:00:56. > :01:01.New figures show students from low-income families in Jersey

:01:02. > :01:04.are half as likely as their peers to achieve top grades at GCSE.

:01:05. > :01:09.It's the first time this data has been recorded in the island.

:01:10. > :01:11.The Education Department says the problem will be tackled

:01:12. > :01:20.by a new funding scheme that allocates extra money

:01:21. > :01:22.to schools for each disadvantaged pupil they have.

:01:23. > :01:27.A new breakdown of figures shows the last academic year was another

:01:28. > :01:31.But also highlights a big gap between children from different

:01:32. > :01:36.A key measure in education results is the number of GCSE

:01:37. > :01:42.students getting 5 A* to C grades including in maths and English.

:01:43. > :01:45.For the first time, Jersey broke this down further to show

:01:46. > :01:48.under a third of students classed as being from low-income families

:01:49. > :01:54.While two-thirds of their peers achieved the same.

:01:55. > :01:56.Now, a new scheme aims to reduce this gap.

:01:57. > :01:58.The Pupil Premium scheme, which already exists in England,

:01:59. > :02:01.is being rolled out across schools in Jersey after a successful

:02:02. > :02:04.It allocates extra funding for schools based on the number

:02:05. > :02:07.of children they have whose families are on income support

:02:08. > :02:10.The amount of money hasn't been made public yet,

:02:11. > :02:13.but in England it's about ?900 extra a year per eligible

:02:14. > :02:18.The Education Minister says 2,500 students in Jersey will be eligible,

:02:19. > :02:21.and in a push to give schools more autonomy,

:02:22. > :02:33.Part of that autonomy is to make sure that heads and teachers have

:02:34. > :02:37.the ability to look at how that money is spent and where it would

:02:38. > :02:40.most useful. So in terms of school at the opportunity to decide where

:02:41. > :02:43.it is best placed, to do with literacy or new Morrissey, or in

:02:44. > :02:49.fact, just increasing the training for teachers.

:02:50. > :02:50.But can money really translate into better grades?

:02:51. > :02:52.A UK charity whose seen the scheme's success across the water

:02:53. > :02:58.The key thing is that people spend it well. There is no direct

:02:59. > :03:01.relationship between more money and better outcomes. You need additional

:03:02. > :03:03.resources, spend them well, spend them wisely, and then you get the

:03:04. > :03:09.chance to improve the situation. And whether it's been money

:03:10. > :03:11.well-spent won't be evident until the next set of GCSE

:03:12. > :03:13.results, in the summer. Guernsey's Education Committee has

:03:14. > :03:20.announced it's applying for ?138 million to rebuild

:03:21. > :03:22.La Mare De Carteret Schools and the College of

:03:23. > :03:25.Further Education. They plan to press ahead

:03:26. > :03:27.with a three-school model. It follows a series of workshops

:03:28. > :03:30.last month asking deputies what direction they wanted

:03:31. > :03:32.the future of education to take. Looking over plans that

:03:33. > :03:36.could transform one La Mare De Carteret is no longer

:03:37. > :03:49.considered fit for purpose and this man is leading the charge

:03:50. > :03:56.to get it rebuilt. I believe that we had the workshop

:03:57. > :03:59.and that 25th of January, when nearly 25% of the deputies turned

:04:00. > :04:07.up. And these were the two options they preferred. And actually, when

:04:08. > :04:10.you factor in the cost of further education, which is part of the

:04:11. > :04:16.number you mention, you can actually reduce the overall cost. At the end,

:04:17. > :04:18.I am hoping that the rebuilt of La Mare actually proves cheaper.

:04:19. > :04:20.Deputy Meerveld wouldn't reveal which other site will close

:04:21. > :04:22.under a three-school plan currently under development.

:04:23. > :04:25.But if La Mare is to go ahead then the Education Committee needs ?138m

:04:26. > :04:28.to rebuild it and to consolidate the College of Further Education

:04:29. > :04:44.It's unclear if Guernsey's Policy and Resources Committee is in favour

:04:45. > :04:46.as no one was available for interview today.

:04:47. > :04:48.But prior to the election the Treasury Minister criticised

:04:49. > :04:50.Education's proposals to re-develop the site.

:04:51. > :04:52.But as we've seen from the selection debate, some deputies

:04:53. > :04:57.There are calls for a second public referendum on changes

:04:58. > :05:01.It follows the States approval for a major reform of elections

:05:02. > :05:04.in the island to move towards six super constituencies with different

:05:05. > :05:08.The Economic Development Minister Senator Lyndon Farnham has lodged

:05:09. > :05:11.a proposition for the change to be put to a public ballot -

:05:12. > :05:14.which will have to be carried out in the next three months as no

:05:15. > :05:27.changes can be made twelve months ahead of the next election.

