:01:12. > :01:13.later this morning. On Breakfast this morning,

:01:14. > :01:15.we'll bring you the latest from the scene and keep

:01:18. > :01:36.where six people have been killed and several injured

:01:37. > :01:40.during the country's second terrorist attack in

:01:41. > :01:42.less than two weeks. Officers responded to reports

:01:43. > :01:44.of a vehicle ploughing into pedestrians on London

:01:45. > :01:50.Bridge just after 10pm. Three men got out of the vehicle

:01:51. > :01:53.and started stabbing people on the bridge and at

:01:54. > :01:56.the nearby Borough Market. All three attackers,

:01:57. > :01:58.who were wearing fake explosives vests, were shot

:01:59. > :02:02.and killed by police. At least 30 people have

:02:03. > :02:06.been taken to hospital, and a number of others with minor

:02:07. > :02:13.injuries were treated at the scene. You may find some of the images

:02:14. > :02:25.in his report distressing. Just after ten o'clock on the busy

:02:26. > :02:30.streets of London, police are responding to reports of an ongoing

:02:31. > :02:39.serious incident. Get on the ground now! . SIRENS. What is happening? A

:02:40. > :02:43.white van has driven into pedestrians on London Bridge. When

:02:44. > :02:49.it stopped, it's rear doors were flung open and several men flew out.

:02:50. > :02:55.They went on to the busy restaurants and pubs around Borough Market

:02:56. > :03:03.stabbing people. When I first saw them, they said "this is for Allah,"

:03:04. > :03:08.and they stabbed this girl 10- 15 times. She said help me, but I

:03:09. > :03:16.couldn't. This was the scene as armed police entered one bar. They

:03:17. > :03:22.needed to know immediately if the attackers were still there. As

:03:23. > :03:28.people fled the area, they were told to put their hands on their heads.

:03:29. > :03:31.Again, in a confused situation, the police needed to tell the attackers

:03:32. > :03:36.from their victims. This image from the scene shows at least one of the

:03:37. > :03:39.attackers lying on the ground wearing what police have said was a

:03:40. > :03:47.fake explosive vest. In the background are other bodies. Armed

:03:48. > :03:51.response officers responded quickly and bravely, confronting the three

:03:52. > :03:56.male suspects who were shot and killed in Borough Market. The

:03:57. > :03:59.suspects have been confronted and shot by police within eight minutes

:04:00. > :04:04.of the first call. The London Ambulance Service says at least 30

:04:05. > :04:09.casualties have been taken to 35 different hospitals. One of those

:04:10. > :04:16.stabbed was a British Transport Police officer. His injuries are

:04:17. > :04:20.serious, but not life-threatening. Andy Moore, BBC News.

:04:21. > :04:26.I am in Central London at London Bridge where the attack took late

:04:27. > :04:30.last night. There is a lot of activity. Police have cordoned off

:04:31. > :04:33.the area. There are helicopters above making sure security is as

:04:34. > :04:37.tight as possible as the investigation continues. Many people

:04:38. > :04:42.at the scene were witnessing what seemed a terrifying sequence of

:04:43. > :04:47.events. A white van ploughing into people on a bridge and then three

:04:48. > :04:52.men got out and attacked people with knives.

:04:53. > :04:55.With me now is Caroline Breniere, Morgan Mounier, and Kaine Pieri,

:04:56. > :04:57.who saw what happened on London Bridge.

:04:58. > :05:04.They were there. What did you see? I was walking out of London Bridge

:05:05. > :05:10.Station with my friends. We were going to get the bus at London

:05:11. > :05:18.Bridge and we started noticing that the buses were stopped and there was

:05:19. > :05:22.a van parked on the pavement. Lots of police were gathering around the

:05:23. > :05:29.van. The door opened and a lot of people started running. We did not

:05:30. > :05:39.know what happened. VEHICLE NOISES. We apologise for the noise. What did

:05:40. > :05:42.you see? You saw the van and lots of people running around. Did you see

:05:43. > :05:48.the police presence, anyone injured? When we came out of the station, we

:05:49. > :05:52.saw two police cars near the van. They were coming very fast. Police

:05:53. > :05:59.officers were running. We saw armed police getting into the van and

:06:00. > :06:02.opening the doors and getting inside. They were chasing someone

:06:03. > :06:06.and running. They asked everyone to move immediately. What did the

:06:07. > :06:10.police tell you to do? We have had reports of people being told to walk

:06:11. > :06:15.away with hands on their heads as police tried to identify who was

:06:16. > :06:19.involved? We arrived just moments after. At the start, police did not

:06:20. > :06:23.seem to know what they were doing. We started going down the street and

:06:24. > :06:27.that is when they put the cordons on. They said go and leave. We

:06:28. > :06:38.subgroups of some of the first people that were maybe there with

:06:39. > :06:41.shocked faces. -- saw groups. I saw someone calling to announce someone

:06:42. > :06:47.had passed away. It was shocking. They cordoned it off 500 metres down

:06:48. > :06:51.theiryou were here overnight. Where were you planning to go in the

:06:52. > :06:56.eveningthere. How did your plans change? We are three journalist

:06:57. > :07:01.students coming back from the festival story in south London.

:07:02. > :07:07.Coming out of the London street station we were wondering what to

:07:08. > :07:11.do. We were at the crossroad between Borough Market and London Bridge us.

:07:12. > :07:17.I said there were so many police, something is not right. The buses

:07:18. > :07:22.have stopped. That is when we were told to leave. Morgan, what were

:07:23. > :07:27.police telling you to do? The police started screaming at one point and

:07:28. > :07:33.telling us to step away from the danger zone. People were hesitant

:07:34. > :07:37.and did not know what to do and were staying around the area. They

:07:38. > :07:42.started being more insistent. When they opened the doors of the van, we

:07:43. > :07:45.realised they were searching something and it wasn't just a road

:07:46. > :07:49.accident, that something had happened. It is very distressing

:07:50. > :07:53.what you must have seen and we don't want you to say anything that might

:07:54. > :07:57.upset you, but can you tell us what you saw in terms of people being

:07:58. > :08:01.cared for, people being injured, and how the emergency services and

:08:02. > :08:06.police were dealing with it? We did not see anyone being injured on

:08:07. > :08:11.site. We just think there were people at the scene and they were

:08:12. > :08:15.coming up the street. Some were crying and some were sitting on the

:08:16. > :08:19.floor and calling people. But police officers were just asking to move

:08:20. > :08:25.without really saying where we should go. Some were not really

:08:26. > :08:30.taken care of. I know people leaving near Borough Market, near the train

:08:31. > :08:35.station, two people said come to my place. So... A real feeling of

:08:36. > :08:39.everyone working together and helping. Definitely. It was quite a

:08:40. > :08:43.long time that the first ambulances arrived, but they rushed up through

:08:44. > :08:47.and lots of people were kind of trying to talk to each other and

:08:48. > :08:52.understand what happened. I think there is such a feeling of shock. No

:08:53. > :08:55.one knew what was going on really. It looks like it could be an

:08:56. > :09:00.accident. I don't know what it really looks like. But it was

:09:01. > :09:09.definitely wrong. Thank you very much for your time, everyone. We can

:09:13. > :09:18.on the scene still investigating. One of the hospitals, St Thomas' was

:09:19. > :09:20.put on lockdown, as many were. We have the latest from there from

:09:21. > :09:33.Helena. This was one of three hospitals put

:09:34. > :09:38.into lockdown, they said, for the safety of patients and relatives in

:09:39. > :09:43.the hospitals. It is confirmed that St Thomas's here is one of six

:09:44. > :09:49.hospitals treating the injured from last night's attack We know from the

:09:50. > :09:53.London Ambulance Service they say they brought 30 patients to various

:09:54. > :09:58.hospitals across London. In terms of the injuries of the people, we have

:09:59. > :10:02.not been told that information yet. But some will have been brought from

:10:03. > :10:09.London Bridge itself. And the others from the second incident, from the

:10:10. > :10:12.Borough Market area. We also know from British Transport Police that

:10:13. > :10:17.one of their officers was on duty last night responding to calls for

:10:18. > :10:22.help from the public. They were injured. In a statement, they said

:10:23. > :10:28.he has suffered injuries to his head, face, and lack. His family is

:10:29. > :10:32.with him, but his condition is not life-threatening. -- leg. We have

:10:33. > :10:36.also been taught by the Metropolitan Police assistant commissioner that

:10:37. > :10:42.we can expect the number of injured to rise as the day goes on, but to

:10:43. > :10:43.confirm, at least 30 people this morning are being treated at

:10:44. > :10:57.hospitals across London. This investigation is still ongoing.

:10:58. > :11:02.Counterterrorism police are still at seen. It at London Bridge and

:11:03. > :11:07.Borough Market, which is down there. Helicopters are keeping an eye on

:11:08. > :11:12.the scene. The Prime Minister has left the campaign trail and has

:11:13. > :11:18.returned to London. Theresa May will chair a Cobra committee meeting. We

:11:23. > :11:29.We expect the Cobra meeting to take place in the next couple of hours.

:11:30. > :11:32.Theresa May, the Prime Minister, has returned to London to chair the

:11:33. > :11:37.meeting, with senior officials and cabinet ministers, and the Mayor of

:11:38. > :11:43.London, Sadiq Khan. We expect them to talk about what happened last

:11:44. > :11:46.night, as well as the wider security implications and presumably the

:11:47. > :11:54.threat level. When there was the terror attack two weeks ago, the

:11:55. > :11:57.threat level was raised from Severe to Critical, which means a terror

:11:58. > :12:02.attack is expected as being imminent. We would expect them to

:12:03. > :12:10.talk about that as well. There was also Operation Temperer which saw

:12:11. > :12:14.1000 armed forces personnel put on the streets of London to help

:12:15. > :12:18.bolster the police efforts going on. We presume all of that will be

:12:19. > :12:22.talked about at the meeting today. The context of this, we are a few

:12:23. > :12:26.days away from the general election. There has been no word as yet as to

:12:27. > :12:31.whether the campaign will be suspended. Again, when this happened

:12:32. > :12:37.a few weeks ago, the campaign was suspended for a few days.

:14:27. > :14:38.since that night. Security is already tight, but it

:14:39. > :14:43.will get even more tight. Indeed. I spent the day here as the final

:14:44. > :14:49.preparations were being made. It is fair to say security was very tight.

:14:50. > :14:53.Anyone helping to construct the stage was being searched. Security

:14:54. > :14:59.sniffer dogs were being used to check vehicles entering or leaving

:15:00. > :15:04.the site. It is fair to say that security will be increased bearing

:15:05. > :15:08.in mind the events last night. Police are saying they are confident

:15:09. > :15:12.in the security measures in place around the ground for the event

:15:13. > :15:21.tonight. Road blocks are in place already. Road closures will increase

:15:22. > :15:24.near the start of the night's event. Police are also asking the thousands

:15:25. > :15:31.of people due to come into night not to come with rucksacks or backpacks.

