0:00:14 > 0:00:15Good evening.
0:00:15 > 0:00:18Introducing a Universal Basic Income in Wales would be a "worrying
0:00:18 > 0:00:20and extremely expensive socialist experiment", a leading
0:00:20 > 0:00:27economist has warned.
0:00:27 > 0:00:28Earlier this month, the Finance Secretary
0:00:28 > 0:00:29said the idea of paying
0:00:29 > 0:00:31every citizen an unconditional sum of money was "attractive"
0:00:31 > 0:00:33and could help tackle poverty and inequality.
0:00:33 > 0:00:35But Professor Patrick Minford told Sunday Politics Wales
0:00:35 > 0:00:36the scheme "isn't workable".
0:00:36 > 0:00:41More from our political reporter, Cemlyn Davies.
0:00:41 > 0:00:44Should every single citizen receive an automatic basic income
0:00:44 > 0:00:47to spend however they want, no strings attached?
0:00:47 > 0:00:49It isn't a new question.
0:00:49 > 0:00:53Philosophers have debated it for centuries.
0:00:53 > 0:01:00But the policy does have fresh support from the left and the right,
0:01:00 > 0:01:02and here in Wales, the Finance Secretary recently
0:01:02 > 0:01:03described the idea as attractive.
0:01:03 > 0:01:13It's an idea with considerable roots in our social policy.
0:01:15 > 0:01:18Always struggled to manage to find a practical way
0:01:18 > 0:01:19of taking it forward.
0:01:19 > 0:01:21But there is an opportunity for us in Wales to watch
0:01:21 > 0:01:22what is being attempted elsewhere.
0:01:22 > 0:01:25It isn't clear if or how the Welsh government could introduce
0:01:25 > 0:01:28a universal basic income, but Mark Drakeford says he will keep
0:01:28 > 0:01:31an eye on developments in Scotland, where there are efforts to launch
0:01:31 > 0:01:32pilot schemes in Glasgow and Fife.
0:01:32 > 0:01:34The initiative has cross-party support and the backing
0:01:34 > 0:01:36of the RSA think tank.
0:01:36 > 0:01:40It explains a basic income would be paid to everyone,
0:01:40 > 0:01:44regardless of whether they work or not and so there is an extra
0:01:44 > 0:01:48incentive for unemployed people to find a job as they wouldn't have
0:01:48 > 0:01:51to worry about losing benefits as happens under the current system.
0:01:51 > 0:01:58With a basic income, moving from a system where you weren't
0:01:58 > 0:02:00working into one where you were, you won't face those penalties.
0:02:00 > 0:02:02You retain your consistent payments throughout that period.
0:02:02 > 0:02:11You are given security to be able to choose to work.
0:02:11 > 0:02:14And also to actually to be able to choose work or training,
0:02:14 > 0:02:15or to set up your own business.
0:02:15 > 0:02:18This is not a workable scheme because it is far too expensive.
0:02:18 > 0:02:21It creates a tremendous tax and disincentive for the average
0:02:21 > 0:02:23person further up the income scale who is paying the taxes
0:02:23 > 0:02:24to fund the whole thing.
0:02:24 > 0:02:27Mark Drakeford has said he thinks this is an attractive idea.
0:02:27 > 0:02:28Does that worry you?
0:02:28 > 0:02:31Well it is quite worrying for Wales because it is very expensive.
0:02:31 > 0:02:35If Wales does it on its own it is going to be very expensive.
0:02:35 > 0:02:37Critics also claim a universal basic income could encourage laziness
0:02:37 > 0:02:40and increase immigration.
0:02:40 > 0:02:44The First Minister has criticised President Donald Trump's decision
0:02:44 > 0:02:48to institute a 90-day travel ban for nationals from Iran,
0:02:48 > 0:02:52Iraq, Libya, Somalia, Sudan, Syria and Yemen.
0:02:52 > 0:02:54Carwyn Jones said the impact on "law-abiding citizens"
0:02:54 > 0:02:57was beyond any "rational defence".
0:02:57 > 0:02:59He also criticised the Prime Minister's response
0:02:59 > 0:03:02to Mr Trump's executive order.
0:03:02 > 0:03:05Mr Jones says he'll raise the matter with Theresa May when they meet
0:03:05 > 0:03:09tomorrow for the Joint Ministerial Committee.
0:03:09 > 0:03:11Police have renewed an appeal for information
0:03:11 > 0:03:15about the death of a baby boy - exactly a year after his body
0:03:15 > 0:03:16was found in Newport.
0:03:16 > 0:03:18The newborn child was discovered on land near Imperial
0:03:18 > 0:03:21Park in Coedkernew.
0:03:21 > 0:03:23He'd been wrapped in a white towel from the city's
0:03:23 > 0:03:26St Anne's Hospice, and put in a black leather-style bag.
0:03:26 > 0:03:29Despite numerous appeals, Gwent Police have been unable
0:03:29 > 0:03:33to identify the baby's mother.
0:03:33 > 0:03:35A farewell service has been held at Llandaff Cathedral in Cardiff
0:03:35 > 0:03:39to mark the retirement of the Archbishop of Wales.
0:03:39 > 0:03:42Dr Barry Morgan has been the head of the Church in Wales
0:03:42 > 0:03:44for nearly 14 years - the longest serving
0:03:44 > 0:03:47in the Anglican Communion.
0:03:47 > 0:03:51He'll retire on his 70th birthday on Tuesday.
0:03:51 > 0:03:55Around 9,000 women a year in Wales are diagnosed with cancer.
0:03:55 > 0:03:58The treatment can cause visible side effects,
0:03:58 > 0:04:00like hair loss and changes to the skin.
0:04:00 > 0:04:03Now workshops aimed at boosting the confidence of women
0:04:03 > 0:04:06undergoing cancer treatment, are being offered in North Wales
0:04:06 > 0:04:09for the first time.
0:04:09 > 0:04:11For some cancer patients looking in the mirror isn't
0:04:11 > 0:04:18as straightforward as it used to be.
0:04:18 > 0:04:20Treatment can cause physical changes, such as scarring
0:04:20 > 0:04:23and the loss of hair, eyebrows, eyelashes and even nails.
0:04:23 > 0:04:25Now these skincare and make up workshops are being held
0:04:25 > 0:04:30in North Wales for the first time, offering advice and support.

0:04:33 > 0:04:37of chemotherapy for ovarian cancer.

0:04:40 > 0:04:41and everything, you know.
0:04:41 > 0:04:45Because you do tend to put things on and if they're not the right way,
0:04:45 > 0:04:47they don't look right, do they?
0:04:47 > 0:04:51But I'm going to learn what I can tonight.
0:04:51 > 0:04:55The workshops are held away from a hospital setting
0:04:55 > 0:04:58at the Beeches Hotel in Prestatyn every six weeks.
0:04:58 > 0:05:02They are run by volunteers from the charity Look Good Feel
0:05:02 > 0:05:06Better, in partnership with the local health board.
0:05:06 > 0:05:09No matter what treatment they have, it makes them feel so much
0:05:09 > 0:05:11better when they come to a session like this.
0:05:11 > 0:05:14They're meeting other people who are going through the same
0:05:14 > 0:05:16condition, and they make friends from it as well.
0:05:16 > 0:05:18It just makes them feel more confident.
0:05:18 > 0:05:21A cancer diagnosis and treatment can be overwhelming physically
0:05:21 > 0:05:24and psychologically.
