0:00:44 > 0:00:47where a 22-year-old woman was killed, has described the moment

0:00:47 > 0:00:49she walked in on the attack.

0:00:49 > 0:00:51Mandy Miles told an inquest there was blood everywhere

0:00:51 > 0:00:55when prison leaver Matthew Williams was found attacking Cerys Yemm

0:00:55 > 0:01:00at the Sirhowy Arms Hotel in Argoed near Blackwood, in 2014.

0:01:00 > 0:01:03Williams was tasered by police and later died.

0:01:08 > 0:01:12It was that this bed and breakfast in November 2014 that 22-year-old

0:01:12 > 0:01:21Cerys Yemm was killed by Matthew Williams.

0:01:21 > 0:01:24This morning the jury was played on a 999 call made

0:01:24 > 0:01:26by owner Mandy Miles, telling police Matthew Williams

0:01:26 > 0:01:28was attacking Cerys Yemm with a screwdriver and it looked

0:01:28 > 0:01:31to her as if he was eating her.

0:01:31 > 0:01:34She said she's since been told that was not the case.

0:01:34 > 0:01:38Breaking down she told the court how, for the last two years,

0:01:38 > 0:01:41she's tried to forget what she saw that night.

0:01:41 > 0:01:47She says she's been told that the reality of the situation

0:01:47 > 0:01:49was not as she had thought, but the image in her

0:01:49 > 0:01:50head remains the same.

0:01:50 > 0:01:54She told how she opened the door and spoke to Matthew Williams,

0:01:54 > 0:01:57and asked him, "Do you know what you're doing?"

0:01:57 > 0:02:00Her son had shouted to him, "That's a girl."

0:02:00 > 0:02:05He said Matthew Williams looked up and said, "That's no girl,

0:02:05 > 0:02:07and carried on the attack.

0:02:07 > 0:02:12Cerys Yemm, she believes, was already dead when

0:02:12 > 0:02:14she opened the door.

0:02:14 > 0:02:16The jury heard from a friend of Matthew Williams about,

0:02:16 > 0:02:19how in the days leading up to the deaths he and Matthew

0:02:19 > 0:02:23Williams had been partying.

0:02:23 > 0:02:27On the night it happened, Cerys Yemm and Matthew

0:02:27 > 0:02:32had been at his house, and when they failed to get

0:02:32 > 0:02:35to get Cerys a taxi home, she left with Matthew Williams.

0:02:35 > 0:02:38He knew that Matthew Williams had mental health problems.

0:02:38 > 0:02:44On that night, he said, Matthew Williams was 'not right',

0:02:44 > 0:02:47but not aggressive.

0:02:47 > 0:02:52The owner of the hotel said she knew nothing of any mental health issues,

0:02:52 > 0:02:56she would not have agreed to house him if she had.

0:02:56 > 0:03:00She's blames Caerphilly Council, who she says failed to inform her.

0:03:00 > 0:03:06In her statement Cerys Yemm's mother, Paula, said two weeks

0:03:06 > 0:03:09after her death she learned that Cerys had been warned to stay away

0:04:32 > 0:04:37Sport Wales has not been far from the headlines recently.

0:04:37 > 0:04:41Mainly because of this man, the chair, Paul Thomas,

0:04:41 > 0:04:45seen here in a BBC Wales programme as a business troubleshooter.

0:04:45 > 0:04:48In February his activities, as well as those of the entire board

0:04:48 > 0:04:51were suspended over concerns from the Welsh government that it

0:04:51 > 0:04:54had become dysfunctional.

0:04:54 > 0:04:57The board has since been reinstated, but Mr Thomas,

0:04:57 > 0:04:59and the vice-chair remain suspended.

0:04:59 > 0:05:03Now the focus has shifted to the day-to-day running

0:05:03 > 0:05:07of the operation, based in Cardiff.

0:05:07 > 0:05:10The internal Deloitte audit report found that the Chief Executive,

0:05:10 > 0:05:19Sara Powell, gave the tender details for a surge contract mentoring staff

0:05:21 > 0:05:22to a consultant called Sam Whale.

