:04:43. > :04:47.the UK, its about the customs union with the UK and they are the most
:04:48. > :04:49.important things not only for individuals but right
:04:50. > :05:00.And it will be the local businesses like Tim's who will be listening
:05:01. > :05:03.closely to this to make sure all the imports in and out of the Channel
:05:04. > :05:10.Islands will be made smoothly in the future.
:05:11. > :05:12.A Jersey constable hopes that giving prisoners the chance to vote
:05:13. > :05:15.in island elections will mean they're more likely to integrate
:05:16. > :05:18.Len Norman's proposition was passed yesterday.
:05:19. > :05:22.Now prisoners who serve four years or less for their crimes will be
:05:23. > :05:27.The move will bring Jersey in line with most other European countries,
:05:28. > :05:32.except the UK where prisoners still don't have the right to vote.
:05:33. > :05:40.Going to prison is not just a matter of punishment, not just up matter of
:05:41. > :05:45.revenge, it is also rehabilitation and education. Hopefully those who

:05:55. > :05:55.raised at a scrutiny hearing in Guernsey.

:05:59. > :06:00.faced questions on pension funds, family allowances and tax
:06:01. > :06:05.Its president says they're committed to the principle of universal
:06:06. > :06:10.benefits rather than means-testing, but admits there are doubts over
:06:11. > :06:15.how sustainable current funding models are.
:06:16. > :06:21.That all has to come. That all has to be paid for. We've only got a
:06:22. > :06:26.certain pot of money. We are under pressure to deliver more with that
:06:27. > :06:30.money, but actually we have got a declining pot of money. So for us as
:06:31. > :06:33.a committee, that is always the difficulty in getting that balance.
:06:34. > :06:35.Meanwhile, an independent report's found that Jersey's social
:06:36. > :06:37.security fund is healthy, with ?1.4 billion
:06:38. > :06:39.to meet the costs of future pensions and benefits.
:06:40. > :06:41.However the report written by the UK Government Actuary
:06:42. > :06:44.also concluded that these assets will gradually be used up
:06:45. > :06:49.But it said that action doesn't need to be taken
:06:50. > :07:01.Fundraisers are turning to the public in a desperate bid
:07:02. > :07:03.to save one of Guernsey's most popular tourist attractions.
:07:04. > :07:06.Structural work on the Little Chapel has revealed its condition is much
:07:07. > :07:08.worse than anyone thought, and the clock is ticking,
:07:09. > :07:12.as Mark Inchley has been finding out.

:07:15. > :07:20.But now the race is on to save it and it's proving to be a bigger

:07:44. > :07:45.but that's now had to be removed and there's concern
:07:46. > :07:49.And that's why the group is appealing to islanders to help
:07:50. > :07:50.raise the ?500,000 needed, something they're
:07:51. > :07:56.We have had a wonderful coastline in Guernsey, I want of town, but also a
:07:57. > :08:01.wonderful centre. The valleys are wonderful. This little chapel
:08:02. > :08:04.sitting here all through the seasons is tremendous. This morning when you
:08:05. > :08:05.came with the moon sell-outs and a little bit dark, seeing this chapel
:08:06. > :08:09.going across the valley is lovely. But time isn't on their side
:08:10. > :08:12.and campaigners are hoping islanders will dig deep into their pockets
:08:13. > :08:15.to help save one of Guernsey's most Should learner drivers

:09:13. > :09:15.we pass our test in Guernsey in the Channel Islands we drive in the UK.
:09:16. > :09:19.Our test has to be rigid and can parable for other areas. -- can
:09:20. > :09:20.parable. So if plans in the UK go ahead,
:09:21. > :09:24.to make learners spend a minimum of a many as 120 hours behind
:09:25. > :09:27.the wheel before taking their test. This local instructor thinks
:09:28. > :09:42.there'd be merit in the idea. You know, having a certain amount of
:09:43. > :09:46.hours to do before they do their test is a really good idea. Some
:09:47. > :09:51.people passed their test very quickly and I think it leaves them
:09:52. > :09:56.open to danger on the roads with not enough knowledge, just being taught
:09:57. > :09:59.how to do a test. That is one thing, but being able to drive properly and
:10:00. > :10:05.have the skills to react well is another thing. In reality of
:10:06. > :10:09.Guernsey does not want full behind and the UK decides more practice is
:10:10. > :10:11.what learners need, then Guernsey might have to consider going for it,
:10:12. > :10:14.too. Well, my boiler is certainly
