:00:10. > :00:17.Hello, this is BBC World News. Thousands of Afghan tribal leaders

:00:18. > :00:21.are gathered to decide if Afghan troops should stay in the country

:00:22. > :00:26.after 2014. President Karzai tells them it is the only issue on the

:00:27. > :00:33.table. A drone attack on madras has killed at least eight people

:00:34. > :00:36.according to Pakistan. Britain's biggest aircraft carrier is due to

:00:37. > :00:45.head to the Philippines with more aid. And a new team of crimes but

:00:46. > :00:52.think police officers in Mexico cannot hear or speak.

:00:53. > :01:06.-- crime-fighting police officers. Hello and welcome. The Afghan

:01:07. > :01:10.president, Hamid Karzai, has urged the country's grand assembly of

:01:11. > :01:13.tribal leaders to back a new security deal with the United

:01:14. > :01:19.States. One of the key points of the agreements deals with the deployment

:01:20. > :01:22.of US forces after 2014 when their combat mission comes to an end. Up

:01:23. > :01:28.to 15,000 foreign troops could remain in Afghanistan beyond next

:01:29. > :01:34.year and a key stumbling block has been whether troops should be

:01:35. > :01:39.subjected to Loco justice. Hamid Karzai -- local justice. Hamid

:01:40. > :01:45.Karzai said the proposed deal was also supported by India, China and

:01:46. > :01:51.Russia. Why is this being discussed by this group of tribal elders and

:01:52. > :02:01.not Parliament? And where are we in the decision? Parliamentarians are

:02:02. > :02:07.also in this gathering, 2500 Afghans are participating from all walks of

:02:08. > :02:11.life. It is a kind of traditional thing for thousands of years,

:02:12. > :02:22.Afghans are deciding their main issues, national or very small

:02:23. > :02:26.issues through jirgas. One of the key contentious points is should US

:02:27. > :02:32.soldiers be subject to Afghan justice or US justice. Apart from

:02:33. > :02:38.that, searching Afghan houses. President Karzai read Obama which

:02:39. > :02:43.was saying they will respect Afghans and they will only search Afghan

:02:44. > :02:49.houses if the life of an American soldier is at risk. The purpose of

:02:50. > :02:55.these forces remaining in the country beyond 2014 is what? For a

:02:56. > :02:59.long time now, the US and others are saying there are still Al-Qaeda

:03:00. > :03:06.forces in Afghanistan and there is a threat from Afghanistan for the rest

:03:07. > :03:14.of the world. They will be after them and they will be basically

:03:15. > :03:21.after the terrorists. What is Hamid Karzai trying to get out of this?

:03:22. > :03:27.Economically Afghanistan will gain a lot and the Afghan army will be

:03:28. > :03:33.helped financially. So, a lot is at stake for Afghans. We are talking

:03:34. > :03:38.about billions of dollars in aid. Right now, the main issue is that

:03:39. > :03:43.President Karzai is saying that even if the jirga approve this security

:03:44. > :03:54.agreement, then ex-president of Afghanistan should sign it. The next

:03:55. > :04:00.gathering is in April. In that way, we are not anywhere near getting an

:04:01. > :04:05.agreement. It shows, in a way, how far the West has not come, despite

:04:06. > :04:10.all of the life lost and the money spent. And what about the role of

:04:11. > :04:16.the Taliban? Against this agreement, of course, but one has to say it is

:04:17. > :04:21.only one agreement. There have been different agreements including with

:04:22. > :04:24.America and so many other countries. The West, what ever it has done in

:04:25. > :04:29.the past ten years, is not going to lose anything. But this will be

:04:30. > :04:35.something great for Afghanistan. Emal Pasarly, thank you much indeed.

