:00:54. > :00:57.and accountability are just some of the criticisms surrounding
:00:58. > :01:01.changes to Government funding for Family Nursing
:01:02. > :01:04.and home care in Jersey. The Health Department is cutting
:01:05. > :01:08.the subsidies it gives to the charity to provide home care
:01:09. > :01:16.services, but a scrutiny report into this has led to questions
:01:17. > :01:19.on how taxpayers' money is being used, as Emma
:01:20. > :01:22.Chambers reports. It's a service that is
:01:23. > :01:26.going to get a lot more expensive for Family Nursing
:01:27. > :01:28.and home care clients. From ?11 an hour, it
:01:29. > :01:31.will double to ?22 an hour. That's because home care
:01:32. > :01:33.provision is moving into the commercial market -
:01:34. > :01:35.putting an end to This led to a scrutiny review -
:01:36. > :01:40.which today has criticised the way tax payers money used to support
:01:41. > :01:42.the charity wasn't The funding for home care
:01:43. > :01:50.was included in a block grant of several million pounds
:01:51. > :01:54.for all sorts of things, which included the district nursing
:01:55. > :01:58.as well the health visitors and children's health services,
:01:59. > :02:02.so all of that was paid for in a lump sum without either
:02:03. > :02:06.party knowing how it was broken down or having a service
:02:07. > :02:09.level agreement in place. In the best interests
:02:10. > :02:10.of proper accounting, it should all be laid
:02:11. > :02:14.out and transparant. Both Family Nursing
:02:15. > :02:17.and the Health Minister have refused an interview with the BBC
:02:18. > :02:21.on the lack of transparency when it comes to funding -
:02:22. > :02:25.but in statements, they both say they acknowledge the report's
:02:26. > :02:28.findings and are working closely with each other to finalise
:02:29. > :02:31.the details of their The scrutiny review also highlighted
:02:32. > :02:36.other issues, including a lack of communication
:02:37. > :02:41.and an unrealistic timescale, which they say has helped delay
:02:42. > :02:45.the grant cut by an extra year. We wanted to make sure
:02:46. > :02:48.that the clients of family nursing and home care wouldn't be left
:02:49. > :02:51.without support, financial support if they needed it, and also,
:02:52. > :03:02.as a result of our report, we trust the minister has extended
:03:03. > :03:05.time in which these clients can apply for the benefits
:03:06. > :03:06.they might need. Which should come into effect
:03:07. > :03:09.later this year, to help the extra costs these clients will have
:03:10. > :03:12.to face when the grant Guernsey's emergency department
:03:13. > :03:24.is overhauling the way It means some simple
:03:25. > :03:29.procedures will be cheaper, while more complex cases
:03:30. > :03:32.will cost more. The States took over
:03:33. > :03:34.the Emergency Department from a private company
:03:35. > :03:36.in September last year. Some say you can't put
:03:37. > :03:42.a price on your health. In Guernsey, you have
:03:43. > :03:47.to pay for primary care. And that includes trips
:03:48. > :03:50.to the Emergency Department. This board lists all the treatments
:03:51. > :04:02.you could be charged for. What we have done is try to make
:04:03. > :04:05.them more open and transparent so the public no more upfront, the
:04:06. > :04:11.charges now will include all the additional 's that were previously
:04:12. > :04:14.added on, like a blood test or inoculation, it's all included in
:04:15. > :04:20.the categories now, sorts more open to the public to understand what the
:04:21. > :04:24.charges will be. Behind me is a blue board that lists the prices of the
:04:25. > :04:28.treatments here at the emergency department. That is all set to
:04:29. > :04:31.change on Wednesday, to include more transparency so people understand
:04:32. > :04:39.what they are charged for, and because the States are providing the
:04:40. > :04:42.care, not at private. We are told that some treatments will be
:04:43. > :04:46.cheaper, but some will be more expensive.
:04:47. > :04:48.For example, if you go into the Emergency Department
:04:49. > :04:51.with a finger injury before the first March, it'll cost ?172.
:04:52. > :04:53.And under the new charging structure, it'll cost ?155.
:04:54. > :04:56.But if you present with abdominal pain, the fee and treatment
:04:57. > :05:03.The States insists it's not charging for profit.
:05:04. > :05:09.Is 3.7 million to run the department on an annual basis. We do believe
:05:10. > :05:13.the charges we have set will only be about 2.2 million estimated and the
:05:14. > :05:16.rest will be picked up from the budget, so it's not the protractor
:05:17. > :05:19.make a budget or even cover the full costs, we're just trying to refer
:05:20. > :05:20.from what the service means. So the States has put
:05:21. > :05:22.a price on your health, but it hopes most of the new charges
:05:23. > :05:32.will ease the financial pain. A 57-year-old man from Jersey
:05:33. > :05:34.has died while skiing Mark Le Sueur from Trinity,
:05:35. > :05:42.who was known to many as Frank, was skiing in the resort
:05:43. > :05:44.of Val D'Isere last Thursday. Emergency medical treatment
:05:45. > :05:46.was given on the mountainside before he was airlifted by helicopter
:05:47. > :05:48.to Grenoble Hospital but died from a heart
:05:49. > :05:54.attack before he arrived. Aurigny is offering
:05:55. > :05:56.islanders facing bereavement Fares will be capped
:05:57. > :06:07.at ?75 one-way for flights Flights between Alderney and the UK,

