:00:31. > :00:32.The budget is the big chance for the UK Government

:00:33. > :00:37.So, it's a the first run out for the new Chancellor, Philip Hammond.

:00:38. > :00:40.In the past, it's meant that big-ticket items like the M4 relief

:00:41. > :00:42.road can get the green light, although motorists will know these

:00:43. > :00:48.Now Wales' finance secretary has written to his counterpart in the UK

:00:49. > :00:52.Government urging him to announce extra funding for health

:00:53. > :00:54.and social care services, which he said had faced significant

:00:55. > :01:00.Well, there are ?3.5 billion worth of unallocated cuts.

:01:01. > :01:04.Cuts that have already been announced, but where the Chancellor

:01:05. > :01:06.has not yet said were those cuts will fall.

:01:07. > :01:10.Now, a share of those cuts could be as much as ?175 million.

:01:11. > :01:16.And I urge the Chancellor to turn his back on those cuts, to say, "No,

:01:17. > :01:25.Mr Hammond said this morning there wouldn't be a big spending

:01:26. > :01:28.spree and that the job of reducing the national debt is

:01:29. > :01:31.Those who know the Chancellor said the challenge will be

:01:32. > :01:39.This is where the challenge is for Welsh politicians in terms

:01:40. > :01:41.of securing more investment into Wales, make winning

:01:42. > :01:46.With George Osborne, it was much more about the politics,

:01:47. > :01:48.particularly in the run up to the 2015 general election.

:01:49. > :01:51.We are now in a phase where actually cold hard economic arguments

:01:52. > :01:56.will sway the Treasury, probably little else.

:01:57. > :01:59.Many politicians in Swansea will be hoping that the Tidal Lagoon gets

:02:00. > :02:01.the nod, but they will have to wait until Wednesday,

:02:02. > :02:08.It isn't just about the huge billion pound projects.

:02:09. > :02:10.Carolyn Harris's eigh-year-old son Martin died after being

:02:11. > :02:15.She had to borrow money to pay for his funeral and now won

:02:16. > :02:20.the Chancellor to help families in a similar situation.

:02:21. > :02:24.I tried to give him an insight into just how painful that time

:02:25. > :02:26.is and how you don't consider the cost and anything,

:02:27. > :02:29.you just consider how you're going to get through every day.

:02:30. > :02:31.So, to remove the cost would be doing such a marvellous

:02:32. > :02:38.thing for any family, not even have to consider that.

:02:39. > :02:41.So, on Wednesday, all eyes will be on 11 Downing St to see

:02:42. > :02:47.what Philip Hammond manages to pull out of his red box.
