0:00:38 > 0:00:41which promises faster train journeys between London and South Wales, has

0:00:41 > 0:00:45been described as "a stark example of how not to run a project".

0:00:45 > 0:00:47The Commons' Public Accounts Committee has found the cost

0:00:47 > 0:00:50could be ?1 billion higher than expected and some

0:00:50 > 0:00:54of the work could be delayed.

0:00:54 > 0:00:58Network Rail says it has learnt lessons and is making progress.

0:01:11 > 0:01:16Faster, greener trains between London and Cardiff by 2019.

0:01:16 > 0:01:19And Swansea up to five years later.

0:01:19 > 0:01:22But now a group of MPs responsible for scrutinising public money has

0:01:22 > 0:01:26criticised Network Rail's delivery of the project.

0:01:26 > 0:01:30The project has overrun by ?1.2 billion, which is really

0:01:30 > 0:01:36concerning for taxpayers.

0:01:36 > 0:01:38We have also discovered in the report that ?330 million

0:01:38 > 0:01:41is being spent just to keep the trains on the line while

0:01:41 > 0:01:42electrification is taking place.

0:01:42 > 0:01:45At the same time in Wales, not a single track has been electrified.

0:01:45 > 0:01:47Electrification is part of the Welsh Government's vision

0:01:47 > 0:01:50for the future of public transport in south east Wales.

0:01:50 > 0:01:53It says the UK Government needs to get a grip of this situation

0:01:53 > 0:01:57and is calling for power over rail infrastructure to be devolved.

0:01:57 > 0:02:00Passengers in Cardiff today voiced their concerns.

0:02:00 > 0:02:02I think it's terrible, being delayed.

0:02:02 > 0:02:04It should be a lot quicker.

0:02:04 > 0:02:07Technology and everything these days.

0:02:07 > 0:02:09It would be great if the trains were faster.

0:02:09 > 0:02:12It's unfortunate if there was a delay because I know commuting

0:02:12 > 0:02:15from Cardiff to London is quite time-consuming.

0:02:15 > 0:02:18The Severn Tunnel has had a facelift ahead of electrification.

0:02:18 > 0:02:21The Chief Executive of Network Rail says the Great Western scheme

0:02:21 > 0:02:26was agreed long before the scale of the work was understood.

0:02:26 > 0:02:30And they've now changed the way they approach major projects.

0:02:30 > 0:02:33The UK Government says it's overhauled the way it

0:02:33 > 0:02:35oversees their work.

0:02:35 > 0:02:38The company says it's committed to the project.

0:02:38 > 0:02:41But last year we asked the Chairman of Network Rail

0:02:41 > 0:02:44whether he could guarantee the line would reach Swansea.

0:02:44 > 0:02:48It certainly won't be done this side of March 2019,

0:02:48 > 0:02:50which is when the five-year funding period for the railway

0:02:50 > 0:02:53goes up until.

0:02:53 > 0:02:56Beyond that, it is a matter for the Welsh Government,

0:02:56 > 0:02:59the national government, but the trains will be there.

0:02:59 > 0:03:01People's experience will be transformed by those trains,

0:03:01 > 0:03:05whether the wires are up west of Cardiff or not.

0:03:05 > 0:03:08Millions of pounds has already been spent on preparing

0:03:08 > 0:03:11these lines and stations, like this in Cardiff,

0:03:11 > 0:03:14for electrification.

0:03:14 > 0:03:16The Severn Tunnel was closed, delaying thousands of commuter

0:03:16 > 0:03:19journeys, so it could be upgraded.

0:03:19 > 0:03:22Now there's doubt from MPs whether this upgrade

0:03:22 > 0:03:27was needed in the first place and when it'll be finished.

0:03:27 > 0:03:30The family of a teenager who died on a school trip in Pembrokeshire

0:03:30 > 0:03:32is urging others to learn about the illness that

0:03:32 > 0:03:35led to his death.

0:03:35 > 0:03:37Paddy Dear's inquest in Milford Haven heard

0:03:37 > 0:03:40he had developed sepsis, which may have left him confused,

0:03:40 > 0:03:43before he was found at the bottom of cliffs.

0:03:46 > 0:03:49A bright young rugby mad teenager.

0:03:49 > 0:03:51Paddy Dear from Hornchurch east of London had his

0:03:51 > 0:03:55whole life ahead of him.

0:03:55 > 0:03:57But his life was ended tragically early a year ago

0:03:57 > 0:04:00on a school trip to West Wales.

0:04:00 > 0:04:04Paddy Dear and his school friends were here at Dale Fort last March

0:04:04 > 0:04:07on a geography field trip.

0:04:07 > 0:04:10He left one of the classrooms to go to the toilet but never returned.

0:04:10 > 0:04:13The septicaemia had set in, causing confusion and disorientation

0:04:13 > 0:04:16and his body was found hours later 150 feet down at the

0:04:16 > 0:04:20bottom of these cliffs.

0:04:20 > 0:04:23Dale Fort was built in the mid-19th century to protect Milford Haven

0:04:23 > 0:04:27but it has been used as a base for school field trips since the end

0:04:27 > 0:04:30of the Second World War.

0:04:30 > 0:04:32The manager told the inquest students are warned

0:04:32 > 0:04:35of the danger of the cliffs.

0:04:35 > 0:04:38Paddy had acute tonsillitis and developed sepsis or blood

0:04:38 > 0:04:42poisoning, which may have caused confusion and disorientation.

0:04:42 > 0:04:44The Pembrokeshire coroner recorded a narrative conclusion,

0:04:44 > 0:04:48noting Paddy died of injuries after falling from heights

0:04:48 > 0:04:51while suffering from septicaemia.

0:04:51 > 0:04:56His family are now campaigning to raise awareness of sepsis.

0:04:56 > 0:04:59We have seen in the last year that the profile of the condition

0:04:59 > 0:05:00has gone up immeasurably.

0:05:00 > 0:05:04And I suppose if we can take some pride in that Paddy's name has

0:05:04 > 0:05:07helped in raising the profile of sepsis so that we can lower that

0:05:07 > 0:05:08figure of 44,000 deaths a year.

0:05:08 > 0:05:13These symptoms can command within hours, sometimes

0:05:13 > 0:05:17even within minutes.

0:05:17 > 0:05:21The symptoms the patient can experience is confusion,

0:05:21 > 0:05:26high temperature.

0:05:26 > 0:05:29It is a long journey home to Hornchurch but today's inquest

0:05:29 > 0:05:33is another step in the long grieving process for Paddy Dear's family.

0:05:33 > 0:05:36They are hoping his legacy can live on and no other families have to go

0:05:36 > 0:05:40through what they have.

0:05:40 > 0:05:43South African police investigating the deaths of a couple originally

0:05:43 > 0:05:45from the Cynon Valley have made an arrest.

0:05:45 > 0:05:48It's believed Roger and Christine Solik,

0:05:48 > 0:05:51originally from Abercynon, were killed in an armed robbery

0:05:54 > 0:05:57The family of a woman killed after a multi-vehicle

0:06:58 > 0:07:01Mr McEvoy was found to have breached Cardiff Council's code of conduct,

0:07:01 > 0:07:04but he did not bring the council into disrepute.
