:00:00. > :00:07.I'm Geeta Guru-Murthy with BBC World News.

:00:08. > :00:15.Israel accepts an Egyptian ceasefire proposal for Gaza - Hamas' military

:00:16. > :00:24.wing says it rejects the deal. At least ten dead and around 100

:00:25. > :00:30.injured as a Metro train crashes in Moscow. As the Iraqi parliament

:00:31. > :00:33.meets again to try to form a new government, the Foreign Minister for

:00:34. > :00:38.the Kurdish north described Iraq as a failed state. We are live in

:00:39. > :00:43.Burlington, as hundreds of thousands a failed state. We are live in

:00:44. > :00:44.of people lined the streets to welcome home their World Cup winning

:00:45. > :01:08.team -- in Berlin. . Hello and welcome. There are

:01:09. > :01:11.glorious scenes of celebration in Burlington, as the victorious German

:01:12. > :01:16.team brings home the World Cup home from Rio. Cash

:01:17. > :01:24.-- in Berlin. These are the images we are getting from Brandenburg

:01:25. > :01:35.Gate, a huge sense of national pride. It looks incredible? It is

:01:36. > :01:39.absolutely incredible. Welcome to what must be the biggest party on

:01:40. > :01:45.the planet right now. It is happening here in central Berlin,

:01:46. > :01:48.half a million people in and around the Brandenburg Gate and lining the

:01:49. > :01:53.road as the German team makes their way home from Rio. They are the

:01:54. > :01:57.champions of world football. I do not think there would be a German

:01:58. > :02:01.that does not want to be here right now ready to congratulate them.

:02:02. > :02:06.Every single movement of the team is broadcast on national television.

:02:07. > :02:09.And on social media, you can hear the crowd roaring. Some of them have

:02:10. > :02:16.been here all night, making sure they got the perfect spot to welcome

:02:17. > :02:21.the team home. CHEERING You will have to excuse me, it could

:02:22. > :02:25.be the team arriving, we think they are pretty close, they prosecute

:02:26. > :02:30.arrived on the other side of the Brandenburg gate. -- they possibly

:02:31. > :02:35.arrive. They will be presented on this stage, with the trophy, they

:02:36. > :02:43.will presented to the crowd. Each of them will come forward. They will

:02:44. > :02:51.sign the visitors book basically, fall -- for Berlin. I have been told

:02:52. > :02:55.the bus has arrived, they are here, at the Brandenburg Gate. The sense

:02:56. > :03:00.of anticipation is unbelievable now. You can see everybody with their

:03:01. > :03:05.cameras out, the flags are flying. OK, I cannot see the big screen but

:03:06. > :03:09.I can tell you this is what the fans are looking at. Apparently the team

:03:10. > :03:14.is here, they are waving. They will be out any minute. With me,

:03:15. > :03:18.watching, my colleague, who has been with me since the final on Sunday,

:03:19. > :03:24.have you ever seen anything like this? This is incredible. The bus

:03:25. > :03:30.has arrived, we are seconds away from the German team waving to

:03:31. > :03:34.Berlin, it feels like the whole country has descended on the capital

:03:35. > :03:40.for this event. It is awash with German colours and flags, the sense

:03:41. > :03:44.of pride is incredible? Sorry, every raw, it feels like one of the

:03:45. > :03:49.players is going to walk onto the stage. Incredible event, you would

:03:50. > :03:53.not imagine this is Tuesday. This would usually be a mundane day, but

:03:54. > :03:59.this is the biggest street party in the world right now. The Germans,

:04:00. > :04:04.they said we can compete with the Brazilians in terms of parties, and

:04:05. > :04:09.they are proving it right now. Noone forget about Brazil, it is all in

:04:10. > :04:18.Berlin, it is all about excitement, they will bring the trophy home to

:04:19. > :04:25.the adoring fans. When the aeroplane came over, they must have got

:04:26. > :04:29.special permission, and the crowd roared, imagine being a German

:04:30. > :04:35.footballer, looking out of the window and looking at half a million

:04:36. > :04:39.people waving at you. I would not put it past them closing down the

:04:40. > :04:43.airspace in Germany. The streets are clogged with people, people hanging

:04:44. > :04:48.out of the windows. The colours are black yellow and red. They are not