:05:28. > :05:30.As Westminster debate a petition calling for Donald Trumps State

:05:31. > :05:33.visit to the UK to be cancelled, people in Guernsey have gathered

:05:34. > :05:35.to make their concerns of the new American President heard.

:05:36. > :05:37.Islanders gathered to demonstrate their support

:05:38. > :05:39.for immigration, the LGBTQ community and climate change tonight

:05:40. > :05:45.Those behind the protest say they need to speak out on the impact

:05:46. > :05:53.Donald Trump's policies will have on human rights.

:05:54. > :05:59.it is something that a lot of people feel needs to be said at a stage

:06:00. > :06:08.where, throughout the world, there are and there is a reaction to his

:06:09. > :06:10.rhetoric, to the executive orders they is introducing, that could have

:06:11. > :06:13.an impact on the world, and that worries us.

:06:14. > :06:14.A service of thanksgiving and valediction was held

:06:15. > :06:17.at Jersey's Town Church yesterday in honour of the Dean

:06:18. > :06:20.He'll be leaving his post to work with the Archbishops'

:06:21. > :06:27.Before he left, our faith reporter Cathy Le Feuvre spoke to the Dean

:06:28. > :06:36.about the highs and lows of his 11 years in Jersey.

:06:37. > :06:42.Surrounded by his congregation and the Bishop, a crowded church sung

:06:43. > :06:47.their praises to the Dean. But which moments of joy does he pick out from

:06:48. > :06:52.his time here in Jersey? I have really enjoyed reading the island on

:06:53. > :06:55.its great occasions, -- leading the island, and that has been a

:06:56. > :06:58.particular thrill, and something I have taken to heart and try to work

:06:59. > :07:02.hard at. I think another highlight has actually been to see the judges

:07:03. > :07:06.grow. There are more churches growing in Jersey than there are in

:07:07. > :07:10.decline, and we have increased the number of Anglican clergy on this

:07:11. > :07:13.island. I know I am leaving now a full-time minister at the town

:07:14. > :07:20.church, so that my successor will really be free to be Dean all over

:07:21. > :07:26.the island, and yes, that is something that was first asked for

:07:27. > :07:28.in 1960, so that is a pretty good thing.

:07:29. > :07:34.You have done so many things over the 11 years you have been here.

:07:35. > :07:37.Towards the end of your tenure, we have had the issue with the

:07:38. > :07:43.safeguarding and the splits from Winchester. Has that in anyway

:07:44. > :07:48.marred your time here, do you think? Do you know, it is rather like a

:07:49. > :07:58.cloud that comes across the sun on a beautiful day, and it is very good

:07:59. > :08:03.when it is gone. And I am delighted that it has gone. It was wonderful

:08:04. > :08:11.to be supported by this fabulous island. They understood perfectly

:08:12. > :08:19.well, and to be exaggerated by one of the most respected High Court

:08:20. > :08:22.judges in England, to receive a wonderfully generous apology

:08:23. > :08:27.personally from the Archbishop of Canterbury, and now to be asked to

:08:28. > :08:30.be part of the Archbishops Evangelism Task Group, I think that

:08:31. > :08:34.really tells everybody everything they need to know, really.

:08:35. > :08:37.So is the Bishop of Dover presided over the Dean's last service, what

:08:38. > :08:40.advice would he give to his successor?

:08:41. > :08:44.They are going to have one of the very best jobs in the Church of

:08:45. > :08:50.England, and I hope they go native very quickly! Because if you do the

:08:51. > :08:54.job as a visiting Englishman, you are stuffed. You need to become

:08:55. > :08:59.Jersey, you need to get a Jersey had and the Jersey heart. So that you

:09:00. > :09:03.can minister to the island, and also be that bridge between the island

:09:04. > :09:07.and the rest of the Church of England family.

:09:08. > :09:17.Sports news now, and Guernsey FCR one place and seven points off

:09:18. > :09:21.relegation. A 1-0 defeat to Hastings United yesterday means they have

:09:22. > :09:26.failed to win at home for the last five games, their worst ever run.

