:02:46. > :02:50.six a.m. And you can see police behind me here, armed officers. We

:02:51. > :02:54.are on the outer edge of the cordon. Some streets are still blocked. We

:02:55. > :03:00.are hearing in the last few minutes that London Bridge has reopened and

:03:01. > :03:04.to my right here you can see some of the flowers, the tributes that have

:03:05. > :03:11.already been left ear and the officer as will remain in location

:03:12. > :03:15.here for some time. Main developments overnight, police say

:03:16. > :03:19.they know the names of the men who brought terror to London on Saturday

:03:20. > :03:23.night. They said they do not want to reveal the names yet for operational

:03:24. > :03:27.reasons. We know seven people died and 48 were injured in those events

:03:28. > :03:33.on Saturday night. We now know as well the first officially named

:03:34. > :03:36.victim, Christine Archibald is a Canadian woman who used to work in a

:03:37. > :03:42.homeless shelter before moving to Europe. Her farm to make family paid

:03:43. > :03:49.tribute to her this morning. In terms of the investigation, 12

:03:50. > :03:56.people were arrested in Barking. 11 remain in custody. Seven women and

:03:57. > :03:58.four men. Islamic State have claimed responsibility and some of the

:03:59. > :04:05.cordon see a lessening. London Bridge is open this morning and also

:04:06. > :04:08.London Bridge and tube station have opened this morning as well. We have

:04:09. > :04:11.the latest on all the developments. A brief glimpse of the three

:04:12. > :04:14.knifemen as they headed And then, eight minutes

:04:15. > :04:24.after their attack began, the gunfire, as it was

:04:25. > :04:26.brought to an end. In all, eight officers

:04:27. > :04:30.fired 50 rounds. One passerby was hit

:04:31. > :04:35.by a stray bullet. So-called Islamic State has now

:04:36. > :04:37.claimed responsibility, as they often do for

:04:38. > :04:43.any terror incident. A brief statement on the website

:04:44. > :04:48.of their official newsagency said the attack had been carried out

:04:49. > :04:51.by a detachment of IS fighters. In London, the police

:04:52. > :04:53.investigation continues apace. In East Ham, a man scrambled

:04:54. > :04:56.across buildings, with police weapons trained on him,

:04:57. > :04:58.before apparently being detained. In Barking, in East London,

:04:59. > :05:00.12 people were arrested, seven of them women,

:05:01. > :05:03.as police searched properties thought to be linked

:05:04. > :05:05.to the attackers. One neighbour who did not want to be

:05:06. > :05:08.identified said he had warned the police about one

:05:09. > :05:14.of the suspects. We spoke about a particular

:05:15. > :05:16.attack that happened and, like most radicals, he had

:05:17. > :05:19.a justification for anything, And so that day I realised I need

:05:20. > :05:23.to contact the authorities. The list of those killed and injured

:05:24. > :05:26.reflects the cosmopolitan Christine Archibald was 30

:05:27. > :05:31.and from British Columbia in Canada. Her family said she would have had

:05:32. > :05:34.no understanding of the callous The French Foreign Minister said one

:05:35. > :05:41.of his nationals had died 21 people are still in

:05:42. > :05:48.a critical condition. Four police officers were injured,

:05:49. > :05:51.two of them seriously. Daniel O'Neill, who is 23,

:05:52. > :05:54.is recovering in hospital He just stepped outside

:05:55. > :06:00.the bar for a second, and a man ran up to him and said,

:06:01. > :06:04."this is for my family, this is for Islam" and stuck

:06:05. > :06:07.a knife straight in him. He has a seven inch scar

:06:08. > :06:10.going from his belly It is understood police know

:06:11. > :06:16.the identity of the three attackers but they say they will not

:06:17. > :06:19.release their names until, in their own words,

:06:20. > :06:37."it is operationally possible" - We are learning more about the

:06:38. > :06:40.people who were killed and those injured in the attack. 48 people

:06:41. > :06:51.altogether injured on Saturday night. Let's go to our correspondent

:06:52. > :06:55.at Kings College Hospital for an update. Good morning. 48 people were

:06:56. > :06:59.taken to hospital. Overnight we believe there are still 36 people

:07:00. > :07:06.being treated in five hospitals across London. 21 are thought to be

:07:07. > :07:12.in a critical condition. Origin the majority of those being treated

:07:13. > :07:20.here. Others are also treating patients, University College, Saint

:07:21. > :07:25.Thomases, and others. They are part of what is known as a major trauma

:07:26. > :07:28.network. Plan to click into place on Saturday night and there has been

:07:29. > :07:32.praised the way the hospitals and their with the situation. First

:07:33. > :07:37.responders are running towards danger to save the lives of people.

:07:38. > :07:41.Theresa May, the Prime Minister, came to visit patients yesterday and

:07:42. > :07:44.Elizabeth O'Neill, as we just heard in that report, the mother of Daniel

:07:45. > :07:48.O'Neil, she stood where I am standing now and described the

:07:49. > :07:52.attack on her as callous and barbaric. Her son is believed to be

:07:53. > :07:57.recovering in the hospital behind me. If we have any more update on

:07:58. > :08:02.the state of those currently in hospital, we will bring most to you.

:08:03. > :08:07.Thank you very much. And to remind you, we have had the first victim

:08:08. > :08:12.officially named. Christine Archibald from Canada. She moved to

:08:13. > :08:16.Europe to be with her fiance and her family paid tribute to her today. We

:08:17. > :08:20.will have more details on that coming up later. Quite noisy here

:08:21. > :08:25.because although the streets behind me are closed off the roads on the

:08:26. > :08:30.other side of the camera are very busy. We are also told this morning

:08:31. > :08:38.that new barriers are being installed on a number of bridges

:08:39. > :08:44.across London. Waterloo Bridge, Lambeth, Black -- Blackfriars and

:08:45. > :08:47.south of bridges well. -- Southwark bridges well.

:08:48. > :08:50.The attack happened just four days before the general election,

:08:51. > :08:52.which will go ahead as planned on Thursday.

:08:53. > :08:55.The Prime Minister insisted that established methods of tackling

:08:56. > :08:58.extremism had to change but she has been attacked on her record

:08:59. > :09:02.on security by both Labour and the Lib Dems.

:09:03. > :09:04.Our political correspondent Chris Mason is in Westminster -

:09:20. > :09:26.I think it is inevitable. It is extraordinary that the second time

:09:27. > :09:32.in a very short election campaign there was a pause, and heating of a

:09:36. > :09:40.reflected on what had happened in London on Saturday night and stopped

:09:41. > :09:43.their national campaigns. This morning there was definitely a

:09:44. > :09:49.resumption of campaigning. There was, indeed, a resumption last

:09:50. > :09:56.night. Jeremy Corbyn had spicy remarks about police cuts and how in

:09:57. > :09:59.his view there would be far more police officers recruited under

:10:00. > :10:03.labour. Here is that Lee is putting some the responsibility around

:10:04. > :10:07.policing on Theresa May who was the Home Secretary and now the Prime

:10:08. > :10:10.Minister, of course. Framing his argument around the whole issue of

:10:11. > :10:14.what happened at the weekend and how labour will approach things

:10:35. > :10:39.morning he criticised the government for not doing enough to tackle the

:10:40. > :10:41.sources of terror funding. Saying there should be some awkward and

:10:42. > :10:46.difficult conversations with countries like Saudi Arabia. Think

:10:50. > :10:52.The first funeral of a victim of the Manchester attack will take

:10:53. > :10:55.place on the island of Barra in the Hebrides

:10:56. > :10:58.Eilidh MacLeod - who was fourteen - went to the concert with her friend,

:11:02. > :11:04.Businesses on the island will be closed as a mark of respect,

:12:32. > :12:38.Security was tight and visible and everywhere.

:12:39. > :12:40.There were stories of strength and resilience.

:12:41. > :12:45.And I got hit, like, in my upper left thigh and I had

:12:46. > :12:52.I'm really excited, like, yeah, because I really enjoy concerts

:16:04. > :16:07.accompanied by a gusty wind, you can see the progress the rain is making.

