:00:49. > :00:50.this area of low pressure on Thursday. Well the Channel Islands
:00:51. > :00:56.see find out later. The death of a baby born
:00:57. > :00:59.on Guernsey's maternity ward 'may have been prevented' had a previous
:01:00. > :01:01.incident been properly investigated, Three midwives are facing
:01:02. > :01:10.charges of misconduct Mike Wilkins has been following this
:01:11. > :01:14.case and joins us now from our Guernsey newsroom,
:01:15. > :01:17.so Mike just remind us how we got Well, the sad starting point
:01:18. > :01:24.of this story is the death It happened in 2014
:01:25. > :01:29.at the Princess Elizabeth Hospital. Following the death,
:01:30. > :01:31.all members of the then Health and It was and continues to be
:01:32. > :01:36.a very shocking moment A major review was then carried out
:01:37. > :01:41.by the nursing watchdog the Nursing This highlighted a series
:01:42. > :01:46.of problems throughout But up until today we still didn't
:01:47. > :01:50.know why that baby died and the circumstances
:01:51. > :01:54.surrounding its death. So what happened
:01:55. > :01:57.at the hearing today? Three Guernsey midwives
:01:58. > :01:59.are charged with misconduct. Adult nurse Lisa Granville,
:02:00. > :02:03.Antonia Manousaki, They were working on the
:02:04. > :02:08.Loveridge Ward when a child, referred to only as Baby A,
:02:09. > :02:11.was born just after midnight This desperately ill baby required
:02:12. > :02:15.resuscitation and died An internal investigation
:02:16. > :02:20.conducted by Granville, who was then head of risk
:02:21. > :02:23.management, found 'no significant difficulties in care delivery'
:02:24. > :02:28.and no further action was taken. But an investigation by the local
:02:29. > :02:30.authority found that the baby's heartbeat hadn't been properly
:02:31. > :02:32.monitored and its condition should've been reported
:02:33. > :02:36.to a consultant. The NMC said the midwives
:02:37. > :02:38.administered medication And there were claims
:02:39. > :02:44.that the baby's death Yes it emerged today that another
:02:45. > :02:51.Baby, referred to as Baby B, The NMC says that had
:02:52. > :02:57.the death of Baby B been adequately investigated,
:02:58. > :02:59.then the death of baby A may I have to stress that all three
:03:00. > :03:06.midwives accept some of the charges against them but also deny
:03:07. > :03:08.some of them. The hearing's expected
:03:09. > :03:18.to last four weeks. New measures are being brought
:03:19. > :03:23.in to cut the number of migrants Big companies with lots of non-local
:03:24. > :03:26.staff could have some Ministers say it's needed to control
:03:27. > :03:32.the island's population, Migrant workers fill
:03:33. > :03:42.many of the posts in this hotel, as they do in much
:03:43. > :03:46.of Jersey's hospitality sector. But now, there's to be
:03:47. > :03:49.a cut-down on work licences. In Jersey you need a licence
:03:50. > :03:52.to hire a migrant worker. After 5 years, they can work
:03:53. > :03:56.anywhere, and the licence can be used to bring another worker
:03:57. > :03:58.into the island. But the States are going to review
:03:59. > :04:02.all big businesses to see if some of their licences can be
:04:03. > :04:04.gradually taken away. We've got to work carefully
:04:05. > :04:07.with them to encourage them to employ as many local people
:04:08. > :04:10.as possible and not to automatically think they need a new licence
:04:11. > :04:13.to bring additional people We've got to do something to control
:04:14. > :04:21.the population and we believe this mechanism will do a good
:04:22. > :04:23.job in achieving that. And the population's grown well
:04:24. > :04:25.beyond the States' predictions. Despite plans for 325
:04:26. > :04:28.new workers a year, in 2015 there were around 1,500,
:04:29. > :04:32.with final figures for 2016 But the Chamber of Commerce fears
:04:33. > :04:38.the impact on businesses that can't find the skills or staff they need
:04:39. > :04:50.within the island. assurances to businesses that
:04:51. > :04:53.if a company can prove they've absolutely tried to source
:04:54. > :04:56.an employee locally and they can't do that there is flexibility
:04:57. > :05:07.in the system in terms of bringing We need to try and sort jobs for the
:05:08. > :05:14.local workforce before we put -- look elsewhere. We have got to look
:05:15. > :05:16.after our people that are already resident on the island.
:05:17. > :05:17.Whatever the public appetite for them, the question
:05:18. > :05:20.is will the new measures actually work in controlling the island's
:05:21. > :05:27.A man has been arrested on suspicion of armed robbery.
