:00:12. > :00:15.Hello, you are watching BBC World News. Our top stories: The Olympian,

:00:15. > :00:25.Oscar Pistorius, is to be charged with murder after his girlfriend

:00:25. > :00:27.

:00:27. > :00:33.was shot dead at his home. Reeva Steenkamp was found with

:00:33. > :00:37.gunshot wounds to the head and the upper body.

:00:37. > :00:41.Test the lot. The horsemeat scandal intensifys as every European member

:00:41. > :00:46.state is told to check all processed beef.

:00:46. > :00:56.Cleared for take-off. American Airlines and US airways agree to

:00:56. > :01:06.

:01:06. > :01:12.merge to create the world's biggest Let's bring you the developing

:01:12. > :01:15.events of the last couple of hours. The South African sporting legend,

:01:15. > :01:19.Oscar Pistorius, has been charged with murder following a fatal

:01:19. > :01:22.shooting at his home near Pretoria overnight. The police were called

:01:22. > :01:27.to his home in the early hours of the morning. It's been confirmed

:01:27. > :01:31.that the woman who died was his girlfriend. 30-year-old model,

:01:31. > :01:38.Reeva Steenkamp. They had been dating for about a year.

:01:38. > :01:42.Let's show you the very first picture of Oscar Pistorius leaving

:01:42. > :01:46.a police station on his way to court. There he is. He travelled

:01:46. > :01:52.there from his home after the events of the early hours of the

:01:52. > :01:56.morning. He has left the police station to go to hospital. There he

:01:56. > :02:02.will be tested, have his blood tested for drugs. Then he will

:02:02. > :02:06.appear in court, we are told, very shortly, but we can show you the

:02:06. > :02:12.scene outside where his home is. That is a gated community in an

:02:12. > :02:15.estate just on the outskirts of Pretoria. That is the gate. A

:02:16. > :02:19.secure compound where you have to check in and check out when you

:02:19. > :02:26.visit it. It is providing security for all of the homes inside of it,

:02:26. > :02:31.but the police arrived at that town house complex on the estate, the

:02:31. > :02:35.paramedics were already there. The police recovered a 9 millimetre

:02:35. > :02:40.pist oil from the scene. Let's show you how much of a shock this has

:02:40. > :02:45.come as both in South Africa and beyond. Oscar Pistorius is a

:02:45. > :02:50.sporting legend. He is known as 'Blade Runner'. He has won six

:02:50. > :02:55.Paralympic Gold Medals over his athletic career. Let's remind you

:02:56. > :03:02.how he rose to prominence. Pistorius took up athletics in 2004.

:03:02. > :03:07.He made a Paralympic debut winning a gold in Athens only age 14. He

:03:07. > :03:10.then fought a ban excluding him from taking part in able-bodied

:03:10. > :03:15.competitions, succeeding in October, 2008 that decision paved the way

:03:15. > :03:19.for him to become the first amputee sprinter ever to compete in the

:03:19. > :03:24.Olympics when he learned a place on the South African team at London

:03:24. > :03:30.2012. There he won two golds and is silver at the Paralympics,

:03:30. > :03:34.including setting a record in the 400m.

:03:34. > :03:42.Now we have had so much reaction coming in over the last few hours

:03:42. > :03:46.to the shocking news. Let's get more now. Ed Harry is an athletic's

:03:46. > :03:50.BBC commentator, who has covered the Olympic and the Paralympics

:03:51. > :03:54.games. Your thoughts on hearing what has happened in South Africa?

:03:54. > :03:58.It is snork. You have been talking about his global professional. The

:03:58. > :04:05.esteem with which he is held in South Africa. I would go further N

:04:05. > :04:09.all sport globally, I would put him second only to Usain Bolt. He has

:04:09. > :04:12.drawn people into sport. People who may not have watched the Olympics

:04:12. > :04:17.or the Paralympics previously, for the Paralympics it has been such

:04:17. > :04:22.good news. Taking up the sport, aged 17, going to that year's

:04:22. > :04:26.Paralympics and winning medals straight away. He has been the face

:04:26. > :04:31.of Paralympics sport since that Athens Games nine years ago, but

:04:31. > :04:37.his story has drawn people in. This young boy, before had could walk,

:04:37. > :04:42.had both legs amputated below the knee. He has only ever known

:04:42. > :04:46.walking on prosthetics. It did not stop him competing against able-

:04:46. > :04:51.bodied athletes. What a fight he had taking on the world governing

:04:51. > :04:59.body of ath49ics and weeching the semi-final at World Championships

:04:59. > :05:05.and the Olympic level. With so much scrutiny held on every word he

:05:05. > :05:09.ulters. I have always found him a humble person and very aware of the

:05:09. > :05:16.place he holds in the history of sport and in sport in general terms.