:04:36. > :04:39.Officials in Pakistan say a suspected drone attack has killed at

:04:40. > :04:45.least five people in an Islamic religious school. The attack

:04:46. > :04:52.happened in a province outside I kissed an's tribal area where most

:04:53. > :04:58.drone attacks take place. Can you tell us where this attack happened

:04:59. > :05:08.and who was killed? Yes, this attack took place in a district which is

:05:09. > :05:16.considered part of the settled areas of the province. This is the second

:05:17. > :05:24.time that the US drone attack has taken place in the settled areas of

:05:25. > :05:29.the country. Five people, at least five people have been reported as

:05:30. > :05:43.killed and four injured. Are they linked to the network? Some sources

:05:44. > :05:47.are saying there are reports that this madrasa had a number of

:05:48. > :05:54.visitors said to be from a militant network. At least two high-ranking

:05:55. > :05:58.officials from that network might have been targeted here. How

:05:59. > :06:07.significant does it make this attack? I could not hear you. How

:06:08. > :06:11.significant is this attack, targeting a very high profile

:06:12. > :06:19.militant group in the more settled areas of Pakistan? The attack comes

:06:20. > :06:25.as a big blow to Islamabad and will further strain the ties between

:06:26. > :06:31.Washington and Islamabad. The Pakistani government has been saying

:06:32. > :06:36.that the Pakistani Taliban leader was killed in a drone attack on the

:06:37. > :06:43.EE five of what they said was going to be talks with the Taliban -- on

:06:44. > :06:47.the Eve. Information from the foreign office has come in to say

:06:48. > :06:51.they have continued the stance that such drone strikes are

:06:52. > :06:56.counter-productive to the efforts against terrorism in the country.

:06:57. > :07:02.Furthermore, Khyper-Pakhtunkhwa is also the terrain of Imran Khan, the

:07:03. > :07:08.political leader. Their government is in power there and they have --

:07:09. > :07:14.there has already been an outcry about these drone strikes and the

:07:15. > :07:17.potential of civilian casualties. They have just announced they are

:07:18. > :07:23.going to be initiating an emergency cabinet meeting and they are going

:07:24. > :07:30.to be discussing the prospects of blocking NATO supply routes to

:07:31. > :07:33.protest these drone strikes. They are already planning to stage a sit

:07:34. > :07:39.in over their and have said that the provincial government of

:07:40. > :07:46.Khyper-Pakhtunkhwa might be considering the option to

:07:47. > :07:50.permanently block these routes. We have to leave it there, thank

:07:51. > :07:55.you. In other news, a car bomb in

:07:56. > :07:59.north-eastern Iraq has killed at least 25 and injured many others.

:08:00. > :08:07.Officials say the bomb went off in a packed open market in the town of

:08:08. > :08:11.Saadiya. Ukrainian lawmakers have refused to

:08:12. > :08:14.support a bill that would allow the release of jailed former Prime

:08:15. > :08:17.Minister Yulia Tymoshenko. The parliament has bailed to adopt any

:08:18. > :08:25.of the six draft laws which would enable Ms Tymoshenko to have medical

:08:26. > :08:30.treatment. The government of recent African

:08:31. > :08:32.republics as it is negotiating the surrender of the fugitive Ugandan

:08:33. > :08:37.rebel leader Joseph Kony. The government spokesman told the BBC

:08:38. > :08:40.that Mr Kony wanted his security to be guaranteed before giving himself

:08:41. > :08:44.up. He is wanted by the International Criminal Court for war

:08:45. > :08:47.crimes. Britain's produced aircraft carrier

:08:48. > :08:51.is about to set off to the Philippines to help the survivors of

:08:52. > :08:57.Typhoon Haiyan. HMS Illustrious has 500 tonnes of basic human Terry in

:08:58. > :09:06.aid on board. It is also carrying -- humanitarian aid on board. It is

:09:07. > :09:12.also carrying seven helicopters. I am on the flight deck of HMS

:09:13. > :09:15.Illustrious. We are ducked in Singapore -- doctor. There has been

:09:16. > :09:23.a huge logistical operation taking place, getting on the 500 tonnes of

:09:24. > :09:28.aid. -- we are docked in Singapore. More than 100 tonnes of rice has

:09:29. > :09:34.been shifted on board. Also on non-food items, generators for

:09:35. > :09:40.medical clinics, jerry cans, tools to help people rebuild their homes.