:15:32. > :15:35.They say that is because of the extra security and the amount of

:15:36. > :15:39.time it will take to check all of those. Clearly, events in London

:15:40. > :15:43.overnight are on the minds of people. As far as we are aware, this

:15:44. > :15:48.concert will go ahead as planned. But as we have heard, Ariana Grande

:15:49. > :15:53.has tweeted saying we are thinking of all those affected by the events

:16:44. > :16:48.pixelated but it is thought to be one of the attackers who you heard,

:16:49. > :16:54.earlier, was wearing a fake suicide bomb vests. Police have made that

:16:55. > :16:58.clear. On the front of the Sunday Telegraph you see a picture there of

:16:59. > :17:05.a normal Saturday night out in London Bridge. The area is quite

:17:06. > :17:09.popular on Saturday nights with bars, festivals and all sorts of

:17:10. > :17:12.events taking place. A busy area known for a good number of tube

:17:13. > :17:21.stations and over overground trains as well,. Police say they were made

:17:22. > :17:24.aware of the incident at eight minutes past ten and eight minutes

:17:25. > :17:30.later they had engaged with the attackers but, of course, the

:17:31. > :17:33.investigation now continues and as you heard a little earlier,

:17:34. > :17:42.emergency services are still at the scene there are in London Bridge.

:18:47. > :18:50.first. Astoria sunny spells but showers as well. Some showers will

:18:51. > :18:53.be on the Heavyside. A couple of showers showers scattered around at

:18:54. > :18:57.the moment, a chilly start out there as well and a couple of fog patches

:18:58. > :19:01.as well. On the satellite picture you can see an area of Cloud racing

:19:02. > :19:03.towards the south-west of England and Wales and this will bring

:19:04. > :19:07.slightly more persistent rain in these areas through this morning as

:19:08. > :19:12.it tracks eastward through the date and break up into showers with sunny

:19:13. > :19:15.spells in between. Showers per ton across northern England but a fair

:19:16. > :19:18.amount of dry weather here throughout the day and plenty of

:19:19. > :19:21.showers across Northern Ireland Scotland although perhaps not as

:19:22. > :19:24.many as they were yesterday. For the middle of the afternoon, plenty of

:19:25. > :19:27.dry weather and sunshine across the bulk of England and Wales. Some

:19:28. > :19:31.heavy showers pushing across southern and central areas. Some

:19:32. > :19:35.showers scattered across Wales and one or two across northern England.

:19:36. > :19:38.Here there will be a fair amount of sunshine through the afternoon with

:19:39. > :19:43.temperatures around 16 or 17 degrees. A fresh feel to the weather

:19:44. > :19:46.and showers for Northern Ireland Scotland but as many as yesterday.

:19:47. > :19:51.They could still be a heavy one with a flash of lightning and a rubble of

:19:52. > :19:54.wonderful not during this evening a few showers will push across eastern

:19:55. > :19:57.England, continuing through time in Scotland but they now attention

:19:58. > :20:00.turns to the western rain moving into Scotland from Northern Ireland

:20:01. > :20:04.and this trailing weather front which will become a big player in

:20:05. > :20:07.our weather as we had through tomorrow because this band of rain

:20:08. > :20:09.is just going to continue to work its way in across Wales and

:20:10. > :20:13.north-west England, especially. Could see a lot of rain in these

:20:14. > :20:17.areas that could cause issues with localised flooding. Rain moving in

:20:18. > :20:20.as well across the south-west with hefty showers across northern

:20:21. > :20:24.Scotland and made on the day we will see some strong winds especially for

:20:25. > :20:30.coasts of the south-west. Not a great day in store, I must say. 14-

:20:31. > :20:33.19 degrees. This wet weather is associated with a couple of

:20:34. > :20:37.different areas of low pressure. The first one sliding across Scotland at

:20:38. > :20:41.this next one developing and this really will hang around for quite

:20:42. > :20:47.sometime, hang around into Tuesday. What it means is that fall northern

:20:48. > :20:53.and eastern Scotland, Tuesday will be wet. Persistent as the rain piles

:20:54. > :20:55.up. A blustery day elsewhere. I cold there was a mixture of sunshine and

:20:56. > :21:01.showers. Temperatures 14- 18 degrees. Now, back to London.

:21:02. > :21:08.Thank you very much. I am in central London this morning near London

:21:09. > :21:13.Bridge where a terrorist incident, the second in less than two weeks to

:21:14. > :21:16.hit the country took place. Men in a van ploughed into people on London

:21:17. > :21:22.Bridge. Over six people have been killed and 30 others injured. After

:21:23. > :21:26.the van ploughed into people, three men got out and started attacking

:21:27. > :21:30.people with knives. The incident took place on London Bridge and

:21:31. > :21:34.Borough Market, a popular area on Saturday evening when people were

:21:35. > :21:39.congregating and drinking, a sociable area, very popular with

:21:40. > :21:44.many tube stations and overground stations. A busy area. People were

:21:45. > :21:49.told to run, to get away from the area as it emerged that this

:21:50. > :21:53.incident has taken place. Emergency services were on the scene within

:21:54. > :21:59.minutes, making sure that people were being treated and the area was

:22:00. > :22:03.secured full I'm joined now by Sir Brian. Thank you for joining us. You

:22:04. > :22:07.lived five minutes from this area. When did you first hear of something

:22:08. > :22:13.happening? I was looking at my Twitter feed and saw reports coming

:22:14. > :22:18.in, put on the television and saw very frightening and worrying

:22:19. > :22:24.incident unfolding. I was explaining what this area is like. It is busy

:22:25. > :22:30.and on a Saturday night, people congregate. A great and sociable

:22:31. > :22:33.area. What kind of scale would the police have been dealing with in

:22:34. > :22:38.terms of securing people in the area? There would have been hundreds

:22:39. > :22:42.of people, not only in bars and restaurants but they tend to spell

:22:43. > :22:47.out onto the street. It is a quiet sort of side road off Borough High

:22:48. > :22:49.Street where the market is so they would have been faced with,

:22:50. > :22:54.literally, hundreds of people to cope with. And what would they have

:22:55. > :22:58.been told? When they first heard that this happened at eight minutes

:22:59. > :23:02.past ten and called to the scene, what would the first priority for

:23:03. > :23:05.police have been? According to the assistant commissioner, police were

:23:06. > :23:10.on the scene within eight minutes of the call. They were obviously

:23:11. > :23:16.reports of men with knives and so the first response would have been

:23:17. > :23:21.from armed officers, probably. We have armed response vehicles all

:23:22. > :23:28.over London, ready to respond to this sort of incident and to respond

:23:29. > :23:36.is really a credit to the plan is that the police have laid this sort

:23:37. > :23:39.of incident. Threat level now is at critical, we understand that the

:23:40. > :23:43.attackers were shot. What would have been the process in terms of armed

:23:44. > :23:48.police and how to react to these men? Our understanding is, and there

:23:49. > :23:53.has been a photograph that was widely shown, which shows that at

:23:54. > :23:57.least one of these people with knives had what looked like a bomb

:23:58. > :24:02.belt which turned out, according to the Assistant Commissioner, to be a

:24:03. > :24:06.fake bomb dog. But what we were potentially dealing with, what the

:24:07. > :24:10.officers were faced with Mark were people who were violent who

:24:11. > :24:17.potentially could have been suicide bombers. Therefore officers had to

:24:18. > :24:22.make split-2nd in those very difficult circumstances and decided

:24:23. > :24:26.to shoot the people. What would the response of being to restaurant

:24:27. > :24:29.owners? We hear of cores that many restaurant owners were keeping

:24:30. > :24:34.civilians inside to keep them safe. Then we were told that many people

:24:35. > :24:38.were told to run, to doorway with hands on their heads to identify

:24:39. > :24:41.themselves. The difficulty is that in the immediate aftermath of any

:24:42. > :24:45.incident like this there is confusion. It is difficult to pin

:24:46. > :24:48.down exactly what has happened and in this case exactly how many people

:24:49. > :24:51.were involved stop so although people may have seen three people

:24:52. > :24:56.with knives that could have been more people and therefore the police

:24:57. > :25:00.were quite concerned for quite a while but there may have been other

:25:01. > :25:03.people on the loose too dangerous. We see police around us at the

:25:04. > :25:08.moment and hear helicopters overhead. Police be doing now in

:25:09. > :25:11.terms of the investigation? Police will be let urgently looking into

:25:12. > :25:18.the background of the three people who died. We heard that in

:25:19. > :25:22.Manchester within... Within one hour or so, they knew the identity of the

:25:23. > :25:26.bomber. That is what they are going to be looking for. They are going to

:25:27. > :25:29.be preserving the scene for forensics so that they can present

:25:30. > :25:32.evidence to the coroner around exact what has happened but they will be

:25:33. > :25:36.urgently looking into whether or not there are other people who perhaps

:25:37. > :25:42.assisted these three people who have been shot. Thank you for joining me.

:26:37. > :26:42.were three attackers. Yes. Absolutely. Here we are again, we

:26:43. > :26:46.are fitting exactly in this position and we try to exactly figure out

:26:47. > :26:52.what happened. Of course at this stage we really want to refrain from

:26:53. > :26:57.too much speculation. But when you do look at the picture, when you

:26:58. > :27:00.look at exactly what has happened last night, unfortunately it is very

:27:01. > :27:05.consistent with some of the other atrocities that we have seen in

:27:06. > :27:12.recent months. Not only in the UK but across the continent. To a very

:27:13. > :27:18.large extent, the atrocity that we witnessed last night is similar to

:27:19. > :27:22.what happened in March in London. That atrocity was conducted by a

:27:23. > :27:25.single man which is obviously different. But the nature of that

:27:26. > :27:35.attack, the nature of the activity was very similar. And we look at the

:27:36. > :27:41.nature of what this is inspired by, whether it is inspired or

:27:42. > :27:47.co-ordinated by ices. We have seen a suggestion that people may be taken

:27:48. > :27:51.up the cause. Nobody has claimed any responsibility yet so I really do

:27:52. > :27:55.not wish to speculate. As I mentioned, it is an atrocity that is

:27:56. > :28:00.consistent with some of the other atrocities that we have seen

:28:01. > :28:09.conducted by ices. I must reflect on that, last week, ride the of Rama

:28:10. > :28:17.Dond, we were warned by their spokesperson he came up with this

:28:18. > :28:20.announcement that during the month of Rama Dond disorganisation,

:28:21. > :28:24.Islamic State, is going to pacify their operations. Not only in the

:28:25. > :28:29.Middle East but actually in the West as well. Of course, you need to

:28:30. > :28:35.remember that in previous Rama done in 2016, they claimed that they

:28:36. > :28:39.killed or injured over 5000 people. Although nobody has claimed any

:28:40. > :28:47.responsibility yet it over the last week or so there is Islamic State

:28:48. > :28:51.repeatedly have been warning us about intensifying their operations

:28:52. > :28:54.in places like London. A one to ask you about the timing because during

:28:55. > :29:00.the holy month of Rama done we have heard calls previously from the

:29:01. > :29:04.leaders of ices claiming that people should use whatever tools they have

:29:05. > :29:11.at their disposal. Just make the comparison with us for 2016. We we

:29:12. > :29:20.saw that last month during the month of Ramadan. Of course, we did. You

:29:21. > :29:25.must remember that last year the previous spokesman called on their

:29:26. > :29:30.supporters, their believers, people who truly believe in the message and

:29:31. > :29:35.the practices of Islamic State that they should use any tool at their

:29:36. > :29:39.disposal to attack unbelievers. They should use their cars, they should

:29:40. > :29:45.use... I don't know, any tool to create maximum fear and maximum

:29:46. > :29:49.destruction. Of course, shortly after that announcement at spokesman

:29:50. > :29:52.was killed and now we have a new spokesperson for the organisation.