:06:44. > :06:46.and new kerb lines have been put in place before resurfacing
:06:47. > :06:50.in a couple of weeks. They're all part of plans
:06:51. > :06:52.to make it safer and easier It's one of Jersey's busiest
:06:53. > :07:00.junctions and work has already started to make it easier
:07:01. > :07:06.for everyone to use. This morning, you may have
:07:07. > :07:09.noticed a new kerb line. These black and yellow blocks
:07:10. > :07:11.are temporary and adjust the layout They bring the roundabout up
:07:12. > :07:16.to modern design standards and it's hoped they'll make it
:07:17. > :07:18.safer for everyone. We've tested it in the office
:07:19. > :07:22.and we've had the bus company down here on trials with large vehicles,
:07:23. > :07:24.so we're confident that it won't cause an obstacle course -
:07:25. > :07:27.it should just make There's also a new zebra
:07:28. > :07:34.crossing at Green Street which was included in plans
:07:35. > :07:45.for the new police station. It is to give pedestrians and other
:07:46. > :07:47.safe place to cross. It was because of the police station being built.

:07:50. > :07:51.facilities for people coming through Snow Hill car park

:20:51. > :20:53.nearly 200 years ago, is being revived for a new audience.
:20:54. > :20:57.Edward Capern was a postman in north Devon
:20:58. > :21:00.in the 1800s and composed his poems as he walked each day between
:21:01. > :21:04.Yes, he wrote more than 600 poems and had four books
:21:05. > :21:07.published, winning plaudits from the Prime Minister and all
:21:08. > :21:12.He became known nationally as the Postman Poet.
:21:13. > :21:17.Our north Devon reporter Andrea Ormsby has the story.
:21:18. > :21:22.Walking in the footsteps of the Postman Poet.
:21:23. > :21:24.He used to walk this route, a 13 mile round trip.
:21:25. > :21:26.He would have talked to the labourers working
:21:27. > :21:30.in the field, because all the farm work was very labour-intensive
:21:31. > :21:33.at that time in the mid-19th century and he got to know
:21:34. > :21:40.many of the labourers and wrote about them in his poems.
:21:41. > :21:49."Oh the postman's is as happy a life as anyone's.
:21:50. > :21:52."Wondering where dragonflies play and brooks sing soft and slow.
:21:53. > :21:55."And watching the lark as he soars on high to carol in yonder cloud.
:21:56. > :21:57."He sings in his labour and why not I?
:21:58. > :22:01.Liz is now publishing two new books about Edward Capern -
:22:02. > :22:04.a novel about his life and a selection of his poems.
:22:05. > :22:08.This poor postman, and he was poor, walking the Devon lanes
:22:09. > :22:18.and loving his work and writing poems about the countryside.

:22:26. > :22:27.Capern had intended for some of his poetry to be sung
:22:28. > :22:30.and so along with the books, a CD is being released.
:22:31. > :22:34.# Tell the listening world the draft was most divine.
:22:35. > :22:37.You can feel the pace of his poetry.
:22:38. > :22:39.The guy had to walk a long way everyday, six miles
:22:40. > :22:43.there and six miles back, so you can feel his walking pace
:22:44. > :22:46.in the poetry and some of that has come out in the music,
:22:47. > :22:51.It has actually been, in some ways, quite easy to set to music,
:22:52. > :23:05.because of that, because the words have got that rhythm already in it.
:23:06. > :23:10.This is where Edward Capern is buried.
:23:11. > :23:21.That is the bell he used to ring to ask people to bring
:23:22. > :23:26.The Postman Poet may be gone, but his spell is still here
:23:27. > :23:29.and now his poetry is being brought back to life once more

:24:06. > :24:10.returned and there is not a great deal of change. Bitterly cold for
:24:11. > :24:14.many overnight tonight and they shall those that have been readily

:25:35. > :25:41.heavy but this is earlier today with these guys looked pretty
:25:42. > :25:47.threatening. That blustery wind which made it feel bitterly cold.
:25:48. > :25:52.For all of us, wildlife, flora and fauna it is a return to winter for
:25:53. > :25:56.tonight and for a good part of tomorrow. Some of the showers
