:00:52. > :00:56.population has fallen. The latest figures from the States

:00:57. > :00:58.show that there's been a drop in the number of people

:00:59. > :01:02.aged between 16 and 64. It comes at a time when the number

:01:03. > :01:05.of pensioners is increasing. Mike Wilkins reports

:01:06. > :01:12.on the demographic time bomb. At the end of last year,

:01:13. > :01:14.Guernsey's population was 62,50 , It is the largest

:01:15. > :01:19.increase in five years. But it is not necessarily in the age

:01:20. > :01:23.group that the Government is hoping. The number of pensioners

:01:24. > :01:25.is increasing, but critically, the working age

:01:26. > :01:28.population has fallen. It may sometimes feel like there's

:01:29. > :01:31.a lot of people pounding the pavements in town,

:01:32. > :01:34.but last year, the working `ge group And when you look back further,

:01:35. > :01:41.almost 2000 people have been lost from this group over

:01:42. > :01:43.the last five years. That's a lot of people who could be

:01:44. > :01:48.paying income tax. So why is the working

:01:49. > :01:51.population declining? Some feel there isn't enough

:01:52. > :01:53.diversity in the economy for younger workers, while others feel

:01:54. > :01:55.the island's restrictive This woman is responsible

:01:56. > :02:02.for Employment and Social Sdcurity. She says it's unclear

:02:03. > :02:04.if the population management regime will help when it comes

:02:05. > :02:18.into force in April. I'm sort of getting mixed mdssages,

:02:19. > :02:23.because I hear some negativhty about some of the population. I think

:02:24. > :02:28.because we are not there yet and it will not come into force until next

:02:29. > :02:31.April, people are starting to have some concerns about certain elements

:02:32. > :02:37.of that policy. I think it hs one of those things that until we `ctually

:02:38. > :02:38.enter the policy, it will bd work in progress.

:02:39. > :02:41.It's long been forecast that Guernsey would have an ageing

:02:42. > :02:42.population, but now, what were future forecasts

:02:43. > :02:47.are playing out as problems in the present.

:02:48. > :02:52.Jersey's mail order plant industry has shrunk by almost two thhrds

:02:53. > :02:54.A recent farming statistic report showed revenue fell from ovdr

:02:55. > :03:00.?23 million in 2012 to just over ?8 million last year.

:03:01. > :03:03.It is the lasting effect of the loss of low value consignment relief

:03:04. > :03:06.There is now only one business still trading,

:03:07. > :03:14.Only a few years ago, businesses like this one in Jersey

:03:15. > :03:17.were generating tens of millions of pounds.

:03:18. > :03:24.But now that value has fallen by 70%.

:03:25. > :03:31.That is pretty much entirelx down to the loss of low value consignment

:03:32. > :03:34.relief. There were ourselves and at least two other people in the market

:03:35. > :03:38.here, they have now stopped trading here, they have now stopped trading

:03:39. > :03:43.and it is only us left. We had to cut costs and Ledson people go. I

:03:44. > :03:48.just our prices, obviously when you just our prices, obviously when you

:03:49. > :03:56.put prices up, sales go down. So that is the biggest change hn the

:03:57. > :04:01.could have prevented this if they could have prevented this if they

:04:02. > :04:07.had acted more quickly. I think if we dealt with it differentlx at the

:04:08. > :04:11.time, we probably could havd got a better deal for locally grown

:04:12. > :04:16.product. But by the time th`t had happened, the case had alre`dy

:04:17. > :04:20.started and I think... That is despite acknowledging the v`lue this

:04:21. > :04:24.industry brings to this isl`nd. Politicians say there is nothing

:04:25. > :04:28.they can do to support its future. It is unfortunate, there is nothing

:04:29. > :04:32.I would like more than to sde that industry continue. It emploxs lots

:04:33. > :04:36.of people and brings money hnto the island. We have fought as h`rd as we

:04:37. > :04:39.could to keep it going, we won't to the High Court, spent a lot of money

:04:40. > :04:45.on top lawyers, we could not secure it, the judge made this dechsion and

:04:46. > :04:47.we are left with the conseqtences. Although many have stopped trading

:04:48. > :04:51.in the island, this one rem`ining company hopes to grow the industry

:04:52. > :04:54.even without the help of Jersey s Government.

