:00:16. > :00:18.largest opencast mine in Merthyr Tydfil.

:00:19. > :00:22.Two decades after being murdered by her husband, human remains are

:00:23. > :00:26.confirmed to be Sandie Bowen. And the Charity commission is looking

:00:27. > :00:29.into the former Wales footballer Craig Bellamy's academy setup to

:00:30. > :00:40.help children in Leone. 11 million tonnes of coal

:00:41. > :00:45.being mined metres meters Residents living alongside the Ffos

:00:46. > :00:51.y Fran opencast coal pit in Merthyr Tydfil have long

:00:52. > :00:53.campaigned against it. Now BBC Wales has learnt that

:00:54. > :00:56.a United Nations report will call for an independent investigation

:00:57. > :00:58.into claims it may be The mine's operator has

:00:59. > :01:03.accused those living nearby Our environment correspondent

:01:04. > :01:06.Steffan Messenger has For more than a decade,

:01:07. > :01:16.they've been protesting against the giant coal mine

:01:17. > :01:18.on their doorstep. They've claimed dust and noise has

:01:19. > :01:21.been causing sleeping and breathing problems and say no-one has

:01:22. > :01:24.listened till now. Cut into the side of

:01:25. > :01:29.the Merthyr Valley, Ffos y Fran Modern mining methods,

:01:30. > :01:35.the local community was told, I've got the posters

:01:36. > :01:42.for the public meeting. Chris and Alice and Austin live

:01:43. > :01:45.a few hundred metres from the mine. The dust is always an issue

:01:46. > :01:48.that we were concerned about. We've spent so much time

:01:49. > :01:59.dealing with the Council, dealing with the Welsh Assembly

:02:00. > :02:02.and nobody is interested in trying There have been times

:02:03. > :02:09.we've been sitting here, But now, BBC Wales can reveal

:02:10. > :02:13.that the United Nations, which has a role in protecting human

:02:14. > :02:16.rights worldwide, is set to make a surprising intervention,

:02:17. > :02:20.following an official visit to the UK, a report by its chief

:02:21. > :02:23.legal adviser on pollution, who criticised the way local

:02:24. > :02:27.people's concerns in Merthyr Tydfil have been

:02:28. > :02:30.handled by the authorities. The case really stuck with me,

:02:31. > :02:35.both in terms of the lack of access to information but also

:02:36. > :02:39.the challenges that the community has faced in terms

:02:40. > :02:41.of accessing justice. There needs to be an independent

:02:42. > :02:44.and thorough investigation of what sort of health effects may

:02:45. > :02:49.be linked to the operation In a statement, the mine's operator,

:02:50. > :02:53.Miller Argent, said some local residents had been spreading fake

:02:54. > :02:59.news about pollution. It criticised the United Nations

:03:00. > :03:01.special rapporteur for not visiting They accused him of being biased

:03:02. > :03:06.and a disgrace to his office. The mine they say is

:03:07. > :03:10.heavily regulated and has never been prosecuted

:03:11. > :03:12.for any environmental breaches. Merthyr Tydfil council also

:03:13. > :03:14.criticised Mr Tuncak for not speaking to its officials,

:03:15. > :03:19.claiming that his report would be The Welsh Government said

:03:20. > :03:24.it was supporting local authorities The UK Government will respond

:03:25. > :03:29.when an official report is presented to the UN's human rights

:03:30. > :03:33.council in September. Police have confirmed tonight that

:03:34. > :03:36.a body found in a reservoir in Monmouthshire last month is that

:03:37. > :03:39.of Sandie Bowen, who Her husband, Mike Bowen was jailed

:03:40. > :03:45.for her murder but never revealed in a now near empty

:03:46. > :03:55.Wentwood Reservoir. Her body had been

:03:56. > :03:58.there for two decades. Anita Giles, Sandie Bowen's

:03:59. > :04:02.daughter, never gave up hope She is now being supported

:04:03. > :04:08.by trained police officers. I am just relieved that it is her

:04:09. > :04:14.so that we can get closure, I can finally lay her to rest,

:04:15. > :04:16.which is what she deserves, Sandie Bowen went missing in 1997,

:04:17. > :04:24.from her home in Monmouthshire. Her husband, Mike Bowen,

:04:25. > :04:26.said he dropped her off at Newport railway station

:04:27. > :04:29.where she was catching a train to Folkestone in Kent,

:04:30. > :04:34.to visit her daughter. Hours earlier, he had found out

:04:35. > :04:38.she was having an affair. Police later discovered he had also

:04:39. > :04:42.been having an affair. Her daughter, Anita,

:04:43. > :04:45.reported her meeting when she failed to arrive in Kent and made

:04:46. > :04:48.an emotional appeal. I just want my mum to find me,

:04:49. > :04:53.just to let me know she's all right. Or contact the police

:04:54. > :04:58.station, anything, just Police carried out a huge search

:04:59. > :05:04.of the Monmouthshire countryside, At the time, police divers probed

