0:00:10 > 0:00:13Good evening.

0:00:13 > 0:00:16The Former Labour Welsh Secretary Lord Murphy says it is not the role

0:00:16 > 0:00:19of the House of Lords to thwart or block Brexit, but it

0:00:19 > 0:00:21will play an important role in scrutinising its terms.

0:00:21 > 0:00:24He was speaking ahead of a two-day debate by peers about the bill

0:00:24 > 0:00:27giving the Prime Minister the power to begin the process

0:00:27 > 0:00:28of leaving the EU.

0:00:28 > 0:00:30Meanwhile, one of his cross-party counterparts in the Lords says

0:00:30 > 0:00:32they should not delay or alter the bill.

0:00:32 > 0:00:39Nick Palit reports.

0:00:41 > 0:00:44MPs have already voted by a majority of 4:1 to give

0:00:44 > 0:00:46Prime Minster Theresa May the power to invoke Article 50

0:00:46 > 0:00:51and begin the process of Britain leaving the EU.

0:00:51 > 0:00:54Now, peers in the House of Lords will debate the bill for two

0:00:54 > 0:00:55days, starting tomorrow.

0:00:55 > 0:00:57The Upper House normally gives an unopposed second reading

0:00:57 > 0:00:59to government legislation.

0:00:59 > 0:01:02So it would be a breach of tradition if they opposed it.

0:01:02 > 0:01:07Lord Lisvane, who is from Cardiff, and who, with Sir Robert Rogers,

0:01:07 > 0:01:11served as clerk to the House of Commons says peers may succeed

0:01:11 > 0:01:13in tweaking the terms of the bill.

0:01:13 > 0:01:16I think it is possible that the Lord Mayor asks the Commons

0:01:16 > 0:01:19to think again on the position of EU nationals resident in the UK.

0:01:19 > 0:01:22I don't think that there is any chance that the Lords

0:01:22 > 0:01:23will delay the bill.

0:01:23 > 0:01:27If the elected house has decided not to do so,

0:01:27 > 0:01:29then the unelected house, I think, could not, would not

0:01:29 > 0:01:35and should not do so.

0:01:35 > 0:01:37Former Welsh and Northern Ireland Secretary, Lord Murphy of Torfaen,

0:01:37 > 0:01:40agrees that it's not the role of the Lords to block Brexit,

0:01:40 > 0:01:43but he'll be tabling an amendment on the issue of a hard customers'

0:01:43 > 0:01:49border with Ireland, and feels peers have an important role to play.

0:01:49 > 0:01:51Parliament does have a very important role in scrutinising

0:01:51 > 0:01:54the terms of our exit and, in our case, of course,

0:01:54 > 0:01:57to make sure that we get the best possible deal for the Welsh people.

0:01:57 > 0:02:00Because we rely so heavily, for example, on our exports to Europe.

0:02:00 > 0:02:03We rely heavily on European money for agriculture and for all sorts

0:02:03 > 0:02:05of schemes up and down Wales.

0:02:05 > 0:02:08So we have to try and safeguard those and to ensure that we get

0:02:08 > 0:02:09the best deal possible.

0:02:09 > 0:02:13So there is a role, but it's not one to block or to thwart Brexit.

0:02:13 > 0:02:16Nearly 200 peers have put their name down to speak.

0:02:16 > 0:02:18Any amendments would then go back to the Commons.

0:02:18 > 0:02:20But political analysts say, barring anything unprecedented,

0:02:20 > 0:02:28the bill to leave the EU should become law.

0:02:30 > 0:02:33A police car chase which led to a BMW crashing and closing

0:02:33 > 0:02:36a major road in north Wales has been referred to the watchdog,

0:02:36 > 0:02:37the Independent Police Complaints Commission.

0:02:37 > 0:02:40The crash closed the A55 between St Asaph and St George yesterday.

0:02:40 > 0:02:44The driver of the car is said to be in a stable condition in hospital.

0:02:44 > 0:02:46North Wales Police are appealing for anyone who saw the BMW

0:02:46 > 0:02:55convertible travelling from Bodelwyddan to get in touch.