:04:55. > :04:56.Alderney States will pay up to ?120,000

:04:57. > :04:58.to provide an extra 150 flights to Guernsey

:04:59. > :05:03.It says it's in a bid to boost economic activity

:05:04. > :05:08.The Government's underwriting the flights and says that if

:05:09. > :05:10.Aurigny puts on the flights and they're sold out,

:05:11. > :05:14.then it won't cost the Statds of Alderney anything.

:05:15. > :05:18.Described as the "largest t`x evasion network in the world" -

:05:19. > :05:22.Guernsey and Jersey have cole under fire in the House of Commons.

:05:23. > :05:24.The UK Shadow Home Secretarx, Diane Abbott, criticised

:06:48. > :06:51.It really got my imagination. I have been really pleased by the

:06:52. > :06:53.progressive nature of the rdsponses I have had. There seems to be real

:06:54. > :06:55.enthusiasm on the island to promote enthusiasm on the island to promote

:06:56. > :06:56.disability sports. Jersey's cricketers

:06:57. > :06:58.are in Los Angeles, hoping to win promotion to the highest level

:06:59. > :07:00.in their history. They play their first match

:07:01. > :07:02.in World League Four Our sports editor Tim Pryor looks

:07:03. > :07:07.ahead to the tournament. Jersey won the right to plax in this

:07:08. > :07:10.six-team event by clinching the Division Five trophy on

:07:44. > :07:44.youngsters in the squad but we have had experience of these tournaments

:07:45. > :07:45.now. And what an opportunity to play

:07:46. > :07:48.cricket on the international stage, just a dozen miles down

:07:49. > :07:50.the road from Hollywood. Oman, Bermuda, Italy,

:07:51. > :07:52.Denmark and the hosts America stand in the way of promotion

:07:53. > :07:56.to Jersey's highest level ever. You might think it a daunting

:07:57. > :07:59.prospect - especially playing the USA with its population of 20

:08:00. > :08:03.milion to choose players from - but Jersey did beat America before,

:08:04. > :08:06.back in 2008, and now look forward to trying

:08:07. > :08:18.to beat them again. -- 320 million. Massively excited.

:09:10. > :09:13.Now this Olympic medallist hs giving something back, with a thred-day

:09:14. > :09:18.intensive training course for riders in Guernsey.

:09:19. > :09:20.The interest in these things is immense.

:09:21. > :09:32.I think it's gaining inform`tion from someone of this experidnce

:09:33. > :09:34.It's valuable to everyone and the membership certainlx gets

:09:35. > :09:38.Riders of all ages and abilhties have signed up, and will be put

:09:39. > :09:41.through their paces in the three eventing disciplines of dressage,

:09:42. > :09:47.Seeing horses and riders improve and seeing the jockeys have those

:09:48. > :09:50.light bulb moments and the horses enjoying it and getting

:09:51. > :09:53.the stimulation into the whole training process -

:09:54. > :09:55.you know, every horse has a different learning pattern,

:09:56. > :09:58.and just working them out - I get a lot of satisfaction out

:09:59. > :10:02.of it and just seeing the gtys walk out of the arena with a big

:10:03. > :10:05.smile of their face is quite important for me.

:10:06. > :10:07.It's a rare opportunity for riders in Guernsey,

:10:08. > :10:09.who don't often get the chance to work with international

:10:10. > :10:17.We only ever get one person every year, or even every two years,

:10:18. > :10:20.so there hasn't been anybodx for a couple of years, really.

:10:21. > :10:22.So it's really good that she's come over.

:10:53. > :10:57.row. But it will not be amazing sunshine this weekend. It whll be

:10:58. > :11:00.dry. Slowly it will brighten up and we will see is mist and fog

:11:01. > :11:05.tomorrow, then some decent of sunshine. Very quiet weather across

:11:06. > :11:09.our patch over the next few days, thanks to this area of high

:14:44. > :14:46.opposing views, so all parthes have been banking on a new Government

:15:07. > :15:11.Government subsidy. That is effectively saying ht's not

:15:12. > :15:13.viable again, isn't it? No, if you look at

:15:14. > :15:15.the at the language... their study at the moment,

:15:16. > :15:20.but what they said was 'would not be viable without Government stpport

:15:21. > :15:22.in the early years.' That is because we

:15:23. > :15:27.said we would like to see rdgional air connectivity fund

:15:28. > :15:29.support for developing break even in the early years,

:15:30. > :15:33.so for them to come back and say we don't see how it could be vhable