:05:16. > :05:21.I was going to ask you what he was like in your dealings, how did you

:05:21. > :05:26.find him? He would choose his words carefully indeed, but I think what

:05:26. > :05:30.endeared people, endears people to Pistorius pits is this genuineness

:05:30. > :05:35.in his nature. -- Oscar Pistorius. I mentioned

:05:36. > :05:40.Usain Bolt it is a trait that they both share. Although it is little

:05:40. > :05:45.more orchestrated, managed in how he spends his time, he was the only

:05:45. > :05:48.athlete before the London Olympics to bring a broadcaster with him and

:05:48. > :05:51.to conduct the press conference as though it was a television

:05:52. > :05:55.programme happening in the press hall for the benefit of the

:05:55. > :05:59.journalists to orchestrate how the questions were asked. All of the

:05:59. > :06:04.questions were asked but it is another example of the kind of

:06:04. > :06:09.circus built around Pistorius, but at its heart was somebody never

:06:10. > :06:13.carried away by that. Somebody who spoke warmly about the

:06:13. > :06:19.conversations He has with Nelson Mandela and the role he plays in

:06:19. > :06:23.sport and when he did speak out it was to high light that some

:06:23. > :06:27.competitors were using longer prosthetic limbs than previously

:06:27. > :06:30.and Oscar Pistorius lost a race as a result of that. When he made the

:06:30. > :06:34.controversial comments, the media that surrounded those remarks and

:06:34. > :06:39.the stories that grew from it illustrated the fact he has to

:06:39. > :06:43.choose his words carefully. Like a Usain Bolt, like a Michael Jordan a

:06:43. > :06:47.Roger Federer, he is one of those people on whose words we hang

:06:47. > :06:52.because of what they have achieved within sport and outside of it.

:06:52. > :06:56.Finally, did Oscar Pistorius talk much about his private life? Was he

:06:56. > :07:00.prone to talking about his girlfriends? Did he ever talk about

:07:00. > :07:04.this girlfriend, Reeva Steenkamp? No. He was private in that sense.

:07:05. > :07:08.So much of his life has been public, but he would talk about his family

:07:08. > :07:13.growing up. Comfortable talking about that, talking about his

:07:13. > :07:17.parents, grandparents, upbringing, brothers, sisters, but in terms of

:07:17. > :07:21.relationships he would answer with a twinkle and smile and decline to

:07:22. > :07:26.go into detail. Thank you very much.

:07:26. > :07:30.That from Ed Harry, he has covered many of Oscar Pistorius' events

:07:30. > :07:34.over the years. Thank you. Now, we were talking about Oscar

:07:34. > :07:38.Pistorius' deceased girlfriend. Her name, we have found out over

:07:38. > :07:42.the last couple of hours is Reeva Steenkamp. They have been dating

:07:42. > :07:46.for about a year. They were something of a golden couple.

:07:47. > :07:50.Earlier, Reeva Steenkamp's publicist, told me how they have

:07:50. > :07:54.been coping since the shooting. At the moment we are in

:07:54. > :07:58.communication with the people on the scene. There are no ov shall

:07:58. > :08:02.statements. There is far too much speculation at this moment in time.

:08:02. > :08:07.We are hoping to get accurate information in the next hour or two

:08:08. > :08:11.of what transpired, but no-one is in a position right now to make any

:08:12. > :08:15.claims. No-one actually knows what happened.

:08:15. > :08:20.Sara when did you hear about what happened? A couple of hours ago.

:08:20. > :08:24.When I woke up. I got some very shocking phone calls. I switched on

:08:24. > :08:30.the news. Yep, we heard about it like that.

:08:30. > :08:34.Absolutely, in terms of Reeva's family and their learn being it,

:08:34. > :08:39.how are they? Shocked. Devastated.

:08:39. > :08:44.There are no words. Everyone that knew her is absolutely in tears it

:08:44. > :08:49.is just the saddest day for everyone that knew her. She was an

:08:49. > :08:54.absolute angel. The sweetest, sweetest human being. Kind, a kind

:08:54. > :08:58.human being. It is very, very sad. We have been looking at a picture

:08:58. > :09:06.of Reeva Steenkamp while you have been speaking. She was somebody

:09:06. > :09:11.that had a lot of friends and brought a lot of happiness? Yes.

