:01:25. > :01:32.are illegally using mobile Even within half an hour of filming

:01:33. > :01:39.police road checks today to mark the launch of their new campaign,

:01:40. > :01:42.five drivers were caught But it is not just police presence

:01:43. > :01:46.contributing to last year's record of the highest number

:01:47. > :01:50.of prosecutions since 2012. We've seen an increase

:01:51. > :01:53.of about a fifth over the last year and that really is of course

:01:54. > :01:56.we are out there a lot more, it's become a lot more

:01:57. > :01:58.socially unacceptable. We get lots of people phoning us

:01:59. > :02:02.and say they've just seen someone on a mobile phone

:02:03. > :02:05.and they are really angry about it. People know now how dangerous it can

:02:06. > :02:08.be and we've seen the tragic results Not only is it dangerous,

:02:09. > :02:20.but it is also costly, with drivers facing

:02:21. > :02:27.a fine up to ?1,000. However most of those caught

:02:28. > :02:29.in 2016 paid ?100 or less. Road safety campaigners say

:02:30. > :02:34.fines need to be more. The current penalties don't go

:02:35. > :02:36.far enough, do they, and obviously if your figures

:02:37. > :02:39.are showing there is an increase they blatantly aren't working

:02:40. > :02:41.what we need is a real strong deterrent and ?75, ?100 isn't

:02:42. > :02:44.enough to deter somebody If we're going to really cut this

:02:45. > :02:48.down, we need to hit people where it hurts the most and that seems to be

:02:49. > :02:51.in the pocket. But some drivers in Jersey believe

:02:52. > :02:57.punishment needs to go further. A driving ban should be introduced

:02:58. > :03:02.because it would be equal punishment for all types of people, whether

:03:03. > :03:07.they have money or not. I think it would stop people from going on

:03:08. > :03:14.their phones. People will just pay the fine. If you lose your license,

:03:15. > :03:18.it's a bigger things. There is never any justification for using a mobile

:03:19. > :03:28.phone while driving. Now call is that important. People have got used

:03:29. > :03:32.to it. Something needs to be put in place to get it out of the psyche

:03:33. > :03:34.that it is acceptable to use the mobile phone.

:03:35. > :03:36.The department responsible for Jersey's roads is working

:03:37. > :03:39.on a new penalty points system to be in place in the next

:03:40. > :03:42.But will it be enough to stop drivers taking the law

:03:43. > :03:49.A man has appeared at Jersey's Royal Court,

:03:50. > :03:51.accused of the attempted murder of his friend.

:03:52. > :03:54.The court heard Gerard Eamon Maguire stabbed Shaun Patrick Howard

:03:55. > :03:56.in the neck with a knife after a drunken

:03:57. > :04:06.The family of a Jerseyman, who was killed with another British

:04:07. > :04:08.tourist in Thailand have asked the authorities there to show

:04:09. > :04:11.leniency towards two Burmese men facing the death penalty

:04:12. > :04:14.Jersey's David Miller and Hannah Witheridge from Norfolk

:04:15. > :04:16.were found dead on a Thai beach in 2014.

:04:17. > :04:18.An appeal court in Thailand has upheld the death

:04:19. > :04:22.In a statement, the Miller family said the court process had been fair

:04:23. > :04:32.and effective and the killers' guilt has now been confirmed.

:04:33. > :04:34.The chief executive of the States of Alderney has resigned,

:04:35. > :04:38.Victor Brownlees has served in the role since 2014

:04:39. > :04:46.and will leave in May, which is in line with his contract.

:04:47. > :04:48.There are calls to reconsider planned cuts to public

:04:49. > :04:52.The Policy and Resources Committee intends to trim 3% from public

:04:53. > :04:54.spending this year followed by 5% for the two years after.

:04:55. > :04:57.But there is a warning to islanders not to get carried away

:04:58. > :04:59.with a recent return to a budget surplus.

