:00:41. > :00:43.which kicked-off the revolution in the technology we use today.
:00:44. > :00:45.But could Newport become a world leader
:00:46. > :00:50.Driverless cars, 5G connectivity and remote health care
:00:51. > :00:53.all rely on compound semi-conductors.
:00:54. > :00:57.Now ten councils from across South East Wales
:00:58. > :01:01.are investing close to ?40 million in the technology.
:01:02. > :01:04.Here's our economics correspondent Sarah Dickins.
:01:05. > :01:08.From driverless cars, robotics
:01:09. > :01:12.and for the many technologies that are expected to transform lives,
:01:13. > :01:15.at their heart are compound semi-conductors.
:01:16. > :01:18.They do things that the last generation of semi-conductors
:01:19. > :01:24.At Cardiff University, they have been working
:01:25. > :01:27.closely with Welsh technology companies
:01:28. > :01:33.This is predicted to be a ?100 billion business by 2020.
:01:34. > :01:38.So this is us getting in at the early stages to create
:01:39. > :01:41.an industry in the UK that is going to go
:01:42. > :01:46.It's still developing though so there is still a huge
:01:47. > :01:51.Never before have local authorities been involved in a new industry
:01:52. > :01:58.We were the hotbed of the industrial revolution
:01:59. > :02:01.back in the 18th and 19th centuries and I see this as the 21st-century
:02:02. > :02:05.industrial revolution and we've done plenty of work on it
:02:06. > :02:08.and working together, we have taken that risk.
:02:09. > :02:12.The ten councils in the city deal will invest nearly ?38 million.
:02:13. > :02:17.They will own the compond semi-conductor foundry.
:02:18. > :02:25.One Welsh company, IQE, is itself a world leader in the field.
:02:26. > :02:29.Behind these doors, what they are making is so precise,
:02:30. > :02:32.so complicated and ultimately so valuable
:02:33. > :02:35.that we can't just wander along the production line.
:02:36. > :02:37.What they're making are the tiny parts
:02:38. > :02:40.that go into so much of the technology we are used to
:02:41. > :02:43.and technology for the future as well.
:02:44. > :02:47.What's ironic is that more than 90% of what IQE make here
:02:48. > :02:50.goes abroad into products that we then import.
:02:51. > :02:53.This project is about joining that up
:02:54. > :02:56.and really radically shaking up the Welsh economy.
:02:57. > :03:01.The council's money is projected to attract ?350 million
:03:02. > :03:06.as a new industrial revolution develops.
:03:07. > :03:10.The foundry would employ 2,000 highly-skilled people
:03:11. > :03:12.with the going rate for the job
:03:13. > :03:14.around three times the Welsh average.
:03:15. > :03:17.As the new industry grows, it's expected to bring
:03:18. > :03:21.a total of 5,000 high-tech jobs within five years.
:03:22. > :03:24.This is for the next generation of products,
:03:25. > :03:29.I think South East Wales could become a world leader.
:03:30. > :03:32.Largely because there is currently no single cluster
:03:33. > :03:35.in the world concentrating on compound semi-conductors.
:03:36. > :03:39.This is the only region where we actually already
:03:40. > :03:42.have a reasonable concentration of similar companies.
:03:43. > :03:46.Silicon Valley in California is so often held up
:03:47. > :03:49.as the place where new technologies are developed.
:03:50. > :03:54.The dream is for Newport to eclipse that and become where
:03:55. > :03:59.the next generation of high-tech innovation is born.
:04:00. > :04:04.Labour councillors in Cardiff have chosen a new leader tonight.
:04:05. > :04:06.Huw Thomas will take over from Phil Bale,
:04:07. > :04:10.who has led Wales' biggest local authority since 2014.
:04:11. > :04:13.Our political correspondent Dan Davies reports.
:04:14. > :04:19.Huw Thomas says he is confident he has the support of fellow Labour
:04:20. > :04:22.members on Cardiff Council to lead the authority.
:04:23. > :04:25.His predecessor, Phil Bale, couldn't always say that.
:04:26. > :04:29.There has been a lot of infighting in recent years among Labour members
:04:30. > :04:34.on this authority but Huw Thomas has been elected as the new leader
:04:35. > :04:39.and he says he has a vision to take the council forward.