:04:49. > :04:52.just slightly late, to an half hours late, and it is a hot day. Some of

:04:53. > :04:57.these people have been waiting for 12 hours. They arrived late last

:04:58. > :05:01.night, some of them setting up tents to make sure they got the best

:05:02. > :05:05.seats. Some people have been waiting for many hours but there is no sense

:05:06. > :05:11.of aggression or anger. People completely understand other people

:05:12. > :05:15.want their moment, as the bus has been going by, the players have been

:05:16. > :05:21.holding up the World Cup to the window to see. We understand buses

:05:22. > :05:25.have arrived and the players will be presented soon. Tom, what is nice,

:05:26. > :05:29.interesting to see which player gets the best reception, you get the

:05:30. > :05:37.sense from the Germans this was a team effort? Mario Gotze... Super

:05:38. > :05:40.Mario as we like to call him, you would assume he would get the

:05:41. > :05:44.biggest reception. What distinguishes this side, they have

:05:45. > :05:54.played as a team, Joachim Low treats them as a team. Although he said he

:05:55. > :06:00.told Mario Gotze, to tell Messi how to play football. I think, I heard

:06:01. > :06:08.he told him, you are better than Lionel Messi at half-time... We want

:06:09. > :06:12.to believe it, it is folklore. Sunday night, the World Cup final,

:06:13. > :06:17.it was pouring with rain here, I am not sure if that viewers can hear us

:06:18. > :06:25.because this crowd is incredible. We have learned some new songs standing

:06:26. > :06:32.here. Our German has improved. Super Germany! Are incredible scenes. We

:06:33. > :06:38.will let the engine ears -- we will let the viewers enjoyed his

:06:39. > :06:44.incredible scenes. There was a 10-year plan install that Germany,

:06:45. > :06:49.and it has come to fruition. -- installed at Germany. We were

:06:50. > :06:52.standing there when the goal was scored by super Mario, he did not

:06:53. > :06:57.show any emotion, he knew it was going in. This is the indicative of

:06:58. > :07:04.the German feeling about football, they have an entitlement to win and

:07:05. > :07:09.they showed us. Joachim Low, with his suits, his calm demeanour, he is

:07:10. > :07:13.quite something, he had a plan and he was expecting this. Some said the

:07:14. > :07:18.expectations going into the World Cup were not so high, but we had the

:07:19. > :07:20.first victory, 4-0 against Portugal, they thought they could do it, but

:07:21. > :07:26.what about the they thought they could do it, but

:07:27. > :07:30.incredible game. When we arrived, on Sunday, the Germans were expecting

:07:31. > :07:35.victory. After beating Brazil, that they would bring home the trophy?

:07:36. > :07:42.They had no qualms in telling us they were going to win. I was

:07:43. > :07:47.talking to a Brazilian fan in Berlin today, we asked her who she was

:07:48. > :07:51.supporting, she said there was no time to make up her mind, in the

:07:52. > :07:57.semifinal, the frenzy took on a mind of its own. It was so tense for

:07:58. > :08:00.those few moments in the final, Messi had a chance and some

:08:01. > :08:03.Argentinian players looked like scoring. We have hearts in the

:08:04. > :08:08.mouth, we thought this could be a big anticlimax. Now it is a sunny

:08:09. > :08:15.day here and the biggest party in the planet, let's enjoy it. This is

:08:16. > :08:22.a working day here, some big German companies on Sunday, like Mercedes,

:08:23. > :08:26.bolts wagon -- and other companies, they stopped the production line to

:08:27. > :08:29.let the workers watch the final. You have to feel sorry for those that

:08:30. > :08:31.could not make it out today, to be part of this, people have been

:08:32. > :08:37.saying, they part of this, people have been

:08:38. > :08:40.history. History in the making, and this team is for all Germans because

:08:41. > :08:47.it is representative of Germany. Players from Bavaria, they will go

:08:48. > :08:50.to the national capital but then they will go to Bavaria and there

:08:51. > :08:55.will be a huge celebration. It is almost like a country within itself,

:08:56. > :09:02.it is full of pride, that part of Germany. It is the powerhouse of

:09:03. > :09:11.German football, they in Munich -- Bayern Munich. But coming back here,

:09:12. > :09:17.Mesut Ozil, Turkish heritage, summary people follow him on

:09:18. > :09:24.Twitter. Very popular player. -- so many people follow him. The social

:09:25. > :09:29.media has been a big thing, so much money has been spent on it. It has

:09:30. > :09:36.been immense and so important in the World Cup, we have been glued to our

:09:37. > :09:41.phones and iPads. The people we are following are not the news

:09:42. > :09:47.organisations, it has been the players, Schweinsteiger, Mesut Ozil.