:05:00. > :05:10.Guernsey is trying to trim public spending.

:05:11. > :05:14.It is slashing 3% off committee budgets this year.

:05:15. > :05:17.And this man plans to cut another 5% in 2018 and a further

:05:18. > :05:24.It could save the government ?26 million over the next three years.

:05:25. > :05:35.But some deputies are warning the cuts may be hard to achieve.

:05:36. > :05:42.Two thirds of the revenue goes on education, health care and law and

:05:43. > :05:45.order. The idea that cuts of this magnitude can be achieved by

:05:46. > :05:50.bureaucratic savings or administrative savings that no one

:05:51. > :05:55.will notice, I think is fantasy. The states have to get into the core of

:05:56. > :05:59.whether we are prepared to cut public services or whether we want

:06:00. > :06:03.to defend public services and then we will have to raise more revenue.

:06:04. > :06:06.But a Guernsey tax adviser is urging the States to stick with substantial

:06:07. > :06:10.spending cuts over the rest of this political term.

:06:11. > :06:21.Since the turn-of-the-century, the island has increased its income by

:06:22. > :06:25.50% and increased its expenditure by 83%. We have gone through uncertain

:06:26. > :06:29.times and there is more coming. This is the wrong time to send out the

:06:30. > :06:37.wrong message which is that we are fine and wet get back to spending.

:06:38. > :06:40.Everyone in the Ireland knows that we spend more than we should.

:06:41. > :06:42.The man controlling Guernsey's purse strings wasn't available

:06:43. > :06:44.for interview today but said in a statement: "The 5%

:06:45. > :06:47.reductions are collective aims for the States as a whole,

:06:48. > :06:49.and have not been levied on any committee at this stage.

:06:50. > :06:51.The Policy and Resources Committee has no reason

:06:52. > :06:55.However, work is now being carried out to consider the extent of any

:06:56. > :06:58.underlying improvement and what that may mean for the 2017

:06:59. > :07:03.The island's politicians will face a fundamental debate in June,

:07:04. > :07:06.when they will decide how best to tackle future shortfalls

:07:38. > :07:47.Moving house can be an expensive business.

:07:48. > :07:51.There is rent to pay, bills to cover, and in Jersey -

:07:52. > :07:54.for some properties ? there is also the fee you have to give

:07:55. > :08:06.I understand they need to make a profit. I think if the challenged

:08:07. > :08:11.the landlord instead of the person renting, that would solve the issue.

:08:12. > :08:16.Moving is expensive enough as it is. I don't think they're doing much for

:08:17. > :08:21.that money. I think it is fair play. I've never looked at it and thought

:08:22. > :08:24.it was unfair the. But at Gaudin and Company,

:08:25. > :08:35.they believe it is the landlords It is the landlord's property. They

:08:36. > :08:38.can afford to pay the fee for us to do the work for them. I think that

:08:39. > :08:41.is the way it should go. This letting agency may not charge

:08:42. > :08:43.the so-called introduction fee but there are several

:08:44. > :08:45.across the island that do. The fee is usually the equivalent

:08:46. > :08:48.of one week's rent and is taken by the agency once

:08:49. > :08:50.you accept their priority. That's on top of the deposit

:08:51. > :08:53.and the first month's rent up front. So the Housing Minister now wants

:08:54. > :08:56.to hear from the public She says she will consider banning

:08:57. > :09:08.tenancy fees altogether. Letting agencies are our business so

:09:09. > :09:13.they need to make some money. But some people I understand have been

:09:14. > :09:15.charging the landlord as opposed to the tenant for doing the same thing.

