:00:00. > :00:00.Good evening and welcome to BBC Channel Islands,

:00:00. > :00:09.These are Tuesday's headlines: Two weeks on and Jersey police

:00:10. > :00:13.still haven't charged anyone with the death of Ana Rebelo.

:00:14. > :00:16.Hospital funding debate put on the waiting list to allow more

:00:17. > :00:19.time for states members to read review.

:00:20. > :00:22.Making the world a better place - Jersey teenager is the first

:00:23. > :00:31.islander in a decade to receive a Diana Award.

:00:32. > :00:38.It is an amazing achievement and I am very proud to be one of the

:00:39. > :00:44.people in the world who have got this award and Diana's legacy.

:00:45. > :00:48.This is the forecast for the next four days. You will notice one thing

:00:49. > :00:53.missing, any rain. All the details later in the programme.

:00:54. > :00:55.Today marks two weeks since a murder investigation was launched

:00:56. > :00:58.after a woman's body was found at an address in Jersey.

:00:59. > :01:00.51-year-old Ana Robelo had been strangled at her home

:01:01. > :01:04.in St Helier, but Jersey Police still haven't charged anyone

:01:05. > :01:09.The Catholic Church has raised money to repatriate her

:01:10. > :01:18.We don't know the exact circumstances of how

:01:19. > :01:21.this lady met her death, so we are keeping an open mind.

:01:22. > :01:26.But that man has since been released on bail and Jersey Police have

:01:27. > :01:31.It's now a fortnight since Ana Robelo's body

:01:32. > :01:34.was discovered at this house in Victoria street -

:01:35. > :01:37.the only sign are the flowers that mark the doorway.

:01:38. > :01:40.Her death shocked the community here.

:01:41. > :01:43.She was a regular at St Thomas' Church at the end of her road.

:01:44. > :01:46.Father Nicholas felt the religious weekend was an appropriate

:01:47. > :01:48.time to mark her death and help her family

:01:49. > :01:55.I don't normally take a collection on Good Friday.

:01:56. > :01:59.we have a large number of people here - it doesn't seem right.

:02:00. > :02:04.But this time it did seem right to do it,

:02:05. > :02:07.not only were we remembering the death and burial of Christ

:02:08. > :02:10.but remember the death and future burial of this woman who died,

:02:11. > :02:18.This was to repatriate the body which is the wish of the mother

:02:19. > :02:21.and on a day like this when we remember Mary who stood

:02:22. > :02:24.by the cross of her son, we can understand the suffering

:02:25. > :02:27.mother and what she must have been feeling.

:02:28. > :02:33.Members of the church who knew her says it was because it was such

:02:34. > :02:39.The person didn't just die, she was killed -

:02:40. > :02:47.so that makes difference and people feel that they should be generous

:02:48. > :02:50.towards helping the family to send the body back.

:02:51. > :02:53.The church is still taking collections to send Ana's body

:02:54. > :02:55.to Portugal to be laid to rest with her family.

:02:56. > :03:00.But with still so many unanswered questions surrounding her death -

:03:01. > :03:09.An investigation continues into a car accident in Jersey

:03:10. > :03:14.An 18-year-old was transferred to Southampton General

:03:15. > :03:20.with serious injuries, he's in a critical but stable

:03:21. > :03:23.condition in the neurological unit, while a second man is in a stable

:03:24. > :03:25.condition in Jersey's General Hospital following

:03:26. > :03:34.The two other men were discharged yesterday.

:03:35. > :03:36.They'd been travelling in a blue Peugeot 106

:03:37. > :03:38.when the accident happened on the Five Mile Road

:03:39. > :03:40.on the island's west coast just after 11pm.

:03:41. > :03:43.The St Helier lifeboat crew who resigned on mass after alleged

:03:44. > :03:45.bullying are meeting Jersey's Chief Minister today

:03:46. > :03:51.A crew from the UK has stepped in temporarily to provide off

:03:52. > :03:56.The RNLI says there's been a serious breakdown in communication

:03:57. > :03:58.between the Jersey team and the UK-based management.