:16:08. > :16:10.Brightening up in Scotland and Northern Ireland and here we are

:16:11. > :16:14.looking at sunshine and showers and some showers could be heavy and

:16:15. > :16:18.thundery, especially in Scotland and if you're caught under one it will

:16:19. > :16:22.pull down the temperature so feeling quite cool. In Northern Ireland, a

:16:23. > :16:27.similar story, sunshine and showers, chilly if you're caught under a

:16:28. > :16:30.shower, more persistent rain in northern England, especially Cumbria

:16:31. > :16:35.and Lancashire and Wales. Some of that will be heavy. Heavy as it

:16:36. > :16:38.pushes in through south-west England, as denoted by the greens

:16:39. > :16:49.and yellows, moving across the Midlands, not getting into Norfolk,

:16:50. > :16:53.Suffolk, Essex or Kent but it will later and you can see how we've got

:16:54. > :16:56.the gusty winds moving in, a temporary respite and through the

:16:57. > :17:00.night the wind picks up and changes direction to a north-westerly. At

:17:01. > :17:03.the same time the rain continues in across northern England and pushes

:17:04. > :17:07.into Scotland. As a result it won't be a cold night, not a particularly

:17:08. > :17:10.nice one either and there will be a lot of surface water and spray

:17:11. > :17:13.around. On Tuesday the low pressure bringing asked Israel is still

:17:14. > :17:16.anchored across Scotland, with this trailing weather front we will see

:17:17. > :17:20.rain not just in Scotland but eastern England again, quite a

:17:31. > :17:34.showers in southern parts of England, Wales and Northern Ireland.

:17:35. > :17:40.Temperatures, and 12 to 18. As we head on into Wednesday, we have the

:17:41. > :17:44.remnants of the rain moving across north-east Scotland, a respite,

:17:45. > :17:49.still quite blue and still quite mild in the east but more rain

:17:50. > :17:52.coming in from the west across Northern Ireland, Wales and

:17:53. > :17:58.south-west England. That is courtesy of this weather front here. It's

:17:59. > :18:01.quite a complicated system. They will continue to move across

:18:02. > :18:05.southern areas, you can see the low pressure coming in behind them, so

:18:06. > :18:09.Thursday, we're not out of the woods, but on Thursday, look at the

:18:10. > :18:13.isobars changing directions of the wind coming from the south-west. A

:18:14. > :18:17.milder direction, not feeling as cold but we have all this rain

:18:18. > :18:26.sweeping steadily northwards. Into Northern Ireland and ahead of it

:18:27. > :18:29.across Scotland and Northern Ireland, a bit drier and brighter,

:18:30. > :18:32.temperatures 13 to 20. Looking unsettled but at the moment where

:18:33. > :18:34.Charlie is in London, it is dry. Charlie.

:18:52. > :18:55.can see the Shard in the distance and we have Borough Market in the

:18:56. > :19:01.foreground and you can see the flowers gathering. It's interesting,

:19:02. > :19:06.those hash tags, love for London, a number of flowers have been laid for

:19:07. > :19:10.the victims of the terrible attack here on Saturday night. I was

:19:11. > :19:15.mindful watching, as I know you have been, some of the events in

:19:16. > :19:19.Manchester, the concert last night, and the atmosphere around that, some

:19:20. > :19:22.was pure celebration, some was a tribute to those who lost their

:19:23. > :19:28.lives but there was clearly an air of defiance. As you can hear, a lot

:19:29. > :19:31.of traffic moving behind the camera, London has been in this situation

:19:32. > :19:36.before, been through terrible terror attacks and has had to find a way to

:19:37. > :19:41.react. Tim Muffet has been talking to some of those people in London to

:19:42. > :19:45.find out their feelings about how to react to an incident like this.

:19:46. > :19:54.Ten weeks after terror came to Westminster Bridge, one day after

:19:55. > :19:58.another horrific attack two miles along the Thames. We're walking from

:19:59. > :20:03.West Minster to London Bridge, asking how the capital is coping. It

:20:04. > :20:07.is I bit scary coming back on the tubes and onto the South bank a day

:20:08. > :20:13.after everything happened but you have to do it, you have to live your

:20:14. > :20:19.life. I refuse to let the terrorists limit our lives to one room, one

:20:20. > :20:25.house in one little town. This is our beautiful city now and we are

:20:26. > :20:29.here to live it. The freeds moved to London from South Africa 17 years

:20:30. > :20:34.ago. We were funnily enough planning on coming to London Bridge today.

:20:35. > :20:39.Obviously it's closed so we thought to ourselves, you know what, stuff

:20:40. > :20:49.this, we're going to have a nice day out in London and not let these

:20:50. > :20:56.terrorists ruin it for us. Do you ever think it will be normal in the

:20:57. > :21:04.light of such atrocities? I think everyone mucks in together and

:21:05. > :21:10.defies what's been going on. As you can see, no one looks in fear.

:21:11. > :21:17.Following the attacks on Westminster Bridge, many remarked on how quickly

:21:18. > :21:22.life in the capital seemed to return to normal. In Manchester there was a

:21:23. > :21:28.similar message of defiance, and in London, yet again, it's what most

:21:29. > :21:34.people are telling us. You can't let these people interfere with our

:21:35. > :21:39.lives. All these people rely on me buying a book because they want to

:21:40. > :21:46.earn a living. I think you have to defy them.

:21:47. > :21:50.And yet for all the defiance, for some things do feel different.

:21:51. > :21:57.I think people when they hear the sirens today pause, that's what I've

:21:58. > :22:05.noticed. Instead of it just being part of normal life, they pause to

:22:06. > :22:09.think, what's happened there? Remainer and Esther Nelly of have

:22:10. > :22:15.visited London from Argentina many times. Now they're not sure if

:22:16. > :22:20.they'll return. It's not a good place now, London, really! Dangerous

:22:21. > :22:25.do you think? Dangerous, yes. You would think twice about coming back

:22:26. > :22:28.to London? Yes. Near to London Bridge where buses caught up in the

:22:29. > :22:32.attack remained parked, Robin and his partner Gordon are feeling

:22:33. > :22:36.anguish and relief. They'd been due to visit a bar in Borough Market on

:22:37. > :22:41.Saturday night but changed their plans at the last minute. We just

:22:42. > :22:45.wanted to pay our respects. We could have been right in the middle of it.

:22:46. > :22:55.It's important everyone carries on with normality and doesn't back down

:22:56. > :23:03.to terrorism in any shape or form. Defiant, resilient, Robin and Gordon

:23:04. > :23:05.speak for so many Londoners. Tim Muffet, BBC News.

:23:13. > :23:16.and people being treated in hospital with regards to that attack. The

:23:17. > :23:20.Prime Minister has called for social media firms to do more to crack down

:23:21. > :23:23.on extremist material after the London Bridge terror attack. Theresa

:23:24. > :23:26.May accused Internet giants of giving terrorists a safe place to

:23:27. > :23:34.breathe. Dave Lee is in Silicon Valley where

:23:35. > :23:38.many of the companies are based. Good morning. What is their response

:23:39. > :23:44.to what Theresa May has had to say? The response is defending

:23:45. > :23:48.themselves, they say we do a lot of work and we spend a lot of money in

:23:49. > :23:51.trying to solve the problem, Google said they spent hundreds of millions

:23:52. > :23:55.of pounds trying to combat extremist content that appears on a variety of

:23:56. > :23:59.their services, YouTube or elsewhere. Facebook has said the

:24:00. > :24:02.same thing, they say they work hard to make sure the content doesn't

:24:03. > :24:07.spread and if they find it they notify the police as soon as they

:24:08. > :24:12.cant and Twitter has said a similar thing today. Silicon Valley is

:24:13. > :24:15.feeling on the defensive, they want to make sure governments know they

:24:16. > :24:20.are doing and using the tools they have at their disposal but what they

:24:21. > :24:24.also want to do is make sure new regulations are put in place that as

:24:25. > :24:27.they could see it could lower the privacy and protections of these

:24:28. > :24:33.networks for all users rather than just a few. Slightly defensive but

:24:34. > :24:36.slightly offensive as well to make sure they aren't too broadly

:24:37. > :24:41.affected by what they think could be knee-jerk reactions. Give us a sense

:24:42. > :24:47.of the scale of all the content that is being uploaded to these sites. It

:24:48. > :24:52.is huge, hundreds and hundreds of hours every second uploaded to

:24:53. > :24:55.YouTube, and some of that, as you would expect, is extremist content.