:05:05. > :05:09.a then fuller Wentwood Reservoir. But there was no sign

:05:10. > :05:13.of the 53-year-old. Eventually, police found her blood

:05:14. > :05:17.at the home she shared A year later, he was convicted

:05:18. > :05:23.of the murder of Sandie Bowen. He's never said what

:05:24. > :05:28.he did with her body. Mike Bowen has recently been

:05:29. > :05:33.released on licence. I don't think he should

:05:34. > :05:40.have been given parole. I don't think anyone

:05:41. > :05:43.should be given parole, I am supporting Helen's law

:05:44. > :05:52.where the person that's convicted of murdering someone should not be

:05:53. > :05:55.allowed parole until they've given Had Mum not been found

:05:56. > :06:02.and he hadn't been given parole, he may well still be

:06:03. > :06:04.in prison today. After two decades, the search

:06:05. > :06:07.for Sandie Bowen is over. Murdered by Mike Bowen, he then

:06:08. > :06:10.dumped her body in this reservoir. He believed it would

:06:11. > :06:15.never be discovered. Now, police are looking

:06:16. > :06:18.into what further action 17 men have been sentenced

:06:19. > :06:29.at Newport Crown Court following the largest drugs

:06:30. > :06:34.operation ever carried The men were arrested following 14

:06:35. > :06:39.police raids involving 300 officers They admitted a variety of offences,

:06:40. > :06:45.including possesion with intent to supply class-A drugs,

:06:46. > :06:48.including crack cocaine and heroin. The sentences range from four months

:06:49. > :06:52.to four years in prison. A 12-year-old boy remains

:06:53. > :06:55.in a critical condition after he collided with a minibus,

:06:56. > :06:58.when he was cycling in Trefriw He was airlifted to a hospital

:06:59. > :07:02.in Liverpool with serious injuries following the incident on Crafnant

:07:03. > :07:05.Road. North Wales Police are

:07:06. > :07:09.appealing for witnesses. The Welsh Government has vetoed

:07:10. > :07:12.the preferred candidate to represent Wales on the BBC's

:07:13. > :07:16.new management board. Members for England and Scotland

:07:17. > :07:18.were confirmed, but the UK Government has reopened

:07:19. > :07:20.the appointments process after its choice of candidate

:07:21. > :07:22.was rejected by ministers The Welsh Government

:07:23. > :07:27.said its primary concern was to ensure the BBC Board properly

:07:28. > :07:29.represents the needs The Charity Commission has confirmed

:07:30. > :07:37.it's looking at concerns about Welsh footballer Craig Bellamy's football

:07:38. > :07:40.academy in Sierra Leone, which has been forced to close

:07:41. > :07:43.because of financial difficulties. The Craig Bellamy Foundation,

:07:44. > :07:47.set up in 2008, offered five-year scholarships to children

:07:48. > :07:49.as young as 11. The former Wales captain is said

:07:50. > :07:51.to be devastated by the news and is co-operating fully

:07:52. > :07:53.with the authorities. Just amazed by the warmth of

:07:54. > :08:02.the people but This is a promotional video

:08:03. > :08:06.for the foundation when it A few years earlier,

:08:07. > :08:11.the Wales international striker had visited

:08:12. > :08:14.the area and was struck How football motivates these young

:08:15. > :08:18.kids, you won't believe and to use part of the league,

:08:19. > :08:26.to go to school to be I knew it was going to get a lot

:08:27. > :08:29.of kids back into school. He set up an academy

:08:30. > :08:31.in a small fishing village which offered five-year

:08:32. > :08:33.scholarships to children and created a youth football league which at one

:08:34. > :08:36.point took in Interviewed at the time,

:08:37. > :08:38.he said it was It gave me an opportunity

:08:39. > :08:43.to give something back to people that need

:08:44. > :08:45.it more than anyone. It has been very rewarding for me

:08:46. > :08:48.as a person and hopefully Craig Bellamy came to my

:08:49. > :08:54.house and visited me. It stayed open recently

:08:55. > :09:04.but despite Craig Bellamy putting in a reported ?1.4 million of his

:09:05. > :09:08.own money, it's now hit financial difficulties and not filed

:09:09. > :09:15.annual accounts on many occasions. There are concerns about the closure

