:00:00. > :00:07.Hello you're watching BBC World News,
:00:08. > :00:11.Our top story this hour: Three police officers in Dallas have been

:01:31. > :01:35.The centre of the city has been shut down as the authorities hunt
:01:36. > :01:38.The police chief has spoken of there being two snipers.
:01:39. > :01:40.The central downtown area of Dallas including shops,
:01:41. > :01:43.hotels, restaurants and bars has been evacuated.
:01:44. > :01:46.The site is close to where former US President John F Kennedy
:01:47. > :01:56.was assassinated in 1963 and the City Hall.
:01:57. > :01:59.The gunfire broke out around 8:45pm local time on Thursday evening.
:02:00. > :02:02.The protest followed police shootings of black men in Minnesota
:02:03. > :02:21.Information coming in thick and fast, what is the latest? There have
:02:22. > :02:26.been some chaotic scenes in Dallas over the last few hours. As you
:02:27. > :02:30.said, and this has come from the police chief, it appears that two
:02:31. > :02:37.snipers were responsible for shooting at ten police officers, and
:02:38. > :02:40.three of those officers have lost their lives. Others are in a
:02:41. > :02:46.critical condition, some are currently having surgery. This was
:02:47. > :02:51.during a peaceful protest, the same as many others in various cities
:02:52. > :02:56.around the US over the last few hours to protest the police
:02:57. > :03:02.shootings. Many eyewitness talked about hearing the gunshots ringing
:03:03. > :03:06.out, and they were diving for cover, but the crowd scattered, and that is
:03:07. > :03:13.when the chaos started. People didn't quite know what was
:03:14. > :03:17.happening, some video has big posted to social media. It is difficult to
:03:18. > :03:24.see what is happening, but you can hear the gunshots and since the
:03:25. > :03:29.confusion. The two snipers are still being searched for in downtown
:03:30. > :03:32.Dallas. They have not been apprehended, and the place is
:03:33. > :03:37.entirely swarmed with very heavily armed police officers. To be clear,
:03:38. > :03:41.this is in the very centre of Dallas, a popular area for tourists
:03:42. > :03:52.and local city dwellers to enjoy very thing. It is in the downtown
:03:53. > :03:59.district, a social area, not far from City Hall. It is an area that
:04:00. > :04:02.would normally be very busy, but clearly swarms of people had
:04:03. > :04:04.descended on the area to protest and express their feelings about what
:04:05. > :04:09.has been happening in other major cities in America over the last
:04:10. > :04:14.couple of days, and as I say this reflect what is happening in New
:04:15. > :04:21.York City, for example. There has been a large demonstration. Up until
:04:22. > :04:24.this point, the demonstrations had been peaceful but sadly that has
:04:25. > :04:30.changed. White this protest and the others you refer to, they'll refer
:04:31. > :04:39.to how police officers had shot dead two people. One in Minnesota, one in
:04:40. > :04:48.Louisiana, both black and vote in the space of 36 hours. Yes, two
:04:49. > :04:54.quite separate incidents, to a large extent both caught on video, and
:04:55. > :04:58.widely reported very quickly in social media. In fact, in the second
:04:59. > :05:03.case, the girlfriend of the man who was shot was live streaming on
:05:04. > :05:08.Facebook as it happened. Clearly everyone in America is acutely aware
:05:09. > :05:14.of what has happened, and the feelings are running extremely high.
:05:15. > :05:18.There is a lot of anger and concern, and a lot of fear. People have been
:05:19. > :05:21.concerned that there could be some reprise Aust, that these
:05:22. > :05:25.demonstrations could turn violent, because currently there is a track
:05:26. > :05:32.record of that happening. There have been other incidents like this.
:05:33. > :05:39.People worry that because of similar incidents over the past few years
:05:40. > :05:48.that have really haunted Americans, that has now come back. People were
:05:49. > :05:53.holding their breaths and tragically things have taken a turn for the
:05:54. > :05:57.worse. Across the world, people I'm afraid are getting used to shootings
:05:58. > :06:05.in America. But this particular angle, this particular week, has
:06:06. > :06:08.been very troubling. What are the analysts, experts and social media
:06:09. > :06:14.people saying in America about this recent trend? There are several
:06:15. > :06:20.issues here. There is the issue of the police and how they carry out
:06:21. > :06:26.their duties. President Obama was touching on this, talking about
:06:27. > :06:33.police forces rooting out bias in their ranks. That is one aspect of
:06:34. > :06:40.the story, a serious one. Then there is the issue of gun control, the
:06:41. > :06:45.availability of funds which is an issue that simply doesn't go away.
:06:46. > :06:52.Whether it is an incident of a white policeman killing a black man or
:06:53. > :06:57.issues around crime and gun crime, that is a perennial issue. There is
:06:58. > :06:59.political pressure in certain quarters to have tougher gun laws,