:09:11. > :09:19.Very accurate a presentation. She was a gorgeous girl both inside and

:09:19. > :09:25.out. She also had a brain. He is had done her LLB. She was, had an

:09:26. > :09:31.incredible entrepreneur spirit. She was destined for success. E yes, it

:09:31. > :09:36.is a tragedy. Was it public knowledge that he and

:09:36. > :09:40.Oscar were together? Yes and no. Yes. People knew. Obviously they

:09:40. > :09:43.had been seen around. So yes, you could say so. It was not something

:09:43. > :09:47.that they went out of their way to publicise.

:09:47. > :09:52.Have you heard anything of reaction from Oscar's family about what has

:09:52. > :09:58.happened? The tragic events? Unfortunately at this moment in

:09:58. > :10:05.time we have been dealing with Reeva's camp, her friends, her

:10:05. > :10:10.family. That was Sara Tomlinson, Reeva

:10:10. > :10:15.Steenkamp's publicist. Of course, the woman who has died at age 30. A

:10:15. > :10:22.girlfriend -- the girlfriend of Oscar Pistorius, shot dead at his

:10:22. > :10:25.home in the early hours of the morning in Pretoria. There are many

:10:25. > :10:30.developments happening fast. Oscar Pistorius is expected to appear in

:10:30. > :10:34.court shortly. Now to other matters. The broirb Government says that

:10:34. > :10:37.three horse carcasses containing of a horse drug, bute have entered the

:10:38. > :10:43.human food chain in France it is properly known as phenylbutazone it

:10:43. > :10:47.is a painkiller used on horses. It is potentially harmful to humans.

:10:47. > :10:50.The European Union ordered random testing to be conducted across all

:10:50. > :10:55.27 Member States to see if the horsemeat has been relabelled as

:10:55. > :10:59.beef. Time to share the intelligence.

:10:59. > :11:01.Arriving in Brussels, ministers from the seven countries directly

:11:01. > :11:05.involved in the horsemeat investigation.

:11:05. > :11:10.Since January, whether the first strains of horse DNA were

:11:10. > :11:14.discovered in a beef burger in Ireland, 18 countries have been

:11:14. > :11:18.forced to withdraw products that contain significant volumes of

:11:18. > :11:23.horsemeat. Norway and Germany are the latest. The scale of the

:11:23. > :11:27.problem is much greater than first envisaged.

:11:27. > :11:31.There is more than one problem here in terms of one person, one entitty,

:11:31. > :11:35.but we will have to wait to see when we pull the data from the

:11:35. > :11:40.investigations that are going on. There were few details given on

:11:40. > :11:43.where the investigation had gotten to. What got was a plan to better

:11:43. > :11:46.understand how widespread the problem had become.

:11:46. > :11:52.So, the European Commission has come up with a recommendation.

:11:52. > :11:57.From the 1st of March there will be a new testing regime. First the

:11:57. > :12:01.testing of all processed beef products for horse DNA. Secondly,

:12:01. > :12:05.the testing of horsemeat across the union for the banned chemical,

:12:05. > :12:09.phenylbutazone, also known as bute. The programme will run for three

:12:09. > :12:13.months alongside the existing testing regime in each member state,

:12:13. > :12:18.but is it enough to restore flagging consumer confidence?

:12:18. > :12:22.this stage we don't know, but I think that the meeting today showed

:12:22. > :12:26.complete determination to reassure the consumer that when they go and

:12:26. > :12:30.buy a processed beef product that they get beef and not horse.

:12:30. > :12:35.From the Government's involved, there has been finger pointing in

:12:35. > :12:41.the recent weeks, on the ground things are different. Polish

:12:41. > :12:45.inspectors working in Ireland, Irish inspectors in Poland. There

:12:45. > :12:48.are arrangements also in Britain and France and between France and

:12:48. > :12:52.Romania. The ministers say there must be greater collaboration and

:12:52. > :12:57.sharing of data. That starts with the three-month testing programme.

:12:57. > :13:01.If it works, by May we should know how many of us have unknowingly

:13:01. > :13:05.eaten horse and whether the reassures -- reassurance that

:13:05. > :13:13.horsemeat is safe, that it is correct.

:13:13. > :13:17.Stay with us here, we have much more coming up: Including could

:13:17. > :13:22.Liverpool face racial abuse in Russia? We find out why the club is

:13:23. > :13:27.taking the possibility very seriously.