:24:56. > :25:00.They've done an incredible amount of work to try to solve that but some

:25:01. > :25:04.slips through, there was a recent issue YouTube had with advertising

:25:05. > :25:07.appearing next to this content so in many ways these extremists were

:25:08. > :25:12.being funded by having YouTube videos but as soon as that was

:25:13. > :25:16.brought to their attention they say they've done what they can to stop

:25:17. > :25:21.that. Where the debate will move to now is encroaching, we had stories

:25:22. > :25:24.in the last few months about whether encrypted messaging services, very

:25:25. > :25:28.hard to read those messages if you are in the intelligence services,

:25:29. > :25:32.whether that should be allowed, whether encrypted messaging apps

:25:33. > :25:36.should be used as widely as they are but the argument against that kind

:25:37. > :25:40.of thing is terrorists could simply move to a different platform if

:25:41. > :25:44.they're not on Facebook or elsewhere. Dave Lee, our BBC North

:31:10. > :31:15.this morning that 31 people remain in critical care. Let us take you

:31:16. > :31:19.through the key developments this morning. Police say they have

:31:20. > :31:23.identified the three men who murdered seven people and left

:31:24. > :31:28.dozens injured in a brutal assault on Saturday night. They have

:31:29. > :31:31.identified them but they are yet to name the because of operational

:31:32. > :31:37.reasons. The first of the victims has been named. Her name is

:31:38. > :31:42.Christine Archibald, from Canada. Her family says she had room in her

:31:43. > :31:45.heart for everyone. She was engaged and due to be married. She was

:31:46. > :31:52.spending time in Europe with her fiance. 11 people are in custody at

:31:53. > :32:00.this stage following the arrest in arcing. -- Barking. Islamic State

:32:01. > :32:08.have claimed responsibility and we will be updating you throughout the

:32:09. > :32:10.morning with police reports. A brief glimpse of the three

:32:11. > :32:13.knifemen as they headed And then, eight minutes

:32:14. > :32:23.after their attack began, the gunfire, as it was

:32:24. > :32:26.brought to an end. In all, eight officers

:32:27. > :32:29.fired 50 rounds. One passerby was hit

:32:30. > :32:33.by a stray bullet. So-called Islamic State has now

:32:34. > :32:37.claimed responsibility, as they often do for

:32:38. > :32:44.any terror incident. In London, the police

:32:45. > :32:46.investigation continues apace. In East Ham, a man scrambled

:32:47. > :32:49.across buildings, with police weapons trained on him,

:32:50. > :32:54.before apparently being detained. In Barking, in East London,

:32:55. > :32:56.12 people were arrested, seven of them women,

:32:57. > :33:00.as police searched properties thought to be linked

:33:01. > :33:03.to the attackers. One neighbour who did not want to be

:33:04. > :33:07.identified said he had warned the police about one

:33:08. > :33:09.of the suspects. We spoke about a particular

:33:10. > :33:11.attack that happened and, like most radicals, he had

:33:12. > :33:14.a justification for anything, And so that day I realised I need

:33:15. > :33:22.to contact the authorities. The list of those killed and injured

:33:23. > :33:25.reflects the cosmopolitan Christine Archibald was 30

:33:26. > :33:31.and from British Columbia in Canada. Her family said she would have had

:33:32. > :33:34.no understanding of the callous The French Foreign Minister said one

:46:15. > :46:18.to the day for some but not in London as we've just seen and as we

:46:19. > :46:23.head through the week, some heavy rain around, also windy at times,

:46:24. > :46:26.some of us seeing some gales, especially with exposure. Cool wind

:46:27. > :46:30.but it changes direction towards the end of the week and we will start to

:46:31. > :46:34.see the wind coming from the south-west, turning a bit warmer.

:46:35. > :46:43.You can see the extent of the rainfall we've had this morning,

:46:44. > :46:45.some of it particularly heavy in north Wales. All that rainfall is

:47:51. > :47:55.flooding. It's all due to this area of low pressure that will be

:47:56. > :48:03.ensconced in Scotland tomorrow with its trailing front introducing rain

:48:04. > :48:06.in western parts of England. Blustery conditions, quite windy,

:48:07. > :48:09.especially on the English Channel coast like adjacent to the Bristol

:48:10. > :48:13.Channel and you can see where we have some showers and some of them

:48:14. > :48:16.could be heavy and thundery. As we head on into Wednesday, how rain

:48:17. > :48:20.continues to advance steadily to the north-east. Still blustery winds, a

:48:21. > :48:23.lot of dry weather and then the next system is swinging from the

:48:24. > :48:28.south-west, introducing more rain. Temperature wise, note the change in

:48:29. > :48:32.wind direction, coming from the south-west so back up at 20, but a

:48:33. > :48:36.more northerly component in the north so it's that bit lower. That

:48:37. > :48:40.system moves across southern areas during the course of Wednesday and

:48:41. > :48:46.you can see the trailing front is coming in behind it, so Thursday,

:48:47. > :48:49.we're still pulling in this southerly wind and still a fair bit

:48:50. > :48:52.of rain moving in across the south, heading slowly northwards. The far

:48:53. > :48:55.north of the country hangs onto drier and brighter conditions with

:48:56. > :48:58.sunshine and temperatures between 13 and 20.

:49:55. > :49:58.13-year-old Lucy and her mum Amri, it's not that simple. This is a

:49:59. > :50:02.fantastic gesture that this concert has taken place but I still believe

:50:03. > :50:07.it is too soon. You see has been having panic attacks through the

:50:08. > :50:12.night, not sleeping, and then when you think you finally are making

:50:13. > :50:19.some progress and moving on, it comes back. What have the last two

:50:20. > :50:29.weeks been like? Just stressful and not been happy. Lucy and Ann-Marie

:50:30. > :50:33.were at the Manchester Arena two weeks ago, we filmed with them a day

:50:34. > :50:44.after. I was very terrified and scared. I just don't understand why

:50:45. > :50:47.they would be so horrible to people. Just getting too last night's

:50:48. > :50:53.concert after witnessing the horrors of the suicide bomber, and of

:50:54. > :50:59.extraordinary achievement. So proud of Lucy for agreeing to come today,

:51:00. > :51:04.but I'm very nervous. This is a massive step for all of us today.

:51:05. > :51:09.Just before the concert, Lucy and her mum released two balloons, their

:51:10. > :51:19.personal way of remembering those who lost their lives two weeks ago.

:51:20. > :51:26.The concert itself saw a remarkable return to Manchester for Ariana

:51:33. > :51:41.over the world like Justin Bieber, with the clear message of the night.

:53:53. > :53:58.they want to hear on Brexit in the run-up to the election? 53% of the

:54:06. > :54:12.need politicians to step up and provide great positive leadership

:04:52. > :04:57.London Bridge and then went on a rampage in this area. So many people

:16:21. > :16:24.morning where the general election campaigning had begun in earnest

:16:25. > :16:29.once again. There was a pause effectively for a day in tribute to

:16:30. > :16:33.those who lost their lives. With me this morning here is Emily

:16:34. > :16:39.Thornberry, the Shadow Home Secretary. I wanted your thoughts

:16:40. > :16:45.first of all this morning with this right, blue sky over London. London

:16:46. > :16:50.has been through this process before after dreadful events. What happens

:16:51. > :16:56.next? We are a really strong city that is an example to the world. We

:16:57. > :17:00.are busy and vibrant. There is noise in the background. People are

:17:01. > :17:06.cycling to work. People are getting on with their lives. There is a

:17:07. > :17:09.resilience to London we have shown for decades. We will continue. We

:17:10. > :17:13.will continue to be strong. But it has been a terrible shock. We kind

:17:14. > :17:20.of knew we were vulnerable. We have seen very recently. But it is always

:17:21. > :17:24.a shock and it is always frightening and horrible. Like many Londoners, I

:17:25. > :17:29.did not get much sleep on Saturday night. There is not so much time

:17:30. > :17:36.before people have to vote on Thursday. This has been awkward in

:17:37. > :17:44.some respects, that campaigning is back on now. The message Labour has

:17:45. > :17:48.in terms of terror which has gone to the top of the agenda, Jeremy Corbyn

:17:49. > :17:53.was accusing the reason may of trying to do policing on the cheap.

:17:54. > :17:59.What is the proposal Labour as that would be different? This is a

:18:00. > :18:03.multifaceted problem. There is not one thing that will solve this. I

:18:04. > :18:10.think we have to be subtle about this and we need to be intelligent.

:18:11. > :18:14.The truth is, and it is a truth, the police are very stretched. You just

:18:15. > :18:18.need to ask many of the armed police officers on the streets. They come

:18:19. > :18:23.from all over and have had to be brought in. Under a time of stress,

:18:24. > :18:26.we are relying on their good will. They were recently helping in

:18:27. > :18:31.Manchester and now it is London. It is quite clear we don't have enough

:18:32. > :18:35.armed police officers. And we don't have the same number as we did under

:18:36. > :18:42.ray Labour government. We have been cutting back. Help me with some of

:18:43. > :18:47.the questions. The tone around these debates is changing. People want

:18:48. > :18:51.specifics. You are saying you need more armed officers and more police

:18:52. > :18:56.officers. Give us some numbers. We sent it out in the manifesto like

:18:57. > :19:01.many other things in relation to the manifesto. We set over the lifetime

:19:02. > :19:05.of the next parliament if we are elected we will introduce another

:19:06. > :19:11.10,000 officers. And that would not make up for all of the cutback in

:19:12. > :19:14.police officers, but it would mean every small political area, every

:19:15. > :19:21.ward, would have won community officer. -- one. The question is,

:19:22. > :19:25.can they stop terrorism? In the end, effective policing has to be done

:19:26. > :19:31.with the community, not imposed on the community. People are trying to

:19:32. > :19:36.draw conclusions. It comes down to a stark choice. People are thinking in

:19:37. > :19:40.a different way. Which government do we vote for that will keep us safe,

:19:41. > :19:46.that will stop another of these attacks, three in three months in

:19:47. > :19:50.the UK. Why should they have the confidence in a Labour government?