:07:00. > :07:05.but they never seem to Interior lies. Key social issues here at many
:07:06. > :07:11.levels that need to be addressed. President Obama was speaking
:07:12. > :07:14.after landing in Poland before the details of the Dallas
:07:15. > :07:16.incident emerged. He said that all Americans should be
:07:17. > :07:35.concerned about the shootings. When incidents like this occur there
:07:36. > :07:43.is a big chunk of our fellow citizenry that feels as if because
:07:44. > :07:49.of the colour of their skin they are not being treated the same.
:07:50. > :07:58.This is not just a black issue, it's not just a Hispanic issue.
:07:59. > :08:02.This an American issue, that we should all care about.
:08:03. > :08:09.All fair-minded people should be concerned.
:08:10. > :08:12.Now, let me just say, we have extraordinary appreciation
:08:13. > :08:14.and respect for the vast majority of police officers,
:08:15. > :08:19.who put their lives on the line to protect us every single day.
:08:20. > :08:33.They've got a dangerous job, it is a tough job.
:08:34. > :08:35.Our North America correspondent Nick Bryant has spent the day
:08:36. > :08:38.in Minnesota, the scene of the latest shooting of a black
:08:39. > :08:42.man by police - you may find some of the images in his report
:08:43. > :08:45.He's licensed, he's carrying, he's licensed to carry.
:08:46. > :08:49.He was trying to get out his ID and his wallet out his pocket...
:08:50. > :08:51.The immediate aftermath of yet another police shooting,
:08:52. > :08:57.this time not just caught on camera, but streamed live on Facebook.
:08:58. > :09:00.And the officer just shot him in his arm.
:09:01. > :09:03.The female passenger in the car, Diamond Reynolds, has just
:09:04. > :09:05.seen her boyfriend shot by a policeman.
:09:06. > :09:10.He is fast losing blood, and fast losing consciousness.
:09:11. > :09:17.You told him to get his ID, Sir, his driver's licence.
:09:18. > :09:24.Please don't tell me my boyfriend just went like that.
:09:25. > :09:27.Philando Castile had been pulled over because his rear light wasn't
:09:28. > :09:29.working, and apparently told the officer he had
:09:30. > :09:30.a legally-purchased, concealed weapon with him
:09:31. > :09:42.Mr Castile had worked as a cafeteria supervisor at a local
:09:43. > :09:46.Protesters converged on the Governor's mansion,
:09:47. > :09:49.draping it with police tape taken from the scene of the shooting.
:09:50. > :09:52.Giving angry voice to now-familiar cries of protest, that have echoed
:09:53. > :10:08.Then, Diamond Reynolds stepped before the crowd carrying her young
:10:09. > :10:11.daughter, who had witnessed everything from the back seat
:10:12. > :10:17.Not one shot, not two shots, not three shots, not four shots,
:10:18. > :10:27.It is the second shocking incident this week.
:10:28. > :10:30.This is footage from Baton Rouge, Louisiana, showing a black man,
:10:31. > :10:36.Alton Sterling, being held down by police and shot several times.
:10:37. > :10:39.Another police shooting, another black family left to mourn,
:10:40. > :10:51.We're seeing this with alarming regularity.
:10:52. > :10:58.Michael Brown, Tamir Rice, Eric Garner, Freddie Gray.
:10:59. > :11:00.The names associated with some of the more high-profile police
:11:01. > :11:17.This year alone, 123 African-Americans have been killed
:11:18. > :11:21.It's stunning to see in two days what we've been seeing for years,
:11:22. > :11:22.and that is police killing of citizens.
:11:23. > :11:25.And the question is, when will there be a systematic
:11:26. > :11:28.response to what has been a systemic problem in the United States?
:11:29. > :11:31.And I think that we've been saying this over and over again.
:11:32. > :11:34.And I think the last two days brought this to a real tipping point
:11:35. > :11:48.for how this country deals with policing.
:11:49. > :11:53.With so much fury in so many communities, the fear is that this
:11:54. > :11:57.could be the start of a long, hot summer, words which for decades
:11:58. > :12:11.have been uttered with a sense of foreboding.
:12:12. > :12:17.We are getting some updates, with the police chief saying that
:12:18. > :12:21.authorities have a suspect cornered at a garage after the shooting. They
:12:22. > :12:27.are now negotiating with that suspect. One suspects cornered, and
:12:28. > :12:34.they are negotiating with him. The latest figures suggest that two
:12:35. > :12:42.snipers shot 11 police officers and three of those officers hard dead.
:12:43. > :12:46.Also, the Texas Governor Greg Abbott has said he has direct with the head
:12:47. > :12:54.of the Texas department of public safety to offer whatever assistance
:12:55. > :13:02.the city needs. Condolences have also been expressed, and I quote, at
:13:03. > :13:06.times like this I must emphasise the importance of uniting as Americans.
:13:07. > :13:13.We will keep updating you on this story as it breaks. In Iraq, at
:13:14. > :13:18.least 30 people have been killed and 60 injured in an attack by suicide
:13:19. > :13:27.Hamas and gunmen on a Shi'ite shrine north of Baghdad.
:13:28. > :13:30.According to officials, the attack began when a suicide

