:01:02. > :01:03.Dramatic footage has emerged from the Monmouth MP, David Davies,

:01:04. > :01:06.moments after gunshots were first heard near to the House of Commons.

:01:07. > :01:08.With the latest, here's our Parliamentary

:01:09. > :01:28.This is the moment the sound of gunfire send David Davies

:01:29. > :01:35.The Monmouth MP filmed this footage on his mobile phone.

:01:36. > :01:38.He had been nearby when an intruder fatally stabbed a policeman before

:01:39. > :01:43.Parliament went into lockdown with many MPs shut in the Commons Chamber

:01:44. > :01:47.or told to stay in their offices for their own safety.

:01:48. > :01:49.The shouting was a bit more serious than the usual protesters

:01:50. > :02:04.I stopped at this moment with Grant and others,

:02:05. > :02:09.we were looking around and then more shots.

:02:10. > :02:20.I was hiding behind a pillar, this was the police shooting

:02:21. > :02:22.at the assailant so we weren't in any immediate danger.

:02:23. > :02:24.Kevin Brennan was among those locked in the chamber.

:02:25. > :02:29.We came New Palace Yard and I suppose the incident that

:02:30. > :02:31.occurred must have occurred seconds after I passed through that area

:02:32. > :02:35.because by the time I got up to the voting lobbies in the Commons

:02:36. > :02:37.they said stay here, do not leave the area,

:02:38. > :02:42.The worst part was not knowing and then finding out that people

:02:43. > :02:45.were dying and you just felt guilt because we were in lockdown.

:02:46. > :02:51.That wasn't danger, but other people had been dying out on the streets.

:02:52. > :02:54.People had died trying to get to us and that was horrific.

:02:55. > :03:02.Tonight Theresa May chaired a meeting of her Government's COBRA

:03:03. > :03:07.The Welsh Secretary Alun Cairns had been in a meeting

:03:08. > :03:09.with the Prime Minister only moments before the attack.

:03:10. > :03:12.Like other ministers, he was told to stay in his Parliamentary office

:03:13. > :03:17.Later, some MPs, peers and their staff, were evacuated

:03:18. > :03:19.to Westminster Abbey just across the road from

:03:20. > :03:32.The former Welsh Liberal Democrat leader, Lord German, tweeted these

:03:33. > :03:34.photographs from the Abbey where the politicians

:03:35. > :03:42.Proceedings were in full flow at Cardiff Bay

:03:43. > :03:45.Soon afterwards the Presiding Officer adjourned

:03:46. > :03:48.I won't be calling further speakers to this debate.

:03:49. > :03:50.Events in Westminster are still unfolding,

:03:51. > :03:53.but are being treated as a serious terrorist incident and in light

:03:54. > :03:56.of those circumstances, and in discussion with business

:03:57. > :03:59.managers of all political parties, I have decided to adjourn

:04:00. > :04:06.The First Minister, Carwyn Jones, condemned what he said

:04:07. > :04:12.was a terrible attack at the heart of our democracy.

:04:13. > :04:14.As emergency services and security dominate the landscape

:04:15. > :04:16.of Westminster tonight, there is also an increased presence

:04:17. > :04:24.of armed officers around the Assembly and surrounding area.

:04:25. > :04:29.And South Wales Police have said they've stepped up

:04:30. > :04:31.security at key locations as a sensible precaution.

:04:32. > :04:34.Tomorrow, both Parliament and the Assembly will sit as normal

:04:35. > :04:45.in a show of democratic defiance in the face of a terror attack.

:04:48. > :04:50.Now, the rest of the day's news and plans for a new prison

:04:51. > :04:53.It's understood it'll be a Category C prison

:04:54. > :04:55.with a capacity of up to 1,600 prisoners.

:04:56. > :04:58.The proposed site is on land near the former Panasonic factory

:04:59. > :05:06.It might not look like much right now, but the Ministry of Justice

:05:07. > :05:09.hopes this 35 acres of former industrial land will be transformed

:05:10. > :05:14.It's not clear how it will look, but it's believed it will be big

:05:15. > :05:16.enough for up to 1,600 inmates, serving shorter sentences

:05:17. > :05:19.for violent, drug related or sexual offences, but who would not be

:05:20. > :05:27.On the high street in Port Talbot, there were mixed

:05:28. > :05:31.I don't think they should come here. Find somewhere else.

:05:32. > :05:35.There will be work on the construction and work afterwards.

:05:36. > :05:42.The announcement comes just weeks after the UK's biggest prison HMP

:05:43. > :05:47.That came with a promise of up to 1,000 jobs

:05:48. > :05:51.created by it is the time it's fully operational.

:05:52. > :05:54.It's not yet clear whether a similar number of new Prison Service jobs

:05:55. > :05:58.will be created if the Port Talbot site goes ahead.

:05:59. > :06:00.On the other hand, after a precarious 12 months

:06:01. > :06:03.or so for many businesses in this town with job cuts and uncertainty

:06:04. > :06:06.at the Tata steel plant this new proposal promises thousands more

:06:07. > :06:11.jobs in construction and manufacturing.

:06:12. > :06:14.At Neath College it's hoped the prison development could be

:06:15. > :06:18.an opportunity for apprentices to gain valuable experience.