:19:51. > :19:53.Because I think our approach is one where we fundamentally believe that

:19:54. > :19:59.you need to have a community working with police. Only when we work with

:20:00. > :20:02.our police officers, like, for example, there are rumours around in

:20:03. > :20:06.relation to these murderers, just like in relation to the Manchester

:20:07. > :20:11.murderers, that alarm bells had been run by the community, and perhaps

:20:12. > :20:14.the lines of communication were not as good as they could be. Police

:20:15. > :20:18.officers need to be working with us. People need someone they can trust

:20:19. > :20:23.to speak to. That is one area where we say we need to focus on. But

:20:24. > :20:28.there are a number of other areas. That can be things as wide as we

:20:29. > :20:32.need to look again when we get engaged in international wars and

:20:33. > :20:39.conflicts about what the effects may be on those countries in terms of

:20:40. > :20:44.leaving other government ungoverned spaces, because that is where

:20:45. > :20:47.Islamic State can flourish and you can have training camps. We will

:20:48. > :20:51.look again at the funding in relation to Islamic State and the

:20:52. > :20:58.more rigourous about that. And the funding of some of our mosques. We

:20:59. > :21:03.need to look at relationships with rich Saudi Arabian businesspeople.

:21:04. > :21:08.There is a report being compiled for the last 18 months. Theresa May has

:21:09. > :21:18.seen it and we don't know what is happening with it. Thank you. Right,

:25:11. > :25:14.duck and cover and they were locking the door. A young man puts his foot

:25:15. > :25:21.behind the door and his weight behind it, stopping people getting

:25:22. > :25:26.in. Everyone turned over tables and duct and looked for any help. You

:25:27. > :25:30.just knew it was something bad happening? It was clear something

:25:31. > :25:38.bad was happening. You look at people's faces. It is obviously a

:25:39. > :25:46.terror attack. There are screams next door. A person for a table. It

:25:47. > :25:51.turned out to be a man who saw someone stabbing a woman and tried

:25:52. > :25:55.to throw a table to stop them doing what they were doing. He is one of

:25:56. > :26:01.the heroes from Saturday night. A few minutes later, someone walking

:26:02. > :26:04.out just next door to wear we are holding his throat, his upper body

:26:05. > :26:10.covered, absolutely covered, in blood. He staggers through the

:26:11. > :26:16.market. I hope you found the medical support he needed. I feel like is

:26:17. > :26:20.one of the people that was lost to us on that evening. They tried to

:26:21. > :26:24.bring order to what was happening in the restaurant to be panicked people

:26:25. > :26:29.wanted to open the fire escape, which I think was a bad idea. There

:26:30. > :26:35.was a pregnant woman who needed a seat and water and more calm than we

:26:36. > :26:40.could have provided... You had to stay in the place for a while? Yeah,

:26:41. > :26:44.yeah. We finally found the key and got the door locked. The police

:26:45. > :26:50.swept through quickly. There were gunshots which scared people again.

:26:51. > :26:55.It happened a second and third time. More gunshots. Then everyone went

:26:56. > :26:59.quiet. I was looking on social media to patch together what was

:27:00. > :27:04.happening. Most happened on the bridge. But we knew we were in a

:27:05. > :27:08.different place. Eventually, after about half an hour of lockdown, they

:27:09. > :27:14.started evacuating the restaurant. The police gave us a head-up we

:27:15. > :27:21.could leave. Thank you for coming in down for us today. Many stories are

:27:22. > :27:24.merging of real heroism. People going towards danger, helping each

:27:25. > :27:30.other. You must have heard many of those already. There was the guy who

:27:31. > :27:34.kicked us off when he could have run away, the guy who threw his body to

:27:35. > :27:39.close the door, the person who threw something to stop someone being

:27:40. > :27:45.stabbed. And then there was the police officers. I did not mention

:27:46. > :27:51.them. We had to watch out for the paramedics. They were the eyes and

:27:52. > :27:55.ears. One of the things that dawned on me, and maybe I knew this before,

:27:56. > :28:01.but I saw it, paramedics, they were helping the woman. These people run

:28:02. > :28:05.at the danger. They turned their back on danger. Be put together the

:28:06. > :28:09.lives in front of us while we run for our lives. That is remarkable.

:28:10. > :28:14.The trust that they have in the police for having their back. It is

:28:15. > :28:18.second to none. They are everyday heroes. Their family... I don't know

:28:19. > :28:22.how they go about their lives knowing they may not come home to

:32:33. > :32:39.me there. Police officers, armed police officers in and around the

:32:40. > :32:44.area. The area immediately around here, Borough Market, was the scene

:32:45. > :32:47.of harrowing moments of people. We heard from eyewitnesses in a moment

:32:48. > :32:51.ago and many of those killed and injured were killed in those

:32:52. > :32:54.minutes. Late into the night on Saturday night. Let's bring you a

:32:55. > :33:01.couple of the key developments this morning. Police investigating the

:33:02. > :33:04.terror attacks they they know the identities of the three men. Details

:33:05. > :33:08.are not to be released because of operational reasons. Men and women

:33:09. > :33:11.arrested are still in custody and in terms of the logistics, we know that

:33:12. > :33:16.London Bridge itself has reopened this morning and as you can probably

:33:17. > :33:20.hear from the noise around me, many of the streets in the immediate

:33:21. > :33:24.vicinity here are open but, nonetheless, these streets remain

:33:25. > :33:27.closed. It is worth saying as well that the first victim has been

:33:28. > :33:32.officially named as Chrissy Archibald from Canada. She moved to

:33:33. > :33:37.Europe to be with her fiance and we are hearing tributes to her from her

:33:38. > :33:42.family this morning. We are trying to get some more information on the

:33:43. > :33:45.police enquiry. We can speak now to Cressida Dick, the commission of the

:33:46. > :33:49.Metropolitan Police. Thank you so much for your time this morning. I

:33:50. > :33:53.wonder if we could start, we hear many stories and we just heard some

:33:54. > :33:57.from one of the eyewitnesses hear about the bravery of both the public

:33:58. > :33:58.and police officers. You must have heard many of those stories

:33:59. > :34:03.yourself. Absolutely I have. This was a

:34:04. > :34:08.terrible and appalling attack and all of our thoughts are with those

:34:09. > :34:12.who have been affected. Of course, those who've lost their lives.

:34:13. > :34:19.Admits that horror and anger and sorrow is, of course, it is mingled

:34:20. > :34:23.with huge admiration. Those of us who were not there are an aura of

:34:24. > :34:29.what both the police officers armed and unarmed officers we heard about

:34:30. > :34:31.and, indeed, the emergency services and numbers of the public.

:34:32. > :34:36.Extraordinary amount of courage. I have been lucky enough to meet some

:34:37. > :34:44.of the people involved in the last 24 hours and I simply pay tribute to

:34:45. > :34:47.them all. We are hearing one story in particular, often hard to pick

:34:48. > :34:52.out individuals, but I understand there was a British Transport Police

:34:53. > :34:57.officer who, maybe you can tell is a little more, he was one of those who

:34:58. > :35:02.was an armed but stood in front of the attackers with just a pattern

:35:03. > :35:07.and was quite severely injured. Could you tell a syllable more about

:35:08. > :35:13.that situation? I think my colleague spoke about this yesterday. In fact,

:35:14. > :35:17.we do have a Metropolitan Police officer, maybe do when you are

:35:18. > :35:21.referring to, who was an armed. I met his family in the middle of

:35:22. > :35:27.Saturday night into Sunday morning and he was there of duty. He had

:35:28. > :35:33.finished his day at work and he was having a drink with friends in the

:35:34. > :35:39.market and he witnessed the attack and he witnessed members of the

:35:40. > :35:43.public and, indeed, our uniformed officers, being very severely

:35:44. > :35:46.assaulted. My understanding is that without hesitation, wearing his

:35:47. > :35:51.normal clothes, he dived in and tried to assist. He, I'm afraid, was

:35:52. > :35:58.himself severely injured but utterly heroic. And then members of the

:35:59. > :36:05.public stepped in to try to assist him. They stayed with him and

:36:06. > :36:09.performed first aid on him. And then another plainclothes officer arrived

:36:10. > :36:12.and the members of the public stayed with him and the plainclothes

:36:13. > :36:17.officer as they drove him to the hospital. In the back of a police

:36:18. > :36:23.car. He is in hospital, in a serious condition. But as you say, it is

:36:24. > :36:30.hard to pick out because there are so many stories. We are immensely

:36:31. > :36:33.proud of him and what he did. In terms of the investigation, could

:36:34. > :36:36.you bring us right up today? We understand there have been a number

:36:37. > :36:40.of raids overnight. Can we be brought up today with those in the

:36:41. > :36:44.number of people currently in custody? We have been moving quite

:36:45. > :36:49.quickly and you have heard that we believe we know the identities of

:36:50. > :36:57.these people who carried out this appalling attack. Very high priority

:36:58. > :37:00.for us, obviously, is to try to understand whether they were working

:37:01. > :37:05.with anyone else, whether anybody else was involved, in the planning

:37:06. > :37:11.of this at Tak. And to find out the background to it. We have made a

:37:12. > :37:15.number of arrests over the last 24 and 36 hours. At the moment I am

:37:16. > :37:21.right in saying we still have 12 people in custody we have carried

:37:22. > :37:26.out searches in a variety of places in east London and we have seized a

:37:27. > :37:29.huge amount of forensic material. We are moving quickly and we are

:37:30. > :37:36.working closely with the intelligence agencies in that work.

