0:00:10 > 0:00:14I'm Sharanjit Leyl.

0:00:14 > 0:00:16Our top stories: Supporters of George Weah celebrate

0:00:16 > 0:00:18as the former international footballer wins Liberia's

0:00:18 > 0:00:22Presidential election.

0:00:22 > 0:00:2541 people are dead and many others are wounded in

0:00:25 > 0:00:26a Kabul suicide attack.

0:00:26 > 0:00:29The Islamic State group said it carried out the attack.

0:00:29 > 0:00:31This is the building where the explosion happened,

0:00:31 > 0:00:37and you can see the building has been destroyed.

0:00:37 > 0:00:40An easing of the diplomatic tension between Turkey and the United States

0:00:40 > 0:00:47as both countries say they will restart visa services.

0:00:47 > 0:00:50And coming up: Te social media campaign which helped to reunite

0:00:50 > 0:00:59a Christmas wage packet with its very grateful owner.

0:01:02 > 0:01:12We were just astounded how quickly and how far it went.

0:01:17 > 0:01:20Hello and welcome to BBC World News.

0:01:20 > 0:01:24We start with Liberia, where it was announced a short time

0:01:24 > 0:01:27ago that the former international football star George Weah has won

0:01:27 > 0:01:28the Presidential election.

0:01:28 > 0:01:34His supporters celebrated as the electoral commission

0:01:34 > 0:01:40announced that with almost all the ballots counted, Mr Weah had

0:01:40 > 0:01:42won more than 60% of the vote.

0:01:42 > 0:01:44George Weah made his name playing for AC Milan,

0:01:44 > 0:01:47he was the first and only player from Africa to win the coveted

0:01:47 > 0:01:48Ballon d'or award.

0:01:48 > 0:01:51But for the last three years he has been a Senator

0:01:51 > 0:01:52in Liberia.

0:01:52 > 0:01:58When he becomes President next month, it will be Liberia's

0:01:58 > 0:02:00first democratic transition in more than 70 years.

0:02:00 > 0:02:04Umaru Fofana is in the Liberian capital Monrovia.

0:02:04 > 0:02:10Obviously this has been a huge reaction. What is it like on the

0:02:10 > 0:02:17ground?Absolutely. Wild celebrations. Minutes after the

0:02:17 > 0:02:22Electoral Commission announced the result, hundreds of people

0:02:22 > 0:02:28celebrated in front of the building. And then, across the city, you could

0:02:28 > 0:02:35hear the sound of jubilation, honking horns. It has been 12 years

0:02:35 > 0:02:47of waiting. It is going to go on until tomorrow morning. This is the

0:02:47 > 0:02:51first democratic transition in 70 years. How ground-breaking?It is

0:02:51 > 0:03:02very ground-breaking. Liberia is the oldest Republic. First time since

0:03:02 > 0:03:051944, democratic handover. Even the last one was questioned. It was not

0:03:05 > 0:03:12universal. Technically speaking, in the real sense, some people argue

0:03:12 > 0:03:20this is the first time it is happening. Watershed. 12 years ago,

0:03:20 > 0:03:28the first female elected president, and now an ex footballer. Liberia is

0:03:28 > 0:03:36proud.Any concerns about the transition, from being a well known

0:03:36 > 0:03:44footballer - to leadership?In 2005, two years after retiring, the

0:03:44 > 0:03:53question was asked. It was said that he had been lacking academic

0:03:53 > 0:04:01wherewithall. He won the fourth ballot. He went back to school. Came

0:04:01 > 0:04:11back six years later. Second shot but lost. He believes he has learned

0:04:11 > 0:04:17on the ropes. He has been senator for the last three years. Going to

0:04:17 > 0:04:20make a good leader because he has got the team to be able to do that.

0:04:20 > 0:04:29It is interesting, his running mate, the former wife of the war lord

0:04:29 > 0:04:33Charles Taylor. How is the international community going to see

0:04:33 > 0:04:43him?A lot of discussion around that. The fact that Mrs Taylor, ex

0:04:43 > 0:04:51wife of the convicted war criminal was his running mate. Apparently a

0:04:51 > 0:04:59telephone call from the jail in England to George Weah, but he

0:04:59 > 0:05:04denied he was going to be influenced. Mrs Taylor has said that

0:05:04 > 0:05:16she has her own woman. Those celebrations are likely going to

0:05:16 > 0:05:18continue.