:13:27. > :13:30.Let's get more on the top story: The South African sporting legend,

:13:30. > :13:34.Oscar Pistorius has been charged with murder after a fatal shooting

:13:34. > :13:39.at his home near Pretoria overnight. The police were called to his home

:13:39. > :13:44.in the early hours of the morning. It has been confirmed that the

:13:44. > :13:48.victim was his girlfriend, 30-year- old model, Reeva Steenkamp. The

:13:48. > :13:52.police have opened a murder investigation. These are the first

:13:52. > :13:57.pigts of Oscar Pistorius leaving the police station in Pretoria on

:13:57. > :14:02.his way to court -- pictures. He is known as the 'Blade Runner' because

:14:02. > :14:07.of his two artificial legs. He made history in London when he became

:14:07. > :14:11.the first double amputee to compete in the Olympic Games. He went on to

:14:11. > :14:18.win two Gold Medals in the Paralympics. He is considered a

:14:18. > :14:22.role model by many in South Africa. Perhaps it was all too easy to

:14:22. > :14:26.believe straight off that Oscar Pistorius was responding to what he

:14:26. > :14:31.believed was an intruder in the house. This, is taking place in a

:14:31. > :14:35.part of the world which is often synonymous with high crime levels,

:14:35. > :14:40.even though he was living in a so- called high security environment

:14:41. > :14:45.and a high security village which had controlled access. There were

:14:45. > :14:49.high walls, electric fencing on the walls, even though that was the

:14:49. > :14:54.case, many for instance who live in similar circumstances have personal

:14:55. > :14:58.weapons. They are firearms. I was going to say a9 millimetre

:14:58. > :15:02.pistol was retrieved at the scene. Whatever the circumstances in that

:15:02. > :15:08.house in the early hours of the morning, we cannot know, but it is

:15:08. > :15:13.not unusual for the for instance to carry a weapon for personal

:15:13. > :15:21.defence? No, indeed, since the end of apartheid in 1994, what many say

:15:21. > :15:25.is a legacy of the apartheid regime, crime levels in Africa have South

:15:25. > :15:32.Africa have risen dramatically. One of the try umps of the government

:15:32. > :15:37.is that they have managed to get under ircontrol the high levels of

:15:37. > :15:41.cielt crime, but the police are not able to control criminals. A tax --

:15:41. > :15:45.attack in one's home, as a result people have been akiering --

:15:45. > :15:50.acquiring a personal weapons. Even though about five years ago,

:15:50. > :16:00.legislation changed to make it harder for the licensed firearms to

:16:00. > :16:06.

:16:06. > :16:11.Welcome. Our latest headlines: Police in South Africa have charged

:16:11. > :16:17.the Paralympic Champion, Oscar Pistorius, with murder after his

:16:17. > :16:22.girlfriend, Reeva Steenkamp, was shot dead. The horsemeat scandal

:16:22. > :16:27.intensifies as every European Union member state told to check the DNA

:16:27. > :16:32.of all processed beef. The creation of the world's biggest

:16:32. > :16:35.airline is expected to be formally announced later. American Airlines

:16:35. > :16:40.and US Airways have agreed a merger in a deal which has been in the

:16:40. > :16:45.pipeline since last August. Michelle Fleury has more now from

:16:45. > :16:53.New York. American Airlines can trace its

:16:53. > :16:58.roots back to Charles Lindbergh. Its past hasn't saved it from

:16:59. > :17:03.trouble. Now American is merging with US Airways a move that will

:17:03. > :17:08.help it expand in the east coast markets of the United States. The

:17:08. > :17:11.combined group will keep the American Airlines name because of

:17:11. > :17:16.its broader appeal creating the world's biggest airline and

:17:16. > :17:22.overtaking United and Delta. It caps a wave of consolidation that

:17:22. > :17:29.leaves the US aviation industry with four major carriers. This is

:17:29. > :17:33.the man who will run the new company, Doug Parker. When he

:17:33. > :17:37.proposed the tie-up, American executives dismissed the idea. His

:17:38. > :17:44.ability to strike a deal with AA's labour unions paid off. There are

:17:44. > :17:48.still hurdles to clear, though. So for frequent fliers the merger

:17:48. > :17:52.between American Airlines and US Airways raises the question - is

:17:52. > :17:56.this deal any good for them? Will it raise ticket prices? Will the

:17:56. > :18:02.number of routes available go down? To preserve competition, the US

:18:02. > :18:06.Justice Department will want to vet the deal. When United merged with

:18:06. > :18:10.Continental in 2010 the combined group had to sell some airport

:18:11. > :18:19.slots. American and US Airways may find they will have to make similar

