:01:16. > :01:19.The victim, Philando Castile, had been pulled over and was reaching

:01:20. > :01:23.for his driver's license, according to his girlfriend, when he was shot.

:01:24. > :01:26.She then captured the aftermath and streamed it live.

:01:50. > :01:52.He was briefed he had a firearm and he was reaching for his wallet

:01:53. > :01:59.and the officer just shot him in his arm.

:02:00. > :02:04.The female passenger in the car, Diamond Reynolds has just

:02:05. > :02:07.seen her boyfriend shot by a policeman and he's fast losing

:02:08. > :02:10.I told him not to reach for anything.

:02:11. > :02:14.You told him to get his ID, Sir, his driver's licence.

:02:15. > :02:17.Philando Castile had been pulled over because his rear light wasn't

:02:18. > :02:20.working and apparently told the officer he had

:02:21. > :02:23.a legally-purchased concealed weapon with him in the car.

:02:24. > :02:26.Mr Castile had worked as a cafeteria supervisor

:02:27. > :02:34.Protesters converged on the governor's mansion,

:02:35. > :02:37.draping it with police tape, taken from the scene of the shooting

:02:38. > :02:51.and giving angry voice to now familiar cries.

:02:52. > :02:54.Then, Diamond Reynolds stepped before the crowd.

:02:55. > :02:57.The police put four, five shots into him for no reason.

:02:58. > :03:01.It's the latest in a long line of police shootings involving

:03:02. > :03:06.African-Americans and the second high-profile incident this week.

:03:07. > :03:11.This is footage from Baton Rouge, Louisiana, showing a black man,

:03:12. > :03:13.Alton Stirling, being held down by police and shot several times.

:03:14. > :03:21.So another police shooting, another black family left to mourn,

:03:22. > :03:25.and this is happening with alarming regularity.

:03:26. > :03:27.Already this year in America, 123 African-Americans

:03:28. > :03:32.The fear is that this could be the start of a long, hot summer,

:03:33. > :03:42.words which for decades have come with a sense of foreboding.

:03:43. > :03:44.The BBC's Barbara Plett Usher is also in Minneapolis,

:03:45. > :03:49.and she joins us now with the latest.

:03:50. > :03:59.What is the mood there in the wake of this killing? There is sadness.

:04:00. > :04:03.Earlier today, I was at the scene of the shooting and people are putting

:04:04. > :04:07.down flowers. People work too upset to speak with me. They said they

:04:08. > :04:11.were very upset, numb, upset. They were very emotional about it. There

:04:12. > :04:19.was also regret and distress. There were also elderly white people who

:04:20. > :04:26.took part in the equal rights movement in the 1960s. There is also

:04:27. > :04:28.a lot of anger especially from the speakers here. They are tired of

:04:29. > :04:33.seeing their brothers and sisters killed. Although it is a multiracial

:04:34. > :04:38.feel, you can get some pointed comments like, you white people,

:04:39. > :04:45.usual white privilege to help us. The president said he was deeply

:04:46. > :04:50.disturbed by this, but it should not drive a wedge between communities

:04:51. > :04:53.and their law enforcement. What people said you about law

:04:54. > :05:01.enforcement in the wake of this? There is a lot of anger. And long

:05:02. > :05:04.term our happiness. One man was a pastor, he was a war veteran. He

:05:05. > :05:08.says it feels like a war zone mentality. The people get pulled

:05:09. > :05:12.over by the police, they had to position themselves as prisoners of

:05:13. > :05:17.war and just survive. Some other strong statements from here as well.

:05:18. > :05:21.You get people saying, they are not all bad, it is the system that needs

:05:22. > :05:28.to be changed. One man said we needed it better training for the

:05:29. > :05:31.police. There is a feeling it is versus them, so there is a press for

:05:32. > :05:38.change in this situation. Who is going to investigate this death? The

:05:39. > :05:43.governor said there would be an investigation from a government

:05:44. > :05:50.bureau at the state level. He was also going to see if the Department

:05:51. > :05:57.of Justice could assess whether they could investigate. If it did that

:05:58. > :06:01.kind of investigation here, it would be recognising there could be a

:06:02. > :06:07.racial element to this shooting. It was also -- would also show how much

:06:08. > :06:13.prominence this kind of thing is getting now, where not only the

:06:14. > :06:15.governor says he is shocked by it but it gets to federal level quite