:05:28. > :05:29.The arrest follows the incident at Temple Stores
:05:30. > :05:32.in St Helier last week, where a shop owner was held
:05:33. > :05:34.at knife point as cash and phones were stolen.
:05:35. > :05:43.Jersey Police say they have a thirty one year old man in custody.
:05:44. > :05:46.Loss of business and loss of staff - that's the concerns of employers
:05:47. > :05:48.in a Jersey trading estate following a Government
:05:49. > :05:52.The Rue des Pres estate was littered with rusty, abandoned cars
:05:53. > :05:55.Most have been removed but replaced with huge charges
:05:56. > :06:06.Rusty, unloved, and bad for business.
:06:07. > :06:08.The government told the owners of these abandoned vehicles
:06:09. > :06:12.to remove them or they'd be towed from this trading estate.
:06:13. > :06:15.Most of them have now gone, but they've been replaced
:06:16. > :06:18.with a hefty parking charge that business owners say
:06:19. > :06:23.I think going from nothing for our staff who've been here -
:06:24. > :06:25.some of them have been here 20-30 years,
:06:26. > :06:29.they've never had to pay for the parking and now they'll have
:06:30. > :06:32.to pay or face paying up to ?123 a month, it's just not affordable
:06:33. > :06:34.so some of them will consider seeking alternative
:06:35. > :06:38.employment which will be detrimental to the business.
:06:39. > :06:41.Richard's also worried he'll have to find staff to replace the ones
:06:42. > :06:46.I'm really happy here, I like my job, I like what I'm doing
:06:47. > :06:48.but I can't afford to pay more than ?100 a month.
:06:49. > :06:54.These concerns have been put to the minister in charge of roads
:06:55. > :06:57.and parking who says the money will pay for upkeep.
:06:58. > :07:00.We have to recoup the costs of maintaining the estate
:07:01. > :07:03.and policing it and there are some quite lumpy capital sums that
:07:04. > :07:05.are involved in that to maintain the roads,
:07:06. > :07:07.to resurface the roads etc it's got to be self financing.
:07:08. > :07:11.So we said that the maximum will be ?123 if the costs were more
:07:12. > :07:13.than that then we'll have to cut our cloth to fit
:07:14. > :07:16.but if it's less than that then we'll charge less.
:07:17. > :07:18.While efforts to clean up the estate are appreciated,
:07:19. > :07:20.until a cheap solution is found - Workers here will have
:07:21. > :07:40.Jersey airport has reached a 16 year high in passenger numbers, just
:07:41. > :07:44.under 16 million passengers passed -- passed through last year, an
:07:45. > :07:45.increase of 20,000 from last year. The highest number recorded since
:07:46. > :07:48.the year 2000. Musicians in Jersey are calling
:07:49. > :07:50.for more places to perform. The Songwriters Society was formed
:07:51. > :07:53.last year to help songwriters It's latest event was a sell out,
:07:54. > :07:57.showing there's a real thirst for original local music
:07:58. > :08:02.as Elisa Da Silva found out. Local talent, playing to a local
:08:03. > :08:04.audience in a uniquely local venue. The Lido at Harve des Pas was home
:08:05. > :08:09.to a swell of sound waves as singer songwriters
:08:10. > :08:15.strummed their original music. The Songwriters Society
:08:16. > :08:23.is a collaboration project The event is being praised by Jersey
:08:24. > :08:29.musicians working in the UK. I think local musicians
:08:30. > :08:31.themselves are doing a lot, I think that i'd always drum
:08:32. > :08:34.about the venues, more and more venues even smaller venues
:08:35. > :08:37.but decent venues with decent stage and decent sound system
:08:38. > :08:39.like you've got here tonight we just need more of that -
:08:40. > :08:42.it will encourage young I think we need to support
:08:43. > :08:53.local artists a lot more, so actually I think these kind
:08:54. > :08:56.of events are fantastic because actually we get to see
:08:57. > :08:58.what Jersey has to offer. It struggles a bit with venues
:08:59. > :09:01.etcetera but there's so much talent of the songwriters society hosted
:09:02. > :09:12.by local musician David Keenan. He hopes to continue it
:09:13. > :09:14.onto 2017 and inspire local I think there aren't any venues
:09:15. > :09:27.where you can share a heartfelt song that's taken you time to write maybe
:09:28. > :09:31.when it's in a band it's got energy you can take it back
:09:32. > :09:34.there and you can play with it at festivals and stuff but I think
:09:35. > :09:36.they're happy to have It seems the success
:09:37. > :09:40.of the night has re-ignited the spark in both
:09:41. > :09:44.listener and performer. With the songwriters
:09:45. > :09:46.society lighting the way, the 2017 music scene