:09:41. > :09:44.It is hoped the ship will depart for the Philippines sometime in the next

:09:45. > :09:50.24 hours. You may have to cede behind me some helicopters, they are

:09:51. > :10:01.seeking helicopters. They will be used to ferry V8 on the ship into

:10:02. > :10:07.the Morimoto communities. HMS Daring has been surveying areas which need

:10:08. > :10:14.to be reached -- into the more remote communities. Those

:10:15. > :10:20.communities may have received very little in terms of food and

:10:21. > :10:23.assistant so far. If people are wondering why it has taken nearly

:10:24. > :10:34.two weeks to get to this point, what is the answer? This ship, the HMS

:10:35. > :10:38.Illustrious, was taking part in another mission off the coast of

:10:39. > :10:42.Somalia, patrolling for pirates. When the decision was taken to send

:10:43. > :10:48.it here, it stopped doing that and came full speed, six days to

:10:49. > :10:51.traverse the Indian Ocean. All of the supplies have had to be bought

:10:52. > :10:54.and sold. They have brought up almost half the available rice that

:10:55. > :11:00.is available in Singapore at the moment, in order to take to be

:11:01. > :11:04.Philippines. Something of this scale takes a bit of organisation and time

:11:05. > :11:08.for stop at the moment in the Philippines, assistance has been

:11:09. > :11:14.flown in, it is a short-term measure. If you want to get heavy

:11:15. > :11:20.duty things like generators, you need to use ships. They are

:11:21. > :11:25.deploying the HMS Illustrious because of the quantity and size of

:11:26. > :11:29.material it can take with it. The editor of a leading Indian

:11:30. > :11:32.magazine has stepped down after allegations that he sexually

:11:33. > :11:40.assaulted a female colleague. He founded the investigative magazine

:11:41. > :11:43.which has exposed match fixing in cricket and allegations of bribery

:11:44. > :11:48.against government officials will stop he says he has apologised

:11:49. > :11:53.unconditionally. It appears to have taken place in

:11:54. > :11:58.Goa, where the magazine was holding a conclave attended by newsmakers,

:11:59. > :12:02.celebrities from around the world. The allegations are that he sexually

:12:03. > :12:13.assaulted a young female employee who worked for him. She complained

:12:14. > :12:20.to the management of the news magazine. He decided to step down

:12:21. > :12:25.for six months to atone for what he described as a lapse of judgement.

:12:26. > :12:29.Since then, there has been a lot of pressure on the magazine, women's

:12:30. > :12:36.groups, activists coming forward and others, to say that a criminal

:12:37. > :12:38.investigation needs to be open. We are hearing that a preliminary

:12:39. > :12:45.enquiry is underway to try to find out what happened. What is the wider

:12:46. > :12:50.reaction to this? It comes against a background of huge anger about this

:12:51. > :12:58.issue across the country. That is right. Since last December, this has

:12:59. > :13:01.been an issue which has been front page news across India, sexual

:13:02. > :13:06.assault. There was the gang rate of a young woman in Delhi who died as a

:13:07. > :13:12.result of her injuries. Tarun Tejpal is a major media player in India.

:13:13. > :13:16.The magazine he eddies is a leading investigative magazine -- he edits.

:13:17. > :13:19.It has been at the centre of a number of Expose is, sting

:13:20. > :13:31.operations to uncover corruption in high places, cricket match fixing.

:13:32. > :13:35.The fact that a figure like him is at the centre of an allegation has

:13:36. > :13:38.come as a huge shock, but more action needs to be taken to try to

:13:39. > :13:42.prove the fact that nobody can get away with something as severe as

:13:43. > :13:46.this. Stay with us, Marta, including the

:13:47. > :13:51.science fiction series that has captured the imagination of millions

:13:52. > :13:59.around the world turns 50 this week. -- more to come, including. We

:14:00. > :14:03.find out how science-fiction fans will be celebrating.