:37:37. > :37:39.This morning we were hearing from some security sources in connection

:37:40. > :37:43.with the van that the three men used, that there may have been

:37:44. > :37:47.things that within the van, possibly concrete blocks or some containers

:37:48. > :37:52.of some kind. Can you give us any information on that? I can not

:37:53. > :37:56.comment any more on what we have found. All I will say is that

:37:57. > :38:00.obviously we do have the van, we have a huge amount of other forensic

:38:01. > :38:05.material, both from the scene at Borough Market and from our searches

:38:06. > :38:14.and seizures we have made. We will be piecing together what happened.

:38:15. > :38:18.For, we hope, potentially trials of individuals and certainly for the

:38:19. > :38:25.coroner. We have been going through the van very carefully. The comments

:38:26. > :38:29.yesterday we heard in connection with the actual use of weapons

:38:30. > :38:32.yesterday by the police officers who shot dead the attackers. It was

:38:33. > :38:37.described as an unprecedented response. There must be enormous

:38:38. > :38:44.pressure on the police and security services right now. Could you give

:38:45. > :38:47.us a sense of that? Yes. The response was extraordinary. I think

:38:48. > :38:52.everybody would agree with that. The armed officers, eight minutes from

:38:53. > :38:56.the moment we first received our first call, as I understand it, to

:38:57. > :39:04.the moment when they had neutralised the threat from these individuals,

:39:05. > :39:07.the three attackers. They were dead. Following on from that, clearly

:39:08. > :39:12.there is a huge operation, both to make sure that we can keep people

:39:13. > :39:19.safe at that immediate scene, examine the scene and then roll out

:39:20. > :39:27.proper protection across London for individuals, for events, for a other

:39:28. > :39:29.events. We have thousands of officers engaged now both in the

:39:30. > :39:32.investigation working with colleagues up and down the country

:39:33. > :39:38.and, secondly, in giving people safe across London. It is a very large

:39:39. > :39:43.scale response. I wonder what reassurances you could give people

:39:44. > :39:45.after events. Of course, in Westminster and people are seeing

:39:46. > :39:50.parallels between what happened there and this attack in London but

:39:51. > :39:54.also, of course, the bomb attack in Manchester. What reassurances can

:39:55. > :40:00.you give people about whatever new measures may be in place to keep

:40:01. > :40:07.people safe? This has been a truly ghastly few weeks with the attacks

:40:08. > :40:13.that you have mentioned. That in itself is unprecedented in my

:40:14. > :40:17.working life. That said, we in this country have faced a terrorist

:40:18. > :40:23.threat again throughout my life, actually, that threat changes and

:40:24. > :40:31.morphs and we will change and adapt to what appears to be a kind of new

:40:32. > :40:35.reality for us. We have fantastic people, we have very high levels of

:40:36. > :40:39.skills, we have excellent international relationships and an

:40:40. > :40:43.ability to work with our intelligence agencies here. As you

:40:44. > :40:50.are aware, since 2013 we have foiled, I think, 18 plots, certainly

:40:51. > :40:53.in the high teens. We arrest about one person a day and have been for

:40:54. > :40:58.some time, in relation to counter terrorism. We have very good

:40:59. > :41:04.intelligence and were frequently able to disrupt or indeed provide

:41:05. > :41:08.highly effective protection where we think an event or a place is at

:41:09. > :41:12.risk. I understand people will be concerned and all I can say is that

:41:13. > :41:18.we will be doing everything in our power and we will be stepping up a

:46:09. > :46:13.dead is a remarkable thing. We should pay tribute to them. Thoughts

:47:13. > :47:17.sure there are enough police. The police have done a fantastic job.

:47:18. > :47:21.Crime has fallen by a third. As the Prime Minister said, the nature of

:47:22. > :47:28.crime is changing. There is more on line crime. Police should get a

:47:29. > :47:32.tribute for doing what they have done. We as a government stand ready

:47:33. > :47:36.to back them and give them the powers they need, powers we have

:47:37. > :47:41.consistently voted for, unlike, it has to be said, Jeremy Corbyn.

:47:42. > :47:46.Police numbers have gone down under this government. In 2010, we faced

:47:47. > :47:52.an unprecedented level of deficit, the largest peacetime deficit ever,

:47:53. > :47:56.and difficult decisions had to be taken. All parties at that time

:47:57. > :48:00.agreed there would need to be cuts, there would need to be a efficiency

:48:01. > :48:08.savings. That was agreed by all parties. In 2015, when the Labour

:48:09. > :48:12.Party were calling for a 10% cut in funding, we protected the budget to

:48:13. > :48:16.make sure that was not the case. We always stick by the police to make

:48:17. > :48:20.sure they have what they need. It is not just about pure numbers of

:48:21. > :48:25.police, it is how they are deployed, the training, capabilities, and the

:48:26. > :48:29.powers they need to be and Jeremy Corbyn over 30 years has voted

:48:30. > :48:35.against every one of those, proudly, against those powers. On Thursday,

:48:36. > :48:39.it is a clear choice, do we want Theresa May in Downing Street

:48:40. > :48:42.prepared to give the police the powers they need, or do you want

:48:43. > :48:46.Jeremy Corbyn, whose actions speak he votes against everything that

:48:47. > :48:50.comes forward. The Labour Party are talking, though, you will be

:48:51. > :48:53.familiar, about more police officers. Another question as well

:48:54. > :48:59.about the reason may. She talked about far too much tolerance of

:49:00. > :49:04.extremism -- Theresa May. What does she mean? What will she do about it?

:49:05. > :49:10.She talks about a four-pronged approach. We have to confront the

:49:11. > :49:16.ideology and be clear the rear is one. It is not one that is shared by

:49:17. > :49:19.the vast majority in this country. -- there is one. Few people believe

:49:20. > :49:24.it is something that represents Islam. It does not represent Islam.

:49:25. > :49:28.They believe it does. We also have to look at the Internet and we have

:49:29. > :49:33.to look at safe spaces. It has been too easy for too long for Internet

:49:34. > :49:36.companies and others to allow safe spaces on the Internet where

:49:37. > :49:41.radicalisation can happen. We need to confront that. We need to look at

:49:42. > :49:43.segregation. We cannot have communities in this country

:49:44. > :49:47.completely segregated from each other. We have common values, we

:49:48. > :49:51.share so much in this country we need to make sure we are working

:49:52. > :49:54.together and living together. And then we have been clear that we will

:49:55. > :50:01.review counter-terrorism and make sure that our strategy, that has

:50:02. > :50:05.worked so well in the past, but is facing unprecedented levels of

:50:06. > :50:09.threat, we just need to put that into context, in the period from the

:50:10. > :50:17.Lee Rigby murder to the Westminster terror attack early in March, we

:50:18. > :50:21.have 13 terror plots foiled. Since the Westminster attack, three have

:50:22. > :50:25.gotten through, but another five, that is eight in total, eight plots

:50:26. > :50:30.in 70 days is a phenomenal number. I am afraid we are running out of time

:03:19. > :03:22.wake of Saturday night's attack in which seven people were killed.

:03:38. > :03:42.You can see Borough Market to my left. These streets are cordoned off

:03:43. > :03:45.as the investigation continues. If you look closer, you can see some

:03:46. > :03:48.flowers that have been laid in tribute to those that have lost

:03:49. > :03:53.their lives and those that have been injured. Armed police on the scene.

:03:54. > :03:58.Let's bring you up-to-date with the very latest developments. Police

:03:59. > :04:02.have said this morning that they know the names of the three

:04:03. > :04:03.attackers, but they don't want to reveal them yet for what they are

:04:04. > :04:09.calling operational reasons. The first of the victims has

:04:10. > :04:24.been named as Christine She was a Canadian who used to work

:04:25. > :04:28.as ease in a homeless shelter before moving to London. Counterterrorism

:04:29. > :04:33.officers have detained more people. There were raids in Barking and new.