:18:19. > :18:23.concessions to win over regulators. Liverpool Football Club is

:18:23. > :18:30.concerned its players may be racially abused when it plays Zenit

:18:30. > :18:38.St Petersburg later on. That is because Landscrona says it doesn't

:18:38. > :18:46.want any black players on its team. Surrounded on all sides by the

:18:46. > :18:52.frozen river, the stadium in St Petersburg where tonight Zenit host

:18:52. > :18:55.Liverpool's multi-racial team of international stars. The Zenit St

:18:55. > :18:59.Petersburg fans are known for their passion and showmanship, but they

:18:59. > :19:02.are also known for their racism. The team has never had a black

:19:02. > :19:07.player because, according to previous managers, the most

:19:07. > :19:11.hardline fans would not have accepted them. In this city,

:19:11. > :19:15.supporters who want a white-only team were easy to find.

:19:15. > :19:21.TRANSLATION: It is a tradition going back God knows how many years

:19:21. > :19:28.and I want it to stay like that. TRANSLATION: There is no black in

:19:28. > :19:33.the colours of Zenit. There should only be white players, a white team.

:19:33. > :19:37.In December, one of the main Zenit St Petersburg fans' group,

:19:37. > :19:41.Landscrona, said the absence of black players at the club was an

:19:41. > :19:48.important tradition here and complaining that black players were

:19:48. > :19:52.being imposed on the club. This man is a Nigerian who has been living

:19:52. > :19:58.in St Petersburg since 1986. He's a Zenit supporter, but in the stadium

:19:58. > :20:04.other fans have called him "a black monkey" and he is aware of the

:20:04. > :20:14.possibility of violence. I have to look and watch who is by my side,

:20:14. > :20:19.and be very careful. I read somewhere that Zenit is the most

:20:19. > :20:25.racist club in Russia? Not only in Russia, in Europe. It is not only

:20:25. > :20:29.in Russia, Europe. The most racist club in Europe? Zenit. The club's

:20:29. > :20:33.management insists that it is trying to change fans' attitudes to

:20:33. > :20:38.race, including a video campaign praising the world's greatest black

:20:38. > :20:42.players. TRANSLATION: It is a big problem, a

:20:42. > :20:46.problem of society. The club is not responsible for bringing people up

:20:46. > :20:53.and we need everyone in Russia to try to create a society which does

:20:53. > :21:01.not include racism. The coach insists there is no rule

:21:01. > :21:05.banning him from buying black players. In the summer, he signed

:21:05. > :21:14.Hulk. Russia is hosting the World Cup in five years and the country

:21:14. > :21:18.is running out of time for improving its fans' behaviour.

:21:18. > :21:22.Racial intolerance isn't just an issue for Russian football, some of

:21:22. > :21:25.the most senior and political sporting figures in Israel have

:21:25. > :21:29.condemned a series of racist incidents associated with one of

:21:29. > :21:33.the country's biggest football clubs there. After Beitar Jerusalem

:21:51. > :21:55.Two players were signed to try to help Beitar Jerusalem qualify for

:21:55. > :22:03.the end-of-season play-offs. The reception they got from some fans

:22:03. > :22:08.was hostile and openly racist. Beitar has a long tradition of not

:22:08. > :22:13.signing Arab or Muslim players. When news emerged that the

:22:14. > :22:23.Chechnyans were coming, one huge banner at a home game read "Beitar

:22:23. > :22:27.- forever pure". This man is a footballing legend here. An Arab

:22:27. > :22:32.who played more than 30 times for Israel. He too suffered racist

:22:32. > :22:38.abuse on and off the pitch, but says most clubs have changed,

:22:42. > :22:47.pure football thing, whether to have an Arab player, if he is good

:22:47. > :22:52.enough or not. But Beitar seems to take pride in the reputation as the

:22:52. > :22:56.most racist in Israel. Racism on the terraces is a blight affecting

:22:59. > :23:05.Beitar Jerusalem acknowledge they have a long-standing problem, but

:23:05. > :23:10.they are determined to stamp it out. Fans angry with the Muslim signings

:23:10. > :23:15.are suspected of setting fire to the club's offices last weekend,

:23:34. > :23:38.that chooses players because they are players and not because of

:23:44. > :23:49.there are still strong views at the ground.

:23:49. > :23:52.TRANSLATION: This is a Jewish club. Others disagree. Most of the

:24:02. > :24:07.Beitar Jerusalem admits that potential investors and sponsors
