:00:26. > :00:26.facilities here in Jersey. The technology promising to ease

:00:49. > :00:56.Jersey boy it home! A report into Jersey's prison board

:00:57. > :01:13.has raised concerns about the number It says in the last year the prison

:01:14. > :01:14.held some inmates who are too mentally ill to be there.

:01:15. > :01:33.Perhaps not surprisingly, mental health issues are more

:01:34. > :01:35.common among prisoners than the general population.

:01:36. > :01:37.But the latest report from Jersey's prison board raised concerns

:01:38. > :01:40.about the level of severe mental illness at La Moye.

:01:41. > :01:42.It said there was a significant number of mentally disordered

:01:43. > :01:46.offenders at the prison who should not, in our view, be there at all.

:01:47. > :01:48.The prison governor says that refers to inmates who are sectionable under

:01:49. > :01:52.They're transferred to suitable mental health facilities in the UK

:01:53. > :01:58.There has to be a bed space, there's a legal process

:01:59. > :02:01.you have to go through, but in previous years that may have

:02:02. > :02:04.We've streamlined that process, we get good cooperation

:02:05. > :02:08.Sometimes you struggle to find the bed space but that's something

:02:09. > :02:10.you don't have control over, but our relationship has improved

:02:11. > :02:12.and the process we go through has shown improvement.

:02:13. > :02:15.In fact, overall the report's found the prison is run extremely well.

:02:16. > :02:17.It highlights a high standard of medical care,

:02:18. > :02:20.good training and education for inmates, and it says complaints

:02:21. > :02:24.And, as for severely mentally ill people being in prison

:02:25. > :02:26.when they shouldn't be, it's actually partly

:02:27. > :02:33.The facilities they go to in the UK are what they need.

:02:34. > :02:39.Unfortunately because of the very rare occurrences of seriously

:02:40. > :02:43.mentally disordered prisoners we are not able to provide

:02:44. > :02:48.Instead the authorities are trying to reduce as much as possible

:02:49. > :02:51.the time it takes to send those prisoners to a more

:02:52. > :03:00.A third more flights could be able to land in Guernsey in foggy

:03:01. > :03:02.conditions if a satellite-based navigational system

:03:03. > :03:09.Guernsey Airport's General Manager says the EGNOS system may enable

:03:10. > :03:12.planes to land and take off in what is known

:03:13. > :03:16.Mike Wilkins reports on the attempts to cut delays,

:03:17. > :03:25.An anxious wait as the plane descends in poor visibility.

:03:26. > :03:28.Fog cripples the Channel Islands at times, but something

:03:29. > :03:31.most of aren't aware of is this technology.

:03:32. > :03:34.It's got a bit of a funny name, EGNOS.

:03:35. > :03:37.In a nutshell it helps aircraft land in foggy conditions.

:03:38. > :03:41.It's been operational in some parts of Europe since 2009.

:03:42. > :03:45.It uses three satellites and a network of more than 30

:03:46. > :03:49.And trials are showing that it provides greater

:03:50. > :03:56.Alderney was a pioneer for this technology and has been using it

:03:57. > :04:19.Guernsey and port 's general manager says it could revolutionise the

:04:20. > :04:23.performance in heavy fog. It is the holy Grail. If the appetite of the

:04:24. > :04:27.regulators is to meet the way in which technology is performing then

:04:28. > :04:32.we could see us heading towards category two. It won't be the

:04:33. > :04:37.panacea to all evils. Two thirds of our fog is worst and category to but

:04:38. > :04:42.any improvement has got to be an improvement and anything which

:04:43. > :04:47.reduces the cost of the airport infrastructure from me as important

:04:48. > :04:49.as well. So when will it be operational? Jersey and Guernsey are

:04:50. > :04:50.waiting for the Civil Aviation Authority to give them the all

:04:51. > :04:53.clear. 17 people were refused entry

:04:54. > :04:56.into Jersey last year The majority of those

:04:57. > :04:59.who were turned away had failed to the meet the requirements

:05:00. > :05:02.of the island's immigration rules. The details which came

:05:03. > :05:04.from a freedom of information request also revealed there had been