:09:16. > :09:20.of the Academy and they said trustees must account to the public

:09:21. > :09:22.and donors for their income and Failure to do so may give rise

:09:23. > :09:26.to concerns about the governance and administration

:09:27. > :09:28.of the charity. The former Wales

:09:29. > :09:30.captain is now a youth coach at Cardiff city and was

:09:31. > :09:34.unavailable for comment today. However his solicitor has told me

:09:35. > :09:38.he is devastated by what has happened to his foundation

:09:39. > :09:42.in West Africa. A statement released on his behalf

:09:43. > :09:46.says Mr Bellamy has recently appointed a new legal

:09:47. > :09:50.team to investigate any irregularities in the management

:09:51. > :09:52.of his financial affairs. It says that team will assist

:09:53. > :09:57.all government agencies in their investigations

:09:58. > :10:00.and if necessary, take action against those responsible

:10:01. > :10:12.for any wrongdoing. Onto rugby and the roof

:10:13. > :10:15.at the Principality Stadium will be closed for Wales' Six Nations clash

:10:16. > :10:17.with Ireland tomorrow night. Ahead of the match, Wales skipper

:10:18. > :10:21.Alun Wyn Jones and his team have had Wales will be unchanged

:10:22. > :10:25.from the team that lost to Scotland Ireland are more than happy to go

:10:26. > :10:30.with our decision so in fairness, for the supporters, that

:10:31. > :10:33.will add to the occasion. It will be a fantastic atmosphere

:10:34. > :10:36.and that is Teams coming to Cardiff and wanting

:10:37. > :10:39.to play at the stadium, make it as great an

:10:40. > :10:43.occasion as possible. It is closed, so I am really

:10:44. > :10:46.looking forward to that. We have got to be

:10:47. > :10:48.confident in what we The last time we were here,

:10:49. > :10:51.65 minutes against England, if we can

:10:52. > :10:55.match that, you know, and learn from that experience

:10:56. > :10:59.against England then we are not Football and Newport County have

:11:00. > :11:05.sacked their manager, Graham Westley, after five

:11:06. > :11:07.months in charge. It follows a string of poor results

:11:08. > :11:10.which have left the Exiles 11 points from safety at the bottom

:11:11. > :11:14.of the Football League. Westley will be replaced

:11:15. > :11:16.by first-team coach Mike Flynn Time for a look at what

:11:17. > :11:36.the weather has in store now. Today was the warmest day so far for

:11:37. > :11:40.Wales,. Looking much cloudier tomorrow but we can look forward to

:11:41. > :11:44.a lot of dry weather as well. Tonight, the cloud is increasing

:11:45. > :11:48.from the south-west with a bit of light rain or drizzle mainly on the

:11:49. > :11:54.hills, summer mist and fog forming especially along the West Coast.

:11:55. > :11:57.Tomorrow, high-pressure, still trying to control our weather. We

:11:58. > :12:03.will see a lot more cloud around tomorrow compared to today. Some

:12:04. > :12:06.mist and fog first thing tomorrow morning, poor visibility but it will

:12:07. > :12:10.lift as we go through the day the odd spot of rain likely but most of

:12:11. > :12:14.us getting away with a dry Friday. For the rest of the British Isles,

:12:15. > :12:17.little bit of rain across Scotland but for Northern Ireland, England

:12:18. > :12:23.and Wales, a largely dry study with the best of the brightness in the

:12:24. > :12:27.east. Here in Wales tomorrow afternoon, some limited amounts of

:12:28. > :12:33.brightness. The best of those for parts of northern Powys, Wrexham,

:12:34. > :12:36.Denbighshire and Flintshire. A serious shortage of sunshine

:12:37. > :12:41.compared to today. If you're going to the rugby tomorrow night, a

:12:42. > :12:44.cloudy night, but temperatures for kick-off will be around nine

:12:45. > :12:50.Celsius. Tomorrow night, fairly quiet night to come, but of cloud,

:12:51. > :12:54.mist and reef forming fog, dry weather with temperatures no lower

:12:55. > :12:59.than eight Celsius. Fairly mild night. Saturday, a little bit of

:13:00. > :13:02.mist and fog first thing. That will lift. Patchy rain through the day,

:13:03. > :13:10.becoming drier in the afternoon across parts of the north and west.

:13:11. > :13:14.Sunday, more rain yet again in the morning, becoming drier and brighter

:13:15. > :13:17.by the afternoon. Attach fresher as we will be in a north-westerly flow.

:13:18. > :13:19.Attach fresher as we will be in a north-westerly flow.

:13:20. > :13:22.We'll be back in Breakfast with updates from around