0:05:18 > 0:05:21A suicide bombing in the Afghan capital, Kabul has claimed the lives

0:05:21 > 0:05:24of at least 40 people and injured more than 80 others.

0:05:24 > 0:05:26Women and children are among the casualties.

0:05:26 > 0:05:29The Islamic State group says it carried out the attack,

0:05:29 > 0:05:31which targeted a cultural organisation and news agency

0:05:31 > 0:05:32in the west of the capital.

0:05:32 > 0:05:37Our correspondent in Kabul, Zia Shahreya, has sent this report.

0:05:37 > 0:05:41The force of the explosion is clear to see.

0:05:41 > 0:05:42Among the rubble, relatives desperately search

0:05:42 > 0:05:48for their loved ones.

0:05:48 > 0:05:55But there was little left behind.

0:05:55 > 0:05:58The bomb went off inside this building, a cultural centre and also

0:05:58 > 0:05:59home to an Afghan news agency.

0:05:59 > 0:06:02Students had been marking the 38th anniversary of the Soviet

0:06:02 > 0:06:06invasion of Afghanistan.

0:06:06 > 0:06:08The suicide bomber apparently has entered through that way,

0:06:08 > 0:06:14inside this hall, where the seminar was happening and the hall was full

0:06:14 > 0:06:16of people, students, male and female, from different

0:06:16 > 0:06:22universities in Kabul.

0:06:22 > 0:06:25TRANSLATION:I saw many dead in the area, I was looking

0:06:25 > 0:06:27for my cousin but could not find his body.

0:06:27 > 0:06:29I'm not sure what happened to him.

0:06:29 > 0:06:34The number of dead people has increased.

0:06:34 > 0:06:36After the explosion, ambulances took the injured

0:06:36 > 0:06:40to the hospitals nearby.

0:06:40 > 0:06:43This man, one of dozens badly hurt in the explosion.

0:06:43 > 0:06:49Some of the wounded were taken in for surgery.

0:06:49 > 0:06:50TRANSLATION:A total of 35 dead were registered

0:06:50 > 0:06:52here and 20 others wounded.

0:06:52 > 0:07:01There are men, women and children among the injured.

0:07:01 > 0:07:04For some waiting outside for news it was all too much.

0:07:04 > 0:07:06Back in the area, to the west of the capital,

0:07:06 > 0:07:12where the bomb went off, armed guards patrol.

0:07:12 > 0:07:14The initial blast was followed by two other explosions

0:07:14 > 0:07:20but nobody was hurt in those.

0:07:20 > 0:07:21So who was behind the attack?

0:07:21 > 0:07:23So-called Islamic State has claimed responsibility,

0:07:23 > 0:07:25saying it targeted the centre with a suicide bomber

0:07:25 > 0:07:30and other bombs.

0:07:30 > 0:07:32It has behind a number of other attacks on Shia targets

0:07:32 > 0:07:34across the country in recent months.

0:07:34 > 0:07:36The President's spokesman called the attack an unpardonable crime

0:07:36 > 0:07:46against humanity and pledged to destroy terrorist groups.

0:07:50 > 0:07:53Let's take a look at some of the other stories making the news.

0:07:53 > 0:07:56Officials in Alabama have formally certified Democrat Doug Jones

0:07:56 > 0:07:58as the winner of the state's US Senate race, after a judge

0:07:58 > 0:08:02denied a legal challenge by his Republican opponent.

0:08:02 > 0:08:04Roy Moore, whose campaign had been plagued by allegations

0:08:04 > 0:08:05of sexual misconduct, lost narrowly and had

0:08:05 > 0:08:08claimed voter fraud.

0:08:08 > 0:08:16His lawyers said there'd been a higher-than-expected turnout.

0:08:16 > 0:08:19India's lower house of parliament has approved legislation to outlaw

0:08:19 > 0:08:20the Muslim tradition of instant divorce.