:03:59. > :04:00.4500 people have signed a petition calling

:04:01. > :04:09.for the the St Helier crew to be re-instated.

:04:10. > :04:12.It was supposed to be the day that Jersey finally decided how to pay

:04:13. > :04:15.for its new hospital - but that has once again been

:04:16. > :04:20.The decision is on hold for two weeks to give politicians a chance

:04:21. > :04:24.to review the proposals on how best to pay - but the rest of the day's

:04:25. > :04:39.Our reporter Chris Stone has been following today's debate.

:04:40. > :04:45.You would think it would be quite straightforward, it is the kind of

:04:46. > :04:51.choice you and I are faced with every day when we do our shopping or

:04:52. > :04:55.buy a new car or house, do we pay with money from the bank or do we

:04:56. > :05:01.take out the load or use a credit card and period of Albany period of

:05:02. > :05:07.months or years? That is the debate the -- over a period. Should the

:05:08. > :05:17.state take out a loan of ?400 million for the new hospital or take

:05:18. > :05:20.the money from the rainy day fund. We were expecting the debate today

:05:21. > :05:23.but they have put it off. There are concerns if the debate is left for

:05:24. > :05:27.too long it will add to the cost of the hospital. The person who came up

:05:28. > :05:33.with the idea of using the rainy day fund hospital wanted to put the

:05:34. > :05:39.debate off until June the 6th, he said members in the time to read the

:05:40. > :05:44.report, but others said with the political uncertainty there is in

:05:45. > :05:48.the world at the moment, with Theresa May calling a snap election

:05:49. > :05:51.today, interest rates could fluctuate that taxpayers in Jersey

:05:52. > :05:59.could risk losing millions of pounds if the debate is put off longer. So

:06:00. > :06:02.they agreed to the beat in two weeks, when members at the time to

:06:03. > :06:06.read the proposal. -- and they will be baked in two weeks. -- debate

:06:07. > :06:10.will have the debate in two weeks. The new Dean of Jersey has been

:06:11. > :06:12.appointed, and he knows the Channel Islands well -

:06:13. > :06:14.with his current The Reverend Mike Kierle

:06:15. > :06:17.is currently the Vice Dean of Guernsey and has been

:06:18. > :06:19.Rector of St Martins Parish

:06:20. > :06:21.Church since 2003. He's also part of the Channel

:06:22. > :06:23.Island Air Search crew. He replaces The Very

:06:24. > :06:31.Reverend Bob Key who stepped down Of things lie ahead, the forging of

:06:32. > :06:36.a new relationship with the mainline church will be one of the chief

:06:37. > :06:41.challenges. Working with colleagues and building a new team, I am

:06:42. > :06:46.excited to be working with people in the church in Jersey. I am very

:06:47. > :06:47.excited about building the new team and look forward to seeing the

:06:48. > :06:50.flourishing of the church. There were disruptions in Condors

:06:51. > :06:53.ferry service over the bank holiday. On friday night the Liberation

:06:54. > :06:55.suffered engine problems resulting Sailings on saturday then had a late

:06:56. > :07:04.start to accommodate staff rest. The delays also made navigating

:07:05. > :07:06.the tides more difficult. Services over the weekend

:07:07. > :07:15.were around six hours behind Very frustrating for our passengers

:07:16. > :07:21.which I totally understand. Our engineers and the manufacturers got

:07:22. > :07:29.busy on the problem and subject to the crew hours and vital issues

:07:30. > :07:36.clearly it was, it was not because of the title issues but that was a

:07:37. > :07:38.knock-on effect after the engine issues. -- title issues.

:07:39. > :07:40.Meanwhile, ferry passengers face more disruption this evening

:07:41. > :07:42.after an engine was shut down on the Condor Rapide.