:09:48. > :09:52.I saw a tweet on Sunday night, Angela Merkel, the photo, it went

:09:53. > :09:57.around the world. You can only imagine how big social media will be

:09:58. > :10:01.at the next World Cup. I have more questions on social media, the

:10:02. > :10:05.latest we are hearing is the players are here, they are behind the

:10:06. > :10:12.Brandenburg Gate. They have gone for something to eat, they are hungry.

:10:13. > :10:15.They have been signing T-shirts, you can understand, after a long flight

:10:16. > :10:22.and a trip through the city. They need sustenance. You can forgive

:10:23. > :10:26.them for having something to eat. They are desperate to get here. A

:10:27. > :10:30.lot of them have and probably slept, not much to eat. A little bit of

:10:31. > :10:39.respite and a pep talk before coming on from Jurgen Lowe. You mentioned

:10:40. > :10:43.Bastian Schweinsteiger, he said this was amazing, the moment he was

:10:44. > :10:47.looking forward to. Some players might not think it is a real until

:10:48. > :10:51.they greet the fans. The fans saying that they want to thank them for a

:10:52. > :10:56.great month of football. Germany played consistently throughout the

:10:57. > :11:00.tournament and delivered some great football, attacking football, it was

:11:01. > :11:04.very entertaining to watch. The Germans have been enjoying this for

:11:05. > :11:10.the month, outdoor stadiums and parks, one stadium in Berlin where

:11:11. > :11:14.people were allowed to bring their couches from home, and they were

:11:15. > :11:18.allowed to watch the games, you come in from the airport and you see the

:11:19. > :11:23.open spaces where people have been watching. The Germans have relished

:11:24. > :11:26.every moment of the World Cup? They play such an exciting brand of

:11:27. > :11:31.football, linking up well, shots on target, they do not close down

:11:32. > :11:37.games, they try to win, this is the brand of football from Joachim Low.

:11:38. > :11:40.It is amazing here, it is a beautiful city of green parks and

:11:41. > :11:44.public spaces and the World Cup has been played out in these public

:11:45. > :11:47.spaces. We saw people kicking the ball around in front of the

:11:48. > :11:50.parliament, people have come out, since the early hours of the

:11:51. > :11:55.morning, people have slept overnight to get the best position. It has

:11:56. > :12:02.been an incredible World Cup and what a fitting finale, to be in

:12:03. > :12:07.Berlin, so far away from Brazil but it feels like the centre of the

:12:08. > :12:11.world right now. It feels like of the world, we will hand back to

:12:12. > :12:15.London but you will be joining us in a moment I am sure when we see the

:12:16. > :12:19.team, welcomed by this incredible crowd, stay with us as we bring you

:12:20. > :12:24.more coverage from the German capital as they welcome home the

:12:25. > :12:27.World Cup champion. STUDIO: You probably cannot see these pictures,

:12:28. > :12:34.we have pictures of some of the players, just looking at a shot of

:12:35. > :12:41.the crowd. We have seen the supercool Joachim Low, he took a

:12:42. > :12:46.peek outside, we are seeing some of the key members. We are waiting for

:12:47. > :12:53.them to come out as a group. On stage. They are just having a little

:12:54. > :12:59.bit of food. A little snack to get them through the next couple of

:13:00. > :13:06.hours. We will be back, live at the Brandenburg Gate. Moving on to the

:13:07. > :13:10.other top story. There has been fast-moving developments in the Gaza

:13:11. > :13:13.crisis in the last few hours. Earlier today the Israeli security

:13:14. > :13:17.cabinet accepted an Egyptian cease-fire proposal. By Mr Benjamin

:13:18. > :13:29.Netanyahu says the military operation will continue if Hamas

:13:30. > :13:33.rocket fire does not stop that but -- but Prime Minister Benjamin

:13:34. > :13:38.Netanyahu says the military operation will continue. In the last

:13:39. > :13:44.few minutes the Israeli Prime Minister gave his reaction to

:13:45. > :13:48.today's events. If Hamas rejects the Egyptian proposal, and the rocket

:13:49. > :13:54.fire from Gaza does not cease, which appears to be the case now, we are

:13:55. > :14:00.prepared to continue and intensify our operation to protect our people.

