:01:25. > :01:30.Hello. Welcome. It is all change in China - the process of a once in a

:01:30. > :01:32.decade power transfer in the world's most populous country has

:01:32. > :01:38.begin. The Congress of the Communist Party has started. What

:01:38. > :01:41.will happen over the next week? More than 2,200 delegates from

:01:41. > :01:45.across China will gather in Beijing for the Congress. It has been

:01:46. > :01:49.meeting since the 1920s and is held every five years. It provides a

:01:49. > :01:53.platform to assess the country's progress and announce new policies.

:01:53. > :01:57.This year is particularly important, because it marks the once in a

:01:57. > :02:03.decade leadership change. The current President, Hu Jintao is

:02:03. > :02:08.expected to be replaced by Vice- President Xi Jinping. Well, the

:02:08. > :02:17.President has opened the Congress with a call to colleagues to combat

:02:17. > :02:23.corruption, but maintain firm political control.

:02:23. > :02:28.They came from across China - the hand-picked delegates from, a

:02:28. > :02:35.Communist Party, 80 million strong. This is political theatre on a

:02:35. > :02:39.grand scale. It is a display of unity. After a deck daid in power

:02:39. > :02:45.the President is stepping down. Under his leadership, China has

:02:45. > :02:51.become the world's second largest economy. His successor, Xi Jinping,

:02:51. > :02:55.looked on, surrounded by former leaders. The President highlighted

:02:55. > :03:03.the country's achievements, but warned corruption could prove fatal

:03:03. > :03:07.to the party. TRANSLATION: We must crack down on corruption at all

:03:07. > :03:11.times and thoroughly investigate cases of corruption. Anyone who

:03:11. > :03:16.breaks the law, whoever they are, must be brought to justice, without

:03:16. > :03:22.mercy. Away from the Congress, normal life

:03:22. > :03:26.continues. In China the party decides. The public has no say. The

:03:26. > :03:33.future of one billion-plus people will be decided by just a handful

:03:33. > :03:38.of men. This woman says that the President has done a great job and

:03:38. > :03:43.she is confident he will pick the right successor. But this man

:03:44. > :03:49.doesn't want to talk about politics. He says he will get in trouble as

:03:49. > :03:54.soon as we leave. It is a reminder that despite all the remarkable

:03:54. > :03:58.changes this country remains an authoritarian state. China may be

:03:58. > :04:02.richer than it was ten years ago, but it is not necessarily better

:04:02. > :04:07.off. There is growing public resentment here over official

:04:07. > :04:11.corruption and the gap between rich and poor and how the new leaders

:04:11. > :04:18.address these issues will almost certainly define their decade in

:04:18. > :04:23.power. Joining me from Hong Kong is

:04:23. > :04:28.Raymond Li, the head of the BBC's Chinese service. No swing states,

:04:28. > :04:31.no polls showing leaders are neck and neck, but apart from that,

:04:31. > :04:40.there's little difference in how much influence Chinese politics has

:04:40. > :04:45.on the rest of the world? Absolutely, given the status of

:04:45. > :04:50.China now adays in the global world and also the dominance of the

:04:50. > :04:55.economy and, so I think, in many ways, perhaps the leadership

:04:55. > :05:00.changes in China, we are more important than the one in America

:05:00. > :05:05.and given the fact we are predicting the Chinese economy will

:05:05. > :05:10.be the largest in the world in the next ten or 15 years. People may

:05:10. > :05:13.not have a say, they may not be able to vote, but when they talk

:05:13. > :05:23.about combating corruption, bridging the gap between rich and

:05:23. > :05:23.

:05:23. > :05:27.poor, just how genuine is that? Well, certainly, I think in the way

:05:27. > :05:35.Chinese leaders are also very keen to resolve the issues. There's no

:05:35. > :05:40.doubt about it. They realise the seriousness of the issues. It was

:05:40. > :05:43.mentioned at the party Congress earlier today. If they cannot

:05:43. > :05:48.resolve the corruption issues, actually that will be the end for

:05:48. > :05:52.the country and for the party. So, it's fair to say they are also very

:05:53. > :05:58.keen to resolve the issue. However, to many people in China, I think

:05:58. > :06:05.what they are expecting from the party Congress this time is some

:06:05. > :06:10.real measures from the senior party leaders and actions, rather than

:06:10. > :06:13.just empty talk. Unfortunately, so far, they have not seen much in

:06:13. > :06:17.that front. Just how much of a clampdown has there been on

:06:17. > :06:27.dissidents and people wanting to express their views during this

:06:27. > :06:28.

