:00:30. > :00:33.Here's our political correspondent, Arwyn Jones.

:00:34. > :00:37.The aim of the Wales Bill is to clear up who is responsible

:00:38. > :00:40.for making laws in which areas, the Welsh Assembly or Westminster.

:00:41. > :00:43.It would give the Assembly new powers over energy projects such

:00:44. > :00:47.as fracking, deciding how taxis should be licensed

:00:48. > :00:50.and what the speed limit should be on Welsh roads.

:00:51. > :00:53.But critics, including many AMs, say it takes back powers

:00:54. > :00:58.That was denied this morning by one of the men pushing

:00:59. > :01:04.We are building upon the 2011 referendum.

:01:05. > :01:07.Now the 2011 referendum made it very clear that it gave the Welsh

:01:08. > :01:14.And the people of Wales are not well served by having decisions

:01:15. > :01:20.Two years ago, the highest court in the land, the Supreme Court,

:01:21. > :01:27.ruled in favour of the Welsh government against UK ministers,

:01:28. > :01:29.that the Assembly had the power to set the wages

:01:30. > :01:33.But the concern is that the new Wales Bill would put such powers

:01:34. > :01:39.That judgment definitely clarified the Assembly's lawmaking powers,

:01:40. > :01:44.but what this bill has done is try to undo those Supreme Court

:01:45. > :01:47.decisions and actually take back some of the powers that the Welsh

:01:48. > :01:49.government and the Assembly thought they had.

:01:50. > :01:56.Tomorrow, the House of Lords will examine the bill.

:01:57. > :02:00.The man led the Yes for Wales campaign in 1979,

:02:01. > :02:02.Lord Alistair Morgan, said it would have been better

:02:03. > :02:05.for Wales if the Wales Bill had never happened.

:02:06. > :02:07.This is the fourth attempt to clarify the Welsh

:02:08. > :02:09.devolution settlement, each of the previous acts were said