:09:27. > :09:33.In netball, Jersey's Jets have climbed above bottom of the League 2

:09:34. > :09:36.after an outstanding win at the weekend. Jersey pulled back from a

:09:37. > :09:43.six goal deficit in the last quarter to beat the league leaders, team

:09:44. > :09:51.Bath To Guns. One was normal Elwood also success in the rugby pitch for

:09:52. > :09:57.Jersey, who held a spirited London Scottish fightback. The women's

:09:58. > :10:01.Jersey claim to sixth place in the championship table, five points

:10:02. > :10:07.outside the play-off zone. Condor says they have had 1.5 extra

:10:08. > :10:11.people travel with them -- 1500 extra people travel with them this

:11:05. > :11:09.cold feel to the air, when the winds become north-westerly. By Friday, we

:11:10. > :11:13.look at substantially lower temperatures than over the last few

:11:14. > :11:19.days. Daytime temperatures will' is. A cold night, Friday night and into

:11:20. > :11:23.Saturday. But not tonight, which is unusually mild. Temperature is no

:11:24. > :11:27.lower than 9-10 for most of us. Westerly wind keeps feeding into the

:11:28. > :11:30.cloud, and although there is a lot of low cloud at the moment, it may

:11:31. > :11:34.just left a little bit during the course of the night. Tomorrow is

:11:35. > :11:42.very similar, though the cloud breaks and solo, so they better

:11:43. > :11:46.chance. Generally, rather overcast, grey day. 11 degrees, the top

:11:47. > :11:52.temperature, and a brisk westerly breeze. Here are the times of high

:11:53. > :11:56.water. For our surfers, the waves are not very day, particularly in

:11:57. > :12:00.the South. Up to about five feet, choppy along the north. Westerly

:12:01. > :12:07.winds tomorrow, 4-5, drizzle and still the risk of some West or fog

:12:36. > :12:39.The airport, which closed in 2011, had been protected

:12:40. > :12:44.But in the latest local plan ,that date has been revised to 2022.

:12:45. > :12:47.Developers have put forward proposals to build a garden

:12:48. > :12:58.A planning inspector is expected to decide its future in the autumn.

:12:59. > :13:06.We believe there is no need to develop Plymouth airport for housing

:13:07. > :13:09.employment uses. There is sufficient land in the Plymouth area to meet

:13:10. > :13:16.the needs of this city and the wider area. We are certain the Plymouth

:13:17. > :13:19.airport site should be reserved for aviation activity and we need to

:13:20. > :13:21.work towards bringing back an airport use.

:13:22. > :13:24.The South West's sky at night could be a potential boost to tourism.

:13:25. > :13:27.Later we'll see how Exmoor has befitted from dark sky status

:13:28. > :13:32.And the skateboard art project to raise funds

:13:33. > :13:42.It's not every day we report on the resolution of a battle

:13:43. > :13:45.which had rumbled on for nearly eight years.

:13:46. > :13:48.You may remember a couple of weeks ago, we visited Ray Hill,

:13:49. > :13:53.He had a very large and disputed water bill which, at one stage,

:13:54. > :13:55.was more than ?10,000, but after our report,

:13:56. > :13:59.Our environment correspondent Adrian Campbell has

:14:00. > :14:14.Ray Hull who farms near Tiverton has been keeping a close eye on his

:14:15. > :14:22.water meter for years. He told us his normal hill is around ?1200 a

:14:23. > :14:29.year. But in May 2009 he was sent a bill for more than ?10,400. He told

:14:30. > :14:34.us that after complaining to South West water, they cut the amount by

:14:35. > :14:40.around half but that still left an outstanding amount of around ?5,500.

:14:41. > :14:44.Now the company has cleared the disputed amount and things have

:14:45. > :14:50.returned to normal. Since you came, South West water sent out an

:14:51. > :14:54.important chap along with his colleague and they sat and listened

:14:55. > :15:00.to me and they said, we are very sorry. It should not have happened,

:15:01. > :15:04.we want to put it right. Ray struggled with his water bill over

:15:05. > :15:09.many years and it wasn't helped by the fact that his farm is on top of

:15:10. > :15:15.a hill, a long way from the mains, but in the end, there was one thing

:15:16. > :15:19.to do. If you have a problem, you have to shake the top of the tree

:15:20. > :15:25.not the bottom. South West water told us they have resolved the

:15:26. > :15:30.disagreement. It should not have taken eight weeks let alone eight

:15:31. > :15:34.years but this is where we are. I think everybody should check their

:15:35. > :15:37.meter at least once a week because it is expensive if you waste water.

:15:38. > :15:41.Now, if light pollution is limited and the skies are clear,

:15:42. > :15:44.this is the sort of dazzling display provided by the night sky.