0:08:20 > 0:08:23A Supreme Court ruling has banned the right of Muslim men

0:08:23 > 0:08:25to divorce their wives by simply speaking the word

0:08:25 > 0:08:26"talaq" three times.

0:08:26 > 0:08:31It means divorce in Arabic.

0:08:31 > 0:08:33Italy's President Sergio Mattarella has dissolved parliament ahead

0:08:33 > 0:08:35of an election scheduled for March the 4th.

0:08:35 > 0:08:37Immigration is likely to be the key issue,

0:08:37 > 0:08:38with the anti-establishment Five Star movement currently

0:08:38 > 0:08:42leading in opinion polls.

0:08:42 > 0:08:44Turkey and the US are to resume issuing visas

0:08:44 > 0:08:45to each other's citizens.

0:08:45 > 0:08:48They'd been suspended after a bitter row, when Turkey arrested a local

0:08:48 > 0:08:50embassy employee in October.

0:08:50 > 0:08:52But in statements earlier, the Turkish embassy in Washington,

0:08:52 > 0:09:01and the US embassy in Ankara said the issue had been resolved.

0:09:01 > 0:09:03Earlier Seref Isler from the BBC's Turkish Service explained

0:09:03 > 0:09:07the background to the problem between the US and Turkey.

0:09:07 > 0:09:16Back in October, the government of Turkey detained an American embassy

0:09:16 > 0:09:22employee. This led to an argument with the US embassy. The US embassy

0:09:22 > 0:09:27as a diplomatic compound. The government of Turkey had detained

0:09:27 > 0:09:31the employee because in the aftermath of the coup attempt, a

0:09:31 > 0:09:36series of raids and operations against people that Turkey considers

0:09:36 > 0:09:49to be terrorists. Apparently led by a man in the US. The United States

0:09:49 > 0:09:58is not extraditing him. It has been asking for more evidence. It had

0:09:58 > 0:10:02been back and forth, discomfort between the two. The American

0:10:02 > 0:10:09embassy stopped issuing visas to citizens of Turkey and vice versa.

0:10:09 > 0:10:12The disagreement between the countries only affected each other

0:10:12 > 0:10:19diplomatically. It was the first time it had a practical impact on

0:10:19 > 0:10:23citizens.The relationship has not always been good. What does this

0:10:23 > 0:10:28particular story say about the relationship going forward? The

0:10:28 > 0:10:31Embassy of Turkey is denying that they had given any security

0:10:31 > 0:10:38assurances to officials, in return for these to resume. But the embassy

0:10:38 > 0:10:41in the capital of Turkey has said that they had received security

0:10:41 > 0:10:46assurances. We do not know what happened behind closed doors. Some

0:10:46 > 0:10:54sort of conversation must have taken place. Turkey and the United States

0:10:54 > 0:10:58are natural allies, close for a long time, but some disagreements when it

0:10:58 > 0:11:05comes to Syria. An also Russia. Turkey is against Donald Trump

0:11:05 > 0:11:09recognising jewellery as long as the capital of Israel. Donald Trump also

0:11:09 > 0:11:16has the Tower in Istanbul. It is an uncomfortable collation shot. What

0:11:16 > 0:11:23happens next? From this point, the visa services are going to resume.

0:11:23 > 0:11:31The regular lives of those who want to travel - more. But more is going

0:11:31 > 0:11:37to be discussed when it comes to Israel. An also the Syria issue.

0:11:37 > 0:11:44United States is going to need Turkey to on board. Turkey will want

0:11:44 > 0:11:48a better relationship with American officials.

0:11:48 > 0:11:51More than 2,000 cases of diphtheria have been recorded among

0:11:51 > 0:11:52Rohingya refugees who fled to Bangladesh from Myanmar.

0:11:52 > 0:11:55The World Health Organisation says at least 20 people have already died

0:11:55 > 0:12:01from the highly contagious disease.

0:12:01 > 0:12:04The UK is sending an emergency team to help fight disease

0:12:04 > 0:12:06as Claire Fallon reports.

0:12:06 > 0:12:07Leaving Manchester, British medics heading for Bangladesh.

0:12:07 > 0:12:16Now, another threat - diphtheria.

