:00:25. > :00:27.Jersey. We have below the psychological barrier of 3000 for

:01:01. > :01:11.The number of reported crimes last year dropped below 3,000

:01:12. > :01:14.But one group says some of the statistics don't

:01:15. > :01:20.Keeping our streets safe - just another part of the job of

:01:21. > :01:23.But the island's crime level is at its

:01:24. > :01:28.While some crimes such as drug offences went up, overall it's down.

:01:29. > :01:33.So what does the chief of police think is behind it?

:01:34. > :01:36.That's not just hard work, it's other preventative measures

:01:37. > :01:39.and getting it right and focusing on the people that actually

:01:40. > :01:42.do need our attention - persistent criminals,

:01:43. > :01:44.persistent offenders - very pleased with the reduction

:01:45. > :01:50.in domestic violence that's shown that our education programme has

:01:51. > :01:53.gone well over the past two or three years, we've inspired confidence

:01:54. > :01:55.in victims coming to us and I think we're now

:01:56. > :01:57.And the figures seem to support that.

:01:58. > :02:00.Last year there were just under 3,000 overall crimes reported -

:02:01. > :02:07.Reported domestic assault fell 14%, but a domestic abuse charity says

:02:08. > :02:14.You're not talking necessarily about all the recorded incidents,

:02:15. > :02:18.just recorded crime, and on top of it you're not talking

:02:19. > :02:27.about all the incidents that have not been reported to the police,

:02:28. > :02:32.and the majority of our clients decide not to report

:02:33. > :02:39.So it seems, while the lower crime figures are encouraging,

:02:40. > :02:41.the police have their work cut out in reaching every

:02:42. > :02:51.A Nursing and Midwifery Council hearing into the death of a baby

:02:52. > :02:54.in Guernsey has been adjourned until tomorrow.

:02:55. > :02:56.Three women who worked as midwives at Guernsey's Princess Elizabeth

:02:57. > :02:59.Hospital in 2014 are to appear at the hearing in London facing

:03:00. > :03:06.The death prompted a review of maternity services in Guernsey

:03:07. > :03:09.and two follow-up visits from the council.

:03:10. > :03:14.Inspectors say improvements have been made.

:03:15. > :03:21.There are renewed calls today for compulsory working permits

:03:22. > :03:24.for visiting construction workers, also known as "white van man".

:03:25. > :03:26.Guernsey Police visited an Irish window firm operating

:03:27. > :03:28.from Grandes Rocques car park at the weekend after

:03:29. > :03:36.A public car park on a wet afternoon on Guernsey's west coast.

:03:37. > :03:39.But at the weekend it looked like some were doing more than just

:03:40. > :03:46.The man who took these pictures is Deputy Neil Inder.

:03:47. > :03:51.He says it's wrong for public car parks to be used in this way.

:03:52. > :03:58.I don't know. There is something not right about someone being able to

:03:59. > :04:02.fly in or come in, do what they want, without any control from

:04:03. > :04:06.government and especially abusing our island, our people, our

:04:07. > :04:10.goodwill, our hospitality, our customers, as it do that kind of

:04:11. > :04:12.madness in the car park. It is ridiculous.

:04:13. > :04:15.It's reignited the debate over foreign construction

:04:16. > :04:18.workers coming to Guernsey, also known as white van man.

:04:19. > :04:21.This man works in construction in Guernsey.

:04:22. > :04:23.He says foreign workers should be allowed as long

:04:24. > :04:35.I'd like to see a business license like Jesse operates currently which

:04:36. > :04:38.would regulate it all. It wouldn't stop people from using file and

:04:39. > :04:42.friends, but it would regulate it. It would give Guernsey an

:04:43. > :04:46.opportunity to know who is operating on the island at any time and firms

:04:47. > :04:47.would not be able to leave without registering for Social Security and

:04:48. > :04:49.not paying anything. Guernsey's Housing Control says

:04:50. > :04:51.the company involved had contacted And the police say that items

:04:52. > :04:54.were being transferred from one vehicle to another and that no

:04:55. > :04:59.offence was committed. A Jersey constable says she's

:05:00. > :05:01.concerned there could be an accident as a result of the three months

:05:02. > :05:04.of road works taking place From today motorists

:05:05. > :05:09.are being diverted up Queen's Road and St Saviour's Hill while the work

:05:10. > :05:12.is carried out between 9.15 Sadie Le Sueur-Rennard thinks

:05:19. > :05:31.during the rush hour This roundabout is a nightmare at

:05:32. > :05:34.best of times. This is nothing to what it normally is. This is like a

:05:35. > :05:38.Sunday afternoon. In the mornings, is horrendous and now with an extra

:05:39. > :05:42.volume of traffic, it is a nightmare.

:05:43. > :05:47.We have they considered the main diversion ropes. The main diversion

:05:48. > :05:52.routes are five dogs and Queens Road. We have chosen a 90 keyname

:05:53. > :05:55.starch to avoid the morning rush hour, both school and commuter

:06:15. > :06:17.Jersey's iconic cows are renowned for their rich milk and dairy

:06:18. > :06:19.products and now their pedigree goodness will help transform

:06:20. > :06:27.Cows in Rwanda will be cross-bred with Jersey's to produce a cow that

:06:28. > :06:29.produces eight times more milk but eats less.