:29:53. > :30:02.And, yet, we see exactly the same message. If you look at the IS

:30:03. > :30:06.magazine that they publish, in their Ramadan it edition we saw more or

:30:07. > :30:14.less the same message. They called on their supporters to randomly

:30:15. > :30:17.attack unbelievers. And you are absolutely right. We do not want to

:30:18. > :30:23.get into the realms of speculation as it is still early days. I wonder

:30:24. > :30:27.if we have seen this rise in attacks in response to specific overseas

:30:28. > :30:31.policy or governor policy and, of course, the timing now in the run-up

:30:32. > :30:36.to the general election, they must be significant.

:30:37. > :30:44.We don't know who has done this. No one has claimed responsibility. In

:30:45. > :30:50.the last few weeks, there has been a dynamic debate about the root causes

:30:51. > :30:59.of terrorism, certainly in the regards to transnational Jihad.

:31:00. > :31:06.Without any doubt, British and Western foreign policy has a role.

:31:07. > :31:12.We cannot ignore 2003 and Libya in 2011. But at the same time, it would

:31:13. > :31:20.be reductionist to reduce everything right now only to a reaction to

:31:21. > :31:24.British foreign policy, though it is important in the equation. When you

:31:25. > :31:30.widen the framework and the picture, you see that some other countries

:31:31. > :31:37.like Germany also have been a victim of this type of atrocity. Germany

:31:38. > :31:43.had a very humane approach to the Syrian refugee crisis, for example.

:31:44. > :31:46.I mean, they open their borders and hundreds of thousands of refugees

:31:47. > :31:58.are merrily from Syria and Iraq went to Germany. -- primarily. And more

:31:59. > :32:07.broadly, they stood up to the UK and US and did this. Germany, despite

:32:08. > :32:11.unproblematic foreign policy, I still targeted by organisations like

:32:12. > :32:18.Islamic State and Al Qaeda. It is good to hear from you. A security

:33:33. > :33:38.incident and a full investigation is already under way by the Counter

:33:44. > :33:47.incident is still growing. At the moment, what we understand is as

:33:48. > :33:52.follows. At eight minutes past ten last night, we began to hear reports

:33:53. > :33:55.of pedestrians being struck by a vehicle on London Bridge. The

:33:56. > :34:00.vehicle continued to drive the Borough Market. The suspects left

:34:01. > :34:03.the vehicle attempting to stab a number of people, including an on

:34:04. > :34:14.duty British travel police officer who was responding to the incident.

:34:15. > :34:20.-- British Transport Police Officer. He was hurt, but survived,

:34:21. > :34:25.thankfully. The three male suspects were confronted and shot and killed

:34:26. > :34:29.in Borough Market. They were shot and confronted by police within

:34:30. > :34:34.eight minutes of the first call. The suspects were wearing what looked

:34:35. > :34:41.like explosive vests, but they were later established to be hoaxes. The

:34:42. > :34:49.ongoing operation is led by the Met working with the British Transport

:34:50. > :34:56.Police, and the London ambulance and fires services. It is sad, but we

:34:57. > :35:00.have found out that six have died at least in addition to the three

:35:01. > :35:06.suspects, and 30 have gone to hospital to six hospitals in London,

:35:07. > :35:11.though the numbers are still rising. I would ask people to avoid London

:35:12. > :35:16.Bridge and Borough Market to allow us to continue the investigation.

:40:43. > :40:46.guys run up with knives, they ran up started stabbing this

:40:47. > :40:49.girls, the three of them, I was defenseless,

:40:50. > :40:51.I couldn't do nothing, mate. They attacked her, then they stabbed

:40:52. > :40:55.another guy I think if I remember rightly, I was a bit shocked,

:40:56. > :40:58.they started running up the road, I started going, "Everybody run,

:40:59. > :41:00.they're terrorists, run, run, run, they're

:41:01. > :41:02.stabbing everyone." I followed them went to the NatWest

:41:03. > :41:04.bank towards Borough Market, I started running up to the Tavern,

:41:33. > :41:35.everyone, what did you see them do? They were running up

:41:36. > :41:38.saying this is for Allah, and they ran up and stabbed this

:41:43. > :41:48.I tried to help, I threw something, there was a bike on the floor,

:44:33. > :44:39.Market, filled with lots of bars and a impact area. There are little

:44:40. > :44:44.lanes and it is historic. It is sitting right next to a cathedral.

:44:53. > :44:57.work, making it so iconic, it is so sad to think this happened last

:50:00. > :50:03.shortly after ten p.m.. Ex- people were killed and 30 injured. We have

:50:04. > :50:10.reports that a van with Freeman ploughed into people on London

:50:11. > :50:15.Bridge, killing six people and then the three men got out of the van and

:50:16. > :50:20.began attacking people with knives. The incident happened on London

:50:21. > :50:22.Bridge and Borough Market, a thriving and bustling area where

:50:23. > :50:28.many people congregated last night. Our home editor has been talking to

:50:29. > :50:33.two eyewitnesses who live above the market and saw the events unfold

:50:34. > :50:36.yesterday evening. I should warn you that some accounts may be

:50:37. > :50:41.distressing to viewers. Around about ten past ten we were watching a film

:50:42. > :50:46.with our windows wide open and we heard a commotion, you know?

:50:47. > :50:50.Smashing glasses, tables and chairs being tipped over and lots of

:50:51. > :50:55.screaming. I jumped out and look out the window on to Southwark Street

:50:56. > :50:59.and saw lots of people screaming and running in trying to get out of the

:51:00. > :51:02.way of something. Most people trying to run down into the underground

:51:03. > :51:07.station, rundown Borough High Street. People were running

:51:08. > :51:11.everywhere. We had people yelling that there had been a stabbing. It

:51:12. > :51:15.was when I saw a lot of people running down into the underground

:51:16. > :51:19.that I thought it seemed a lot more serious because it was mass panic.

:51:20. > :51:23.Not just a fight or something. There was one ambulance had gone to the

:51:24. > :51:26.stabbing, one young guy seemed to come out of the pub and he was

:51:27. > :51:32.knocking on windows of the ambulance service in a panic saying that he

:51:33. > :51:35.needed his friend -- that his friend needed help. Whether he was stabbed

:51:36. > :51:39.inside or outside the B said his friend was stabbed he was in the

:51:40. > :51:42.pub. There was another guy in his 40s standing on the other side of

:51:43. > :51:46.the ambulance and looking the other window saying I have been stabbed

:51:47. > :51:50.and he was covered in blood. No police at this stage? They were

:51:51. > :51:54.trying to get to London Bridge. Until this one guy walked out in the

:51:55. > :51:57.road and managed to grab the attention of one of the police cars

:51:58. > :52:04.and basically force them down that road and said look, you have to go

:52:05. > :52:09.down stony street. He is down there. So one police screeched down stony

:52:10. > :52:15.street and then within about five seconds there were six gunshots. It

:52:16. > :52:21.sounded like six clear gunshots. I am convinced that I heard some sort

:52:22. > :52:26.of baying and lots of people running out of the slug and letters and then

:52:27. > :52:31.armed police running in their and it was in that area, the Borough High

:52:32. > :52:35.Street area we had a series of gunshots. I looked out the window

:53:33. > :53:37.casualties. I think I saw three. Two or three people in the middle of the

:53:38. > :53:43.road getting attention. It must be emotional. How are you feeling? I

:53:44. > :53:49.feel a little bit odd. A little bit in shock. It is like I just

:53:50. > :53:55.experienced something... But I love London. This is where I am from. It

:53:56. > :53:59.feels like it is one of those things where you will not be shaken by it.

:54:44. > :54:47.police officer 17 years experience. Thank you for coming in. It is

:54:48. > :54:52.interesting. We heard in the clip that was introduced there are that

:54:53. > :54:54.Liam and Claudia were caught up in the events last night. Given your

:54:55. > :54:58.experience, what will have happened? How do the police respond to this in

:54:59. > :55:04.terms of clearing the area and making sure people can get to

:55:05. > :55:10.safety? Identifying what specific area in question, they will have

:55:11. > :55:16.received, they will have been inundated with calls from people in

:55:17. > :55:19.a state of panic. So once they have achieved the geographical location,

:55:20. > :55:25.London Bridge, that is a big area and very busy. I imagine a lot of

:55:26. > :55:28.confusion because people are not quite certain where any noises

:55:29. > :55:33.coming from, where people are running and that is the danger. It

:55:34. > :55:36.is chaos and the armed response vehicles in the area are used to

:55:37. > :55:41.that sort of response to those of the situation. However then there

:55:42. > :55:45.are many innocent people and chaos as being concerned and three people

:55:46. > :55:50.jumping out of a rental van. It has a ready plough down people. Mass

:55:51. > :55:54.panic across the place and then you also have the problem that it is a

:55:55. > :55:58.very, very large area between Borough Market and the bridge.

:55:59. > :56:02.Although it is eight minutes, I think, before the armed response

:56:03. > :56:06.officers killed three suspects, that will have felt like a long, long

:56:07. > :56:11.time. Absolutely. I wanted to pick up on that. The first calls were

:56:12. > :56:16.received at ten awake last night and then we heard from the Met this

:56:17. > :56:19.morning telling us by 1016, eight minutes later, police were engaging

:56:20. > :56:24.with the attackers. As you said, however, to us it seems quick just

:56:25. > :56:28.eight minutes but if you are in the middle of all that it is quite a

:56:29. > :56:32.long time. Any police officer will tell you the dealing in this sort of

:56:33. > :56:36.a situation one-minute feels like ten, it really does. And when you

:56:37. > :56:40.deal with people who do not have a clue what is going on in that area

:56:41. > :56:44.of London with people who do not speak English, one of your

:56:45. > :56:47.eyewitnesses was on a tour bus showing people around. They will

:56:48. > :56:51.have been absolutely terrified, not knowing what was happening. And the

:56:52. > :56:55.police officers who arrived at the scene, it sounds as if they did

:56:56. > :57:00.quite a good job of clearing in keeping people's confidence up. In

:57:01. > :57:09.terms of the police response, run, Hyde, tell. Quite a change in

:57:10. > :57:13.advice, a significant moment when the police issue tweets or

:57:14. > :57:17.statements to run, Hyde and tell. That is the advice to people, just

:57:18. > :57:21.to get out of the situation. Absolutely. Preservation of life.

:57:22. > :57:25.That is always the way it should be in any senior commanders point of

:57:26. > :57:29.view when they look at a situation like this strategically it is

:57:30. > :57:33.preservation of life festival. People come first before anything.

:57:34. > :57:37.If that means hiding in a cupboard or under a table, anywhere where

:57:38. > :57:43.terrorists cannot get to you then that is the right advice to give.

:57:44. > :57:49.Now nearly two weeks since that attack at Manchester. The concert

:57:50. > :57:52.will take place now to raise money for the appeal. I'm interested in

:57:53. > :57:58.the police response because we saw the terror threat level was raised

:57:59. > :58:02.to the highest after that but then downgraded to severe. What we know

:58:03. > :58:07.about why was downgraded and is this the latest attack a big miss? It is

:58:08. > :58:12.difficult to say whether or not it is a big miss. People question

:58:13. > :58:16.whether it should have been lowered. I still believe it is high, it is

:58:17. > :58:22.critical. To temper that down from bringing the military the streets is

:58:23. > :58:25.probably better to give people that reassurance would that have stopped

:58:26. > :58:30.the attack last night? No, I don't think it would have come to be

:58:31. > :58:34.honest. It is a random act of violence, an atrocity. They got a

:58:35. > :58:39.rental van and took it over a busy bridge. To stop that you would need

:58:40. > :58:48.a physical blockade in place. On one hand, a relatively primitive attack.