0:12:16 > 0:12:18The makeshift home to thousands of Rohingya Muslims,

0:12:18 > 0:12:24this is the refugee camp.

0:12:24 > 0:12:27Those living here left Myanmar and a situation described by the UN

0:12:27 > 0:12:36as a textbook example of ethnic cleansing.

0:12:36 > 0:12:386,000 people have been killed, a figure denied

0:12:38 > 0:12:40by the Government in Myanmar.

0:12:40 > 0:12:41Wonderful...

0:12:41 > 0:12:43Among the 40 plus staff, sent by Britain, Becky, a children's

0:12:43 > 0:12:47nurse at Watford General.

0:12:47 > 0:12:49I know from my experience as a paediatric nurse

0:12:49 > 0:12:51and as a mother, families will be feeling desperate.

0:12:51 > 0:12:53I know there are loads of children involved,

0:12:53 > 0:12:5575% of the people affected by diptheria are

0:12:55 > 0:12:56under the age of 15.

0:12:56 > 0:13:06We need to act fast.

0:13:06 > 0:13:08When the team arrives, medics will be working

0:13:08 > 0:13:12in tough conditions.

0:13:12 > 0:13:14Diphtheria has been spreading rapidly, up to 160 new cases

0:13:14 > 0:13:22reported every day.

0:13:22 > 0:13:25It will be tough, 40 of us going out in its first tranche,

0:13:25 > 0:13:26more people coming later.

0:13:26 > 0:13:29We will be working with other organisations, not just 40 of us.

0:13:29 > 0:13:32This is the UK response, one of the fastest because of

0:13:32 > 0:13:35the critical nature of the emergency and the speed at which the disease

0:13:35 > 0:13:38can spread, because of the need to do something very quickly.

0:13:38 > 0:13:40The situation facing the Rohingya people has been

0:13:40 > 0:13:46described as the fastest growing refugee crisis.

0:13:46 > 0:13:48With equipment and expertise, the British medics hope

0:13:48 > 0:13:58they will make a difference, and save lives.

0:13:58 > 0:14:02Stay with us on BBC World News, still to come...

0:14:02 > 0:14:06All the sport.

0:14:06 > 0:14:11Including Arsenal against Crystal Palace. Two goals scored. We'll tell

0:14:11 > 0:14:18you by who.

0:14:30 > 0:14:35Tomorrow, we are going to use money we picked up today.

0:14:48 > 0:14:54George Harrison is recovering in hospital after being stabbed. A man

0:14:54 > 0:14:59is being interviewed by police on suspicion of attempted murder.I

0:14:59 > 0:15:18think it was good.Just good? Fantastic.That is better.

0:15:24 > 0:15:28This is BBC World News Today.

0:15:28 > 0:15:34The latest headlines: The former footballer George Weah has won

0:15:34 > 0:15:38Liberia's presidential election with 61% of the vote,

0:15:38 > 0:15:40easily defeating his main rival - Vice President Joseph Bokai.

0:15:40 > 0:15:43A bomb attack in the Afghan capital, Kabul, has left 41 people dead

0:15:43 > 0:15:45and more than 80 others wounded.

0:15:45 > 0:15:52Islamic State says it was behind it.

0:15:52 > 0:16:03And we have got the sport.

0:16:03 > 0:16:05One match in the Premier League this evening, with Crystal Palace aiming

0:16:05 > 0:16:07to move further away from the relegation places,

0:16:07 > 0:16:09at home to Arsenal, who are currently sixth.

0:16:09 > 0:16:17Bit is currently 1-1. Arsenal took the lead in the first half. Mustafi

0:16:17 > 0:16:25with the goal. It had been parried by Speroni. But Crystal Palace

0:16:25 > 0:16:34equalised. Andros Townsend. George Weah, the only African player to

0:16:34 > 0:16:43have won the Baldor, has been confirmed as the president of

0:16:43 > 0:16:47Liberia. 61% of the vote. He played for AC Milan, PSG, as well as

0:16:47 > 0:16:50Chelsea and Manchester City.

0:16:50 > 0:16:52England's cricketers will begin the fourth day of the fourth

0:16:52 > 0:16:55Ashes Test in Melbourne in control and with a great chance

0:16:55 > 0:16:58to seal the victory that would at least restore some pride.