:06:28. > :06:33.week? Well, in a way that we already know that there is very

:06:33. > :06:37.heavy security and implemented in Beijing, around Beijing and even

:06:37. > :06:42.before the party conference started. Actually, start from the beginning

:06:42. > :06:47.of November, a lot of security measures already are implemented.

:06:48. > :06:53.But then, I have to say, this is nothing really new in China. Even

:06:54. > :06:58.before, when ever there was a big event or big day, and similar kind

:06:58. > :07:03.of measures would be implemented by the authorities to ensure nothing

:07:03. > :07:10.will happen which they don't like to see. Raymond Li, in Hong Kong,

:07:10. > :07:14.thank you. Here in Britain, the Bishop of Durham, Justin Welby l be

:07:14. > :07:19.confirmed as the new Archbishop of Canterbury. He has been a Bishop

:07:20. > :07:23.for less than a year. If confirmed, he will be the spiritual leader of

:07:23. > :07:29.77 million Anglicans around the world. An official announcement is

:07:29. > :07:33.expected on Friday. Bishop Justin Welby belongs to the Evangelical

:07:33. > :07:39.wing of the Church. He did not start out as a front-runner. He has

:07:39. > :07:45.an unusual CV. He spent 11 years as an oil executive before retraining

:07:45. > :07:50.as a priest. He said he was unable to get away from the sense of God

:07:50. > :07:55.calling. He become involved in conflict-resolution in Africa.

:07:55. > :08:02.Attempting to build peace in Nigeria. He was made Bishop of

:08:02. > :08:06.Durham a year ago. He comes from an establishment background. He was

:08:06. > :08:11.educated in Eton. He is married with six children. One of whom died

:08:11. > :08:16.in a car crash as a baby. Let's get more from our correspondent who is

:08:20. > :08:25.City saying, if he was given the top job, they could not think of

:09:54. > :10:03.General Synod in two weeks' time, on whether we'll have women Bishops

:10:03. > :10:13.in the Church of England. That is Rowan Williams hopes will be his

:13:02. > :13:06.urban planners, climate experts, Government leaders. Clearly,

:13:06. > :13:10.difficult choices will have to be made, weighing both the risks and

:13:10. > :13:16.the costs. We have seen how great the risks can be. The costs of

:13:16. > :13:26.changing the way we deliver energy and trying to completely insulate

:13:26. > :13:27.

:14:07. > :14:11.the eurozone, interest rates, what they are going to do to help boost

:14:11. > :14:17.that flailing economy and of course that narrow vote in Greece has

:14:17. > :14:20.allowed them to take a breather and adopt a wait-and-see policy. All

:14:20. > :14:30.likelihood is they will keep interest rates steady. Earlier, I

:14:30. > :14:37.spoke to Paul Mortimer Lee, from BNP Paribas, who told me he

:14:37. > :14:43.believes they will have to have a cut in interest rates. Nijhuis --

:14:43. > :14:46.in any case November is a likely -- December is a likely month to cut

:14:46. > :14:49.rates. For the moment, as you said, it is in the politicians' court to

:14:49. > :14:54.do something. The danger is that the politicians don't seem to want

:14:54. > :14:59.to do very much. The reason is that the market tension has gone away.

:16:06. > :16:16.for Mario Draghi that that austerity bill did get voted

:16:16. > :16:19.

:16:19. > :16:24.through, albeit by the slimmest of The Greek bail out is up to the IMF

:16:24. > :16:28.and other members of the troika, it is a government-to-government loan,

:22:03. > :22:09.cultural reasons, welfare groups say this slaughter in Pakistan

:22:09. > :22:12.shows the time has come to ban such exports. It we should not export

:22:12. > :22:17.animals to countries like Bahrain and Pakistan which can act in such

:22:17. > :22:20.a capricious, unfounded and inhumane way. It is because of

:22:21. > :22:24.concerns like that that the Australian farmers' federation has
