:00:38. > :00:41.The family of Cerys Yemm have tonight called for a new approach

:00:42. > :00:43.to monitor offenders after they are released from prison.

:00:44. > :00:45.Miss Yemm was killed by Matthew Williams

:00:46. > :00:51.He had recently been released from jail and had a history of drug

:00:52. > :00:56.An inquest jury decided Cerys was unlawfully killed.

:00:57. > :01:03.Cerys Yemm was just 22, described by her family as kind,

:01:04. > :01:09.caring and someone who could always see the best in people.

:01:10. > :01:12.She died following a brutal attack in which he sustained

:01:13. > :01:18.Her killer, Matthew Williams, a man just out of prison

:01:19. > :01:21.with a history of drug use and mental health issues, had been

:01:22. > :01:25.given accommodation at Sirhowy Arms by the local council.

:01:26. > :01:31.The 34-year-old was still carrying out the attack when police arrived.

:01:32. > :01:37.He was Tasered four times before he collapsed and then died.

:01:38. > :01:40.After three weeks of listening to the evidence of 40 witnesses,

:01:41. > :01:45.the jury found that Cerys Yemm was unlawfully killed.

:01:46. > :01:48.We feel that there should be reform of the systems of monitoring

:01:49. > :01:51.and information sharing between agencies when offenders

:01:52. > :01:57.He was accommodated in an unsuitable B hostel in Argoed

:01:58. > :02:01.where he resumed his cycle of drug abuse.

:02:02. > :02:03.Matthew Williams was released from Parc prison

:02:04. > :02:09.Within a short time, he had met Cerys Yemm,

:02:10. > :02:15.The night they died they had been at a friends house.

:02:16. > :02:19.Postmortem examinations suggest both had taken drugs.

:02:20. > :02:21.Matthew Williams, the inquest was told, had taken

:02:22. > :02:27.They arrived at midnight, around one hour later,

:02:28. > :02:30.screams were heard coming from Matthew Williams' room.

:02:31. > :02:35.CCTV played to the jury showed residents gathered

:02:36. > :02:38.on the landing and the owner, Mandy Miles, called.

:02:39. > :02:40.Mrs Miles opened the door and saw what she thought

:02:41. > :02:43.was Matthew Williams cannibalising Cerys Yemm's body.

:02:44. > :02:49.In court, experts said that was not the case.

:02:50. > :02:51.30 minutes later, police officers entered the room,

:02:52. > :02:54.one discharged his Taser but said Matthew Williams was so strong

:02:55. > :02:59.he was lifting them up as they tried to restrain him.

:03:00. > :03:03.He then used his Taser three more times within 30 seconds until

:03:04. > :03:11.11 minutes later, paramedics were brought into the room,

:03:12. > :03:13.at which point Matthew Williams was still alive and in

:03:14. > :03:20.He was taken to an ambulance and at some point stopped breathing.

:03:21. > :03:24.Efforts to resuscitate him failed and he was declared dead.

:03:25. > :03:26.Returning a narrative verdict, the jury found that

:03:27. > :03:30.Matthew Williams' death was sudden and unexpected, a culmination

:03:31. > :03:33.of illicit drug use and the struggle against restraint.

:03:34. > :03:37.His family, while offering their condolences to the family

:03:38. > :03:40.of Cerys Yemm, said that he was let down by the services that

:03:41. > :03:45.We hope that this case will highlight the need for better

:03:46. > :03:47.mental health care and lead to the effective sharing

:03:48. > :03:50.of information between state agencies and that another family

:03:51. > :03:52.will not have to go through what the families touched

:03:53. > :03:58.The family of Cerys Yemm have called for Caerphilly Council to work

:03:59. > :04:02.with the owners of the Sirhowy Arms to demolish the side.

:04:03. > :04:08.They have said it serves as an unbearable reminder of their loss.

:04:09. > :04:10.A 24-year-old woman has been arrested on suspicion

:04:11. > :04:13.of manslaughter following the death of a baby in New Quay in Ceredigion.

:04:14. > :04:15.Officers were called to a property following reports

:04:16. > :04:21.He was taken to hospital but later died.

:04:22. > :04:25.A man has appeared in court charged with the murder of father of two,

:04:26. > :04:29.He was found collapsed outside a nightclub on Saturday

:04:50. > :04:52.tomorrow after he held talks with the leader of the Welsh Tories,