0:16:58 > 0:17:00Alistair Cook is 244 not out, with England on 491

0:17:00 > 0:17:02for nine, a lead of 164.

0:17:02 > 0:17:04Still plenty of work for England to do, but for Cook

0:17:04 > 0:17:07it was the highest total any batsman has made against

0:17:07 > 0:17:11Australia at the MCG.

0:17:11 > 0:17:17It is all about trying to put in a good performance as a team. Banged

0:17:17 > 0:17:23on about it. Brisbane, it was level. Three days. Fourth we struggled. It

0:17:23 > 0:17:31was the scene with the other two Test matches. We have got another

0:17:31 > 0:17:35opportunity tomorrow to come back with a good lead. Try to put some

0:17:35 > 0:17:41pressure on Australia.He looks exhausted. Rafael Nadal's ongoing

0:17:41 > 0:17:46knee injury has forced him to pull out of the Brisbane International,

0:17:46 > 0:17:52the warm up event for the student open. He pulled out of next version

0:17:52 > 0:17:59event this weekend. But he still hopes to be fit in time for the

0:17:59 > 0:18:04Australian open. The man who defeated Rafael Nadal in this year's

0:18:04 > 0:18:14Australian Open, Roger Federer, is in Perth. He has been enjoying the

0:18:14 > 0:18:23sun, sea, sand. Roger Federer stealing typically grounded.

0:18:23 > 0:18:27Expectations are higher but I try to remind myself, it is not normal and

0:18:27 > 0:18:31realistic to look for the same things that I have done in 2017. I

0:18:31 > 0:18:38am going to try to keep it cool. Try my best. We will see what happens.

0:18:38 > 0:18:46The preparations have been good. We will see what happens at Perth. At

0:18:46 > 0:18:54skiing, the dominance continued, third straight win. Finished a first

0:18:54 > 0:19:00run second clear. Extending the lead at the top of the overall standings.

0:19:00 > 0:19:12She has got an astonishing 20 of the last 25 races.

0:19:15 > 0:19:17Homewinner in the men's, Paris winning by four 100ths of a second.

0:19:17 > 0:19:25The writ for the next race. Still 1-1 at Selhurst Park. That is the

0:19:25 > 0:19:33sport. Thank you.

0:19:33 > 0:19:36The UN Children's Fund has said the scale of attacks on children

0:19:36 > 0:19:38in the world's conflict zones, reached shocking levels in 2017.

0:19:38 > 0:19:41In a new report, Unicef says all sides blatantly disregard

0:19:41 > 0:19:43international laws designed to protect the most vulnerable.

0:19:43 > 0:19:45It says children are being targeted and exposed to attacks and brutal

0:19:45 > 0:19:51violence in their homes, schools and playgrounds.

0:19:51 > 0:19:54Justin Forsyth, Deputy Executive Director of Unicef in New York, told

0:19:54 > 0:20:00us why children are often targeted.

0:20:00 > 0:20:04Children have always been victims of conflict. What we have at the

0:20:04 > 0:20:12moment, if huge amount of complex emergencies, from Yemen, Sudan,

0:20:12 > 0:20:19Syria, Iraq. Increasing reports from staff on the ground about children

0:20:19 > 0:20:25being specifically targeted. Becoming human bombs in Nigeria. 130

0:20:25 > 0:20:36children have been used as bombs by Boko Haram. Also human shields.

0:20:36 > 0:20:45Children also deliberately targeted by snipers. Even in playgrounds. We

0:20:45 > 0:20:51have this terrible situation that Syria, very few children evacuated,

0:20:51 > 0:20:56and just 30 minutes away from a hospital. We are particularly

0:20:56 > 0:21:00worried about how children are becoming brutalised by war on this

0:21:00 > 0:21:02huge scale.

0:21:02 > 0:21:05Tens of thousands of children have been affected by the war in Syria

0:21:05 > 0:21:09but there's been hope for a few in the last few days in the besieged

0:21:09 > 0:21:10rebel-held area near Damascus.

0:21:10 > 0:21:1212 seriously ill children were evacuated on Wednesday.
