:01:08. > :01:14.But it's opening at a time when the prison service is under
:01:15. > :01:16.tremendous pressure with record overcrowding, violence and suicide.
:01:17. > :01:21.The majority of prisoners who come here will be category C,
:01:22. > :01:25.meaning they have a lower likelihood of escaping.
:01:26. > :01:27.They'll be encouraged to work and gain qualifications,
:01:28. > :01:29.even the design is meant to reduce tension.
:01:30. > :01:31.There is actually four floors in this block
:01:32. > :01:34.but they are divided by ceilings, which are supposed to give the man
:01:35. > :01:38.a sense of a smaller community and not have the big imposing spaces
:01:39. > :01:41.The governor says the focus is on setting prisoners up
:01:42. > :01:45.We're going to have real bits of culture where the men that live
:01:46. > :01:48.here will have every opportunity to live law-abiding lives
:01:49. > :01:52.I think we're going to have a situation where our staff
:01:53. > :01:54.understand what their role is in making sure that we have
:01:55. > :02:00.We get them to be able to look to their future ambition,
:02:01. > :02:03.and hope they have a real desire to be able to support
:02:04. > :02:06.Prison reformers say despite those aims, the typical
:02:07. > :02:15.Berwyn is not going to help reduce crime in fact it
:02:16. > :02:23.In the long run, in years to come, I will be talking to people in Wales
:02:24. > :02:29.saying that this prison is a disaster, because it is
:02:30. > :02:31.overcrowded, underresourced and is a festering crime.
:02:32. > :02:34.The campaign to get a prison in North Wales has been a long one,
:02:35. > :02:36.with local people arguing prisoners should be placed closer
:02:37. > :02:40.Michael Goldsmith from Menai Bridge was jailed for fraud
:02:41. > :02:44.in 2013 and spent a year in prison on Merseyside.
:02:45. > :02:47.He said family contact is crucial but not always easy to access.
:02:48. > :02:49.The Ministry of Justice don't care where you are.
:02:50. > :02:52.Once your sentenced, you are in the system.
:02:53. > :02:54.The family could be anywhere in the country they want you to.
:02:55. > :02:57.They don't care if you're far away from your family at the moment.

:03:04. > :03:06.you and your family are being punished even more, because they are
:03:07. > :03:09.The Welsh Secretary says there will be benefits

:03:15. > :03:17.But if that can be delivered through the medium of
:03:18. > :03:19.Welsh Language Commissioner then, because it's in Wales,

:05:31. > :05:33.His lawyers said at the time of the killings, he was suicidal.
:05:34. > :05:39.Passing sentence, the judge described Saunders' actions
:05:40. > :05:43.as savagely violent, telling him, "Whatever your
:05:44. > :05:46.mental state, you took the lives of two people.
:05:47. > :05:52.You robbed the families of Lee Simmons and so we Morgan
:05:53. > :05:54.You robbed the families of Lee Simmons and Zoe Morgan
:05:55. > :05:57.of a much loved son and a much loved daughter."
