:01:22. > :01:27.Today, flowers and messages lay near where 73-year-old
:01:28. > :01:31.Police had been called to Vauxhall Gardens on Vauxhall
:01:32. > :01:35.Paramedics had discovered Mr McCarthy in a driveway -
:01:36. > :01:40.He was treated on scene, conveyed to hospital, but subsequently
:01:41. > :01:52.Mr McCarthy's death has shocked those who knew him
:01:53. > :01:55.through his regular visits to the caf at St Helier's Lethodist
:01:56. > :01:58.Centre across the street, and many have paid tribute on social
:01:59. > :02:18.Chantel said she'd been chatting to him only last Thursday.
:02:19. > :02:21.While the community tries to come to terms with Mr McCarthy's death,
:02:22. > :02:26.today's court hearing formally remanded Michael Brown in ctstody.

:02:53. > :02:55.was told by Magistrate Brigdt Shaw that he was to return to custody
:02:56. > :02:57.as he posed a risk to himself and the public.

:03:01. > :03:04.Guernsey needs to make radical changes to it's approach if it wants
:03:05. > :03:07.While the annual fiscal review showed the island
:03:08. > :03:09.is performing relatively well, and is already starting to lake
:03:10. > :03:12.the necessary changes - there are warnings some short term
:03:13. > :03:14.fixes won't pay off in the long term.

:03:21. > :03:22.Guernsey is operating on a deficit - and has been
:03:23. > :03:25.That's despite its government setting a number of rules

:03:30. > :03:31.and weighs up how the States is performing financially.
:03:32. > :03:33.It looks at the risks, potential areas of concern,
:03:34. > :03:35.and crucially weighs up whether the budgets
:03:36. > :03:37.are in line with the long-tdrm objectives of the States.
:03:38. > :03:40.The focus must be on long tdrm control of the things that
:03:41. > :03:44.are growing too rapidly - and we have a transformation
:03:45. > :03:46.programme in the States for transforming the way
:03:47. > :03:52.A lot of attention should bd given to that, because it has been
:03:53. > :03:54.recognised that we can't kedp on doing the same things
:03:55. > :03:57.in the same way and providing the same level of service.
:03:58. > :04:01.In many ways, this report is unsurprising.
:04:02. > :04:04.We need to save more, spend less, and balance the books.

:14:24. > :14:29.been prosecuted but the law was never about convicting them. It was
:14:30. > :14:39.about convincing them. It is a good move, it is very difficult to police
:14:40. > :14:42.but on the whole, it is needed and will save lives. Back in Exdter
:14:43. > :14:46.others are not convinced. M`ny organisations oppose compulsion
:14:47. > :14:51.because the over all benefits are negative. We want people to cycle
:14:52. > :14:58.and if more are put off cycling because helmets are compulsory, the
:14:59. > :15:03.overall health impact is bad. But we can do this instantly, we c`n
:15:04. > :15:08.protect people instantly. Whth cycling more popular but injuries
:15:09. > :15:11.increasing, cycle safety will be at the forefront of many minds.
:15:12. > :15:13.One of the region's fastest growing manufacturers is among the companies
:15:14. > :15:15.benefiting from the slump in the pound.
:15:16. > :15:18.European Springs and Pressings in Cornwall were already expanding,