:05:05. > :05:13.one asylum claim made last year. Jersey Police have launched

:05:14. > :05:17.an investigation into The controversial scheme -

:05:18. > :05:20.which loaned tax payers money to businesses -

:05:21. > :05:23.was the subject of a damning It was criticised for potentially

:05:31. > :05:33.confirmed it's received a referral The way in which Guernsey offers tax

:05:43. > :05:43.year more than 1,500 cheques were issued

:05:44. > :05:47.for under five pounds. Two thirds of them weren't cashed,

:05:48. > :05:50.and it's being suggested that a better way of handling small

:07:19. > :07:21.but we thought it was time to get the money over to Funchal,

:07:22. > :07:24.where there are a lot It was towards the people in need

:07:25. > :07:28.who are on low income, to help them to build their kitchens,

:07:29. > :07:33.the rooms which they need to live It's been a devastated area,

:07:34. > :07:38.I mean, in some areas I think its going to take years

:07:39. > :07:43.to get it back in order. Although the damage of the wildfires

:07:44. > :07:46.will be felt for a long time yet, it will be made a little easier

:07:47. > :07:49.by the support of the relationship Ex-EastEnders star and Jersey's very

:07:50. > :07:58.own Jonny Labey was in the island last to watch the final of ITV's

:10:28. > :10:31.forecast and we will see some of it tomorrow and Wednesday. Not too much

:10:32. > :10:35.of it. We will have a decent amount of dry weather and brightness at

:10:36. > :10:38.times as well. This is the pressure pattern so there is quite a squeeze

:10:39. > :10:44.of the isobars, bringing strong winds today which will ease over the

:10:45. > :10:48.coming days. That is good news. They eventually come round to a

:10:49. > :10:51.south-westerly directed and bring milder off the Atlantic. Weather

:13:50. > :13:59.bringing him down to come out well. We train a lot for this type of

:14:00. > :14:00.scenario so these types of resources are not always seen out and about

:14:01. > :14:06.because these incidents do not occur a lot, however we do train for this

:14:07. > :14:12.type of scenario. Ian Bowman is recovering at home and hopes to be

:14:13. > :14:16.back ringing bells very soon. It is just an accident but I was just

:14:17. > :14:21.unlucky that it happened to me. It was just one of those things, I will

:14:22. > :14:29.get better and I will get back to bell-ringing. Extraordinarily lucky

:14:30. > :14:33.to be OK because I heard some of the injuries he sustained, he is lucky

:14:40. > :14:42.their friendly rivalry to one side to help a fellow musician.

:14:45. > :14:47.needs a stem cell transplant. Despite a worldwide search,

:14:48. > :14:50.no match has been found, so now members of brass bands

:14:51. > :14:54.across the region are getting tested to see if they could be a donor.

:14:55. > :15:07.This is Stephen Sykes playing solo at a concert last summer.

:15:08. > :15:10.As a talented trombonist he has played with orchestras and bands

:15:11. > :15:15.all over the country, but he has been unable to perform

:15:16. > :15:21.Chemotherapy doesn't appear to be working.

:15:22. > :15:24.His cancer is aggressive, stage four.

:15:25. > :15:28.Doctors say he needs a stem cell transplant.

:15:29. > :15:31.The cancer has grown into my bone marrow which means that

:15:32. > :15:39.without a stem cell transplant, it is not looking too good really.

:15:40. > :15:42.Normally this would be OK because we've got

:15:43. > :15:46.the donor system now, but they cannot find a donor for me

:15:47. > :15:53.anywhere in the world, which is typical really.

:15:54. > :15:56.They need to get as close a match as possible to avoid additional

:15:57. > :16:00.So I came out of there feeling like I ought to stand outside

:16:01. > :16:11.the supermarket and rugby tackle people and swab them.

:16:12. > :16:13.With connections to the music world, his family have appealed

:16:14. > :16:19.In Cornwall, members of St Austell town band

:16:20. > :16:26.Take the swabs out, swab the inside of your cheek and put