0:05:22 > 0:05:24The managing director of a business called Unforgiving Minutes.

0:05:24 > 0:05:27This happened two days before rival bidders received information.

0:05:27 > 0:05:30The report said this meant there may be a perception of some bidders

0:05:30 > 0:05:36being given undue advantage during the tender process,

0:05:44 > 0:05:46I've also seen a copy of an e-mail Trail,

0:05:46 > 0:05:48between Sarah Powell and Sam Whale.

0:05:48 > 0:05:53In which they discuss things like where Sam Whale

0:05:53 > 0:05:55will be based for work, the terms of reference and even

0:05:55 > 0:06:00payments of up to ?1000 a day, potentially discounted.

0:06:00 > 0:06:03And this exchange took place a full month before other companies

0:06:03 > 0:06:07were invited to bid for the work.

0:06:07 > 0:06:11Then, two days before, Sarah Powell sent an e-mail

0:06:11 > 0:06:15to Mr Whale:

0:06:33 > 0:06:37In the end there was only one tender from Unforgiving Minute

0:06:37 > 0:06:38the Deloitte report

0:06:38 > 0:06:43says no other companies were able to respond in the time frame.

0:06:43 > 0:06:46Sam Whale has not responded to an attempt to contact him.

0:06:46 > 0:06:50There is no suggestion of impropriety on his part.

0:06:50 > 0:06:52In response to this report Sport Wales has

0:06:52 > 0:06:55tightened up some of its procedures in relation to contracts, which it

0:06:55 > 0:06:58says were accepted by its own audit committee last week.

0:06:58 > 0:07:02It also insists there is no suggestion of

0:07:02 > 0:07:05impropriety among its staff members.

0:07:05 > 0:07:08Taken as a whole, tonight, at least,

0:08:29 > 0:08:35We struggled to come to terms with Oliver's hearing loss.

0:08:35 > 0:08:37Oliver's cochlear implants help him to hear and speak.

0:08:37 > 0:08:38Without them he can't.

0:08:38 > 0:08:42His mother has recently completed a beginners British

0:08:42 > 0:08:47sign language course.

0:08:47 > 0:08:49But that the cost of more than ?350 they can't afford to pay

0:08:49 > 0:08:55for Oliver's father and sister to have the same lessons.

0:08:55 > 0:08:56It's upsetting.

0:08:56 > 0:09:01It feels like my child is being failed.

0:09:01 > 0:09:03I'm failing my child.

0:09:03 > 0:09:05The system is failing my child.

0:09:05 > 0:09:09And really we are ostracising deaf children on a daily basis,

0:09:09 > 0:09:12because we are not allowing people to communicate with them.

0:09:12 > 0:09:15The children's Commissioner for Wales says children who are deaf

0:09:15 > 0:09:18have the same right as anyone else to communicate

0:09:18 > 0:09:19in their own language.

0:09:19 > 0:09:23They are only between 2,000 and 3,000 deaf children up

0:09:23 > 0:09:26to the age of 19 in Wales, we are not talking

0:09:26 > 0:09:28enormous numbers here.

0:09:28 > 0:09:31I don't think they are getting help they need

0:09:31 > 0:09:34and we should be providing more.

0:09:34 > 0:09:39At Cardiff's deaf club they've started a programme which brings

0:09:39 > 0:09:41hearing and deaf families together and provides opportunity

0:09:41 > 0:09:44to learn BSL for free.

0:09:44 > 0:09:48One of the difficulties is that that key moment BSL was recognised

0:09:48 > 0:09:54by the Welsh government, back in 2007.

0:09:54 > 0:09:57But it's not an official language, which means there is no legislation

0:09:57 > 0:10:04actually linked to the BSL act.

0:10:04 > 0:10:07Really, it is the third language in Wales.

0:10:07 > 0:10:11It's difficult for parents to access the correct teaching,

0:10:11 > 0:10:15the support linked to BSL.

0:10:15 > 0:10:18The Welsh government has increased the number of qualified interpreters

0:10:18 > 0:10:21and says it spent ?20 million improving support for those

0:10:21 > 0:10:24with additional learning needs.
