0:00:12 > 0:00:13Good evening.

0:00:13 > 0:00:18The Education Secretary, Kirsty Williams, says she plans

0:00:18 > 0:00:21to double spending on a scheme, to help the poorest three-

0:00:21 > 0:00:23and four-year-olds in Wales.

0:00:23 > 0:00:26She unveiled the plans in her speech to the Liberal Democrat conference

0:00:26 > 0:00:28in Brighton, from where our Parliamentary Correspondent,

0:00:28 > 0:00:30David Cornock reports.

0:00:30 > 0:00:33She may be the last Lib Dem left in the Assembly,

0:00:33 > 0:00:35but as Education Secretary, Kirsty Williams is determined

0:00:35 > 0:00:38to show her party can still be a force in government.

0:00:38 > 0:00:42She told delegates here her priority in the job, helping three

0:00:42 > 0:00:47and four-year-olds from poor backgrounds, crowns,

0:00:47 > 0:00:48through a grant currently worth ?300 per child.

0:00:48 > 0:00:52I'm announcing that it is my intention to double the early

0:00:52 > 0:00:55years pupil premium.

0:00:55 > 0:01:05Concentrating extra resources on our very youngest pupils,

0:01:07 > 0:01:14because it is our mission that every child deserves a fair start in life.

0:01:14 > 0:01:16She also ruled out the return of the grammar school,

0:01:16 > 0:01:19another key difference between governments

0:01:19 > 0:01:21in Wales and England.

0:01:21 > 0:01:24But with only one AM and a single MP, the Lib Dems know that

0:01:24 > 0:01:29political recovery in Wales is still some way off.

0:01:29 > 0:01:33The man who replaced Kirsty Williams as the party's Welsh leader says

0:01:33 > 0:01:36the answer lies in talking to other parties.

0:01:36 > 0:01:41At this point in time, with boundary changes

0:01:41 > 0:01:43which massively support and encourage the Conservative Party

0:01:43 > 0:01:46electorate in the future, I think there is a case

0:01:46 > 0:01:48for politicians to be talking what I would loosely describe

0:01:48 > 0:01:50as progressive politicians to be talking about issues

0:01:50 > 0:01:53of common interest.

0:01:53 > 0:01:56Without closer co-operation between parties on the centre

0:01:56 > 0:01:59and the left, he fears the Conservatives will be in power

0:02:08 > 0:02:11It follows recent comments from the First Minister,

0:02:11 > 0:02:15Carwyn Jones, that all the devolved Parliaments and Assemblies should

0:02:15 > 0:02:18agree any deal the UK Government comes to.

0:02:18 > 0:02:20I'm not going to call for a veto.

0:02:20 > 0:02:23What I have said is that I think it's right that all four

0:02:23 > 0:02:25parliaments should ratify, agree, to any deal the UK

0:02:25 > 0:02:27Government comes to.

0:02:27 > 0:02:29It wouldn't be right for UK Government to negotiate in terms

0:02:29 > 0:02:32of farming and fisheries when they have no role in farming

0:02:32 > 0:02:35and fisheries in Scotland, Wales, and Northern Ireland.

0:02:35 > 0:02:38Ultimately, it will be the Cabinet that will make a decision and

0:02:38 > 0:02:40ultimately it's the Prime Minister.

0:02:40 > 0:02:43So I'm a voice around the Cabinet.

0:02:43 > 0:02:46The Prime Minister's tasked me to look after Wales's interests.

0:02:46 > 0:02:53We will come to a view that serves the whole of the United Kingdom

0:02:56 > 0:02:57of those discussions.

0:03:07 > 0:03:10who was born in the capital 100 years ago.

0:03:10 > 0:03:14Yesterday, there was some criticism about crowd control but organisers

0:03:14 > 0:03:19say no-one was ever in danger.

0:03:19 > 0:03:24There was about half an hour in the middle of the day

0:03:24 > 0:03:27where we actually had to intervene to ensure public safety.

0:03:27 > 0:03:29There was no threat but today's much easier to control.

0:03:29 > 0:03:32It is very contained.