:14:04. > :14:07.There have been clashes in Rome between demonstrators and riot

:14:08. > :14:09.police. Hundreds of people are protesting against plans for a

:14:10. > :14:15.controversial high-speed rail link that would connect the Italian city

:14:16. > :14:19.of Turin and Lyon in France via a 57, to tunnel running under the

:14:20. > :14:31.Alps. -- 57 kilometre tunnel. What started

:14:32. > :14:35.peacefully later erupted into violence on Rome's streets. )

:14:36. > :14:39.chamber see they clashed with police, but this isn't the first

:14:40. > :14:43.time. The project has been delayed for more than two decades due to

:14:44. > :14:48.hold -- huge opposition from locals and environmentalists. It's no

:14:49. > :14:52.coincidence the demonstrations came on the day the French president

:14:53. > :14:56.travelled to Rome for talks with Italy's Prime Minister, Enrico

:14:57. > :15:04.Letta. They confirmed together that the high-speed rail link will be

:15:05. > :15:13.built. Translation-macro part of the funds that will be available

:15:14. > :15:19.will... We imagine works. At the end of 2014 or at the beginning of 2015.

:15:20. > :15:24.Meanwhile on the other side of the city, hundreds of demonstrators

:15:25. > :15:28.continued to rage into the evening. The clashes only slightly defused by

:15:29. > :15:34.this protest in a wheelchair, pushed to the front. The cross-border train

:15:35. > :15:38.line will run from Lyon to Turin under the Alps. When complete, the

:15:39. > :15:44.57: Motor rail tunnel will become the longest in the world. 3500 jobs

:15:45. > :15:54.are expected to be created from this project. And the cost dash it will

:15:55. > :15:58.cost 8.5 billion euros to complete. 40% of the budget will come from

:15:59. > :16:03.European taxpayers, the rest from Italy and France. There is hope that

:16:04. > :16:07.the tunnel could further open rail travel in Europe, slashing journey

:16:08. > :16:10.times from London to Milan down to six hours. But opponents of the

:16:11. > :16:18.project say it is all a waste of money. The area already has two

:16:19. > :16:21.motorways and a railway line. Exploratory work on Italy's side

:16:22. > :16:25.began earlier this year, and now these latest announcements are clear

:16:26. > :16:43.indications of both countries' intentions to complete the project.

:16:44. > :16:49.Crucial talks are under way in car ball, to decide if US troops should

:16:50. > :16:56.stay in the country after 2014. # ball.

:16:57. > :17:00.Lots of talks going on today in various parts of the world. Full

:17:01. > :17:03.negotiations on Iran's nuclear programme have entered a second day

:17:04. > :17:06.in Geneva. Six world powers are hoping to reach a temporary deal

:17:07. > :17:09.that would see Iran curb its controversial nuclear programme. In

:17:10. > :17:13.exchange, Tehran would get some relaxation of international

:17:14. > :17:20.sanctions. BBC Persian's special correspondent Kasra Naji is in

:17:21. > :17:26.Geneva for us. It looks as though there is some potential progress

:17:27. > :17:31.here. There seems to be. I was a bilateral meeting this morning

:17:32. > :17:36.between Catherine Ashton, who has the five plus one countries here,

:17:37. > :17:40.and the Iranians Foreign Minister. After three hours of talks, the

:17:41. > :17:47.Iranians Foreign Minister came out saying it was a useful talk they

:17:48. > :17:51.had, and the fact that they entered negotiations about details. We are

:17:52. > :17:56.talking about details, what Iran is going to give and what it's going to

:17:57. > :18:02.get back. This is what we are talking about here in Geneva today.

:18:03. > :18:09.The question of whether Iran can send enriched uranium abroad seems

:18:10. > :18:19.to be of particular interest. Enrichment as a whole is an issue.

