:00:49. > :00:56.But the managing director isn't for devolving immigration.

:00:57. > :00:59.The reality of it I think is an extremely complicated issue

:01:00. > :01:01.and I don't think that Welsh government have the resource

:01:02. > :01:04.or the knowledge to even cope with such responsibility.

:01:05. > :01:07.The counter argument is that ministers in Cardiff are best placed

:01:08. > :01:10.to understand what kind of immigration Wales needs

:01:11. > :01:14.to boost its economy and improve services.

:01:15. > :01:18.Recruiting GPs is an issue for communities across Wales,

:01:19. > :01:21.so would devolving some control over immigration make it easier

:01:22. > :01:26.If we had power over that then we could be more

:01:27. > :01:28.responsive and responsiveness is what is required

:01:29. > :01:34.The UK government and Labour leader Jeremy Corbyn have said devolving

:01:35. > :01:38.some control over immigration would be too complicated.

:01:39. > :01:44.Former shadow minister for immigration Chris Bryant is also

:01:45. > :01:46.opposed to the idea but believes the current system must

:01:47. > :01:50.The UK government should be awake to the fact that in different parts

:01:51. > :01:53.of the United Kingdom there are different pressures

:01:54. > :01:58.In particular in relation to the NHS.

:01:59. > :02:06.If South Wales feels that it has a shortage of orthopaedic surgeons,

:02:07. > :02:09.then they should be able to say, "Excuse me, Mr government

:02:10. > :02:11.minister or Mrs government minister in Westminster,

:02:12. > :02:16.we need you to allow us to move quickly on this."

:02:17. > :02:18.And I'm absolutely certain that hasn't been the case.

:02:19. > :02:21.The UK government says its priority is to build an immigration system
