0:01:03 > 0:01:09We knew the NHS in Wales was under intense pressure.

0:01:09 > 0:01:12We now know what the impact has been on the budget of some

0:01:12 > 0:01:13of our largest health boards.

0:01:13 > 0:01:17The deficit forecast for Hywel Dda University Health Board,

0:01:17 > 0:01:23which covers West Wales, is ?50 million.

0:01:23 > 0:01:26In ABMU which covers a Bridgend and Swansea, it is 35 million.

0:01:26 > 0:01:27Cardiff and Vale, 31 million.

0:01:27 > 0:01:29And Betsi Cadwaladr, which covers North Wales,

0:01:29 > 0:01:34?30 million, for the financial year just coming to an end.

0:01:34 > 0:01:40Overall that is around three times higher than the previous year.

0:01:40 > 0:01:42Smiles all round as the Health Secretary meets staff

0:01:42 > 0:01:52at the University Hospital of Wales in Cardiff - one of the health

0:01:56 > 0:01:58boards that has failed to balance the books.

0:01:58 > 0:02:00As a result, the message was a serious one -

0:02:00 > 0:02:02there will be no bailout.

0:02:02 > 0:02:04Every health board itself, the independant members should be

0:02:04 > 0:02:06challenging and looking at the financial plans that

0:02:06 > 0:02:08are coming forward because we cannot have a position that the health

0:02:08 > 0:02:11service gets an additional sum of money at great expense

0:02:11 > 0:02:14to the rest of public funding in the rest of Wales and we do not

0:02:14 > 0:02:16deliver a properly acceptable performance and also financial

0:02:16 > 0:02:20performance as well.

0:02:20 > 0:02:23The director of nursing at ABMU catches up after the weekend

0:02:23 > 0:02:24at Morriston Hospital in Swansea.

0:02:24 > 0:02:27This is part of ABMU, where the deterioration has

0:02:27 > 0:02:29been particularly stark, going from a break even position

0:02:29 > 0:02:31to a ?35 million overspend.

0:02:31 > 0:02:34A figure that is enough to run the entire health board

0:02:34 > 0:02:39for nearly a fortnight.

0:02:39 > 0:02:44It has responded to the problems by focusing on recruitment to cut

0:02:44 > 0:02:50down on the cost of taking on agency staff.

0:02:50 > 0:02:52If you are using premium rate agency, undoubtedly that

0:02:52 > 0:02:55will have a drain on the financial resource, however it is really

0:02:55 > 0:03:00important that we utilise and keep the staff we have got

0:03:00 > 0:03:08and keep our ongoing recruitment programmes and actually get more

0:03:08 > 0:03:11staff to work for us in the health board, and we have seen that

0:03:11 > 0:03:16over the last few years.

0:03:16 > 0:03:21Up until this point, the Welsh Government has had

0:03:21 > 0:03:23a we are all in this together partnership approach,

0:03:23 > 0:03:25however the hard-hitting response from ministers,

0:03:25 > 0:03:28calling the finances and acceptable, is a reflection of frustration felt

0:03:28 > 0:03:30at very senior levels of the Welsh Government in the way

0:03:30 > 0:03:32some of the hospitals are being run.

0:03:32 > 0:03:35From the health board's perspective they have the big job now in trying

0:03:35 > 0:03:37to introduce savings in the next year without effecting services.

0:03:37 > 0:03:41The think tank The Health Foundation analysed a potential black

0:03:41 > 0:03:44hole in the Welsh NHS in a report last year.

0:03:44 > 0:03:47We have been going since around 2010 with this need to make

0:03:47 > 0:03:57continual savings every year, so the low hanging fruit,

0:04:00 > 0:04:04as it were, would have been taken and we need a real system look

0:04:04 > 0:04:07at how we can work together as an NHS and as a combined

0:04:07 > 0:04:13health service to really release these savings.

0:04:13 > 0:04:16At a time of rising demand these figures reflect the ever-growing

0:04:16 > 0:04:17problem for health bosses and Government ministers

0:04:17 > 0:04:20of coping with the spiralling costs in the NHS.

0:04:20 > 0:04:21The mother of the Westminster attacker Khaled Masood,

0:04:21 > 0:04:23who lives in Carmarthenshire, says she's shocked, saddened

0:04:23 > 0:04:25and numbed by his actions.

0:04:25 > 0:04:27Janet Ajao released a statement earlier.

0:04:27 > 0:04:29It's five days since her son killed four people

0:04:29 > 0:04:30before being shot dead.

0:04:36 > 0:04:42officers were at Janet Ajao's home in the small Carmarthenshire

0:04:46 > 0:04:47of the extensive investigation.

