:00:26. > :00:29.Ellie-May Clark was taken to the local surgery by her mother,

:00:30. > :00:32.but her doctor refused to see her because she was late.

:00:33. > :00:36.The General Medical Council found that the GP's failure to see

:00:37. > :00:40.and assess the child did NOT meet with standards required of a doctor.

:00:46. > :00:51.Ellie-May, who died of an asthma attack.

:00:52. > :00:52.Mum Shanice brought the five-year-old to their doctor's

:00:53. > :00:55.surgery in the Malpas area of Newport after she was sent home

:00:56. > :00:58.from school early because teachers were concerned about her breathing.

:00:59. > :01:02.She had made an emergency appointment but was

:01:03. > :01:06.She did tell them she might be five minutes late because she had to sort

:01:07. > :01:09.out bringing the kids here and then phoning for a lift because she

:01:10. > :01:13.And when she got in, she was a few minutes late,

:01:14. > :01:33.And while the ambulance was on its way, she collapsed.

:01:34. > :01:37.Ellie-May died that night before an ambulance could get

:01:38. > :01:42.Now the health board has carried out a serious concern report

:01:43. > :01:45.into the actions of Doctor Joanne Rowe at the Grange clinic

:01:46. > :01:47.and confirmed Ellie-May had a history of severe asthma

:01:48. > :01:51.The confidential report confirmed that Doctor Rowe refused to see

:01:52. > :01:54.the child because she was late for the appointment and did not make

:01:55. > :01:59.What would you like to see happen to the doctor concerned?

:02:00. > :02:02.I don't know how but she should be punished, struck off.

:02:03. > :02:05.If she just said sorry, at least that would be something.

:02:06. > :02:08.But Doctor Rowe continues to practice, now in Cardiff.