:18:20. > :18:21.Iran wants what it says it is right to enrich inside Iran to be

:18:22. > :18:25.recognised by the international community. At the other side are

:18:26. > :18:32.saying that this is not right, there's no mention of this in the

:18:33. > :18:37.nonproliferation Treaty. And the fact that this has to be

:18:38. > :18:42.negotiated. The five plus one are against the idea of enrichment in

:18:43. > :18:49.Iran. So that is a major sticking point. John Kerry, the American

:18:50. > :18:55.Secretary of State, seemed to suggest there is a way round it. We

:18:56. > :18:59.don't need to discuss it now in the first step of these negotiations.

:19:00. > :19:03.After all, we are talking about the first step at the moment. We can

:19:04. > :19:12.talk about the right of enrichment or the lack of it later on during

:19:13. > :19:15.the negotiations about the major, comprehensive agreement that is

:19:16. > :19:20.going to be negotiated later. It doesn't have to be negotiated now.

:19:21. > :19:31.Briefly, how is this being viewed in Iran? Iranians are less optimistic

:19:32. > :19:39.than the international community. The vibes we are getting from the

:19:40. > :19:44.Iranians side is basically the divide has got the point since last

:19:45. > :19:49.time, and the intervention of the French into the negotiations,

:19:50. > :19:54.hardening the positions of the five plus one. Since then, they are

:19:55. > :19:58.saying trust or part of the trust has been lost with the five plus

:19:59. > :20:03.one. Today, after these three hours of talks, they said some of that

:20:04. > :20:17.trust has been regained. But we have a long way to go, we don't know yet.

:20:18. > :20:21.A little bit of sport now. England hold the upper hand after the first

:20:22. > :20:24.day of the Ashes series in Australia. Bowler Stuart Broad, who

:20:25. > :20:27.has been targeted by the Australian press, with one newspaper refusing

:20:28. > :20:30.to print his name, took five wickets. Australia finished the day

:20:31. > :20:35.on 273 for eight, as Joe Wilson reports from Brisbane. Welcome to

:20:36. > :20:39.Brisbane, where we are firmly into Thursday evening. We are reflecting

:20:40. > :20:42.on an absorbing resumption of the Ashes. From an Australian point of

:20:43. > :20:48.view, any questions they had about batting frailties, they are still

:20:49. > :20:54.very much asking. Australia won the toss and were able to bat first. For

:20:55. > :21:01.England, what a performance of resilient from -- resilience from

:21:02. > :21:02.Stuart Broad. You can see the dominant role Stuart Broad Haddin

:21:03. > :21:15.proceedings, five wickets for him. It was only the partnership between

:21:16. > :21:17.Brad Haddin and Mitchell Johnson not really dragged Australia back into

:21:18. > :21:26.the game. We fought back very hard, we had to

:21:27. > :21:30.put on a good partnership there. That was quite important at the

:21:31. > :21:36.time. We had to really dig in. It was good fun at the same time. I had

:21:37. > :21:40.to step back with Brad again. He batted really well. It was good to

:21:41. > :21:45.feed off him and work with him again. To be honest, I don't really

:21:46. > :21:48.give it the time of day particularly. It doesn't change

:21:49. > :21:52.where you have to bowl the ball, watch to have to play will stop we

:21:53. > :21:57.don't read the papers in the changing room anyway, so I've not

:21:58. > :22:03.been aware of too much. It doesn't spur me on. You don't need any more

:22:04. > :22:09.inspiration and playing for your country in Australia's backyard in

:22:10. > :22:18.the first Test of the series. We will be following all of the results

:22:19. > :22:20.and the days ahead from Australia. A new team of police officers is

:22:21. > :22:24.proving particularly adept at spotting crime on the streets of the

:22:25. > :22:27.Mexican city of Oaxaca. The special surveillance unit uses officers who

:22:28. > :22:31.cannot hear or speak but are excellent lip readers. The BBC's

:22:32. > :22:38.Bruno Garcez reports on a unit known as the Angels of Silence. Mexican

:22:39. > :22:42.criminals beware. You are being watched. Closer than you think.

