05:36.puppies "close to death" has been banned from keeping
:05:37. > :05:43.31-year-old Richard Jones from Llanwnnen near Lampeter
:05:44. > :05:46.was convicted of two counts of illegal dog breeding
:05:47. > :05:48.and 21 counts of causing unnecessary suffering to dogs,
:05:49. > :05:58.Left to go blind and close to death, these dogs were suffering with
:05:59. > :06:06.chronic skin conditions and were described in court as mentally
:06:07. > :06:09.stressed as they were left in the dark without exercise.
:06:10. > :06:11.Today Richard Jones was banned from keeping dogs
:06:12. > :06:18.for four years and given a nine-week suspended prison sentence after
:06:19. > :06:20.being convicted of two counts of illegal dog
:06:21. > :06:22.breeding and 21 counts of causing unnecessary suffering.
:06:23. > :06:28.Jones had been running a licensed premises near Lampeter with over 70
:06:29. > :06:31.dogs breeding 40 litters a year up until 2015,
:06:32. > :06:37.when the local authorities decided not to renew his licence.
:06:38. > :06:40.But he carried on breeding until it was raided by the police
:06:41. > :06:41.and council officers in June last year.
:06:42. > :06:44.They found 113 dogs suffering in two different locations and the bodies
:06:45. > :06:48.of dead dogs discovered an old fertiliser bags.
:06:49. > :06:50.Jones's barn is extremely remote, in this
:06:51. > :06:53.field in the middle of nowhere, there isn't anything around for
:06:54. > :06:56.miles, but it is here that officers from Ceredigion Council found
:06:57. > :07:01.dogs in complete darkness and some close to death.
:07:02. > :07:04.But now months after that operation, and Jones being
:07:05. > :07:06.convicted of causing unnecessary suffering, you can still hear
:07:07. > :07:12.animals being kept inside this barn today.
:07:13. > :07:15.It was ruled today that the 23 dogs remaining here will be
:07:16. > :07:23.Linda Goodman is the founder of the animal welfare
:07:24. > :07:27.She described it is heartbreaking that the animals were
:07:28. > :07:29.still at the premises and expressed disappointment with the sentence
:07:30. > :07:34.That's no justice for the dogs that are still there and it is
:07:35. > :07:37.no justice for all the dogs that have suffered and died in the whole
:07:38. > :07:45.time that Ceredigion Council have known we had concerns about this
:07:46. > :07:54.As I say that up to 70 dogs being bred from, he was selling them
:07:55. > :07:58.through puppy dealers, licensed pet shops so no one
:07:59. > :08:00.ever really came here, nobody knew this place

:08:05. > :08:07.the UK campaigners feel more still needs to be done to stop this