:09:16. > :09:18.And that's wrong. Anyone wanting to contribute to the

:09:19. > :09:21.review has until the end of April. Spring is in the air somewhere

:09:22. > :09:26.and it means we now know that Jersey had its driest winter for 20 years

:09:27. > :09:29.and while one of the sunniest on record February was

:09:30. > :09:31.the dullest for a decade. David Braine joins us

:10:06. > :10:17.wind has developed and continues to develop this evening across much of

:10:18. > :10:20.western Britain, the West of France. By the middle of the day, the strong

:10:21. > :10:24.winds have gone. We have a ridge of high pressure to bring us some

:10:25. > :10:29.sunshine. Saturday and Sunday, looks like it will be showery. Some quite

:10:30. > :10:33.frequent showers through both days through the weekend ahead. The

:10:34. > :10:39.strength of wind is a concern this evening. Gust of wind up to 50 or 55

:10:40. > :10:46.mph for a short while this evening. The winds begin to ease. Blustery

:10:47. > :10:51.evening and a blustery start to the night. Largely dry. A few showers

:10:52. > :10:56.around and temperatures of 6 degrees. Not a warm start to the

:10:57. > :11:02.day. Apart from a few stray showers, there is some dry weather to be had.

:12:34. > :12:37.It's been a stalwart of the community, but Paynters Lane

:12:38. > :12:39.End Post Office in Illogan closed at lunchtime.

:12:40. > :12:41.It'll be replaced by a new counter service in a local shop,

:12:42. > :12:50.part of a major modernisation programme by the Post Office.

:12:51. > :12:56.Selling stamps for the last time before shutting up shop after nearly

:12:57. > :13:07.But, of course, like every other day, could post

:13:08. > :13:10.But, of course, like every other day, the post

:13:11. > :13:13.Three generations of the same family had served the Illogan

:13:14. > :13:21.It was started by Grandpa, William and Annie, in 1928,

:13:22. > :13:32.In is a pasty shop now but it was a butcher and a post

:13:33. > :13:34.office, and they ran it for 22 years, I think.

:13:35. > :13:37.And then my father-in-law, Douglas, took it over in 1953,

:13:38. > :13:39.but he moved here in 1955, and this building was personally

:13:40. > :13:49.Some loyal customers have been using the Paynters Lane End Post Office

:13:50. > :14:07.I've been coming over here 58 years and I will miss it.

:14:08. > :14:19.They are very upset, naturally, and I will miss them

:14:20. > :14:39.And emotional end to the data in Cornwall.

:14:40. > :14:43.Now, no doubt you enjoyed a few pancakes last night before any Lent

:14:46. > :14:49.But what about giving up the comfort of your own bed and sleeping rough

:14:50. > :14:53.Well, that's exactly what former prison governor turned vicar

:14:54. > :14:57.He wants to raise awareness about the growing problem of homelessness.

:15:32. > :15:35.ever in my own bed and it all went wrong and I was up at 5:30am.

:15:36. > :15:37.I guess I am quite worried about it actually.

:15:38. > :15:40.It seemed like a good idea at the time but I'm not totally

:15:41. > :15:44.Father Gary and his dog Tess will spend the full 40 nights

:15:45. > :15:47.of Lent sleeping rough to raise awareness of the growing

:15:48. > :15:53.Some people might say to this is a nice thing to do but wouldn't

:15:54. > :15:56.it be better to open the doors of your church and let

:15:57. > :16:00.They might say that, yes, but I don't think it is a nice

:16:01. > :16:05.We have opened the door of the church and we open them

:16:06. > :16:09.The difficulty with that as it is OK to provide somebody with a roof

:16:10. > :16:13.over their head for a short term but actually what you need to do

:16:14. > :16:15.is engage with people so that they don't have to sleep

:16:16. > :16:18.on the streets, so they have the skills that they need

:16:19. > :16:21.to be able to get a job, to be had to get into work,

:16:22. > :16:25.to be able to get a job, to be able to get into work,

:16:26. > :16:27.to get proper housing, not just some temporary

:16:28. > :16:28.accommodation in a church or somewhere else.

:16:29. > :16:31.He's bringing a sort of new dimension to it.