0:02:55 > 0:02:58The Labour party says it has suspended a campaigner who fought

0:02:58 > 0:03:00against the decision to change a Carmarthenshire primary school

0:03:00 > 0:03:01to Welsh-medium education.

0:03:01 > 0:03:04However, tonight, Michaela Beddows has told BBC Wales she is not

0:03:04 > 0:03:07a member of the Labour party, who have said they've launched

0:03:07 > 0:03:12an investigation into her conduct.

0:03:12 > 0:03:15Carmarthenshire council voted in January to drop the English stream

0:03:15 > 0:03:19at Ysgol Llangennch near Llanelli.

0:03:19 > 0:03:22A man's body has been found on a Pembrokeshire beach.

0:03:22 > 0:03:24Police were called to Manorbier beach in Tenby yesterday

0:03:24 > 0:03:27morning at around 7:30am.

0:03:27 > 0:03:30Officers say the man has been identified and his

0:03:30 > 0:03:31family has been informed.

0:03:31 > 0:03:35His death is being treated as unexplained.

0:03:35 > 0:03:38All lost pets found by councils should be checked for microchips

0:03:38 > 0:03:40so they can be returned to their owners.

0:03:40 > 0:03:42That's according to a petition which will be considered

0:03:42 > 0:03:45by the National Assembly.

0:03:45 > 0:03:47Currently, it is compulsory to get a dog microchipped,

0:03:47 > 0:03:49but it isn't mandatory to scan them.

0:03:49 > 0:03:54Six councils across Wales say they don't routinely

0:03:54 > 0:03:55scan found animals.

0:03:55 > 0:03:58The petition, signed by 160 people, says the microchip system can

0:03:58 > 0:04:03only be fully effective if all animals are checked.

0:04:03 > 0:04:05Football: And Gareth Bale said he absolutely loved being back

0:04:05 > 0:04:08playing after nearly three months out with an ankle injury.

0:04:08 > 0:04:10Within minutes of his return as a substitute for Real Madrid,

0:04:10 > 0:04:12he scored in their win against Espanyol.

0:04:12 > 0:04:16His return gives Wales a huge boost ahead of a vital World Cup qualifier

0:04:16 > 0:04:23in Ireland towards the end of March.

0:04:23 > 0:04:26Snooker: And Stuart Bingham is ahead in the final of the Wales Open

0:04:26 > 0:04:27after the first session.

0:04:27 > 0:04:30The former World Champion leads Judd Trump by five frames to three,

0:04:30 > 0:04:33with the first to nine taking home the ?70,000 prize.

0:04:33 > 0:04:35The match resumes from 7:00pm this evening with live coverage

0:04:35 > 0:04:36over on BBC Two Wales.

0:04:36 > 0:04:41The first Welshman to fight in the mixed martial arts

0:04:41 > 0:04:46Ultimate Fighting Championship says his bout tonight in Canada

0:04:46 > 0:04:47will be the biggest of his career.

0:04:47 > 0:04:49Jack Marshman will take on Brazil's Thiago Santos

0:04:49 > 0:04:53at UFC Halifax later.

0:04:53 > 0:04:55It's his 27th professional fight, but only his second in

0:04:55 > 0:05:00the Championship after his winning debut in Belfast last November.

0:05:00 > 0:05:01This is a momentum fight.

0:05:01 > 0:05:05I beat this guy and I've just beat a guy who's ranked 15th in the world

0:05:05 > 0:05:09a couple months ago.

0:05:09 > 0:05:12So it's really going to step me forward, I think.

0:05:12 > 0:05:13And it's exciting.

0:05:13 > 0:05:15Because I feel I've got the measure of it.

0:05:15 > 0:05:18I can't see how I'm going to lose.

0:05:18 > 0:05:21I'd like to be at the very top end of the top 15

0:05:21 > 0:05:23by the end of this year.

0:05:23 > 0:05:26And then you start reaching for the top 10 the year after.

0:05:26 > 0:05:30Because, like I said, I'm still only young.

0:05:30 > 0:05:32Time for a quick look at the weather:

0:05:32 > 0:05:33Tonight, cloudy and damp conditions