:58:49. > :58:51.At the same time you look at at the fact we were told there were three

:58:52. > :58:55.attackers. It does take organisation. It does. It takes a

:58:56. > :58:59.mindset for all three of them, by the look of it they appeared to know

:59:00. > :59:06.they were going to their own death released a very violent injury. If

:59:07. > :59:10.that is the case these people are heavily radicalised and in a

:59:11. > :59:17.terribly extreme way. Continuing to police that is nigh on impossible. A

:59:18. > :59:23.brief word on the Cobra meeting. What will be going on right now? It

:59:24. > :59:27.is a strategic meeting to get all the intelligence in one place. Very

:59:28. > :59:31.much a case of filtered information so that she can give the public

:59:32. > :59:34.reassurance message. However the chiefs of staff and JTAC will be

:59:35. > :59:39.looking at the overall problem in London. There will also be looking

:59:40. > :59:42.at regional areas, such as what is going on in Manchester and making

:59:43. > :59:47.big decisions as to how they police that and use intelligence. The main

:59:48. > :59:51.thing at the moment is who are these three attackers and how will we get

:02:24. > :02:25.50 have been injured and some with minor injuries were treated at the

:02:33. > :02:37.familiar and horrifying way. The white van on the left was driven

:02:38. > :02:43.down the pavement on London Bridge Malling down people out for a drink

:02:44. > :02:47.on a warm summer's night. -- mowing. The van crashed, but it wasn't over.

:02:48. > :02:53.The three men came out of the van and headed over to Southwark

:02:54. > :02:59.Cathedral. They went down the stairs and I went over the edge to see the

:03:00. > :03:03.van and where it was going. There was a bar full of people there

:03:04. > :03:07.having a good time. They ran straight into them. I am not too

:03:08. > :03:11.sure. I think they were saying this is for Allah. This was an

:03:12. > :03:17.indiscriminate attack with knives in a crowded area of pubs and bars

:03:18. > :03:22.known as Borough Market. There was an immediate armed response from the

:03:23. > :03:27.police. Some people tried to fight back. Armed police officers arrived

:03:28. > :03:32.within eight minutes. Then three attackers were shot dead. One was

:03:33. > :03:39.wearing canisters taped to his body. Not a suicide vests, say police, a

:03:40. > :03:44.hoax. In the early hours, a senior met police officer made a statement.

:03:49. > :03:52.we know is as follows. At eight minutes past ten last night we began

:03:53. > :03:56.to receive calls a vehicle had struck pedestrians on London Bridge.

:05:10. > :05:13.incident was reported. We understand St Thomas' Hospital was put on

:05:14. > :05:22.lockdown after the attack. That is right. We are about a mile away from

:05:23. > :05:26.you, from London Bridge. Last night, as events were unfolding, this

:05:27. > :05:30.hospital, St Thomas' Hospital, and two others, were on lockdown. They

:05:31. > :05:33.said the reason for that was the nature of what was going on and they

:05:34. > :05:40.had to protect patients endorser relatives inside the hospital. --

:05:41. > :05:44.and also. This is one of five hospitals treating a number of

:05:45. > :05:50.injured from last night's attacks. We know that the number has risen.

:05:51. > :05:55.The latest statement is 48 patients were taken to five different

:05:56. > :05:59.hospitals across London, including this one. That is from the London

:06:00. > :06:03.Ambulance Service. In terms of injuries, we are not being told what

:06:04. > :06:06.they were treated all, but they would have come from London Bridge

:06:07. > :06:10.and also from Borough Market where the stabbing is the place. --

:06:16. > :06:19.their offices that was on duty last night responding to a call for help

:09:49. > :09:52.terror attack to get in the way of this functioning democracy. There

:09:53. > :09:56.will be a Cobra meeting in the next couple of hours chaired by the Prime

:09:57. > :10:00.Minister with her senior cabinet ministers as well as senior

:10:01. > :10:04.security, officials, and the Mayor of London, Sadiq Khan. They will

:10:05. > :10:09.discuss, of course, the events in London, exact what happened last

:10:10. > :10:14.night, as well as the broader security implications. After the

:10:15. > :10:19.Manchester attack two weeks ago, the threat level was raised up to

:10:20. > :10:23.Critical, meaning another attack was expected as imminent. They will be

:12:24. > :12:27.wife. We had gone out for dinner. I was on the bridge. I suddenly

:12:28. > :12:33.noticed someone on the pavement with a crowd around them. They looked to

:12:34. > :12:38.be in real trouble. I thought maybe they collapsed, fell over, something

:12:39. > :12:42.like that. Then on the right I noticed there was someone actually

:12:43. > :12:46.on the road this time, on the other side of the road. The taxi driver

:12:47. > :12:51.then pointed out other people in front of us on the road who had

:12:52. > :12:56.obviously been badly injured. I think really quickly the penny kind

:12:57. > :13:03.of dropped that this was something very serious. What the BBC in terms

:13:04. > :13:10.of emergency services at the scene? -- what else could you see in terms

:13:11. > :13:15.of. There were sounds of sirens. Everything came to a standstill.

:13:16. > :13:17.Behind us, a police 4x4?... I will just interrupts you. There has been

:13:18. > :13:26.reaction coming through. We can hear from Sadiq Khan. There

:13:27. > :13:33.is no justification for the acts of these terrorists. I am quite clear

:13:34. > :13:37.we will never let them win. They will never cower our city of London

:13:38. > :13:45.is. Six people have been killed. What do you know? I have been in

:13:46. > :13:48.close contact with the Met Police officers. Six people have been

:13:49. > :13:52.killed and more than 40 have been injured and taken to hospitals

:14:10. > :14:13.helped people. Fewer people have died because of that and injuries

:14:14. > :14:20.are less bad as that could have been. They were very quick with

:14:21. > :14:28.their reaction to apprehend the individuals. Are you confident the

:14:29. > :14:31.threat is over? Look I have been the mayor now for 13 months. That

:14:32. > :14:40.reinforces my view we have the best police and security services in the

:14:41. > :14:46.world. They plan, prepare, and we saw the speed at which they shot the

:14:47. > :14:50.suspects and help the injured as well. There are certain things I

:14:51. > :14:57.cannot talk about yet. But I am sure after the government Cobra meeting

:14:58. > :15:03.later, which I will be attending, we will know what is going on. I will

:15:04. > :15:09.say this, people should remain calm and vigilant and carry on normal

:15:10. > :15:18.business. The threat level remains at Severe, set by JTAC, terrorism

:15:19. > :15:22.experts. We all have to be vigilant. If you see anything suspicious,

:15:23. > :15:28.please report it to the authorities. What will you discussed at the Cobra

:15:29. > :15:34.meeting? A Cobra meeting is where various bodies around the table,

:15:35. > :15:37.police experts, the Prime Minister, people in the government, they will

:15:38. > :15:41.look at the investigation on falling, which normally happens

:15:42. > :15:46.after these kinds of attacks. After that, I am sure the police will be

:15:47. > :15:50.making a statement. It is the second attack of this kind in London. A low

:15:51. > :15:57.intensity attack, with someone using a vehicle and then knives. How do

:15:58. > :16:03.you stop this kind of thing happening in London?

:16:04. > :16:11.Terrorists are constantly evolving to find new ways to attack us and

:16:12. > :16:15.police are also evolving to find new ways to keep us safe. Londoners will

:16:16. > :16:19.see an increased presence today and over the next few days. No reason to

:16:20. > :16:23.be alarmed. One of us we'll need to do is to make certain we are safe as

:16:24. > :16:28.we possibly can be. I am reassured that we are one of the safest global

:16:29. > :16:32.cities in the world but we always evolve and review ways to make

:16:33. > :16:37.certain that we may remain as safe as possible. Many will see what

:16:38. > :16:42.happened and think it is too dangerous to go out. What would you

:16:43. > :16:47.tell these people? Terrorist want to disrupt our way of life. They want

:16:48. > :16:51.us to not enjoy the freedoms that we have come to not mingle and mix on a

:16:52. > :16:55.Saturday night in the heart of London. They want to stop us voting

:16:56. > :16:58.on Thursday in the general election and enjoying the democracy that we

:16:59. > :17:02.have. We cannot allow them to do that. We will not be cowed by

:17:03. > :17:07.terrorism nor will we let them win. We have shown in previous years and

:17:08. > :17:10.decades of stoicism and we will show it again over the next few days and

:17:11. > :17:15.weeks. You mentioned the terror threat before that was brought back

:17:16. > :17:23.down to severe after being critical. Was a mistake? I don't think so.

:17:24. > :17:28.They are experts independent from politicians to analyse intelligence.

:17:29. > :17:31.The last few years the threat level has been severe. That is across the

:17:32. > :17:36.country. That means an attack is highly likely. In the immediate days

:17:37. > :17:42.following the Manchester attack it was raised to critical because the

:17:43. > :17:46.police and experts were still pursuing lines of enquiry and were

:17:47. > :17:52.uncertain if other people were involved. It is still at a high

:17:53. > :17:57.level, it means an attack is highly likely and that is what all of us

:17:58. > :18:02.have a responsibility to be vigilant and if you see anything suspicious,

:18:03. > :18:05.please report it. Over the next few days in London you will see an

:18:06. > :18:10.increased police presence. Some of it armed officers at some of it

:18:11. > :18:16.uniformed officers, some of the plainclothes. All working incredibly

:18:17. > :18:20.hard to keep us safe. This has happened days before a general

:18:21. > :18:23.election. The Manchester attack again happened during the election

:18:24. > :18:29.period, the attack on Westminster again and attack on our democracy.

:18:30. > :18:36.Is Britain's democracy under attack? Is that the defence you get? We are

:18:37. > :18:39.making sure we do all we can to keep our city safe but the general

:18:40. > :18:43.election taking place this Thursday is one of the great things about our

:18:44. > :18:47.whale life. It is our democracy. The elections are a wonderful thing and

:18:48. > :18:51.one of those things that terrorists hate. One of the things we can do is

:18:52. > :18:55.show that we will not be cowed and vote on Thursday and make sure we

:18:56. > :18:59.understand the importance of democracy, civil liberty and human

:19:00. > :19:04.rights. Conservatives have suspended campaigning. Do you think that is

:19:05. > :19:08.the right move to take so soon before a general election? I can

:19:09. > :19:11.understand why people would not want to be doorknocking today. My

:19:12. > :19:16.thoughts are with all those caught up in this horrific attack last

:19:17. > :19:21.night but, you know, the election is on Thursday. I will vote. Some

:19:22. > :19:26.people have already put in their postal votes. It is important we do

:21:06. > :21:08.are not going to be cowed by terrorism and he was speaking, of

:21:09. > :21:11.course, a few days ahead of the general election and voting will

:21:12. > :21:15.take place on Thursday. We are not cowed and we will continue to vote

:21:16. > :21:19.in the general election. He said he will cast his vote on Thursday,

:21:20. > :21:23.expressing his dismay and anger at the gall of these people who

:21:24. > :21:26.attacked us in London. To recount, a van was ploughing into people

:21:27. > :21:31.shortly after ten o'clock yesterday evening on London Bridge are killing

:21:32. > :21:35.six people. Three men then left the van and attack people with knives.