:13:54. > :13:55.in Baghdad on Sunday has risen to 292 people.
:13:56. > :13:58.That attack, which took place in a busy shopping street
:13:59. > :14:00.in the mainly Shia Karada district of Baghdad,
:14:01. > :14:02.was claimed by the so called Islamic State.
:14:03. > :14:06.It was the deadliest bombing in Iraq since the 2003 US-led invasion.

:14:47. > :14:49.Plans to find buyers to rescue the plants have been thrown
:14:50. > :14:56.According to Bloomberg, 4 out of the 7 potential bidders
:14:57. > :15:09.have backed out since the referendum.
:15:10. > :15:12.Tata put its struggling UK business up for sale back in March.
:15:13. > :15:15.It employs some 11 thousand people at plants across the UK,
:15:16. > :15:26.including its huge Port Talbot plant in South Wales.
:15:27. > :15:31.But it's losing a million pounds, 1.3 million dollars,
:15:32. > :15:38.The price of steel has slumped since its peak in 2011
:15:39. > :15:40.although it has been recovering in recent months.
:15:41. > :15:50.Across Europe 320,000 people work in the steel industry.
:15:51. > :15:53.The European Steel Association saying thousands of jobs have been
:15:54. > :15:55.lost due to the low price, which they blame on China flooding
:15:56. > :16:01.Now the UK's referendum vote has added further uncertainty.
:16:02. > :16:07.We'll be speaking to our correspondent in Mumbai

:17:10. > :17:12.Relations between the Alliance and Moscow have been tense
:17:13. > :17:18.In response, Nato is deploying four multi-national battalions
:17:19. > :17:21.in the three Baltic States and Poland.
:17:22. > :17:23.They'll be led by the USA, Britain, Canada and Germany.
:17:24. > :17:25.Our defence correspondent Jonathan Beale has been to Estonia
:17:26. > :17:42.where the British led battalion is expected to be stationed.
:17:43. > :17:50.Nato has been beefing up its military presence on its eastern
:17:51. > :17:55.flank. Here in Estonia, soldiers from the alliance prepare for a
:17:56. > :17:59.conventional war against their well armed enemy, like they did in the
:18:00. > :18:06.Cold War era. Training with artillery, rockets and missiles to
:18:07. > :18:12.repel an invasion. Old-fashioned heavy metal warfare, although there
:18:13. > :18:20.is still a real and is to mention Russia. It's about training with our
:18:21. > :18:23.partners. About Russia? It's about training with our partners and
:18:24. > :18:28.making sure we know how to work together. To support the eastern
:18:29. > :18:34.allies and show... The face of Russian aggression? It is just to
:18:35. > :18:42.support them. In reality, this is about Russia. These aircraft are
:18:43. > :18:46.here to send a message. Soon, there will be a continuous presence of
:18:47. > :18:55.troops like this on the ground. At Warsaw, Nato leaders will confirm
:18:56. > :19:00.they are deploying about 5000 soldiers in Russia. Nato has been
:19:01. > :19:04.stepping up its pressures on the eastern flank, as well as its
:19:05. > :19:13.military strength, with around 500 British troops to be stationed here
:19:14. > :19:17.in Estonia from next year. Nato's reinforcements come at a critical
:19:18. > :19:21.time for Estonia. It is a reminder that only a quarter of a century
:19:22. > :19:26.ago, they regained their freedom from the shackles of the old soviet
:19:27. > :19:29.union. These people are just 30 kilometres from the Russian border,
:19:30. > :19:38.and Russia's recent intervention in the -- in Ukraine has made them
:19:39. > :19:41.nervous. It has made them nervous, and showed them that Russia are
:19:42. > :19:46.willing and able to use the conventional military power in order
:19:47. > :19:51.to achieve their political objectives. There is the danger of
:19:52. > :19:55.poking that there. Nato still wants a dialogue with Moscow, they invited
:19:56. > :20:02.Russian observers to recent exercises. But Russia has also
:20:03. > :20:06.responded with even larger military manoeuvres on its side of the
:20:07. > :20:11.border. It has not yet been described as a new Cold War, at
:20:12. > :20:24.Nato's enhanced presence is likely to raise tensions --. -- but.
:20:25. > :20:27.This Saturday marks the first anniversary of a massive crackdown