:06:16. > :06:18.quickly. Thank you. Now, let's face it -

:06:19. > :06:20.lately, British politics and stability haven't

:06:21. > :06:22.exactly gone hand-in-hand. a woman is on track to become

:06:23. > :06:31.the next Prime Minister. In their ballot to select

:06:32. > :06:33.a new party leader, Conservative MPs narrowed it down

:06:34. > :06:36.to Theresa May and Andrea Leadsom. The winner will be

:06:37. > :06:37.decided in September. Our political editor,

:06:38. > :06:39.Laura Kuenssberg, and there is flash

:06:40. > :06:42.photography in her report. The march of Theresa May, striding

:06:43. > :06:45.easily onto the ticket. Miles ahead of both

:06:46. > :06:48.her rivals today. Her supporters already crying,

:06:49. > :06:53."Prime Minister". This vote shows that

:07:00. > :07:02.under my leadership, it will. We need proven leadership,

:07:33. > :07:37.Mrs May's supporters were delighted. Not quite waving on the steps

:07:38. > :07:40.of number ten yet, but she has just won the very clear endorsement

:07:41. > :07:44.of the majority of Tory MPs. Her backers hope her experience

:07:45. > :07:49.makes her the clear favourite. She can truly say as we go

:07:50. > :07:52.into the country that she is Are you surprised by how

:07:53. > :07:56.strong the result was? She got 165 earlier in the week,

:07:57. > :07:59.which was fantastic and overwhelming in itself, but to go

:08:00. > :08:02.forward even further, touching the 200, is a clear

:08:03. > :08:05.indication of what parliamentarians think we need in our next Prime

:08:06. > :08:08.Minister. But traditional Tories are excited

:08:09. > :08:15.by Andrea Leadsom, her rival. The Eurosceptic energy minister

:08:16. > :08:18.is far less experienced. Her colleagues need reassurance

:08:19. > :08:22.about her record, but one wing of the party isn't enthusiastic

:08:23. > :08:25.enough to march along the river in an unusual show

:08:26. > :08:29.of Conservative support. Before the referendum,

:08:30. > :08:37.she was hardly known. How difficult was it

:08:38. > :08:39.to decide to run? I feel, having played a part

:08:40. > :08:42.in showing this country the prospects for us outside

:08:43. > :08:50.of the EU, I just felt I needed to put myself forward to offer

:11:24. > :11:26.referral for that, and the chair said, we will give you a referral.

:11:27. > :11:30.Conceivably, we could get another round of investigations into Hillary

:11:31. > :11:36.Clinton and whether she lied in testimony before Congress. Some news

:11:37. > :11:39.on Hillary Clinton, the New York Times is reporting that she will be

:11:40. > :11:45.endorsed by her one-time rival, Bernie Sanders, next week. What will

:11:46. > :11:47.be the significance of that? It is about time. The campaign has been

:11:48. > :11:54.over since the beginning of June, and Bernie Sanders has held out. He

:11:55. > :11:58.still has a large constituency, and this will be a way to bring the

:11:59. > :12:01.party together before the Democratic convention, avoid any kind of

:12:02. > :12:05.protest or difficulty in Philadelphia when they all gathered

:12:06. > :12:10.to meet, and bring the party together, solidify her left flank so

:12:11. > :12:14.she has an enthusiasm and turnout in the general election which she will

:12:15. > :12:18.need. Turning to Donald Trump, he was in Washington today and wasn't

:12:19. > :12:21.he? Who was the meeting and how did it go? He was meeting with

:12:22. > :12:29.congressional Republicans. We have to look at Republican disunity. The

:12:30. > :12:34.people that Trump met with verse, things went well. When he got in the

:12:35. > :12:37.room with Republican senators, who were in car free election battles,

:12:38. > :12:49.there was a lot more anger, a lot more resentment from some of the

:12:50. > :13:01.sitting senators. One got into it with Donald Trump. One senator sat

:13:02. > :13:11.it out, and Donald Trump called him a loser, saying he would win in his

:13:12. > :13:14.state. Ted Cruz, one of the Republican opponents during the

:13:15. > :13:18.primary campaign, has just said that he will accept a speaking bit. Other

:13:19. > :13:29.than that, we don't know a whole lot. A populace -- popular senator

:13:30. > :13:31.from Iowa may speak. If there is anything interesting, any unusual

:13:32. > :13:33.people taking the stage, they haven't been revealed. Thank you for

:16:54. > :16:55.background draws me to her. I feel more confident in having

:16:56. > :16:59.somebody that has sat at the table I am very torn between being

:17:00. > :17:07.a businesswoman and being a woman. Of course, nobody knows

:17:08. > :17:11.exactly how many women will vote, or which candidate

:17:12. > :17:16.they will vote for. If we did, we would already be able

:17:17. > :17:20.to say who is going to win. What we do know is women will decide

:17:21. > :17:23.who lives in the White House after Barack Obama,