:21:36. > :21:40.Around 48 people have been injured and and are in hospital at the

:21:41. > :21:43.moment. We will bring you the latest reaction from police as they

:21:44. > :21:46.continue their investigation and from eyewitnesses as well in the

:21:47. > :21:52.area. Within hours and Eyewitness, the managing editor at the

:21:53. > :21:59.Spectator. We were talking to you just before Sadiq Khan gave his

:22:00. > :22:03.statement. We were speaking to you about your experiences yesterday.

:22:04. > :22:06.You were in a taxi and soar as you approach London Bridge, people lying

:22:07. > :22:12.on the ground obviously severely injured. What did you see? As we got

:22:13. > :22:15.onto the bridge we were about one third of the way across and I

:22:16. > :22:19.noticed someone lying on the pavement. Small crowd around them. I

:22:20. > :22:22.thought perhaps they had collapsed or fallen over or something like

:22:23. > :22:28.that further on on on the right-hand side on the road, rather than on the

:22:29. > :22:31.payment, there was someone else lying there. And there were more

:22:32. > :22:36.people ahead of us, casualties on the road. I realised at that point

:22:37. > :22:40.that something was wrong. And you saw emergency services come to the

:22:41. > :22:46.scene shortly after this first call was made around eight minutes past

:22:47. > :22:52.ten. As we were there there were ambulances arriving. Just after ten

:22:53. > :22:57.past ten. We saw a 4x4, we saw police jump out of the 4x4, pulling

:22:58. > :23:02.on helmets and wearing machine-guns. Crowds of people started running

:23:03. > :23:06.across the bridge to us, kind of northwards and the police were very

:23:07. > :23:12.much heading in the opposite direction. And then the injured were

:23:13. > :23:18.being looked after by ambulance teams as we left the bridge. What

:23:19. > :23:21.were you told to do when you were in the taxi? We understand that many

:23:22. > :23:25.people were told to move away from the scene with their hands on their

:23:26. > :23:29.heads as police try to identify who the attackers were. To begin with we

:23:30. > :23:33.were not really told anything. It was so clear really quickly that

:23:34. > :23:38.something very bad was happening. I said to the taxi driver can you lock

:23:39. > :23:44.the doors? Can we stay put? The traffic was not moving at all. Then

:23:45. > :23:48.we eventually got out. People kept stopping and telling us what was

:23:49. > :23:52.going on and then someone said not only has a van driven into people

:23:53. > :23:56.but people are being stabbed at the south end of the bridge. And then we

:23:57. > :24:02.saw these people running towards us and at that point I said to my wife

:24:03. > :24:09.OK, let's make a move. So we moved north and the police were already at

:24:10. > :24:13.about 20 past ten, roughly, the police at the north end of the

:24:14. > :24:17.bridge were trying to get witness statements. How much longer did you

:24:18. > :24:21.stay in the area? Were you able to stay in the area, could you get back

:24:22. > :24:25.home? We wanted to get away quickly and that is what police were

:24:26. > :24:30.encouraging us to do. At the north end of the bridge we saw a black cab

:24:31. > :24:34.with its lights on and flagged it down. The cab driver was very

:24:35. > :24:40.friendly and took us home for next to nothing and I think he realised

:24:41. > :24:45.we were rather shaken and, yeah, so very nice. That is completely

:28:40. > :28:42.level threats as well saying that its reduction from critical to

:28:43. > :28:47.severe in recent days after the Manchester attack was not a mistake.

:28:48. > :28:51.He has continued to say that we are the safest global city in the world

:28:52. > :28:55.and the UK threat level does remain severe but he also said we will not

:28:56. > :29:01.be cowled terrorists. We will not be cowed by this attack and he is not

:29:02. > :29:05.an advocate for postponing the general election which takes both on

:29:06. > :29:10.Thursday. Campaigning has been suspended by the Prime Minister who

:29:11. > :29:13.has returned to London ahead of chairing a Cobra committee meeting

:29:35. > :29:39.that they can work out exactly what happened and they will be urgently

:29:40. > :29:44.trying to identify who the perpetrators were and then look at

:30:46. > :30:51.the doors locked. Helicopters were overhead. There were lots of police

:31:01. > :31:05.police, got to the scene within eight minutes, and very quickly

:38:44. > :38:47.armed with knives got out of the van and made their way to Borough

:38:48. > :38:52.Market, which is an area that is very popular. During the day it is a

:38:53. > :38:57.traditional market, but at night, it is filled with bars and pubs and

:38:58. > :39:01.nightlife. It is very busy on a Saturday evening. The first report

:39:02. > :39:06.came to police at eight minutes past ten last night. I will take you to

:39:07. > :39:11.some pictures coming in to the BBC. This is one bar in the area. People

:39:12. > :39:19.are getting down and out of the way of the potential attackers. Police

:39:20. > :39:23.are arriving at the bar. It has been known as a run, hide strategy. You

:39:24. > :39:30.can hear police shouting instructions to stay down and stay

:39:31. > :39:34.out of the way. This is a very busy area in London, as I said. Very busy

:39:35. > :39:41.at that time in the evening. You can get a sense of what people felt and

:39:42. > :39:44.were going through in the attack last night. One of those was

:39:45. > :39:48.Gerrard, in amongst the events, trying his best to stop the

:39:49. > :39:53.attackers. We heard from him a little earlier. We will return to

:39:54. > :39:55.that, but a warning, some of its content may be distressing to

:39:56. > :40:03.viewers. So I walk up to London Bridge,

:40:04. > :40:06.I go passed the NatWest bank, come under the train bridge,

:40:07. > :40:09.the next minute I saw a geezer on the floor going, "I've been

:40:10. > :40:12.stabbed, I've been stabbed." I looked at him, there was blood

:40:13. > :40:16.on him, "Someone's stabbed my mate, The next thing I saw three Muslim

:40:17. > :40:20.guys run up with knives, they ran up started stabbing this

:40:21. > :40:23.girls, the three of them, I was defenseless,

:40:24. > :40:25.I couldn't do nothing, mate. They attacked her, then they stabbed

:40:26. > :40:29.another guy I think if I remember rightly, I was a bit shocked,

:40:30. > :40:32.they started running up the road, I started going, "Everybody run,

:40:33. > :40:34.they're terrorists, run, run, run, they're

:40:35. > :40:36.stabbing everyone." I followed them went to the NatWest

:40:37. > :40:39.bank towards Borough Market, I started running up to the Tavern,

:40:40. > :40:42.they stabbed the bouncer, they were stabbing,

:40:43. > :40:44.running in all the pubs, all the bars, I can't

:40:45. > :40:46.remember all of them, I was going to people,

:40:47. > :40:49."Run, run, run!" I was throwing bottles at them,

:40:50. > :40:52.pint glasses, stools, chairs, I tried to do as many things

:40:53. > :40:56.as I could but that the end If I had fell over they

:40:57. > :41:01.would have stabbed me. You said they were stabbing

:41:02. > :41:04.everyone, what did you see them do? They were running up

:41:05. > :41:06.saying this is for Allah, and they ran up and stabbed this

:41:07. > :41:10.girl I don't know how many times, I couldn't do nothing,

:41:11. > :41:16.I tried to help, I threw something, there was a bike on the floor,

:41:17. > :41:20.I tried to pick up a chair but it was locked to it,

:41:21. > :41:23.just to get them away When you look at the CCTV,

:41:24. > :41:29.the police will, they will see me on the CCTV at Borough Market

:41:30. > :41:32.chasing them and throwing bottles at them and glasses,

:41:33. > :41:34.that's a silly thing to do but I was just trying

:41:35. > :41:37.to save people's lives. Did they actually

:41:38. > :41:39.try and attack you? I threw something at them, a stool,

:41:40. > :41:47.a chair, and as I threw I hit a couple of them on the head,

:41:48. > :41:50.hit a couple of them like that Then they ran towards me

:41:51. > :41:55.to try to stab me and if I slipped over I would be dead now,

:41:56. > :42:03.I would have been killed That is the eyewitness testimony of

:42:04. > :42:06.one man caught up in that attack. We should say we have heard from Sadiq

:42:07. > :42:09.Khan in the last half-hour confirming six people have been

:42:10. > :42:12.killed and more than 40 injured. The mayor also confirmed some are in a

:42:13. > :42:21.critical condition. The Met Police have set up a casualty bureau. The

:42:22. > :42:25.number. That is on your screen. The second one is the local number for

:42:26. > :42:32.London and the first is the casualty bureau. We have heard more than 40

:42:33. > :42:36.people are injured, some in a critical condition in London. I want

:42:37. > :42:48.to bring you some or testimony from other people caught up in that

:42:49. > :42:50.attack. Two of the witnesses were Liam and Claudia, who live above the

:42:51. > :43:10.Southwark Tavern. There was lots of screaming and

:43:11. > :43:14.running and we were watching a film. People were trying to escape

:43:15. > :43:20.something. People were going down High Street. Running everywhere.

:43:21. > :43:23.Someone said on a phone there was a stabbing. It was when I saw lots of

:43:24. > :43:27.people running down into the underground I thought it seemed more

:43:28. > :43:31.serious. Mass panic. It wasn't just a fight. Something serious. There

:43:32. > :43:36.was one ambulance which had gone to the stabbing. One young guy seems to

:43:37. > :43:40.come out of the pub and he was knocking on the window of the

:43:41. > :43:45.Ambulance Service in a panic saying help my friend, he was stabbed.

:43:46. > :43:52.Whether or not he was stabbed inside or outside, I don't know, he said he

:43:53. > :43:58.was in the pub and stabbed. Another person in his 40s said I was

:43:59. > :44:01.stabbed. He was covered in blood. No police at this stage? No copy they

:44:02. > :44:06.were trying to get the London Bridge. This one guy walked out into

:44:07. > :44:10.the road and grabbed the attention of one of the police cars and

:44:11. > :44:16.basically forced them down that road saying you have to go down Stoney

:44:17. > :44:22.Street! He is down there. One police 4x4 screams down the street. In five

:44:23. > :44:28.seconds there were six gunshots. Six clear gunshots. I am not sure if

:44:29. > :44:34.this is wrong, I have not seen it on the news, but I am convinced I heard

:44:35. > :44:41.some kind of bang. People were screaming. Armed police ran in

:44:42. > :44:46.there. It was in that sort of area, the high street area, where we heard

:44:47. > :44:50.gunshots. I looked out the window and there were so many armed police.

:44:51. > :44:54.They were mentioning there were three guys with three devices

:44:55. > :44:59.strapped to them. I shouted down and said what should we do? They said

:46:52. > :46:55.he was asked how it is possible to stop this taught of relatively

:46:56. > :46:58.primitive attack of a vehicle ploughing into pedestrians. He said

:46:59. > :47:03.that terrorists are finding new ways to do this but so are the police. He

:47:04. > :47:07.said there will be an increased police presence in London and around

:47:08. > :47:12.the UK over the next few days and he remains confident that the UK is the

:47:13. > :47:16.safest in the world. We heard that from the Mayor of London. That was

:47:17. > :47:24.Sadiq Khan. Many other Commons and reaction coming through to us this

:51:14. > :51:23.had been looking at social media and various platforms. The ones that

:51:24. > :51:28.Islamic State uses, the once affiliated to the organisation.