:04:34. > :04:36.Six properties have been searched. The latest information is that 11

:04:37. > :04:41.people are being held in custody following a series of arrests. We

:04:42. > :04:47.have been speaking to eyewitnesses here this morning. Many of those

:04:48. > :04:51.involved in the immediate aftermath, some were members of the public that

:04:52. > :04:55.were caught up in events, but also we are hearing more and more stories

:04:56. > :05:01.of police officers, some of whom were unarmed, and who came to eat

:05:02. > :05:07.the assistance and tug on the attackers. For around eight minutes,

:05:08. > :05:09.in the streets around me here. We have been speaking to the

:05:10. > :05:13.Metropolitan police Commissioner Cressida Dick. She has been talking

:05:14. > :05:15.about some of the police officers and some of those she has been

:05:16. > :05:17.talking to. My understanding is,

:05:18. > :05:19.without hesitation, wearing his normal clothes,

:05:20. > :05:25.he dived in and tried to assist. He, I'm afraid, was himself severely

:05:26. > :05:30.injured but utterly heroic. And then members of the public

:05:31. > :05:33.stepped in to try to assist him, stayed with him and performed first

:05:34. > :05:39.aid on him. Another plainclothes officer arrived

:05:40. > :05:43.and the members of the public stayed with him and the plainclothes

:05:44. > :05:45.officer as they drove him to the hospital

:05:46. > :05:49.in the back of a police car. He is in hospital,

:05:50. > :05:53.he is in a serious condition. As you say, it is hard to pick out,

:05:54. > :05:57.because there are so many stories, but I am immensely proud of him

:05:58. > :06:11.and what he did. That was Cressida Dick, talking to

:06:12. > :06:15.us a short time ago, detailing some of the harrowing moments in the

:06:16. > :06:20.immediate aftermath of the attack as officers and members of the public

:06:21. > :06:24.tried to stop those attackers as they were going around the streets

:06:25. > :06:28.behind me. Let's bring you right up to date with the casualties, those

:06:29. > :06:31.people that have been injured. Apologies for the noise, you can

:06:35. > :06:39.area. The roads behind me are closed, but it is very busy in and

:06:42. > :06:49.where some of those are being treated. Good morning. It is thought

:06:50. > :06:53.48 people in total were taken to hospital. Overnight, 36 people are

:06:54. > :06:57.still being treated in five hospitals across London. The Royal

:06:58. > :07:02.London, St Thomas's Hospital, University College, St Mary's and

:07:03. > :07:06.Kings College Hospital behind me. 21 people are still in a critical

:07:07. > :07:11.condition. Theresa May, the Prime Minister, visited some of those

:07:12. > :07:16.undergoing treatment. This hospital and the others that I mentioned are

:07:17. > :07:20.all part of a major trauma network, the well rehearsed plan kicked into

:07:21. > :07:24.place, tales of bravery we just heard about, also from the first

:07:25. > :07:28.responders and medical staff that run towards danger to help people so

:07:29. > :07:34.in desperate need. If we have any changes to the status of those

:07:35. > :07:36.people, we will bring them to you. As we understand this morning, 21

:07:37. > :07:44.people remain in a critical condition. Thank you very much. We

:07:45. > :07:48.were speaking to Cressida Dick, the Metropolitan police Commissioner, a

:08:15. > :08:21.morning. The Metropolitan police say they happened at 4.15 this morning,

:08:22. > :08:24.two locations in east London, new and barking. They say that a number

:08:25. > :08:29.of people were detained, they have not been formally arrested, and

:08:30. > :08:32.searches are ongoing. The BBC have heard from a number of people that

:08:33. > :08:37.witnessed them. They say there was what appeared to be gunfire, 20 or

:08:38. > :08:40.30 shots. New barriers have gone up in some of the bridges around

:08:41. > :08:51.London. Westminster Bridge is very close. That is where the leader --

:08:52. > :08:55.Khalid Massoud mowed down pedestrians. They separate the

:08:56. > :09:02.motorway from pedestrians and should give some reassurance to the people

:09:03. > :09:07.of London. We will have more from here. We are in Borough Market. The

:10:20. > :10:26.Cobra meeting in Westminster in the next hour or so. After that, Theresa

:10:30. > :10:33.she thinks she can do if she is re-elected as prime minister. There

:10:34. > :10:36.is criticism from Labour and the Liberal Democrats over her track

:10:37. > :10:41.record as Home Secretary before she became Prime Minister, with falling

:10:42. > :10:45.police numbers. The Liberal Democrats pointed to an unpublished

:10:46. > :10:48.report about the financing of terrorism and suggested the

:10:49. > :10:51.government ought to publish that straightaway, suggesting there is

:10:57. > :11:01.to connections to Saudi Arabia. The UK sells a lot of arms to Saudi

:14:20. > :14:22.you have to try to make sense of what has happened? To people of

:14:23. > :14:29.faith, it is important that Christians are good Christians, that

:14:30. > :14:34.Muslims are good Muslims. The world is a better place when that happens.

:14:35. > :14:40.That is a challenge to everyone. But there is never any justification for

:14:41. > :14:45.hatred that leads to violence. For the wider community, what are the

:14:46. > :14:50.values on which we wish to build our society? They must be about justice,

:14:51. > :14:54.goodwill, caring, sharing love for others. These are the things that

:14:55. > :14:59.bind the human race together and have a particular form for each of

:16:07. > :16:09.questions. Many people are asking questions is this really what Islam

:16:10. > :16:13.teaches? We were here yesterday. We're here today. We want to speak

:16:14. > :16:18.to people and give them the chance to speak to people. I am an imam

:16:19. > :16:21.myself. We want to let people know that Islam actually teaches if you

:16:22. > :16:26.kill one person, it is like the killing of the whole of humanity.

:16:27. > :16:31.The scripture is clear that these acts find no justification in the

:16:32. > :16:34.teachings of Islam. We want to make that clear so unity can be

:16:35. > :16:38.established which is crucial. It's interesting, Theresa May made

:16:39. > :16:42.reference to a very difficult conversations and discussions that

:16:43. > :16:46.have to take place and you will be aware too that a lot of people

:16:47. > :16:52.completely understand the definition of your religion and in how these

:16:53. > :16:57.acts are nowhere near, have nothing to do with it, but at the same time

:16:58. > :17:02.they ask questions why someone within that community is able to

:17:03. > :17:07.carry out an act like this and the alerts are not there, that people

:17:08. > :17:10.are not seeing the signs. How do you deal with those issues and going

:17:11. > :17:16.forward, how can we make sure it can't or won't happen again? Several

:17:17. > :17:21.years ago the head of the Islam community said that mosques should

:17:22. > :17:23.be open and should be monitored. All mosques, they are open to be

:17:24. > :17:26.monitored by the State. It's important, some people might think

:17:27. > :17:32.that might be spying, but we feel that the security of the nation is

:17:33. > :17:35.paramount and it's more important than issues of privacy. Mosques

:17:36. > :17:39.should be open. They are open places and if there are any hate preachers

:17:40. > :17:44.that are finding platforms here in the UK and different places even if

:17:45. > :17:48.in universities or online, hate preaching should be curbed because

:17:49. > :17:52.it is misguiding youngsters who are impressionable.

:31:23. > :31:27.minutes after the police got those first alerts, with many running in

:31:28. > :31:34.fear for their lives. Seven people were killed, 48 injured in all. 21

:31:35. > :31:38.people are still in critical care. Apologies for the noise. Behind the

:31:39. > :31:41.cameras, London is waking up and a lot of people are going to work as

:31:42. > :31:46.they normally would. The sun is shining. But these streets remain

:31:47. > :31:48.closed off because there is a forensic investigation under way.

:31:49. > :31:52.Let's take you through the key developments this morning.

:31:53. > :31:54.Police say they now know the names of the three attackers

:31:55. > :31:57.but they don't want to reveal them yet, for operational reasons.

:31:58. > :32:03.The first victim has been named as Chrissy Archibald,

:32:04. > :32:06.a Canadian woman who used to work in a homeless shelter

:32:07. > :32:15.She was engaged to be married. Her fiance was here in London with her.

:32:16. > :32:17.This morning, counter-terrorism officers have detained more people

:32:18. > :32:31.But London Bridge is open to pedestrians

:32:32. > :32:39.On many bridges across the Thames, there will be more security

:32:40. > :32:49.operations in the future. Earlier, the Metropolitan Police

:32:50. > :32:56.commissioner, Cressida Dick, Described the new reality of the

:32:57. > :33:00.terror threat faced across the UK and specifically in London. She has

:33:01. > :33:04.also been talking about the acts of heroism, but by members of the

:33:05. > :33:08.public but also by some of the police officers. The armed police

:33:09. > :33:12.units came in very quickly onto the scene and shot dead the three

:33:13. > :33:19.attackers. But before they arrived, stories have been emerging of police

:33:20. > :33:22.officers who were trying to tackle those three men unarmed.