:06:19. > :06:21.We've been waiting for news like this in Neath Port

:06:22. > :06:27.We've got excellent students that come through here in terms of brick

:06:28. > :06:30.work and the opportunity would be huge for them and the subcontracting

:06:31. > :06:33.These plans are part of the UK Government's attempt

:06:34. > :06:36.to modernise its Prison Service, but any application to develop this

:06:37. > :06:39.land will come up against the usual planning procedures and it will face

:06:40. > :06:41.a full public consultation before the possibility of a single

:06:42. > :06:49.But when it comes to reforming our prisons some believe a totally

:06:50. > :06:56.I don't think creating a massive prison like you see

:06:57. > :06:59.We should be looking at prison reform, taking people out

:07:00. > :07:01.of the justice system, trying to help them before

:07:02. > :07:08.In light of today's news, speculation has been growing

:07:09. > :07:11.about the future of some of Wales' older prisons like Swansea

:07:12. > :07:14.and Cardiff with overcrowding still a big issue.

:07:15. > :07:17.Whether a new prison on this site will answer that

:07:18. > :07:22.What is clear however, is the Government's determination

:07:23. > :07:29.to start building here within the next three years.

:07:30. > :07:32.The inquest into the death of a woman who was killed at a B

:07:33. > :07:35.by one of the residents, has heard from a pathologist

:07:36. > :07:38.who said he could find no evidence of cannibalism,

:07:39. > :07:40.despite what witnesses believed they saw.

:07:41. > :07:46.Cerys Yemm was killed by Matthew Williams

:07:47. > :07:49.at the Sirhowy Arms in Argoed in Caerphilly County in 2014.

:07:50. > :07:51.He died after being tasered by police at the scene.

:07:52. > :07:58.A former Machynlleth primary school teacher has appeared in court,

:07:59. > :08:05.accused of sexually abusing 23 girls under 14 in the 1970s and 80s.

:08:06. > :08:07.66-year-old Gordon Fleming, from Oswestry, appeared

:08:08. > :08:10.at Aberystwyth Magistrates' Court, but did not enter a plea.

:08:11. > :08:14.He'll appear at Swansea Crown Court next month.

:08:15. > :08:17.Agencies working with drug users in North Wales say so-called

:08:18. > :08:19.new psycho-active substances are proving tough to tackle.

:08:20. > :08:22.They can leave users slumped and unresponsive are cheap and not

:08:23. > :08:27.Earlier this month, photographs appearing to show people under

:08:28. > :08:33.the influence of the drugs in Wrexham, were shared widely.

:08:34. > :08:46.Those who've tried it say they've had seizures,

:08:47. > :08:48.stopped breathing, forgotten who they are and heard voices.

:08:49. > :08:51.The appeal might be hard to see, but the symptoms are all too public.

:08:52. > :08:53.Muscle spasms, confusion and people frozen like statues.

:08:54. > :08:55.This police footage from Wrexham shows men apparently high

:08:56. > :09:02.The town recently became the focus of attention when these pictures

:09:03. > :09:07.Agencies who work with drug users say Wrexham isn't unique,

:09:08. > :09:14.Substance misuse seems to be more visible now in communities.

:09:15. > :09:17.People seem a bit more careless, a bit less bothered about being seen

:09:18. > :09:28.So we've got the public face of substance misuse which isn't

:09:29. > :09:31.always something that the public want to see.

:09:32. > :09:34.So I think that raises all sorts of challenges for us

:09:35. > :09:37.as service providers as well, as to how we best work

:09:38. > :09:44.These are NPSs seized by North Wales Police.

:09:45. > :09:48.But whether they're called Spice, Blue Cheese or Black Mamba,

:09:49. > :09:52.the names and ingredients change regularly to stay ahead of the law.

:09:53. > :09:56.Police say it's not knowing what's in them that

:09:57. > :09:59.Those people who were previously heroin dependent are now trying

:10:00. > :10:03.the legal highs or the Black Mamba are then shunning it

:10:04. > :10:06.because they don't like the adverse reaction it has with them.

:10:07. > :10:09.So for me, if they're running away from it, then clearly,

:10:10. > :10:11.there's something about it that is very sinister.

:10:12. > :10:14.But the problem we've got now is we've got this collective group

:10:15. > :10:17.of individuals who are coalescing together, who probably feel

:10:18. > :10:20.persecuted by the authorities because they're moved

:10:21. > :10:24.North Wales Police say the number of drug users here hasn't increased,

:10:25. > :10:26.but the strength and variety of substances has.

:10:27. > :10:28.A single hit can cost as little as ?1.

:10:29. > :10:30.They're cheap, addictive and potentially lethal.

:10:31. > :10:32.It's a growing problem with serious health risks.

:10:33. > :10:43.All the agencies are working hard to clean up the streets.

:10:44. > :10:46.Plaid Cymru's leader says she expects the party to make

:10:47. > :10:49.But Leanne Wood admits there have been "ups and downs"

:10:50. > :10:53.Before events in London this morning she launched Plaid's

:10:54. > :10:58.There has been a full term of elections since I have been

:10:59. > :11:04.It's five years since I have been leader of this party.

:11:05. > :11:07.It has had its up and downs, but I think these council elections

:11:08. > :11:13.are the ones where we will see some significant advances for the party.

:11:14. > :11:20.We have had a variety of weather with snow