:51:29. > :51:32.Nobody has taken or claimed any responsibility. Nonetheless a lot of

:51:33. > :51:36.supporters celebrating what happened last night. I do not wish to

:51:37. > :51:40.speculate but, again, when you look at the wider picture it looks very

:51:41. > :51:45.consistent and the other point that we need to raise is what they have

:51:46. > :51:51.been telling themselves -- asked themselves, just before the month of

:51:52. > :51:58.Ramadan in their magazines, spokesperson for the organisation

:51:59. > :52:08.mentioned that they will use the holy month of Ramadan to intensify

:52:09. > :52:15.their actions. We saw the same last year as well. In the holy month last

:52:16. > :52:20.year the previous spokesperson for the organisation kind of said that

:52:21. > :52:26.they would use rum at an to a 10th intensify their activities. As a

:52:27. > :52:30.result of that, over 5000 people were killed or injured across the

:52:31. > :52:33.globe. If you remember what happened in Florida, what happened in

:52:34. > :52:37.Bangladesh and so many other countries. Over 5000 people

:52:38. > :52:43.unfortunately were injured or killed during the month it on. And exactly

:52:44. > :52:47.the same time this year, the current spokesperson has said exactly the

:52:48. > :52:50.same thing and asked their supporters that if they cannot

:52:51. > :52:55.actually make it to the battlefront in Syria and Iraq they should use

:52:56. > :53:02.any tool they have at their disposal to launch an attack. This sort of

:53:03. > :53:05.attack is effective because it is very difficult to prevent 100% and

:53:06. > :53:12.at the same time it can create maximum fear and disruption. As it

:53:13. > :53:16.touched on the third terror attack in the UK since March, bearing the

:53:17. > :53:19.same hallmarks as the one at Westminster but very different from

:53:20. > :53:26.what was or two weeks ago in Manchester. There is no formula.

:53:27. > :53:31.There is no pattern. Certainly when it comes to be some extent activity

:53:32. > :53:35.in the Middle East and here in Europe. They use so many different

:53:36. > :53:42.methods and so many different tools to undertake their atrocities. I

:53:47. > :53:52.looks like an incident, an atrocity which was delivered and organised by

:53:53. > :53:58.Islamic State and even if it was not by Islamic State it certainly was

:54:03. > :54:05.literature that we have seen coming from the so-called Islamic State

:54:06. > :54:11.over the last week about the ways in which they should use the month from

:54:12. > :54:22.a done to intensify their activities and maximise fear and destruction.

:56:20. > :56:22.and this incident last night. We also heard talk about an increased

:56:23. > :56:27.police presence in London, that is what they will see today. Joining me

:56:28. > :56:31.now is the former Assistant commissioner of Metropolitan Police.

:56:32. > :56:35.Thank you for joining us. That increased presence, what will that

:56:36. > :56:42.entail? How does that play out in terms of policing? What they will do

:56:43. > :56:47.is they will keep shifts on longer and get officers to come in on their

:56:48. > :56:50.day off to show a visible presence on the street, simply to reassure

:56:51. > :56:54.people. There is not much in practical terms that can be done

:56:55. > :56:57.around that. But what they may also do is increase the number of armed

:56:58. > :57:01.officers who are patrolling the capital. So if anything does happen

:57:02. > :57:07.they can respond even quicker or perhaps than they did last night.

:57:08. > :57:10.One many people are commenting on is the speed at which emergency

:57:11. > :57:14.services reacted and how proud we are of how the emergency services

:57:15. > :57:18.have reacted. Not just the fact that within eight minutes there were

:57:19. > :57:23.armed officer is on the scene who quickly took control of the

:57:24. > :57:25.situation but the fact that you had police officers running towards the

:57:26. > :57:30.danger when everybody else was running away. The bravery of these

:57:31. > :57:35.officers and even the armed officers who makes with Salak and decisions,

:57:39. > :57:44.wearing these fake bomb belts who had already killed a number of

:58:18. > :58:20.working quickly to try and establish who these people were, who their

:58:21. > :58:24.contacts were, if they had been in touch with in the hours before the

:58:25. > :58:27.attack or even the days and weeks before to work out whether there is

:58:28. > :58:32.anybody else involved who either assisted them or potentially might

:58:33. > :58:37.be planning to do another attack. We also understand of course that local

:58:38. > :58:43.residents here are allowed back into their homes. -- are not allowed back

:58:44. > :58:48.into their homes. How much longer will they continue? As soon as the

:58:49. > :58:54.forensic examination has taken place at the scene, the police will want

:58:55. > :58:59.to return the situation to normal as quickly as possible. At the end of

:59:00. > :59:04.the day, if we change our behaviour as Londoners, I live only half a

:59:05. > :59:08.mile away from where this happened, if we start changing our behaviour,

:59:09. > :59:13.if people are disrupted, if the democratic process is a interrupter,

:13:53. > :13:57.effectively putting in place a ring of steel around this cricket ground.

:13:58. > :14:03.Police are also asking music fans coming tonight, some 50,000, not to

:14:04. > :14:06.come wearing their backpacks or rucksacks, because of the extra

:14:07. > :14:14.security checks that will be in place. It will take time if they all

:14:15. > :14:19.come of bags. There will be food and drink within the venue. This is a

:14:20. > :14:25.chance to show remembrance for the people who lost their lives in the

:14:26. > :14:29.attack at Ariana Grande's concert. Clearly tonight is overshadowed by

:14:30. > :14:33.the events in London and people's thoughts will be there with those

:14:34. > :14:40.affected, including Ariana Grande, who has treated that she is praying

:14:50. > :14:54.last night. Six people who have been killed in London. Three attackers

:14:55. > :14:58.have been shot dead by police. This is a terror attack in the London

:14:59. > :15:03.Bridge area of the capital and the borough market area. It is an area

:15:04. > :15:08.which is very popular with bars and restaurants particularly at that

:15:09. > :15:12.time of the evening. We have since heard from the police, who said

:15:13. > :15:17.armed officers were on the scene within just eight minutes of those

:15:18. > :15:21.first reports. The three attackers were shot dead. We've also heard

:15:22. > :15:27.from the Mayor of London this morning, telling us that more than

:15:28. > :15:32.40 people, now approaching 48, some in a critical condition. They are in

:15:33. > :15:34.hospital in London, but he tried to reassure his. He says he's confident

:15:35. > :15:52.that London He said police are finding new ways

:15:53. > :15:55.to deal with this, but we will notice an increased police presence

:15:56. > :15:59.on the streets of the capital. We'll have more than that for you in just

:16:00. > :16:01.a moment, but there's pause and take a look at what the weather is doing

:16:02. > :16:15.this morning. Ben has the details. Quite a lot of rain in the forecast

:16:16. > :16:22.ahead, but today there will be spells of sunshine. So far this

:16:23. > :16:27.morning, showers gathering across Northern Ireland and Scotland. One

:16:28. > :16:29.to the West of England. An area of cloud with more persistent rain

:16:30. > :16:35.moving in across south-west England and Wales. As this moves eastwards

:16:36. > :16:45.during the day, it will break up into showers. East Anglia and the

:16:46. > :16:50.south-east steering driver a good part of the day. This is how things

:16:51. > :16:53.are expected to look up for o'clock this afternoon. Wales and the

:16:54. > :17:00.south-west probably drying up by this stage is the showers move up

:17:01. > :17:04.into Lincolnshire. East Anglia and the far south-east probably seeing

:17:05. > :17:09.driver a good part of the day. Not as many showers in northern England.

:17:10. > :17:14.For Northern Ireland and Scotland, there will be quite a few showers.

:17:15. > :17:18.Not as many as there were yesterday. But they could be heavy and there

:17:19. > :17:23.could be the odd rumble of thunder. This evening, most of the showers

:17:24. > :17:29.will eventually fade away then we turn our ice West. Rain pushing in

:17:30. > :17:34.from Northern Ireland. Full back to the west, this line of wet weather,

:17:35. > :17:38.this will become a big player in our weather choosing to. It's really

:17:39. > :17:42.going to set in across Wales in north-west England. The rain in

:17:43. > :17:47.these areas is likely to fall four hour upon hour upon hour. That could

:17:48. > :17:52.put problems with surface water and perhaps localised flooding issues.

:17:53. > :17:57.It will also turn windy later in the day. East Anglia and the south-east

:17:58. > :18:02.probably largely dry. Sunny spells and heavy showers for Northern

:18:03. > :18:05.Ireland and Scotland. The wet weather comes courtesy of a couple

:18:06. > :18:12.of different areas of low pressure. Quite a complex weather setup. This

:18:13. > :18:17.low pressure will drift up the eastern side of the country and then

:18:18. > :18:21.sets in across the north-east of Scotland. North-eastern Scotland on

:18:22. > :18:25.Tuesday will see persistent heavy rain, which could cause issues with

:18:26. > :18:28.flooding. Elsewhere across the country, a blaster DJ, feeling cool,

:18:29. > :18:41.with heavy downpours. I'm here at London Bridge, just a

:18:42. > :18:45.few hundred meters away from where the two attacks took place shortly

:18:46. > :18:50.after ten p.m.. Police cordons are still in place. You can see in the

:18:51. > :18:54.distance, police presence very heightened here this morning as the

:18:55. > :18:58.counterterrorism investigation continues. We'll bring you lots of

:18:59. > :19:02.eyewitness accounts in reaction to the investigation. I can tell you

:19:03. > :19:07.that the Prime Minister has led the campaign trail, returned to London.

:19:08. > :19:11.She will be chairing a Cobra committee meeting later today with

:19:12. > :19:15.senior Cabinet ministers and she will also be making a statement at

:19:16. > :19:21.ten o'clock this morning, which we will bring to you. I'm joined by an

:19:22. > :19:24.eyewitness who was here in the area yesterday evening. Thanks for

:19:25. > :19:32.talking to us today. What did you see? I was on my sightseeing bus

:19:33. > :19:42.last night. And we were coming on to London Bridge quite smoothly. I

:19:43. > :19:48.noticed a person lying on the pavement. There were two taxis, and

:19:49. > :19:56.our driver and myself thought that maybe the person had been run over

:19:57. > :20:01.or had an accident, so we carried on slowly across the bridge, like we

:20:02. > :20:05.normally do. There we saw another person lying on the other side of

:20:06. > :20:09.the road, on the right side of the bus, and so we became a little bit

:20:10. > :20:15.concerned, because we were not quite sure what was going on. Then we saw

:20:16. > :20:21.another person, so by the time we got to the third person, I started

:20:22. > :20:25.to think that it might have been a gang related incident. Anyhow, we

:20:26. > :20:28.managed to move a bit further forward in the bus came to a stop,

:20:29. > :20:36.because the traffic had been stopped that time. I think I saw up to about

:20:37. > :20:44.six people lying on the pavement and on the street. I saw one person

:20:45. > :20:54.having CPR administered, it didn't look very good. I then attempted to

:20:55. > :21:02.call 999 and before I could get through to anyone, the police

:21:03. > :21:06.started arriving. I would think that we probably arrived within minutes

:21:07. > :21:13.of the incident, because there were no police there. There were people

:21:14. > :21:17.lying all over the place, but the police had not yet arrived. So we

:21:18. > :21:27.assumed it must have happened there and then. We saw people running up

:21:28. > :21:34.and I heard one girl screaming on the pavement, he's not breathing,

:21:35. > :21:37.he's not breathing. Then after a few minutes, someone came up to the bus

:21:38. > :21:42.tour in their uniform and I don't know of that was a police officer or

:21:43. > :21:47.not, I can't remember, but they knocked on the door and they told us

:21:48. > :21:52.to move, they told us to run. So I had to go upstairs and speak to our

:21:53. > :21:59.guests come over 70 of them from all over the world. And I told them that

:22:00. > :22:05.we had to evacuate the bus. They didn't panic, because the guy who

:22:06. > :22:10.was banging on the door, he kept on shouting, move, move, move, run,

:22:11. > :22:14.run, run. I was chatting to keep the people calm, but they just ran. We

:22:15. > :22:21.were trying to go to the far end of the bridge with a monument is. We

:22:22. > :22:31.were told to wait there. Most of the people on the bus disappeared. Then

:22:32. > :22:35.at one stage, when I was standing there, a police officer what

:22:36. > :22:39.pastors, he had a sniffer dog, so we were concerned that might be

:22:40. > :22:46.explosives or something to that effect around. Eventually, we left

:22:47. > :22:54.our bus on the bridge, and I would imagine it is still there as we

:22:55. > :22:58.speak. That's all I can remember. That's a very thorough account.