:33:23. > :33:24.My understanding is that without hesitation,

:33:25. > :33:31.wearing his normal clothes, he dived in and tried to assist.

:33:32. > :33:36.He, I'm afraid, was himself severely injured, but utterly heroic.

:33:37. > :33:40.And then members of the public stepped in to try to assist him,

:33:41. > :33:43.stayed with him and performed first aid on him.

:33:44. > :33:48.And then another plainclothes officer arrived and the members

:33:49. > :33:51.of the public stayed with him and the plainclothes officer

:33:52. > :33:58.as they drove him to the hospital in the back of a police car.

:33:59. > :34:01.He's in hospital, he's in a serious condition.

:34:02. > :34:04.But, as you say, it is hard to pick out, because there

:34:05. > :34:07.are so many stories, but I am immensely proud

:34:08. > :34:21.That was the Metropolitan Police Commissioner Cressida Dick, talking

:34:22. > :34:26.to us earlier. There are some harrowing images from the dreadful

:34:27. > :34:31.sequence of events on Saturday night. But it is worth saying that

:34:32. > :34:34.amongst that horror, as Cressida Dick was saying, both police

:34:35. > :34:37.officers and members of the public were prepared to put themselves at

:34:38. > :34:43.risk to help others. One of the eyewitnesses that night was in a bar

:34:44. > :34:46.in one of the street behind me, caught up in those events, was

:34:47. > :34:53.Richard Angell. He spoke to us earlier.

:34:54. > :34:58.Right in the middle of Borough market, my friend and I were having

:34:59. > :35:06.to return on everyone should go to, and we were at the table

:35:07. > :35:09.It becomes apparent that the security from the market

:35:10. > :35:12.are saying, "Lock the door and duck and cover", and this young man,

:35:13. > :35:14.underpaid and overworked, as he is from the restaurant,

:35:15. > :35:17.puts his foot behind the door and his weight behind it,

:35:18. > :35:19.else turned over tables, gets under chairs, just ducks

:35:20. > :35:21.and covers for whatever help they could get.

:35:22. > :35:24.And at that stage, you just think there is some kind of attack,

:35:25. > :35:28.It's clear that something really bad is happening, and you can tell,

:35:29. > :35:30.you just look at people's faces and they're in the middle

:35:31. > :35:33.of a terrorist attack and everybody thinks the worst.

:35:34. > :35:35.You could hear screams from the bar next door.

:35:36. > :35:37.Opposite, there's a guy who throws a table.

:35:38. > :35:40.Didn't know what that was at the time, but turns out to be this

:35:41. > :35:43.heroic man that saw these vile, cowardly people stabbing a young

:35:44. > :35:45.woman and threw glasses and bottles and a table

:35:46. > :35:48.to stop them doing what they were doing.

:35:49. > :35:50.He is one of those heroes from Saturday night.

:35:51. > :35:54.Then a few minutes later, I look up and see a guy walk out

:35:55. > :35:57.of a bar just next door to where we are, holding his neck

:35:58. > :36:00.or his throat or his upper body, covered, absolutely covered in blood

:36:01. > :36:05.and kind of staggers through the market, lost to us,

:36:06. > :36:08.and I'm hoping that he found the medical support that he needed

:36:09. > :36:18.and I fear he was one of the people lost to us on that evening.

:36:19. > :36:25.As you heard, Richard was one of those caught up in the events. 21

:36:26. > :36:29.people remain in critical care. Louise, you have been reflecting on

:36:30. > :36:32.events in Manchester and that wonderful concert last night which

:36:33. > :36:37.was a mixture of emotional tributes, but also defiance. This morning,

:36:38. > :36:43.lots of people have been arriving on their bicycles, just trying to get

:36:44. > :36:46.back to work. The area is cordoned off, but people have been asking to

:36:47. > :36:50.get through so they can get to work. Richard, who we spoke to a few

:36:51. > :36:53.minutes ago, has been saying one of the reasons he wants to get back

:36:54. > :36:57.into this cordoned area is because he wants to go back and pay his

:36:58. > :37:02.bill. A lot of people are finding comfort in small things a little

:37:03. > :37:08.things like that. Sometimes, those are worth holding on to. We will be

:42:53. > :42:56.priorities are identifying anyone else linked to the three suspects

:43:27. > :43:31.Ireland and international to meet overseas. But we have to look at

:43:32. > :43:35.what has been inspired by international events which is being

:43:36. > :43:38.conducted by people in our own country. Let's talk about the events

:43:39. > :43:41.on Saturday night. We understand that within eight minutes of the

:43:42. > :43:47.first call the police had, these men were shot dead. Would you say about

:43:48. > :43:51.that kind of response time? It's amazing. It has been said countless

:43:52. > :43:56.times but it needs to be reiterated that the response was phenomenal. If

:43:57. > :43:59.we look back to the first attack in Mumbai, it took two days for the

:44:00. > :44:02.police to bring that situation under control. If we look at Fusilier Lee

:44:03. > :44:09.Rigby and the response then, Saturday night was phenomenal. That

:44:10. > :44:13.was specific to London. We need to ensure that all other forces can

:44:14. > :44:17.match that capability. That was what I wanted to ask you. This is a

:44:18. > :44:23.metropolitan area and there are many police. Would it be reflected across

:44:24. > :44:25.the rest of the UK? Each force does have similar capabilities. They have

:44:26. > :44:29.different numbers depending on the population they have to police. In

:44:30. > :44:34.terms of their response and logistics, that will vary because

:44:35. > :44:39.people have wider areas. There are some city centres where the firearms

:44:40. > :44:41.officers are located outside of the city for geographical reasons,

:44:42. > :44:47.because they have to cover a wider area. Some forces do not have

:44:48. > :44:52.full-time response teams. The police would need to be taken to the

:44:53. > :44:57.incident. So they must have been on stand-by to have got there that

:44:58. > :45:03.quickly. Yes, the Met have full-time response teams. We also heard that

:45:04. > :45:08.50 shots were fired. That is also unprecedented. Why so many shots? If

:45:09. > :45:13.you think about the account that has been given so far, there were three

:45:14. > :45:16.individuals. From that first appearance, they are wearing what

:45:17. > :45:22.looks like suicide vests. That would have been the key issue. There were

:45:23. > :45:26.debates a few years ago about the police firearms response if there

:45:27. > :45:29.was a suicide bomber. Was it a shoot to kill policy? If they were to hit

:45:30. > :45:33.the suicide vest and it was a real device, they could detonate that

:45:34. > :45:35.device Darren Bent. So the amount of shots was justified to make sure

:45:36. > :45:46.they neutralised the threat. Tales of real heroism, one police

:45:47. > :45:51.officer, as far as we understand, trying to fight off people with his

:45:52. > :45:54.bare hands. Yes, quite extraordinary accounts. Some people in some

:45:55. > :45:59.quarters were criticised, saying, why did you put yourself at risk

:46:00. > :46:04.with just a baton? But they are there at the scene and they have to

:46:05. > :46:06.deal with what they see. Tremendous bravery by everyone involved,

:53:24. > :53:27.say they are tired of the fairy tale promises from all political parties

:53:28. > :53:33.and they want them to concentrate on the people that foot the bill, the

:53:34. > :53:37.entrepreneurs. We have told our small business customers and they

:53:38. > :53:41.are saying three things, but most of all, help on tax reform and

:53:42. > :53:44.simplification, deregulation. Secondly around skills and digital

:53:45. > :53:50.skills and thirdly around a lot more support for export. I think in

:53:51. > :53:53.uncharted water around Brexit, they are looking for the politicians to

:53:54. > :53:58.be a lot more confident, optimistic and positive. When businesses do

:53:59. > :54:03.well, we will do well. Interesting that you mentioned skills, that is

:54:04. > :54:07.key for you. From the local college, about getting young people through

:54:08. > :54:09.with the right skills Taarabt gas, giving young people the right

:54:10. > :54:13.careers advice and guidance they need, so they have all the

:54:14. > :54:17.information I need to make the right careers choice. Making sure our

:54:18. > :54:21.businesses across the country and region that they have the right

:54:22. > :54:25.skills. What are they saying to you, your students, about the election?

