:00:17. > :00:31.And it's just totally devastated everything. We lost the marriage, we

:00:33. > :00:40.could be easier for first time buyers in Guernsey.
:00:41. > :00:45.And a ?3 million recycling centre opens it's gates in Jersey.
:00:46. > :00:50.I think it is absolutely fantastic. It is overdue. The previous one is
:00:51. > :00:53.past its sell by date. There's been an increase
:00:54. > :00:59.in the number people in Jersey losing money
:01:00. > :01:01.through high-risk investments. That's according to the island's
:01:02. > :01:03.financial regulator, which has seen 150 victims
:01:04. > :01:07.in the past ten years. They include people who lost tens -
:01:08. > :01:10.or even hundreds - of thousands of pounds
:01:11. > :01:11.of life savings. Luxmy Gopal has been
:01:12. > :01:17.speaking to those affected. It just devastated everything,
:01:18. > :01:20.Geraldine and I moved apart, lost the marriage, lost the bungalow
:01:21. > :01:28.we'd built up at St John's - because we were no longer
:01:29. > :01:32.together we had to sell it. And the other thing
:01:33. > :01:35.is we lost our pension fund. Alan's now back on his
:01:36. > :01:40.feet in a new business. But ten years ago, he was one
:01:41. > :01:43.of fifty people who lost money It was run by Jersey-based
:01:44. > :01:47.financial advisors, including They were sent to prison,
:01:48. > :01:53.but how did it all get past the financial regulator
:01:54. > :01:56.in the first place? They were slipping through the net
:01:57. > :01:59.really because unfortunately the people who invested in that
:02:00. > :02:02.scenario were trusting the people they were talking to and that sort
:02:03. > :02:05.of info is not something We can't be at every
:02:06. > :02:10.conversation that takes place. But the next best thing is warning
:02:11. > :02:13.investors of the dangers, which the Commission is doing
:02:14. > :02:15.through a new campaign, working alongside other groups
:02:16. > :02:17.to try to stop more people The advice really is don't put
:02:18. > :02:26.all your eggs in one basket. Don't be overreliant on one
:02:27. > :02:28.investment strategy, as tempting as that might be,
:02:29. > :02:31.especially if they're offering the potential of high
:02:32. > :02:35.returns for low risk. Like many victims, Alan
:02:36. > :02:41.has learnt that now, You do feel a little bit bitter,
:02:42. > :03:04.very bitter, and you never forget Everything you fought for all these
:03:05. > :03:05.years. Eventually, I will get to start trusting people again but when
:03:06. > :03:14.that will be I don't know. Drugs with a street value
:03:15. > :03:17.of ?1.1 million have been 64 kilos of cannabis resin
:03:18. > :03:20.was found in the roof lining of a Mini Cooper which had travelled
:03:21. > :03:24.over to the island on the Commodore 29-year-old Shane Lee Ray
:03:25. > :03:27.from High Wycombe appeared at Jersey Magistrates' Court this
:03:28. > :03:29.morning charged with importation. There could be new help
:03:30. > :03:31.for people trying to get A new business has been
:03:32. > :03:41.given the green light to offer 95% mortgages -
:03:42. > :03:44.giving people in Guernsey similar financial products to those
:03:45. > :03:46.available in the UK. But as Mike Wilkins reports,