:24:02. > :24:06.one of the advisories, run, highs, tell. Police officer are telling

:24:07. > :24:11.people just to get down. It gives you a sense of how frightening this

:24:12. > :24:15.was for people caught up in your area. If you don't know the area, it

:24:16. > :24:20.is known for its traditional market during the day and Phillips railway

:24:21. > :24:26.station popular with commuters by day, but at night, lots of bars and

:24:27. > :24:29.restaurants, very popular, likely to have been very busy at ten o'clock

:24:30. > :24:36.last night. We know the first reports came in at eight minutes

:24:37. > :24:39.past ten last night. Police are telling us they're armed response

:24:40. > :24:43.officers were on the scene with just eight minutes. But eight minutes is

:24:44. > :24:49.a very long term if you're caught up in it. For a police officer Chris is

:24:50. > :24:57.with us. When you see pictures like this, give us a sense of what the

:24:58. > :25:05.police were thinking. I touched on the run, Hyde, tell advisory. That's

:25:06. > :25:11.what you should do. That's right. From the police officer perspective,

:25:12. > :25:17.going into a bar where people are having a nice night out, to try and

:25:18. > :25:24.keep that sense of control, yet to make sure they get the urgency. That

:25:25. > :25:28.they have to get down, which will reduce physical damage. Tell me what

:25:29. > :25:32.the police would have been thinking at this point. As we said, the first

:25:33. > :25:36.calls into the police at eight minutes past ten. They were there

:25:37. > :25:41.eight minutes later. Acting is quite quick. But those eight minutes are a

:25:42. > :25:46.lifetime if you're caught up in this. It is slow motion. Eight

:25:47. > :25:49.minutes will feel at eight hours were people out there in that

:25:50. > :25:54.situation. The fact that they have run a mark on the streets,

:25:55. > :26:00.committing atrocious injuries to people. 40 people have gone to

:26:01. > :26:05.hospital, six fatalities. This will have been pure chaos. The police

:26:06. > :26:09.officers attending, to get a sense of calm and reason. There will be

:26:10. > :26:16.people with a lot of alcohol as well, trying to get them to see

:26:17. > :26:21.ration, will have caused great turmoil. People will be waking up

:26:22. > :26:28.this morning with a sense of trauma. That includes police officers. Let's

:26:29. > :26:34.talk about the reduction in the threat level. Is nearly two weeks

:26:35. > :26:40.since the bombing in Manchester. Right after that, the terror threat

:26:41. > :26:45.level was raised to critical. It was then downgraded to severe. What do

:26:46. > :26:50.we know about Wright was downgraded, and is this a big mess? I wouldn't

:26:51. > :27:02.say it's a mess. It's a decision that has to be made. Teresa is very

:27:03. > :27:06.well advised by staff. JTAC is responsible for seeing, we need to

:27:07. > :27:10.reassure people that they can carry on their business and that we are

:27:11. > :27:14.still living in a free democracy. But it's always there if we need to

:27:15. > :27:19.go back to it as a default. We're coming up now to the biggest week of

:27:20. > :27:24.the year, in terms of the general election. If they do raise it, I'd

:27:25. > :27:28.be surprised if they reduce it again, but it will be a big step to

:27:29. > :27:31.raise it. Once you've done it, to take that step down again,

:27:32. > :27:36.especially as there have been three incidents in three months, it would

:27:37. > :27:43.be a big decision. The Mayor of London has been talking about how

:27:44. > :27:51.the police can respond to this. It's not as sophisticated attack, doesn't

:27:52. > :27:54.have any of the whole matter is -- the hallmarks of the Manchester is

:27:55. > :27:59.tight. I was sitting in one of the big parks this week, also rendered

:28:00. > :28:05.by a ring of steel. But, I assume, is to stop people getting beagles

:28:06. > :28:10.into the park, where people are sunbathing are playing sports. A

:28:11. > :28:18.reliably to see that. That is a conversation to be had very quickly.

:28:19. > :28:24.I would suggest that we'll be using rolling roadblocks, which is a

:28:25. > :28:31.method the police use to stop people and do search very quickly. Our

:28:32. > :28:35.police are the best in the world. But for more permanent structures,

:28:36. > :28:38.such as the ball so, and then from the ground, yes, probably, but for

:28:39. > :28:40.more permanent structures, such as the ball so, and then from the

:30:07. > :30:10.were reports of men in a van ploughing into people on London

:30:11. > :30:14.Bridge. Men left the van armed with knives and attacked people on the

:30:15. > :30:19.bridge. And also at nearby are market. A busy area full of

:30:20. > :30:23.restaurants and bars where people were enjoying their lives on a

:30:24. > :30:32.Saturday night. All three attackers were wearing fake explosive vests,

:30:33. > :30:36.they were shocked and attacked by the police. 48 have been taken to

:30:37. > :30:40.hospital. Andy Moore has this report. Some viewers might find some

:30:41. > :30:45.of the images distressing. Just after ten o'clock

:30:46. > :30:48.on the busy streets of London, police are responding to reports

:30:49. > :30:50.of an ongoing serious incident. A white van has driven

:30:51. > :31:04.into pedestrians on London Bridge. When it stopped, its rear

:31:05. > :31:07.doors were flung open They went into the busy pubs

:31:08. > :31:11.and restaurants around They ran out going,

:31:12. > :31:24."This is for Allah." When they first saw them, they said,

:31:25. > :31:26."This is for Allah," and they stabbed this girl I don't

:31:27. > :31:29.know how many times. She was going, "Help me, help me,"

:31:34. > :31:36.police entered one bar. They need to know immediately

:31:37. > :31:43.if the attackers are still there. As people fled the area,

:33:22. > :33:28.Commissioner, with me all morning. Thank you very much. Let us talk

:33:29. > :33:31.about the security situation. An intense presence here, increased

:33:32. > :33:37.presence, a few hundred metres from where the attack took place. As the

:33:38. > :33:40.mayor, Sadiq Khan, has said, there will be more police on the streets

:33:41. > :33:46.to provide a visible reassurance to people, but at the scene, they will

:33:47. > :33:49.be going through an extensive friends at examination and trying to

:33:50. > :33:56.establish as quickly as possible who the perpetrators are, who the

:33:57. > :34:03.associates may be. -- and extensive forensic examination. The response

:34:04. > :34:11.of the emergency services has been rightly praised last night. What

:34:12. > :34:17.kind of contingencies are in place as the threat level is at critical?

:34:18. > :34:21.There is a constant presence of a large number of armed response

:34:22. > :34:26.vehicles in London. They can respond very quickly to this sort of

:34:27. > :34:30.incident and that is what we saw last night. Within eight minutes,

:34:31. > :34:33.there were armed officers on the scene taking control of the

:34:34. > :34:38.situation. When everyone else was running away, these brave officers

:34:39. > :34:41.went into that very dangerous situation, had to make a

:34:42. > :34:44.split-second decision about what to do and we should all be very

:34:45. > :34:51.grateful we have officers like that looking after us. The three men were

:34:52. > :34:54.shot by armed officers. We have reports they were wearing fake

:34:55. > :35:00.explosives suicide vests, almost. What would armed officers be trained

:35:01. > :35:07.to do in that situation? In that situation where you have got what

:35:08. > :35:12.appears to be a suicide bomber, clearly the protection of the public

:35:13. > :35:16.is paramount and therefore to kill that person and to neutralise that

:35:17. > :35:20.person, before they can detonate any explosive, that is what those

:35:21. > :35:25.officers would be trained to do. What is the advice now to people who

:35:26. > :35:30.want to carry on with their lives? We heard from Sadiq Khan, we will

:35:31. > :35:35.not be cowed in London by terrorists. What should people be

:35:36. > :35:40.thinking about today? There have been three recent attacks in London,

:35:41. > :35:47.one of them was stopped before anybody was hurt at all, and the

:35:48. > :35:51.chances of being hurt or killed in a terrorist incident are very, very

:35:52. > :35:57.small compared with, for example, being involved in a car crash or a

:35:58. > :36:03.car accident. People should get things into perspective. It is still

:36:04. > :36:07.a very safe city. But we have to be aware, we have to be aware of what

:36:08. > :36:12.is going on around us to make sure that we stay out of danger. Thank

:36:28. > :36:30.Ten past ten, we were just watching a film, windows wide open

:36:31. > :36:33.Glass smashing, tables and chairs being tipped over.

:36:34. > :36:40.So I jumped up and I looked out the window.

:36:41. > :36:42.Out onto what would be Southwark Street,

:36:43. > :36:45.screaming and running, just trying to get out

:36:46. > :36:56.Most people trying to run down into the underground station,

:36:57. > :37:05.You heard a man on the phone saying there has been a stabbing which...

:37:06. > :37:09.It was when I saw lots of people running down into the underground,

:37:10. > :37:16.At that point, it wasn't just a fight, it was something serious.

:37:17. > :37:19.And there was one ambulance that had obviously gone to this stabbing.

:37:20. > :37:22.One young guy seemed to come out of the pub and he was knocking

:37:23. > :37:24.on the window of the Ambulance Service.

:37:25. > :37:27.In a panic, saying, you have to help my friend,

:37:28. > :37:29.he's been stabbed and he's in the pub.

:37:30. > :37:32.Whether or not he got stabbed in the pub or outside the pub,

:37:33. > :37:35.I don't know, but he said, my friend's been stabbed,

:37:36. > :37:39.And there was another guy who was probably in his 40s standing

:37:40. > :37:41.on the other side of the ambulance, knocking on the other window,

:37:42. > :37:48.No, everyone was just driving past us.

:37:49. > :37:50.They were trying to get to London Bridge.