:22:43. > :22:49.Oaxaca State government has recruited police officers who can't

:22:50. > :22:54.speak or hear to monitor the meme municipality's 200 CCTV cameras day

:22:55. > :22:57.and night. With their highly developed visual sensors, it is

:22:58. > :23:05.thought the 20 officers involved were ideally suited for the task.

:23:06. > :23:09.TRANSLATION: They allow us to monitor situations that may be a

:23:10. > :23:12.person who doesn't have that impairment wouldn't notice. They

:23:13. > :23:22.read lips and can spot suspicious movement in people. Working from the

:23:23. > :23:27.operations unit with the so-called Angels of Silence noting something

:23:28. > :23:31.suspicious, they reported through interpreters. Recently, one of the

:23:32. > :23:34.officers noticed a man acting suspiciously around a woman. When

:23:35. > :23:39.the officer had the surveillance camera closed in on the couple, he

:23:40. > :23:44.saw the man was passing her a small plastic bag that seemed to contain

:23:45. > :23:48.marijuana. Minutes later, a police control -- patrol arrived and

:23:49. > :23:53.detained the man. Since the programme started ago ago, they have

:23:54. > :23:56.helped catch drug dealers and thieves. Officials say it's drawing

:23:57. > :24:12.the attention of law authorities around the world. Doctor Who turns

:24:13. > :24:14.50 this week. The time and space traveller is very much a British

:24:15. > :24:17.creation but the character is gaining increasingly popularity

:24:18. > :24:20.overseas. American fans have been keen to join in the anniversary

:24:21. > :24:32.celebrations. Nowhere more so than the Way Station Bar in Brooklyn, New

:24:33. > :24:37.York. The Way Station is a bar. It is very popular in the nerd and geek

:24:38. > :24:42.community, mostly because of the presence of our toilet, which has

:24:43. > :24:46.been designed to look like a TARDIS. We did the majority of the

:24:47. > :24:50.construction and build-out design of the bar. One night, after a very

:24:51. > :24:54.long day doing construction, he leaned over towards me and said,

:24:55. > :25:01.let's build a TARDIS. We both cracked up and said, yes, that would

:25:02. > :25:09.be awesome! We are inside the bathroom at the Way Station. It is

:25:10. > :25:15.bigger on the inside. We get all sorts of people, comic book nerds,

:25:16. > :25:22.movie geeks, Doctor Who fans, music lovers. They feel at home here, they

:25:23. > :25:26.feel welcome. In anticipation of the 50th anniversary, we have several

:25:27. > :25:30.local venues who will also be screening it, because we will have

:25:31. > :25:35.more people here than we can fit. Steven Moffat and Matt Smith dropped

:25:36. > :25:38.by to watch the season finale with all the fans. I suppose it always

:25:39. > :25:42.seems there is a distance between the people making the show and the

:25:43. > :25:44.people watching the show. In the case of Doctor Who there shouldn't

:25:45. > :25:54.really be, because the people who watch the show became the people who

:25:55. > :26:00.made it. Is a British thing, it was for a very long time. It did pick up

:26:01. > :26:04.recently. Its fan base in the US seems to be building. I do think

:26:05. > :26:08.people have decided to stop embracing idols from other cultures.

:26:09. > :26:14.I think Americans are very much a gun culture. I do think an American

:26:15. > :26:17.hero is going to pull out a gun, whether it's a laser gun or real

:26:18. > :26:22.gun, and solve the problem that way. I like the idea of the doctor being

:26:23. > :26:27.a slightly pacifistic, intellectual hero. We are dealing with biting

:26:28. > :26:31.pepper pot robots and wizard men, but the idea of using your smarts

:26:32. > :26:34.and a necktie to solve the problem is a lot more British than the

:26:35. > :26:40.American solution of a wife beater and a gun. It's about adventure,

:26:41. > :26:45.possibility. I think that makes people excited. What might happen,

:26:46. > :26:49.it's all optimism. When the world gets dark it is very nice to embrace

:26:50. > :27:00.the idea of something fun, exciting and positive. That the Way Station

:27:01. > :27:02.bar in Brooklyn. That's it for today.