:14:01. > :14:03.Senior Hamas figures are in Cairo to discuss the deal, they say they

:14:04. > :14:07.reject the cease-fire as it stands because they were not consulted and

:14:08. > :14:16.they want an end to the Israeli siege and blockade. We have been

:14:17. > :14:20.given a chance latest statement from a spokesman from Hamas, he said the

:14:21. > :14:25.Hamas movement did not receive the cease-fire proposal, we were not

:14:26. > :14:28.part of the announcement and we are not going to commit to it, that is

:14:29. > :14:34.what Hamas has told the BBC this morning. Here in Ashkelon, in

:14:35. > :14:40.Israel, not far from the border with Gaza, people have heard a number of

:14:41. > :14:46.explosions. We heard of a rocket landing in Ashdod, 30 metres from

:14:47. > :14:51.the border with Gaza. He is also saying they want an end to the siege

:14:52. > :14:59.and the blockade in Gaza. Talking about the long-term situation. Hamas

:15:00. > :15:04.saying they will continue to defend their people, the fact Rockets have

:15:05. > :15:07.come over, how far will Israel go, how long will it allow for a

:15:08. > :15:12.decision from Hamas on this cease-fire? The Israeli army, after

:15:13. > :15:13.the security cabinet 's cease-fire? The Israeli army, after

:15:14. > :15:17.the security cabinet decision to abide by the cease-fire, the Israeli

:15:18. > :15:20.army said it would hold the cease-fire, but if it is attacked,

:15:21. > :15:35.the Israeli army said it would respond. In terms of Hamas demands,

:15:36. > :15:36.it has or has made it clear that it wants borders to be opened and

:15:37. > :15:42.prisoners released. That has not been part of the

:15:43. > :15:47.Egyptian cease-fire proposal. Stay with us on BBC World News,

:15:48. > :15:57.Still to come: The World Cup winners are due to

:15:58. > :15:59.appear at the Brandenburg gate. We have seen glimpses of them in

:16:00. > :16:03.Berlin. We will be back. To Ukraine where Russia's role in

:16:04. > :16:06.the ongoing conflict has been centre New research suggests

:16:07. > :16:29.the country's global image is The Russian president 's global

:16:30. > :16:32.image has taken a turn for the worse. Many have thought his

:16:33. > :16:35.handling of the situation in Ukraine would lead to a more favourable

:16:36. > :16:41.opinion of Russia around the world but the opposite seems to be true. A

:16:42. > :16:44.new survey from a research Centre found that Russia is increasingly

:16:45. > :16:55.unpopular in many countries, especially in Europe and the United

:16:56. > :17:10.States. We will not act set Russia 's taking over the Ukraine --

:17:11. > :17:13.Crimea. Only the Greeks rate Russia positively overall. As violence in

:17:14. > :17:20.Ukraine continues, its neighbour, Poland, is growing much more wary of

:17:21. > :17:23.the former Cold War power. After Russia annexed Crimea, six in ten

:17:24. > :17:33.Ukrainians have a negative view of the country, up from only 11% three

:17:34. > :17:37.years ago. When asked about President Putin Putin specifically,

:17:38. > :17:47.Ukrainians expressed disappointment. That is, the gated by geography.

:17:48. > :17:52.Only 5% in Crimea said the same. Majorities in only a handful said

:17:53. > :17:57.they had confidence in foreign policy, all in Africa and Asia. As

:17:58. > :17:59.the rest of the world seems to be turning on Russia, the Russians

:18:00. > :18:03.themselves up feeling more patriotically whenever. Pride in

:18:04. > :18:08.their country is up almost 10% since last year.

:18:09. > :18:13.Israel accepts a ceasefire proposal by Egypt,

:18:14. > :18:24.Hamas' military wing says it rejects the deal.

:18:25. > :18:26.A subway train has crashed in the Russian capital Moscow.

:18:27. > :18:34.At least ten people are killed and around 100 are injured.