:37:51. > :37:53.Until this one guy walked out in the road, managed to grab

:37:54. > :37:56.the attention of one of the police cars, and basically forced them down

:37:57. > :37:59.that road, saying, look, you have to go down Stoney Street,

:38:00. > :38:03.He is down there. The one police four by four screeched down the

:38:04. > :38:06.street and within five seconds, there were six gunshots, it sounded

:38:07. > :38:08.like that to us. I am not sure if I have got this wrong but I'm

:38:09. > :38:19.convinced I heard some sort of bank in the pub, lots of people running

:38:20. > :38:22.out -- bang. We heard another series of gunshots. I looked out the window

:38:23. > :38:28.and there were loads of armed police and they were mentioning that the

:38:29. > :38:32.work three guys with three devices strapped to them -- there were. I

:38:33. > :38:38.shouted, what should we do question that they said, stay there. It was

:38:39. > :38:43.when everything seemed to calm down. There were a lot of police. Not many

:38:44. > :38:52.people. We were looking out the window and the bomb robot turned up.

:38:53. > :38:57.At this point, they had cleared everyone out of the area. I shouted

:38:58. > :39:01.down, we are still here, what should we do custom that one police officer

:39:02. > :39:08.said, you have to get out now. Just run. -- what should we do? Run as

:39:09. > :39:16.far as you can. We had to run in the middle of the road. It was just us

:39:17. > :39:23.running. In my memory, there were at least two casualties. I think I saw

:39:24. > :39:28.three. They were in the middle of the road, getting attention. How are

:39:29. > :39:35.you actually feeling right now? I feel a little bit odd, in shock. I

:39:36. > :39:40.feel like I have just watched a film... I love London, this is where

:39:41. > :39:51.I am from. It kind of feels like it is one of those things where you are

:39:52. > :39:56.not going to be shaken by it. They lived above Borough Market. I'm

:39:57. > :40:00.joined now by Julie and Andrew Evans. They were staying in the

:40:01. > :40:06.Shard, celebrating your fifth wedding anniversary. Tell me what

:40:07. > :40:10.you saw? We were looking out and we happen to see groups of people on

:40:11. > :40:14.the bridge and we noticed that there were people tending to them and we

:40:15. > :40:17.thought there might have been a road traffic accident and we realised

:40:18. > :40:21.there were multiple groups of people and soon after that, the police

:40:22. > :40:28.arrived and ambulances arrived. We could see Borough Market, we saw the

:40:29. > :40:31.police cars moving down there. We saw police arrived and scatter,

:40:32. > :40:37.there were a number of gunshots, trying to move people into safe

:40:38. > :40:42.spaces, and then armed police arrived and they were starting to

:40:43. > :40:46.evacuate people from the area. What reaction were you seeing in the

:40:47. > :40:50.hotel? We understood lots of residents were told to leave their

:40:51. > :40:54.homes and buildings were under lockdown. We call down to the

:40:55. > :41:00.concierge and he said the hotel is on lockdown but it is safe. No one

:41:01. > :41:06.is coming in or out. We were advised to stay put. We had a Birdseye view

:47:13. > :47:16.Londoners to be aware there will be an increased police presence across

:47:21. > :47:27.morning, what were your thoughts in terms of security and how this has

:47:28. > :47:30.happened? Sadly, it does not come as a massive surprise, particularly

:47:31. > :47:34.within the security industry, insomuch as this is something the

:47:35. > :47:40.authorities have been planning for, the marauding terrorist attack.

:47:41. > :47:42.Although in many cases, the blue light services, the fire brigade,

:47:43. > :47:50.ambulance and police, the joint has been rehearsing for this, it did not

:47:51. > :47:56.discount the potential for three or more people coming together, as we

:47:57. > :48:00.have seen in Paris, Mumbai, Kenya. This is an ideal and very effective

:48:01. > :48:04.way for a terrorist to carry out an attack. The threat level is at

:48:05. > :48:10.severe, recently down from critical, how has that affected preparation?

:48:11. > :48:20.Would you expect it to return to critical estimate it depends what

:48:21. > :48:25.JTAC says to Cobra. -- return to critical? Although we were at

:48:26. > :48:30.critical and if you read between the lines, it means a threat is highly

:48:31. > :48:33.likely and imminent, it means the authorities know the threat is

:48:34. > :48:40.potentially going to materialise but they do not note by whom, where or

:48:41. > :48:45.when. Severe, it still means a threat is highly likely, so it is

:48:46. > :48:52.not like we have been caught unprepared like perhaps on 7/7. The

:48:53. > :48:56.authorities to a certain extent believe they know where most of the

:48:57. > :49:00.threats could originate. The emergency services have been praised

:49:01. > :49:05.highly for the reaction to this incident. Within minutes, they were

:49:06. > :49:11.attending to people at the scene and neutralising the attacker. Totally

:49:12. > :49:15.phenomenal response, it shows why we are world leaders in this particular

:49:16. > :49:18.sector and how much rehearsal preparation and training has gone

:49:19. > :49:22.into reacting to these types of situations. When you consider it is

:49:23. > :49:27.an intangible threat, three individuals in a vehicle, multiple

:49:28. > :49:32.incident room at happening across what is a relatively wide area and

:49:33. > :49:36.the response to suppressing the terrorists as quickly as they have,

:49:37. > :49:40.we can only commend the authorities. We cannot stop it happening but we

:51:59. > :52:04.run. I was throwing bottles at them, chairs, pint glasses. I try to help

:52:05. > :52:08.people. I was defenceless. If I had fallen over, they would probably

:52:09. > :52:14.have killed me. What did you see them do? They went, this is for a.

:52:15. > :52:26.They stabbed this girl, I don't know how many times, ten, 15. -- this is

:52:27. > :52:30.for Allah. I try to pick up a chair but it was locked. I could not do

:52:31. > :52:38.nothing. You look at the CCTV, they will see me on the CCTV, chasing

:52:39. > :52:43.them, silly thing to do, I know, but I was just trying to save people.

:52:44. > :52:50.Did they try to attack you? They tried to stab me. I threw something

:52:51. > :52:56.at them, as I threw it, one of them, it hit them on the back, they ran

:53:24. > :53:26.Police. The Metropolitan Police has been responding to incidents in

:53:27. > :53:31.London Bridge, Borough Market. We are treating this as a terrorist

:53:32. > :53:37.incident and a full investigation is all ready underweight led by

:53:38. > :53:40.London's counterterrorism command -- under way. Our knowledge of the

:53:41. > :53:45.incident is still growing but at the moment what we understand is as

:53:46. > :53:49.follows. At eight minutes past ten last night, we began to receive

:53:50. > :53:52.reports a vehicle had struck pedestrians on London Bridge. The

:53:53. > :53:58.vehicle continued to drive from London Bridge the Borough Market,

:53:59. > :54:02.the suspects left the vehicle, attempting to stab a number of

:54:03. > :54:05.people, including an on duty British Transport Police officer responding

:54:06. > :54:10.to the incident and he received serious injuries, fortunately not

:54:11. > :54:15.life-threatening, his family have been informed. Armed response

:54:20. > :54:23.male suspects who were shot and killed in Borough Market. The

:54:45. > :54:49.vests they were wearing were found to be fake. At this stage, we

:54:50. > :54:52.believe that sadly six people have died in addition to the three

:54:53. > :54:57.attackers shot by police. The Assistant Commissioner of the Met

:55:02. > :55:09.a lot of developments since then. Let us talk with a former police

:55:10. > :55:14.officer. Good morning to you both. Chris, starting with you, in terms

:55:15. > :55:20.of what we saw last night, primitive, in some respects, a van

:55:21. > :55:26.driving into pedestrians and a knife attack, but we believe there were

:55:27. > :55:29.three attackers? That is correct. Trying to assess a threat like that,

:55:30. > :55:35.mitigate it, it is nigh on impossible. We talked earlier about

:55:36. > :55:42.the fact you can use certain devices, bollard is, obstructions,

:55:43. > :55:48.and they are in place, and all sorts of barriers that can be put

:55:49. > :55:52.temporarily into city centres, but there are a limit to the number of

:55:53. > :55:57.those in production, especially with the raised threat levels. Trying to

:55:58. > :56:04.read how these offenders were going to act, if we did not have Intel on

:56:05. > :56:08.them previously, how do you stop them from committing such an

:56:09. > :56:14.atrocity? And it really comes down to the forensic backtracked to see

:56:15. > :56:17.where they came from, to use what is on them as forensic evidence and

:56:18. > :56:23.find out if they were acting alone. All morning we have been hearing

:56:24. > :56:27.accounts of what happened, the chaos in the minutes after the attack. For

:56:28. > :56:33.people just tuning in, we know the first calls got to the police at

:56:34. > :56:38.eight minutes past ten and they were on scene eight minutes later. They

:56:39. > :56:46.did not know where was safe to run to. You have talked earlier about

:56:47. > :56:50.the advice to run, hide, tell and it is great advice. However, if you are

:56:51. > :56:54.caught up in something, you have had a drink, Saturday night, everyone is

:56:55. > :56:59.in good spirits, one of the most famous landmarks in the world,

:57:00. > :57:05.London Bridge, what would you think if that happened to you? I would

:57:06. > :57:09.question that anyone knows how they would react. I have been in

:57:10. > :57:13.stressful situations, as every police officer has been, no matter

:57:14. > :57:18.how much experience you have got, you will be traumatised. It has to

:57:19. > :57:21.be pointed out the bravery of the emergency services personnel running

:57:22. > :57:29.towards the threat, with what happened in Paris and recently in

:57:30. > :57:34.Kabul and Afghanistan generally and Iraq, to know it might happen to you

:57:35. > :57:38.and to still be the first person to respond to it, it is superb,

:57:39. > :57:43.amazing, great human quality. Absolutely. I am interested in the

:57:44. > :57:48.fact this is the third terror attack in the UK since March. Very

:57:49. > :57:51.different from the attack just two weeks ago on the Manchester Arena,

:57:52. > :57:56.but it bears a lot of the same hallmarks as the attack on

:57:57. > :58:01.Westminster Bridge. Absolutely. When you look at what exactly happened

:58:02. > :58:08.last night, it seems it is very consistent with what happened in the

:58:09. > :58:16.March, in London. Of course, you have to remember, nobody has claimed

:58:17. > :58:22.any responsibility yet, but when you do look at the pattern, the nature

:58:23. > :58:29.of the activity, the nature of this type of indiscriminate violence, to

:58:30. > :58:34.me, it is very much like an incident organised and delivered, a terror

:58:35. > :58:39.attack, by the Islamic State or at least inspired by the Islamic State.

:58:40. > :58:43.This is very much reflection of what they have been telling us over the

:58:44. > :58:49.last week, right at the beginning of the holy month of Ramadan, in their

:58:50. > :58:56.own magazine, the current spokesperson for the organisation,

:58:57. > :59:02.they said that if the believers cannot make it to the battlefront in

:59:03. > :59:06.Iraq and Syria, they should use the holy month of Ramadan to use any

:59:07. > :59:12.tool they have at the disposable to create maximum fear and destruction

:59:13. > :59:18.anywhere they can. Chris, when you hear that, when we all hear that,

:59:19. > :59:22.how do we keep ourselves safe? The security procedures are in place

:59:23. > :59:27.around a number of London parks, a literal ring of steel bollard is to

:59:28. > :59:33.protect people in those parks, are we going to see that on the streets

:59:34. > :59:36.more? I think the Cobra meeting will reveal that an strategic decisions