:54:26. > :54:30.Is it something they care about? Crewe they do. I think they are a

:54:31. > :54:35.bit confused because we are getting a changing position. There was a

:54:36. > :54:38.very interesting response from our students in terms the Brexit

:54:39. > :54:44.rope-a-dope is that get them interested in politics. -- but it is

:54:45. > :54:49.kept them interested in politics. I don't think they have decided. What

:54:50. > :54:52.would make a difference, that you could hear from the politicians in

:54:53. > :54:57.the next few days, that would get the vote from your students? We want

:54:58. > :55:00.a clear focus on technical skills. There was great momentum being built

:55:01. > :55:05.up before the election was called. We want our focus to continue. And

:55:06. > :55:09.everyone to understand you can have a great future having a great

:55:10. > :55:12.technical and vocational qualification. We love doctors and

:55:13. > :55:15.lawyers but we need more of that and that's what businesses are telling

:55:16. > :55:20.us and the information that the young people need. Trade is a key

:55:21. > :55:24.thing. Your business is global. What do you want, in terms of hearing

:55:25. > :55:29.from the politicians in regards to trade regulations? 80% of our

:55:30. > :55:33.business comes from outside the UK. The exporters have had a good time,

:56:34. > :56:46.Not quite two weeks after the attack in Manchester and not quite 24 hours

:56:47. > :56:49.after the latest outrage in London, 50,000 people came to a concert

:56:50. > :56:54.Manchester stands together and I think you can see

:56:55. > :56:59.No one should feel bad about anything that's happened,

:57:00. > :57:02.For 13-year-old Lucy and her mum Anne Marie,

:57:03. > :57:09.You know, this is a fantastic gesture that this concert's taken

:57:10. > :57:12.place, but I still believe it is too soon.

:57:13. > :57:15.Lucy has been having panic attacks through the night,

:57:16. > :57:17.not sleeping, and then when you think you finally

:57:18. > :57:25.are making some progress and moving on, it comes back.

:57:26. > :57:28.What have the last two weeks been like?

:57:29. > :57:37.Lucy and Anne Marie were at the Manchester Arena

:57:38. > :57:48.I just don't understand why they would be so horrible

:57:49. > :57:58.Just getting to last night's concert after witnessing the horrors

:58:16. > :58:18.Just before the concert, Lucy and her mum released two

:58:19. > :58:20.balloons, their personal way of remembering those

:58:21. > :58:35.The concert itself saw a remarkable return to Manchester for Ariana

:58:40. > :58:45.With her, stars from all over the world like Justin Bieber,

:58:46. > :58:57.There were heartwarming moments, heartbreaking moments.

:00:13. > :00:18.to offer help to people. Is there a sense that people will still need a

:00:19. > :00:23.lot of assistance? Absolutely. There were 60 volunteers last night. It

:00:24. > :00:26.was an amazing atmosphere and congratulations to the organisers,

:00:27. > :00:30.Ariana Grande on the other artists and the police.

:00:31. > :00:36.We with air for the eventuality that someone needed our support. The

:00:37. > :00:42.atmosphere was positive. We spoke to people who may need longer term

:00:43. > :00:46.support. What can you do to help people who were directly affected?

:00:47. > :00:49.Two weeks on from that incident, we have obviously had the different

:00:50. > :00:54.incident in London. We would say that at the moment, the support

:00:55. > :00:59.comes from parents, teachers and friends. It isn't about professions

:01:00. > :01:03.like psychologists or labelling things like depression or

:01:04. > :01:07.post-traumatic stress. It's about listening, acknowledging, hearing,

:01:08. > :01:11.giving them time and helping them deal the news that is taking place

:01:12. > :01:15.at the moment. Manchester was not the end, there was London as well.

:01:16. > :01:19.Ricky, this is something you deal with. With Newsround, children are

:01:20. > :01:23.your audience and you have to be conscious about how you talk about

:01:24. > :01:27.things. Of course. It has been a hugely challenging couple of weeks

:01:28. > :01:30.for us at Newsround. Whenever we cover a story like this, we try

:01:31. > :01:34.really hard to simplify it and tell it in a way which is not scary and

:01:35. > :01:38.to give children the facts, because they want to be informed, but do it

:01:39. > :01:44.in a way which doesn't scare them. We have a guide online that tells

:01:45. > :01:48.kids it is okayed to be upset by the news. And on the whole, these events

:01:49. > :01:52.are extremely rare. And we tell kids that if they are upset, to talk to

:01:53. > :01:55.an adult or a parent and maybe have a discussion in the classroom and

:01:56. > :02:02.try to distract themselves, maybe take the dog for a walk or listen to

:02:03. > :02:08.your favourite music. We heard from one girl who said she wed to the

:02:09. > :02:13.concert -- she went to the concert and it made her feel extremely sad

:02:14. > :02:16.at Manchester Arena. But she when she went to the concert last night,

:02:17. > :02:21.she felt happy, so I turn around for her. And other children said they

:02:22. > :02:24.were a bit afraid, but they felt supported by the people who were

:02:25. > :02:29.there yesterday, the experts, the police. And as we saw from last

:02:30. > :02:34.night, there was a huge outpouring of love. There are huge Ariana

:02:35. > :02:38.Grande fans, and she did a great job. The turnout was extraordinary.

:02:39. > :02:45.Doesn't help that there are these global stars who have spent their

:02:46. > :02:48.time to go there last night? Yeah. Manchester has been incredible for

:02:49. > :02:52.the last two weeks. People have been surprised. The early response, with

:02:53. > :02:57.taxi drivers taking people home and people opening their houses, was

:02:58. > :03:03.amazing. And there was a need last night. Everybody was behind it. I

:03:04. > :03:08.worry, because this is my job, delivering what is really bad news,

:03:09. > :03:12.so much of the time, particularly at the moment. What is your advice to

:03:13. > :03:19.people who are worried about their children or even themselves

:03:20. > :03:22.watching? It is normal to see people crying and showing fear, anger and

:03:23. > :03:27.hurt and asking difficult questions like why this happened and when this

:03:28. > :03:32.is going to stop. We have to work hard to listen, but also to set some

:03:33. > :03:36.specific to. This is a very rare occasion. That is why we are talking

:03:37. > :03:47.about it. People like BBC Newsround have great advice for parents, as do

:03:48. > :03:54.the NSPCC and ChildLine. Rumours spread around a playground like

:03:55. > :03:58.wildfire. You can tell them the facts's exactly. There is so much

:03:59. > :04:01.fake news on social media, so it is important that Newsround just

:04:02. > :04:05.delivers the facts and does it in a way which isn't scary. We heard from

:04:06. > :04:08.a lot of kids during the Manchester attacks when we interviewed them to

:04:09. > :04:11.find out how they were feeling, and they were talking about different

:04:12. > :04:15.rumours. We were telling them that that was not the case and gave them

:04:16. > :04:18.the facts. I have been so impressed by some of the children I have

:04:19. > :04:21.spoken to and how they are dealing with this. Being a journalist, you

:04:22. > :04:26.talk about these things all the time, as you said. It can be hard

:04:27. > :04:30.when you go home to think about this and get on with your lives, but

:04:31. > :04:34.children are so resilient. We say that word a lot, but they are doing

:04:35. > :04:39.incredibly well and they are inspiring us all. Thank you both

:07:29. > :07:31.people go into their offices. Tim Muffett has been talking to a number

:07:32. > :07:36.of people, asking questions about how people deal with events on their

:07:37. > :07:38.own emotions in the aftermath of such a terrible attack.

:09:44. > :09:53.London from Argentina many times. Now they're not sure

:09:54. > :09:55.if they'll return. It's not a good place

:10:20. > :10:30.in the middle of it. It's important that everyone carries

:10:31. > :10:33.on with normality and doesn't back down to terrorism

:10:34. > :10:37.in any shape or form. Defiant, resilient, Robin and Gordon

:10:38. > :10:57.speak for so many Londoners. Alongside some of those emotions Tim

:10:58. > :11:00.was talking about, the anger, those questions people have about how

:11:01. > :11:04.stretched the security services are, this morning we have been speaking

:11:05. > :11:06.to Cressida Dick, the Metropolitan Police Commissioner. She told us

:11:07. > :11:16.about the demands on the service. This has been a truly ghastly few

:11:17. > :11:24.weeks with the attacks you have mentioned. That in itself is

:11:25. > :11:29.unprecedented in my working life. That said, we in this country have

:11:30. > :11:38.faced a terror threat throughout my life. That threat changes, it

:11:39. > :11:50.morphs, and we will change and adapt to what appears to be a new reality

:11:51. > :11:53.for us. Well, our security consultant, has been with us all

:11:54. > :12:02.morning. Words are being used like new reality. There has been a step

:12:03. > :12:04.change following the events of the? Without question. Theresa May

:12:05. > :12:11.certainly hinted at that by saying enough is enough. Everybody,

:12:12. > :12:14.politicians included, are now at a breaking point where we are not

:12:15. > :12:19.going to tolerate these kind of activities taking place in the UK.

:12:20. > :12:24.Hopefully, we will step beyond the rhetoric to decisive action is now.

:12:25. > :12:27.That is the key, because it is harder to work out what that means

:12:28. > :12:32.in practice. You can talk about firearms officers and we can see

:12:33. > :12:39.them this morning and around other cities, but what does that rhetoric

:12:40. > :12:42.mean in practice? We could be told by the end of this week, depending

:12:43. > :12:46.on which political party gets in. One can only hope that whoever that

:13:06. > :13:09.party gets in, we asked the public have to accept that there has to be