:03:49. > :03:52.Dorothy Paint's looking to move. But owing to her age,
:03:53. > :04:02.banks won't lend to her. The banks have said no. They haven't
:04:03. > :04:06.even considered it. You know, this is a couple of years ago. We went to
:04:07. > :04:08.the banks but they didn't want to know, basically.
:04:09. > :04:11.But now, this man's company has got approval to operate a business
:04:12. > :04:14.lending to those aged over 65, as well as offering 95% mortgages
:04:15. > :04:30.We will be helping first-time buyers with a 95% loan- value product with
:04:31. > :04:35.banks of mum and dad providing additional guarantees, and a lending
:04:36. > :04:39.product. We will be helping those aged 65-89, and my understanding is
:04:40. > :04:40.there are no present lenders in Guernsey doing that.
:04:41. > :04:43.House prices have fallen since the end of 2014,
:04:44. > :04:45.with the island at times experiencing the lowest number
:04:46. > :04:49.Sales recovered last year and rose by 25% but the market
:04:50. > :04:52.I asked Mr Welch about the risks of people investing
:04:53. > :05:01.Is there a bit of a risk that some people could end up going into
:05:02. > :05:06.negative equity if they took a mortgage with you and the house
:05:07. > :05:10.prices continued to decline? I am hoping that... We cannot control the
:05:11. > :05:13.property murky and Brexit, there are so many uncertainties on today's
:05:14. > :05:20.world that nobody can predict where things are going to go. But if we
:05:21. > :05:21.make sure that people are assessed properly and a sensible balanced
:05:22. > :05:22.approach, it should be OK. It's unclear what this
:05:23. > :05:24.year will hold. But with new favourable document
:05:25. > :05:27.duty rates for the lower and middle sections of the housing market,
:05:28. > :05:29.and now new mortgage products, 2017 may see a recovery
:05:30. > :05:35.in the island's property fortunes. The Channel Islands
:05:36. > :05:37.will have a new 'eye Channel Islands Air Search
:05:38. > :05:40.say their new aircraft, which was due at the end of last
:05:41. > :05:43.year, has been held This temporary aircraft has been
:05:44. > :05:50.used for the last three years, while ?2 million was raised
:05:51. > :05:53.for a new, state of the art replacement now due
:05:54. > :05:55.to arrive in July. Jersey's law on dogs coming
:05:56. > :05:58.to the island is being changed following the case of family pet
:05:59. > :06:02.Mr Bronx. A court decided he was a pit bull,
:06:03. > :06:05.after he was confiscated by customs officers while returning
:06:06. > :06:09.from a family holiday in France. costing the taxpayer
:06:10. > :06:12.thousands of pounds. This is the scene the Gomes family
:06:13. > :06:22.thought might never happen. They're trying to make up for lost
:06:23. > :06:25.time and hope something's done to stop others facing
:06:26. > :06:29.a similar ordeal. I would like to think
:06:30. > :06:36.that they will consider looking at other jurisdictions that have
:06:37. > :06:38.changed the legislation and see how
:06:39. > :06:39.it's working for them. Now the government is changing
:06:40. > :06:42.the law to make it clearer. At the moment, everything
:06:43. > :06:49.is on the table for consideration. I have heard calls for a register
:06:50. > :06:52.of animals to be imported. That is clearly going to be
:06:53. > :06:54.considered and discussed but at the moment it's very,
:06:55. > :07:03.it is a complex matter. But the shelter where Mr Bronx
:07:04. > :07:08.was kept for ten months at the cost of nearly ?7,000 of taxpayers money
:07:09. > :07:10.doesn't agree The States should be
:07:11. > :07:14.looking at deed, not breed because it is lots of period
:07:15. > :07:17.evidence that show there are certain breeds that have a greater
:07:18. > :07:20.propensity to carry out actions that Mr Bronx has to wear a muzzle and be
:07:21. > :07:26.kept on a lead in public. It's a compromise his owners
:07:27. > :07:36.are happy with to be a family again. A new recyling centre - built
:07:37. > :07:38.in part from reclaimed materials - The site at La Collette replaces
:07:39. > :07:42.the old centre at Bellozanne. It's hoped the project -
:07:43. > :07:47.which cost just over islanders to recycle
:07:48. > :07:52.as Jessica Banham reports. It's the same old rubbish
:07:53. > :07:54.but an entirely different setting. Jersey's new recycling centre
:07:55. > :08:10.opened its gates this morning. It's a much easier side to navigate.
:08:11. > :08:16.The south before was a very small side, it required people to do a lot
:08:17. > :08:19.of reversing, parking was difficult. So this is a drive-through site,
:08:20. > :08:20.which should make it a lot easier for the public.
:08:21. > :08:23.around 30% of its waste, quite a long way behind
:08:24. > :08:28.It's hoped the new centre will help the Island meet it's target -
:08:29. > :08:38.So what do locals think of the new site?
:08:39. > :08:47.It is absolutely fantastic. It has been long overdue. The previous one
:08:48. > :08:51.was past its sell by date! Does it -- it encourages you to want to use
:08:52. > :08:55.it, look after your environment. They could do with improving the
:08:56. > :08:59.signposting, as you dry along you are not quite sure way to go.

:09:01. > :09:09.We would consider other parishes that are not currently doing
:09:10. > :09:15.kerb-side recycling to consider it. We provide the infrastructure in
:09:16. > :09:16.terms of that, boxes and bags, so we are willing to help.
:09:17. > :09:19.that can be re-used, the old Bellozanne site
:09:20. > :09:22.is going to become part of a new sewage treatment centre.

:09:32. > :09:34.with a number of injuries, and is currently receiving
:09:35. > :09:48.He's being kept next to Sami, another Jersey pup, who was brought
:09:49. > :09:54.If all goes well, both could be re-released in May.
:09:55. > :09:59.It's been wonderful to work with Jersey. They transported the animals
:10:00. > :10:02.over to ourselves and we are working with them to give them because we
:10:03. > :10:06.would love to release them to Jersey and it would be great if those in
:10:07. > :10:09.Jersey would help care for them here in Guernsey because we would like to
:10:10. > :10:14.help get them back to where they were originally found, they were

:10:19. > :10:23.Yes, a new week of weather and it is a big improvement as we have through
:10:24. > :10:27.the coming days. A lot of cloud across islands today. Tomorrow, once
:10:28. > :10:30.they get the morning out of the way, the rest of the week largely dry. A
:10:31. > :10:34.lot of sunshine but it will start to feel that little bit colder. At the
:10:35. > :10:37.moment, this weather front has brought a spell of rain. Clearing

:13:34. > :13:38.retaining walls need strengthening to cope with increases in traffic.
:13:39. > :13:45.A1 make system is being introduced an overnight closures means lorries
:13:46. > :13:52.will have to take a detail through the A 30. The overnight closures are
:13:53. > :13:58.a huge problem. Yes, it does cause problems on local roads. Again this
:13:59. > :14:01.is due to a lack of investment over many years in Cornwall, in
:14:02. > :14:09.alternative routes when these problems occur. They may look like
:14:10. > :14:13.nothing but this is a reptile fence and hundreds of slow ones, news and
:14:14. > :14:18.frogs have been taken from this area and move closer to the river to
:14:19. > :14:19.protect them from the roadworks. Local people will wish they had been
:14:20. > :14:24.as well protected. Applications opened today for people
:14:25. > :14:27.who want to become the first new full-time fire fighters in Devon
:14:28. > :14:30.and Somerset in almost a decade. The service hasn't been taking
:14:31. > :14:33.on new people due to budget cuts, but many of its existing staff
:14:34. > :14:36.are now nearing retirement, so the search is on for
:14:37. > :14:39.the next generation. Hamish Marshall has been to see some
