:01:16. > :01:18.and Mark Reckless after he defected to Ukip three years ago and

:01:19. > :01:21.Only party members can be Assembly Members.

:01:22. > :01:23.It's been made very clear that Mr Reckless won't

:01:24. > :01:26.Even his new leader didn't want him two years ago.

:01:27. > :01:30.There will be collection buckets at the door so that you can give

:01:31. > :01:33.generously so that we can boot him back over to you.

:01:34. > :01:37.But instead of booting him out, he's welcomed Mr Reckless back in.

:01:38. > :01:42.The answer we were told was that the group in the Assembly

:01:43. > :01:46.suspended the constitution, bypassing the rule book to allow

:01:47. > :01:50.Reckless into their ranks and become the largest opposition party.

:01:51. > :01:54.But surely, a political party can't just bypass the rule book?

:01:55. > :02:00.He's got to explain himself and explain what his group are up to.

:02:01. > :02:03.You know, this is a key ingredient for an elected politician that

:02:04. > :02:09.Sources within the UK Conservative Party told BBC Wales

:02:10. > :02:13.they were furious that any AM who voted to bypass the rules

:02:14. > :02:18.could be refused the right to stand again at the next election.

:02:19. > :02:21.But today, during a radio interview, the leader in Wales said

:02:22. > :02:26.It wouldn't be in our gift to suspend the Conservative Party

:02:27. > :02:29.constitution anywhere and Mark Reckless has not

:02:30. > :02:31.applied to be a member of the Conservative Party.

:02:32. > :02:34.Mark Reckless has said that, we have said that.

:02:35. > :02:36.Yes, this is what's confusing a lot of people.

:02:37. > :02:40.You've got a nonmember of the party sitting in your group.

:02:41. > :02:43.Will he be subject to the whip? How will it work?

:02:44. > :02:48.It happens in democracies across the world and council

:02:49. > :02:51.chambers across the world as well, that people come to

:02:52. > :02:55.Last year, they got seven AMs selected to Cardiff Bay.

:02:56. > :03:00.Mark Reckless wrote the manifesto and is now the second AM

:03:01. > :03:06.Mark Reckless is a regional Assembly Member for South Wales East,

:03:07. > :03:09.an area which includes Newport and the theatre where they launched

:03:10. > :03:14.That means he wasn't voted in as an individual.

:03:15. > :03:20.So how do voters here feel, now that he's turned his back on that party?

:03:21. > :03:22.Just not very nice. I mean, he's a traitor, isn't it?

:03:23. > :03:27.I don't think he should have done it.

:03:28. > :03:30.On one hand he's right, in that Ukip, they were set up

:03:31. > :03:32.to get us out of Europe and effectively, we've done that

:03:33. > :03:36.now, so Ukip really should pack up their bags and cease to exist.

:03:37. > :03:40.There is an overused saying that a week is a long time in politics.

:03:41. > :03:46.The past 24 hours have shown that events can move a lot more quickly

:03:47. > :03:52.There'll be a ring of steel in Cardiff when the city hosts

:03:53. > :03:55.the Champions League final on the third of June -

:03:56. > :03:58.that's according to the officers in charge of policing the biggest

:03:59. > :03:59.sporting event in the world this year.

:04:00. > :04:02.More than 170,000 fans are expected to travel

:04:03. > :04:08.It'll be broadcast to 200 million people around the world.

:04:09. > :04:11.And around 12,000 staff will be working at the event.

:04:12. > :04:24.On the ultimate stage, the Champions League final

:04:25. > :04:27.at the Principality stadium in Cardiff on June the 3rd.

:04:28. > :04:29.Today, organisers revealed detailed plans for the biggest sporting event

:04:30. > :04:33.Wales has ever hosted, a four-day festival

:04:34. > :04:35.starting with the women's final on June one.

:04:36. > :04:38.If you're a small city, you don't have the infrastructure, you don't

:04:39. > :04:40.have the 24-hour underground, for some reason,

:04:41. > :04:45.So we always knew from the outset that we had to find solutions.

:04:46. > :04:47.We worked with the Uefa on that from the outset.

:04:48. > :04:50.100 private jets will transport VIPs to Cardiff to watch the match.

:04:51. > :04:55.Fans will make 60,000 train journeys.

:04:56. > :04:57.That's 15,000 more than during the Rugby World Cup and 1,500 officers

:04:58. > :04:59.from around the UK will police the event.

:05:00. > :05:04.They say they've never planned for anything like it.

:05:46. > :05:51.Milan last year. There were 65,000 hotel rooms in the city. Cardiff is

:05:52. > :05:57.4000. The festival will take up a lot of space. This Cardiff park will

:06:37. > :06:38.found not guilty of causing cruelty to chilren.

:06:39. > :06:40.Bright Sparks in Taibach closed last year, following
