0:00:14 > 0:00:17Good evening.

0:00:17 > 0:00:20The new Wales Bill will give greater clarity over the Assembly's powers.

0:00:20 > 0:00:23That's according to a minister in the UK Governments Wales office.

0:00:23 > 0:00:27Guto Bebb was speaking on BBC Sunday Politics Wales.

0:00:27 > 0:00:30The bill - which will change how the Welsh Assembly makes laws -

0:00:30 > 0:00:31has been widely criticised.

0:00:31 > 0:00:34Here's our political correspondent, Arwyn Jones.

0:00:34 > 0:00:37The aim of the Wales Bill is to clear up who is responsible

0:00:37 > 0:00:41for making laws in which areas - the Welsh Assembly or Westminster.

0:00:41 > 0:00:45It would give the Assembly new powers over energy projects such

0:00:45 > 0:00:47as fracking, deciding how taxis should be licensed

0:00:47 > 0:00:51and what the speed limit should be on Welsh roads.

0:00:51 > 0:00:54But critics, including many AMs, say it takes back powers

0:00:54 > 0:00:57from Cardiff Bay to Whitehall.

0:00:57 > 0:01:00That was denied this morning by one of the men pushing

0:01:00 > 0:01:02the legislation through.

0:01:02 > 0:01:04We are building upon the 2011 referendum.

0:01:04 > 0:01:07Now the 2011 referendum was very clear, that it gave the Welsh

0:01:07 > 0:01:09Assembly powers in 20 subject areas.

0:01:09 > 0:01:10We are going far beyond that.

0:01:10 > 0:01:12But we do need that clarity.

0:01:12 > 0:01:15And the people of Wales are not well served by having decisions

0:01:15 > 0:01:17which are a grey area.

0:01:17 > 0:01:20Two years ago, the highest court in the land, the Supreme Court,

0:01:20 > 0:01:23ruled in favour of the Welsh government against UK ministers,

0:01:23 > 0:01:25that the Assembly had the power to set the wages

0:01:25 > 0:01:28of agricultural workers.

0:01:28 > 0:01:31But the concern is that the new Wales Bill would put such powers

0:01:31 > 0:01:33back in Westminster.

0:01:33 > 0:01:36That judgment definitely clarified the Assembly's lawmaking powers,

0:01:36 > 0:01:41but what this bill has done is try to undo those Supreme Court

0:01:41 > 0:01:45decisions and actually take back some of the powers that the Welsh

0:01:45 > 0:01:48government and the Assembly thought they had.

0:01:48 > 0:01:51Tomorrow, the House of Lords will examine the bill.

0:01:51 > 0:01:53It could be in for a rough ride.

0:01:53 > 0:01:56The man who led the Yes for Wales campaign in 1979,

0:01:56 > 0:02:00Lord Alistair Morgan, said it would have been better

0:02:00 > 0:02:05for Wales if the Wales Bill had never happened.

0:02:05 > 0:02:08North Wales Police are trying to find a convicted rapist,

0:02:08 > 0:02:10following a fire at an address in Prestatyn, in Denbighshire.

0:02:10 > 0:02:1563-year-old Richard Pen-treath - also known as Hilary Clifford Thomas

0:02:15 > 0:02:1763-year-old Richard Pentreath - also known as Hilary Clifford Thomas

0:02:17 > 0:02:20- is wanted on suspicion of causing arson with intent to

0:02:20 > 0:02:21endanger life on Thursday.

0:02:21 > 0:02:23On Monday, he was found guilty of historical rape

0:02:23 > 0:02:25offences in his absence, after he failed to attend court.

0:02:25 > 0:02:27The potential dangers of e-cigarettes are being

0:02:27 > 0:02:29highlighted by leading surgeons.

0:02:29 > 0:02:32The warning comes after a number of people were badly injured

0:02:32 > 0:02:33when the devices exploded in their pockets.

0:02:33 > 0:02:37Burns specialists at Morriston Hospital, Swansea have

0:02:37 > 0:02:40treated five men for serious injuries this year.

0:02:40 > 0:02:46Trading Standards are urging people not to buy cheap products.

0:02:46 > 0:02:49Wales Manager - Chris Coleman - says he's confident his side can

0:02:49 > 0:02:52recover from their draw against Georgia.

0:02:52 > 0:02:56The result - against opponents ranked 137th in the world -

0:02:56 > 0:02:58was a blow to hopes of qualifying for the World Cup.

0:02:58 > 0:03:00Tomos Dafydd reports.

0:03:00 > 0:03:04It was the first real setback of this campaign.

0:03:04 > 0:03:06Wales were overwhelming favourites to win, but the fans

0:03:06 > 0:03:08left frustrated.

0:03:08 > 0:03:10What a load of rubbish.

0:03:10 > 0:03:12Absolutely terrible.

0:03:12 > 0:03:13They looked tired.

0:03:13 > 0:03:15Second half was really poor.

0:03:15 > 0:03:17First half, they were really good.

0:03:17 > 0:03:19Georgia were very good at passing.

0:03:19 > 0:03:21Wales started brightly.

0:03:21 > 0:03:23Gareth Bale jumping higher than anyone else

0:03:23 > 0:03:25for the opening goal.

0:03:25 > 0:03:27But the home side failed to add to that lead,

0:03:27 > 0:03:30while Georgia grew into the game.

0:03:30 > 0:03:35The second half and the team ranked 137th in the world equalised.

0:03:35 > 0:03:39Unmarked, Tornike Okriashvili took full advantage.

0:03:39 > 0:03:42Wales unravelled with goalkeeper Wayne Hennessey called

0:03:42 > 0:03:46into action several times.

0:03:46 > 0:03:48While Gareth Bale came close with this one,

0:03:48 > 0:03:52Georgia squandered several chances.

0:03:52 > 0:03:55The away side were made to look half decent.

0:03:55 > 0:03:59Wales were living dangerously.

0:03:59 > 0:04:02I think the team have obviously shown us a lot of respect.

0:04:02 > 0:04:05We're obviously a different team they were playing against us

0:04:05 > 0:04:06a couple of years ago.

0:04:06 > 0:04:16But it is up to us to deal with that.

0:04:16 > 0:04:19If we want to what qualify for the tournament, then that is

0:04:19 > 0:04:21what we have to come up with.

0:04:21 > 0:04:21It is disappointing.

0:04:21 > 0:04:25We wanted to win the game but it is certainly not the end

0:04:25 > 0:04:26of the world.

0:04:26 > 0:04:30There's plenty of points to play for in this group.

0:04:30 > 0:04:33And regardless of tonight, you know there are more games ahead.

0:04:33 > 0:04:35It could have been worse for Wales.

0:04:35 > 0:04:37The manager Chris Coleman conceded that his side could

0:04:37 > 0:04:38have lost the match.

0:04:38 > 0:04:41He also said that tonight's result means there's more pressure to beat

0:04:41 > 0:04:42Serbia here next month.

0:04:42 > 0:04:43Tomos Dafyyd, BBC Wales Today.

0:04:43 > 0:04:46Let's take a look at what the weather has in store now.

0:04:46 > 0:04:48Turning cold overnight, especially in rural areas,and

0:04:48 > 0:04:49we could see some frost.

0:04:49 > 0:04:51Tomorrow, a chilly start, then generally dry with widespread

0:04:51 > 0:04:53sunshine, but perhaps the odd shower in the afternoon.

0:04:53 > 0:04:54Highs of 13 Celsius.

0:04:54 > 0:04:57And that's it from the Sunday night team here on BBC Wales today.