:18:35. > :18:38.In Afghanistan, at least 50 people have been killed

:18:39. > :18:41.and many injured in a suicide blast in the eastern province of Paktika.

:18:42. > :18:45.Another explosion in the capital Kabul has killed two

:18:46. > :18:49.men working for the outgoing President, Hamid Karzai.

:18:50. > :18:54.The bomb exploded next to the men's vehicle

:18:55. > :19:00.The attacks come as Afghanistan's two presidential candidates are due

:19:01. > :19:02.to meet to discuss a government of national unity.

:19:03. > :19:18.I am just seeing the death toll has climbed to 89. I do not know if we

:19:19. > :19:23.have confirmation of that. It is clearly a difficult day. It is. A

:19:24. > :19:27.few weeks after the elections when we had a period of calm, it does

:19:28. > :19:32.feel like the gloves are really. Particularly with the attack the

:19:33. > :19:39.East. Dozens of people have been injured. I have heard up to 50

:19:40. > :19:43.killed. You are getting reports of 80. It is very difficult to pin

:19:44. > :19:49.detailed figures down at this point. There are people who are still

:19:50. > :19:53.trapped under cars and trapped under fallen masonry and falling routes

:19:54. > :19:57.that have come tumbling down. What happened is that a car that was

:19:58. > :20:01.packed with explosives was being followed by the police. The driver

:20:02. > :20:05.was driving erratically and the police were tipped off about this.

:20:06. > :20:10.He failed to stop at a police checkpoint and drove his vehicle

:20:11. > :20:14.into a crowded marketplace and then detonated his device. Really

:20:15. > :20:21.devastating scenes we are seeing in that province. The area is a

:20:22. > :20:31.stronghold of one of the Taliban affiliate. People in large numbers

:20:32. > :20:34.shopping for Ramadan. Men, women and children are among those believed to

:20:35. > :20:43.have been killed. We will have to leave it there. At least ten people

:20:44. > :20:50.have died on the Moscow Metro in the rush hour. A packed commuter train

:20:51. > :20:57.was travelling to the city centre at the time of the crash. I asked our

:20:58. > :21:02.correspondent whether the station has been completely evacuated or

:21:03. > :21:11.not. There are still some people underneath, essentially underneath,

:21:12. > :21:15.the ground here. In the words of a policeman, the way he spoke,

:21:16. > :21:18.indicates those people may not be alive any more. The emergency

:21:19. > :21:26.helicopter has taken off against a while ago. This may mean that some

:21:27. > :21:31.are heavily injured, badly injured and they have been taken away. The

:21:32. > :21:35.death toll figure may rise because some of the people are badly

:21:36. > :21:40.wounded. I'd do we know how the accident happened? The authorities

:21:41. > :21:47.have indicated it is an accident and not an attack. Yes, we know that

:21:48. > :21:52.three coaches, three cars, derailed so the passengers were flung against

:21:53. > :22:00.the walls. At the beginning, it was explained as the loss of emergency

:22:01. > :22:03.braking. They have said, let's wait for the investigation to tell us

:22:04. > :22:08.what happened. We know it is a crash. No one talks about terrorism

:22:09. > :22:13.or explosions so far. We do not know what caused the crash. We learning

:22:14. > :22:19.about exactly how people have been able to get out? The train stopped

:22:20. > :22:24.with carriages in between stations, didn't it? Spoke to one man who was

:22:25. > :22:27.not injured. He said they would spend almost an hour in the darkness

:22:28. > :22:32.without having a clue what was going on. One by one they would land

:22:33. > :22:38.through the train, onto the tracks and outside. That did not

:22:39. > :22:43.concern... The situation was very different for those in the wreckage.

:22:44. > :22:46.The wreckage was so badly and accessible that rescuers have to use

:22:47. > :22:54.hydraulic equipment. As we understand, they are still badly

:22:55. > :23:01.trying to get access. We are just going to take you back to Berlin.

:23:02. > :23:05.The German team, there is some beer just to remind you where we are. The

:23:06. > :23:10.German team are at the Brandenburg gate to greet the crowds. They have

:23:11. > :23:13.been signing autographs. It is a lovely, sunny day and there are

:23:14. > :23:19.hundreds of thousands of people out there, waiting to greet them. They