:15:34. > :15:36.without support in the earlx days, it just seems to me

:15:37. > :15:39.a strange kind of language. Fly Plymouth maintain

:15:40. > :15:41.they could reopen the airport without any subsidy,

:15:42. > :15:43.yet the plan they submitted to the Department for Transport

:15:44. > :15:45.would require ?4 million in Government loans at launch

:15:46. > :15:48.and a further ?5 million to cover It looks to me and to anyond else,

:15:49. > :15:54.you're asking for 9 million quid of You have to distinguish

:15:55. > :16:01.between the nature of subsidies and So for now, the

:16:02. > :16:06.uncertainty continues. The Department for

:16:07. > :16:08.Transport said the final study will be

:16:09. > :16:17.published in due course. Plymouth City Council says

:16:18. > :16:19.while it is seeking to protdct the airport in its local plan,

:16:20. > :16:22.its future will ultimately be by an Meanwhile, Sutton Harbour Holdings,

:16:23. > :16:31.which leases the report from the Council, maintains

:16:32. > :16:34.it is not viable and says it will continue with its plans

:16:35. > :16:36.to redevelop the The RNLI has been showcasing

:18:39. > :18:41.for the ambulance service so we actually deal with a lot

:18:42. > :18:45.of incidents like that. You don't know what

:18:46. > :18:54.would happen each day. Nice varied ages and

:18:55. > :18:57.abilities and stuff. Are you going to work

:18:58. > :19:00.here in Dorset, do you think? I'm mainly based in Lyme Regis,

:19:01. > :19:04.so that's kind of where I But I think we might end up doing

:19:05. > :19:11.work in Bournemouth as well. But the charity says

:20:35. > :20:39.boards he makes. And his passion doesn't stop there. He knows just

:20:40. > :20:43.how to get the best out of them He came second in the national paddle

:20:44. > :20:51.board competition. Now he h`s been scooped up by Team GB to colpete in

:20:52. > :20:56.the World Championships in Fiji I am as prepared as I can be, bearing

:20:57. > :21:00.in mind I have never served there before and I will be up agahnst the

:21:01. > :21:04.world was my best who are used to competing without wet suits in warm

:21:05. > :21:06.do occasionally get big wavds and I do occasionally get big wavds and I

:21:07. > :21:12.been training for the past ten months or so. Mostly here at

:21:13. > :21:16.Polzeath and some days it h`s its day. Obviously, the conditions today

:21:17. > :21:19.are not brilliant but the great thing about paddle surfing hs that

:21:20. > :21:26.you can go in any conditions. But in Fiji, the words are that thd weights

:21:27. > :21:30.can be frighteningly big and this is the first time for Alex and his

:21:31. > :21:34.first trip to Fiji. Everybody has really wound me up about how scary

:21:35. > :21:37.it is going to be but I am just going to try to do my best `nd

:21:38. > :21:42.hopefully with the adrenaline of the other guys around me it will give me

:21:43. > :21:47.a bit more encouragement to take off on one of the biggest waves I have

:21:48. > :21:50.ever served in my life. Frol the age of 12, Alex always favoured surfing

:21:51. > :21:55.over other water sport dischplines he tried, until you had it go at

:21:56. > :21:59.stand-up paddle surfing. Thd beauty of the stand-up paddle board is that

:22:00. > :22:02.other servers. For me, it enables me other servers. For me, it enables me

:22:03. > :22:06.to go in for a very short sdssion and get as many waves as I want

:22:07. > :22:10.because I am per this out. Ht also gives me a lot more power when I'm

:22:11. > :22:18.doing my turns. The feeling is fantastic. It is like surfing but on

:22:19. > :22:22.another level to surfing. 200 athletes from 30 nations gather to

:22:23. > :22:29.compete in Fiji, which starts on the 12th of November.

:22:30. > :22:31.Before we go to the weather with Bee - let's head back to Exeter

:23:08. > :23:11.Hotel. It is a big job. And through the day, thousands of gallons of

:23:12. > :23:17.water had been used. And in fact, down at the river a special pump has

:23:18. > :23:22.been put into the water there to bring water from the river tp hoses

:23:23. > :23:25.through the city centre to help tackle this blaze and peopld living
