0:00:34 > 0:00:37The aim of the Wales Bill is to clear up who is responsible
0:00:37 > 0:00:41for making laws in which areas - the Welsh Assembly or Westminster.
0:00:41 > 0:00:45It would give the Assembly new powers over energy projects such
0:00:45 > 0:00:47as fracking, deciding how taxis should be licensed
0:00:47 > 0:00:51and what the speed limit should be on Welsh roads.
0:00:51 > 0:00:54But critics, including many AMs, say it takes back powers
0:00:54 > 0:00:57from Cardiff Bay to Whitehall.
0:00:57 > 0:01:00That was denied this morning by one of the men pushing
0:01:00 > 0:01:02the legislation through.
0:01:02 > 0:01:04We are building upon the 2011 referendum.
0:01:04 > 0:01:07Now the 2011 referendum was very clear, that it gave the Welsh
0:01:07 > 0:01:09Assembly powers in 20 subject areas.
0:01:09 > 0:01:10We are going far beyond that.
0:01:10 > 0:01:12But we do need that clarity.
0:01:12 > 0:01:15And the people of Wales are not well served by having decisions
0:01:15 > 0:01:17which are a grey area.
0:01:17 > 0:01:20Two years ago, the highest court in the land, the Supreme Court,
0:01:20 > 0:01:23ruled in favour of the Welsh government against UK ministers,
0:01:23 > 0:01:25that the Assembly had the power to set the wages
0:01:25 > 0:01:28of agricultural workers.
0:01:28 > 0:01:31But the concern is that the new Wales Bill would put such powers
0:01:31 > 0:01:33back in Westminster.
0:01:33 > 0:01:36That judgment definitely clarified the Assembly's lawmaking powers,
0:01:36 > 0:01:41but what this bill has done is try to undo those Supreme Court
0:01:41 > 0:01:45decisions and actually take back some of the powers that the Welsh
0:01:45 > 0:01:48government and the Assembly thought they had.
0:01:48 > 0:01:51Tomorrow, the House of Lords will examine the bill.
0:01:51 > 0:01:53It could be in for a rough ride.