:04:40. > :04:42.The Labour family has come together tonight.
:04:43. > :04:45.A new leadership team in place, all agreed on how important
:04:46. > :04:48.it is that we deliver for Cardiff and its citizens.
:04:49. > :04:51.There is a chance to put in place a vision for 25 years,
:04:52. > :04:55.allow the city to grow and really drive forward the Welsh economy.
:04:56. > :05:01.Despite the arguments there have been,
:05:02. > :05:04.Labour won the local elections in Cardiff last week.
:05:05. > :05:08.They kept hold of enough seats to retain control of the authority.
:05:09. > :05:11.A big boost for the party's confidence
:05:12. > :05:15.heading towards the general election next month.
:05:16. > :05:20.But now we know that in an attempt to draw a line under a difficult few
:05:21. > :05:24.years for the Labour Party in Cardiff, Huw Thomas will take
:05:25. > :05:29.charge as the leader of Wales' biggest local authority.
:05:30. > :05:33.Launching Welsh Labour's general election campaign,
:05:34. > :05:39.can achieve great things if it stands united.
:05:40. > :05:45.but three of them are issues for the Assembly, not for MPs.
:05:46. > :05:49.Carwyn Jones said it was just a case of Welsh Labour
:05:50. > :05:52.working with party colleagues to return a Labour government.

:06:02. > :06:06.Here they go again, launching their fifth campaign
:06:07. > :06:09.in the last two years, Welsh Labour may well be
:06:10. > :06:14.battle hardened but the party knows it's in for the fight of its life.
:06:15. > :06:18.Last week they lost ground in Wales in the council elections.
:06:19. > :06:21.The results were better than many in the party
:06:22. > :06:25.had feared but, not resting on their laurels,
:06:26. > :06:29.party activists were once again out knocking doors over the weekend.
:06:30. > :06:33.They now have five pledges to sell to the voters, announced
:06:34. > :06:36.today at the Welsh Labour launch at Glamorgan's cricket ground,
:06:37. > :06:42.they include a ?10 an hour living wage and more bobbies on the beat.
:06:43. > :06:45.But the other three pledges, more funding for the NHS,
:06:46. > :06:49.more cash for education and more affordable homes,
:06:50. > :06:53.are all policy areas that are devolved to the Assembly.
:06:54. > :06:56.What I worry about is the Tories walk all over Wales and start
:06:57. > :07:00.cutting our budget and in Scotland and Northern Ireland and we end up
:07:01. > :07:03.struggling to deliver spending on health and education
:07:04. > :07:08.We want to continue to spend as we have done in the past.
:07:09. > :07:11.But a Tory government runs the risk
:07:12. > :07:13.of cutting public spending to the bone.
:07:14. > :07:16.Regardless of Labour's woes across the rest of Britain,
:07:17. > :07:23.They currently hold 25 of the 40 Welsh seats at Westminster
:07:24. > :07:27.and so despite this being a UK wide Westminster general election,
:07:28. > :07:31.launching the campaign here today, it's clear that Welsh Labour wants
:07:32. > :07:34.to run a distinct campaign where it is Carwyn Jones
:07:35. > :07:38.rather than Jeremy Corbyn who is front and centre.
:07:39. > :07:45.the Welsh party leader made no mention of the UK party leader.
:07:46. > :07:48.So, whereas the Conservative Party is hoping to make this
:07:49. > :07:51.a presidential contest between Jeremy Corbyn
:07:52. > :07:56.and Theresa May, is Welsh Labour trying to hide its leader?
:07:57. > :07:59.Jeremy has been to Wales twice recently,
:08:00. > :08:01.shared a platform with Carwyn Jones
:08:02. > :08:05.in the very successful rally we had on Whitchurch common.
:08:06. > :08:08.Two days after the election was announced.
:08:09. > :08:11.And we all shared a platform at the Welsh Labour conference
:08:12. > :08:19.In Wales, at least, be prepared to hear the party
:08:20. > :08:24.talking more about Carwyn than Corbyn.
:08:25. > :08:28.A police officer who investigated the paedophile Lostprophets singer