:06:30. > :06:38.Rwanda - not a place that's associated with farming

:06:39. > :06:41.and agriculture but for the last ten years the country's been supported

:06:42. > :06:50.These doe-eyed beauties have been exported to Africa.

:06:51. > :06:56.But now they're being cross-bred with 200,000 Rwandan cows instead.

:06:57. > :06:58.One Jersey dairy farmer says they're a perfect fit

:06:59. > :07:04.The Jersey cow is an international cow, the second largest dairy breed

:07:05. > :07:07.in the world and it's growing in popularity in many

:07:08. > :07:14.These first crosses of a pure Jersey bull to Rwandan cattle have produced

:07:15. > :07:18.some really good adaptable cattle for what they want in that country.

:07:19. > :07:20.They're popular because they produce more milk and don't

:07:21. > :07:26.The calves bred from the Jersey pedigree will help 12,000 small

:07:27. > :07:30.scale Rwandan farmers to feed their families

:07:31. > :07:33.and still have enough milk, butter and cheese to sell.

:07:34. > :07:37.Rwandan farmers will also be trained to breed cows to help

:07:38. > :07:41.Rwanda is still an incredibly poor country and we're hoping that

:07:42. > :07:44.a project such as this is going to improve the lives

:07:45. > :07:52.of Rwandans, it's going to bring entire villages out of poverty.

:07:53. > :07:56.A delegation from Rwanda is visiting the island to learn how the herd has

:07:57. > :07:58.been built up over generations and find out about

:07:59. > :08:04.For Jersey's dairy farmers, all the attention is very flattering.

:08:05. > :08:06.It's an absoutely fantastic fit, it's very exciting.

:08:07. > :08:09.Here we are in this little island in the middle of the English Channel

:08:10. > :08:13.and here we are right in the middle of Africa and we're flying the flag

:08:14. > :08:17.As a small island helping a big country - Jersey

:08:18. > :08:26.is passing on its heritage to a country fighting poverty.

:08:27. > :08:31.They know they are beautiful, because they just love the camera.

:08:32. > :08:33.Now, I know it's been raining across the islands -

:08:34. > :08:37.This was the Guernsey reservoir earlier today,

:08:38. > :08:39.and despite the rain - as you can see, levels

:08:40. > :08:42.It follows the driest December for ten years.

:08:43. > :08:44.Guernsey water says it's monitoring the situation closely,

:08:45. > :08:47.but there's no immediate cause for concern.

:08:48. > :08:55.Saint Saviour's reservoir is one of 17 storage reservoirs that we've got

:08:56. > :09:02.and it is only about a quarter of our total storage capacity. As I

:09:03. > :09:07.say, we are at 79% fall across all of those storage resources. We are

:09:08. > :09:09.reasonably comfortable for this time of year.

:09:10. > :09:11.After last week hearing about the record dry weather

:09:12. > :09:14.and those pictures of Guernsey's reservoir, today it's been rather

:09:15. > :09:16.damp in the islands which should keep the growers happy,

:09:17. > :09:28.Good evening. There has been plenty of press comments on this Arctic air

:09:29. > :09:34.heading across Britain. We will see the least effects of that colder air

:09:35. > :09:38.and it probably won't provide for us until Thursday, Friday. Meanwhile,

:09:42. > :09:46.Showers will come along and it stays rather cloudy. The temperature

:09:47. > :09:51.stayed just about in double figures at 10 degrees. The change is appear

:09:57. > :09:58.we started to introduce north-west winds and eventually northerly winds

:09:59. > :10:03.as we move through Wednesday and Thursday. A slow transition to

:10:04. > :10:08.colder air, but at the moment we have westerly winds and that is

:10:09. > :10:10.feeding in relatively mild air. Through Wednesday comment Thursday,

:10:14. > :10:16.air which will eventually make its way down to the Channel Islands and

:10:17. > :10:20.temperatures way down into single figures by Friday and the weekend.

:10:25. > :10:29.this evening it becomes largely dry. There are a few showers behind, that

:10:30. > :10:33.will continue for a few hours. Apple Street West or north-westerly wind

:10:34. > :10:37.and overnight temperatures just into single figures at around seven or 8

:10:38. > :10:42.degrees for most. Those winds remained lively for the morning, but

:10:43. > :10:45.he's in the afternoon. Briefly some Sunnis as possible tomorrow morning,

:10:46. > :10:49.but on the whole, cloudy, and the cloud at any point through the data

:10:50. > :10:53.capable of producing a few light showers of drizzle or rain. 10

:10:54. > :11:08.degrees the top temperature, less windy by the afternoon. These are

:11:09. > :11:13.the times of high water. The coastal waters forecast, winds or

:11:14. > :11:16.north-westerly, forced five to six. Decreasing fortify later. Showers