0:04:47 > 0:04:49Tonight Janet Ajao, who it is believed had not been

0:04:49 > 0:04:52in contact with her son for some time, released a statement.

0:04:52 > 0:04:54In it she said she was deeply shocked, saddened and numbed

0:04:54 > 0:04:58by the actions of Khalid Masood and she had shed many tears

0:04:58 > 0:05:00for the people caught up in this horrendous incident.

0:05:00 > 0:05:03She added she wanted to make clear she does not condone his actions,

0:05:03 > 0:05:07nor support the believes he held that led him to committing

0:05:07 > 0:05:09this atrocity.

0:05:09 > 0:05:17Janet Ajao thank her friends, family and the wider

0:05:17 > 0:05:22community for their support.

0:05:22 > 0:05:26The Metropolitan Police, who are leading the investigation,

0:05:26 > 0:05:30have stressed there is no threat to the area.

0:06:42 > 0:06:44since the beginning of the weekend.

0:06:44 > 0:06:46This was Penrhys Mountain in the Rhondda at the height

0:06:46 > 0:06:47of the blaze on Saturday night.

0:06:47 > 0:06:48Dramatic and dangerous.

0:06:48 > 0:06:52The flames leaping, powered by the strong east wind.

0:06:52 > 0:06:56As you can see from the scorch marks, a relatively small fire,

0:06:56 > 0:06:57but with the windy conditions, spread quite quickly

0:06:57 > 0:06:59across the mountainside.

0:06:59 > 0:07:04As you can see behind us there.

0:07:04 > 0:07:09Up to the roadway, a lot of spectators there,

0:07:09 > 0:07:11so we had to go back with the roadway but more

0:07:11 > 0:07:14worryingly, burned down towards the side of the mountain

0:07:14 > 0:07:16towards the houses and going right close to the backs

0:07:16 > 0:07:17of some of the houses.

0:07:17 > 0:07:19Eileen is part of a team who rescues animals,

0:07:19 > 0:07:23but there aren't any to rescue from scene like this.

0:07:23 > 0:07:26The animals don't survive.

0:07:26 > 0:07:29Now is the start breeding season, so we have got baby animals,

0:07:29 > 0:07:35maybe undercover, which aren't going to survive those kinds

0:07:35 > 0:07:37of fires, the adults may be run away from the scene,

0:07:37 > 0:07:41but if they are injured, they are not found,

0:07:41 > 0:07:43they just crawl off and die and that is heartbreaking.

0:07:43 > 0:07:46We can use the Polaris on a lot of this.

0:07:46 > 0:07:51The fire services adopting new approaches and as Craig

0:07:51 > 0:07:54explained to me, this vehicle is not only helping them get water

0:07:54 > 0:07:56to the scene, it also means they can fight fire with fire.

0:07:56 > 0:07:59So we have drip torches.

0:07:59 > 0:08:06This contains a mixture of petrol and diesel and we actually put it

0:08:06 > 0:08:09together and we have along with coming out with a burning torch

0:08:09 > 0:08:12on the and that we can walk along and actually light fires.

0:08:12 > 0:08:15We have a tool box of tools, we have water, a leaf blower,

0:08:15 > 0:08:20with no flames with a leaf blower.

0:08:20 > 0:08:22And exacerbating the problem is the sheer amount of dry bracken

0:08:22 > 0:08:26now covering the hillside.

0:08:26 > 0:08:29Harris is involved in a project looking at what can be done

0:08:29 > 0:08:30from an environmental perspective.

0:08:30 > 0:08:31By reintroducing traditional management like this,

0:08:31 > 0:08:35in the long term, you will get more varied habitat, the seed

0:08:35 > 0:08:40bank will build back up again on the hills,

0:08:40 > 0:08:42because at the moment, it is getting devastated by these fires.

0:08:42 > 0:08:44And the problem isn't going away.

0:08:44 > 0:08:51Near Llangollen, a blaze which has been extinguished reignited.

0:08:51 > 0:08:53And in Swansea, it could be hours before these claims

0:08:53 > 0:08:54are brought under control.

0:08:54 > 0:08:56Delays along North Wales' main road, the A55,

0:08:56 > 0:08:58are being kept to a minimum, the Welsh government

0:08:58 > 0:09:01has insisted tonight.

0:09:01 > 0:09:03Yesterday there were reports of drivers queueing for hours

0:09:03 > 0:09:04to travel just a few miles.

0:09:04 > 0:09:06Some businesses say they've lost thousands of pounds.

0:10:11 > 0:10:15they were late, stuck in the traffic,

0:10:15 > 0:10:17so it kind of effected trade.