:15:45. > :15:49.Exmoor already has special status for its dark sky and now Bodmin Moor

:15:50. > :15:52.It's hoped it could help boost tourism by

:15:53. > :15:57.Our reporter Tamsin Melville has been to Exmoor to see what effect

:15:58. > :15:58.the special international recognition has had

:15:59. > :16:18.Switching off to send a message on light pollution. The people of

:16:19. > :16:24.Dulverton were family on board when Exmoor became the world's second

:16:25. > :16:26.dark sky reserve five years ago. This official international

:16:27. > :16:33.recognition of the top-class quality of Exmoor's night skies seems to be

:16:34. > :16:39.as popular as ever. So many people in light polluted areas that it is

:16:40. > :16:44.wonderful for them to come and see the wonderful skies. Getting

:16:45. > :16:50.children enthused about the stars is said to be one big benefit and shops

:16:51. > :16:54.are happy with the footfall. We as a business are aware of a lot of

:16:55. > :17:00.people who come down here for dark sky. That is young families, other

:17:01. > :17:05.people, so it is one of those things that has broad appeal and has

:17:06. > :17:09.attracted people to the area. An area with a lot of light pollution

:17:10. > :17:17.might see thousands of stars. Here on Exmoor you with cedar tree

:17:18. > :17:21.billions of stars. Tourism is getting a boost with holiday

:17:22. > :17:26.accommodation businesses offering telescopes. Gazing. It is a bragging

:17:27. > :17:32.right for people to talk about and to make them proud of their area.

:17:33. > :17:40.But it has genuine benefits in terms of bringing tourists to the area.

:17:41. > :17:46.And now the top quality of the night sky recorded by exports -- experts

:17:47. > :17:54.in Bodmin Moor has experts reaching for the stars. Cornwall councillors

:17:55. > :17:58.were discussing a bid for the area to apply for this stock Skystrator

:17:59. > :18:03.is. In Cornwall we have some of the darkest skies we have in the whole

:18:04. > :18:09.of the UK. We do not have a designation yet but one would hope

:18:10. > :18:14.that if we have Bodmin Moor, other places will follow suit. This is a

:18:15. > :18:19.great way of preserving something historical, cultural that we can

:18:20. > :18:24.pass on to future generations. It isn't just Bodmin Moor looking to

:18:25. > :18:30.follow in Exmoor's footsteps. There are also plans for West Cornwall and

:18:31. > :18:32.the Isles of Sydney. -- Isles of Scilly.

:18:33. > :18:35.It's time for the sport now and Natalie's here with some good

:18:36. > :18:46.All four of our main rugby sides won on the road this weekend,

:18:47. > :18:50.In the Premiership, a hat-trick from James Short saw Exeter move

:18:51. > :18:53.level on points with Saracens in second as they overturned

:22:52. > :22:53.sculptures made out of bottles found on beaches, village lampposts

:22:54. > :22:56.adorned with knitted jackets - and now skateboards have been turned

:22:57. > :22:59.into works of art by a group of artists in Plymouth.

:23:00. > :23:01.18 boards have been transformed at Studio 102 and they're now

:23:02. > :23:04.being auctioned to raise money for the Devon Air Ambulance.

:23:05. > :23:06.As Jane Chandler reports, each one has a unique design

:23:07. > :23:24.with the idea to stop people throwing things away.

:23:25. > :23:32.The wheels have come of these skateboards and they are now headed

:23:33. > :23:35.in a new direction. This bench is seven different skateboards that I

:23:36. > :23:40.have fashioned together into something more functional. I have

:23:41. > :23:48.sculptured a bench because they have a background in sculpture. Although

:23:49. > :23:52.the artists are not skateboarders, they are sympathetic to their spirit

:23:53. > :23:58.of freedom. I found some words online that inspired me. We are

:23:59. > :24:07.skateboarders and nothing big or small can stop us except purples. I

:24:08. > :24:13.have this vision of kryptonite and pebbles. It's a mixture of mediums

:24:14. > :24:18.using spray paint and paint pens. The natural grain of the board is

:24:19. > :24:24.sanded back and I left that to give it a nice effect. I am a fan of

:24:25. > :24:30.sci-fi and pop culture so I thought I would reach out to that group. It

:24:31. > :24:37.is designed to look old and crunchy. Lots of fine metal I covered in

:24:38. > :24:41.black paint. I am very proud of it. If you want one of these boards, you

:24:42. > :24:46.have until the end of the week to bid for one.

:24:47. > :24:54.We were talking about stargazing earlier on. Let's see if we have

:24:55. > :25:01.clear skies for that. Probably not. On the good side it is mild. We have

:25:02. > :25:07.had temperatures of 15, 16 degrees today, that is pretty mild for

:25:08. > :25:13.February. More of the same tomorrow. This week starts mild, there is some

:25:14. > :25:19.rain around, it becomes increasingly windy and then it cools down. The

:25:20. > :25:25.reason for the web being relatively mild is this westerly wind coming

:25:26. > :25:30.off the mild sea. This is the middle of the day tomorrow, by Wednesday

:25:31. > :25:34.there is not much change. But a developing area of low pressure on

:25:35. > :25:39.the same weather system brings windy conditions across cars on Thursday.