:20:31. > :20:33.Some of them are still in custody, awaiting trial and possibly life
:20:34. > :20:36.Their families say the detained lawyers have had no access
:20:37. > :20:39.China correspondent Stephen McDonell met a group of the lawyers'
:20:40. > :20:43.A year after their husbands were taken away by Chinese police,
:20:44. > :20:46.Li Wenzu and Huang Qiaoling have still not been able to visit them.
:20:47. > :20:49.On the ninth of July 2015, officials here launched a massive
:20:50. > :20:51.offensive against China's human rights lawyers,
:20:52. > :20:54.turning the lives of their families upside down.
:20:55. > :20:57.Huang Quanzhang and Li Heping were amongst the hundreds of lawyers
:20:58. > :21:04.The BBC believes 17 of them are still being held,
:21:05. > :21:12.At least nine are facing state subversion charges,
:21:13. > :21:13.which could lead to life imprisonment.
:21:14. > :21:23.The stress on those close to these lawyers remains considerable.

:21:32. > :21:39.I'm so worried I can't sleep and I need to take pills.
:21:40. > :21:40.TRANSLATION: We've been through a few stages.
:21:41. > :21:43.At first, we were all pretty lonely and desperate,
:21:44. > :21:54.Then, after a while, the relatives all started talking

:22:40. > :22:47.that the police have taken your father away?
:22:48. > :22:51.So I had no choice but to lie to him, to tell him that dad is away
:22:52. > :22:53.on business, that daddy will be back when he finishes,
:22:54. > :22:56.and that he loves and misses you very much.
:22:57. > :22:59.Earlier this week, the wives of six detained men protested in front
:23:00. > :23:00.of Beijing's Supreme People's Procuratorate.
:23:01. > :23:03.On their dresses they wrote messages of support for their husbands.
:23:04. > :23:05.But, for the moment, nothing has changed.
:23:06. > :23:07.In China, realistically, when people are detained for this
:23:08. > :23:10.long and face this type of charge, they tend to lose in court,
:23:11. > :23:14.meaning that it could be quite a long time before these lawyers can
:23:15. > :23:35.Well, if there's one street food snack that nearly everyone
:23:36. > :23:38.in Kolkata loves and eats regularly, it would have to be jhal muri.
:23:39. > :23:41.It's also a great leveller, you'll often see businessmen
:23:42. > :23:43.queueing for it alongside the city's poorest residents.
:23:44. > :23:53.Our own Justin Rowlatt went to see what all the fuss is about.
:23:54. > :24:02.I am in the mighty capital of Bengal, Kolkata.
:24:03. > :24:04.Like the rest of India, it has its own distinctive
:24:05. > :24:07.and delicious food traditions, and you can taste some of them
:24:08. > :24:19.in its most celebrated street food, jhal muri.
:24:20. > :24:21.So this is Sao and this is jhal, chilli sauce.
:24:22. > :24:24.And this is puffed rice, essentially Rice Krispies.