:16:32. > :16:34.People are obviously very keen to get involved and to hear

:16:35. > :16:38.It is such a huge sacrifice that he is making to bring that

:16:39. > :16:43.That's a long time to go out and do something like that.

:16:44. > :16:45.He's reaching to the people who are not of the community.

:16:46. > :16:51.I think it is absolutely wonderful and I think it's a great sacrifice

:16:52. > :16:53.that he is making for this time and at the same time

:16:54. > :16:56.it shows his concern for what is around us,

:16:57. > :16:59.which is homeless people and people with mental problems

:17:00. > :17:06.Before being ordained he'd been the governor of Pentonville Prison

:17:07. > :17:08.and Exeter Prison and says many of those released

:17:09. > :17:13.Now Father Gary hopes his six weeks sleeping rough will help raise money

:17:14. > :17:30.And do wish and his lovely dog all the best. We will check on the

:17:31. > :17:30.weather forecast for them in just a moment.

:17:34. > :17:43.From that thought-provoking mission to a young chap.

:17:44. > :17:46.Pupils at a school in Devon have taken part in a walk to raise

:17:47. > :17:48.awareness of a debilitating condition which affects one

:17:49. > :17:52.Seven-year-old Lucas Trice has hip dysplasia which occurs when the hip

:17:53. > :17:57.Spotlight's John Danks joined the kids on their walk.

:17:58. > :18:00.They called it the Warrior Walk, appropriate enough

:18:01. > :18:02.considering the conditions they had to brave.

:18:03. > :18:05.Throughout the day all of the pupils at Stover School

:18:06. > :18:08.near Newton Abbot put down their pens to plod a mile.

:18:09. > :18:14.And it was all for seven-year-old Lucas.

:18:15. > :18:20.Myself and Lucas was diagnosed with hip dysplasia when he was four

:18:21. > :18:25.months old and we set up a small charity which over the last 12

:18:26. > :18:32.months has simply snowballed and the school have very kindly got on board

:18:33. > :18:36.and organised an entire day and we hope that this is just the beginning

:18:37. > :18:38.of putting hip displacing on the map for patients -- parents.

:18:39. > :18:40.Joining them on the walk was a former Paralympic

:18:41. > :18:44.swimmer who competed in the London 2012 Games.

:18:45. > :18:50.I was diagnosed at four years old and underwent all the treatments

:18:51. > :18:54.that Lucas went through and I have developed a swimming career and I

:18:55. > :18:58.joined the charity because like Natalie, my parents didn't have the

:18:59. > :19:02.support they wanted, so I am doing a party for them and partly for myself

:19:03. > :19:04.to encourage parents to seek support and help when they need it.

:19:05. > :19:09.Despite the rain and the mud, Lucas made it to the finish line.

:19:10. > :19:15.Look at the smiles on everyone's face, including mine. My focus was

:19:16. > :19:19.just standing on my feet but everyone has enjoyed it. It has been

:19:20. > :19:23.a thoroughly successful day. It was fun because we all got to Walker's

:19:24. > :19:28.work so we could all have a bit of chitchat. Really good and kind of

:19:29. > :19:29.inspiring. OK, it was quite muddy in the forest.

:19:30. > :19:33.While for some it was a day at the races, others preferred a more

:19:34. > :19:44.The National League has confirmed that control

:21:12. > :21:19.excel and have things like 6-0. We have had some close games but we

:21:20. > :21:23.always find a way to win. This time it was 8- nail. She plays five or

:21:24. > :21:28.six times a week and she doesn't stop. She lives and breathes in its

:21:29. > :21:33.football. It is all she wants to do. Tanabe 49 games unbeaten is just

:21:34. > :21:39.something that will go with you for ever. But it? Yes. The girls are

:21:40. > :21:44.seemingly unstoppable at success has been spotted and they will soon be

:21:45. > :21:47.heading to London to play the girls number 12 premiership leaders

:21:48. > :21:50.Chelsea. Honourable lady icons actually believe the fight but we