:07:43. > :07:44.The engineering team discovered metal particles inside one

:07:45. > :07:48.While repairs take place the Rapide will operate on reduced power.

:07:49. > :07:51.Its timetable for this evening has been rescheduled.

:07:52. > :07:54.A teenager in Jersey is being recognised by royalty

:07:55. > :07:59.Tom Hughes is getting a Diana Award, given to young people who make

:08:00. > :08:03.He's the first person in a decade to receive the award

:08:04. > :08:11.Chris Harrison went to meet the exceptional youngster.

:08:12. > :08:14.16-year-old Tom hughes is a Jersey teenager who helps others.

:08:15. > :08:20.Here he is on duty, volunteering for the St John Ambulance Service.

:08:21. > :08:23.And recently, he was told he's getting a Diana award.

:08:24. > :08:26.Remembering the kindness of Princess Diana, the awards set

:08:27. > :08:28.out to recognise outstanding young people, with only 100 given out each

:08:29. > :08:42.It is an amazing achievement and accomplishments and I am very proud

:08:43. > :08:48.to be one of the people in the world who have got this award in Diana's

:08:49. > :08:54.legacy. It was very shocking to get that response but the award had been

:08:55. > :08:58.successful and I was one of those people, who will be meeting royalty

:08:59. > :08:59.as well to get the award presented to me.

:09:00. > :09:02.Only the most courageous and caring young people receive such an award.

:09:03. > :09:08.It was one of Tom's school teachers that nominated him.

:09:09. > :09:15.He saw -- either so passionate about St John Ambulance and first aid and

:09:16. > :09:19.spreading the word about past -- spreading the word about it. The

:09:20. > :09:26.fact he is so dedicated and gets up so much of his time on a voluntary

:09:27. > :09:31.basis, it is above and beyond this fantastic and this was just for some

:09:32. > :09:32.recognition for home for him to know how proud of him we are.

:09:33. > :09:35.Tom was made cadet of the year by the St John Ambulance.

:09:36. > :09:38.He has been with them since he was eight and given up over

:09:39. > :09:47.Brilliant, always ready to be the first person to put his hand up to

:09:48. > :09:51.do something and you knew she could go on duty, once he passed his first

:09:52. > :09:53.aid, as you now know there is no stopping him.

:09:54. > :09:55.Tom will meet royalty to receive his Diana Award this summer,

:09:56. > :09:58.where he will be recognised for all the time he

:09:59. > :10:22.News that the ice strike injures it would return in December. It was

:10:23. > :10:28.forced to close at the Fought due to competition from a second ranked --

:10:29. > :10:31.a second rink. Today it was and the rink will be part of the way will be

:10:32. > :10:41.part of a wider festive event and will be in place for five weeks.

:10:42. > :10:48.A mixed bag weather-wise over the bank holiday weekend,

:10:49. > :10:51.How's the weather looking over this shorter working week,

:10:52. > :10:58.We could actually use some rain but sunshine was also a very welcome for

:10:59. > :11:06.many. This is one of our weather watcher pictures. Tomorrow we have

:11:07. > :11:10.more of the same, dry with plenty of sunshine and light winds at first

:11:11. > :11:17.but a bit of a beast on the breeze holding temperatures down but still

:11:18. > :11:22.drive. -- easterly breeze. These weather fronts or tried to get

:11:23. > :11:26.towards us at making slow progress. High pressure here for tomorrow and

:11:27. > :11:31.Thursday and pretty much on Friday as well although on Friday night the

:11:32. > :11:37.weak weather front moves down from the north. As might introduce some

:11:38. > :11:43.showers but rainfall is likely to be pretty limited heading into the

:11:44. > :11:50.weekend. Effectively a dry week ahead. Overnight, clear skies and

:11:51. > :12:00.lower temperatures. The cold might. -- the cold mate. -- night. Even

:12:01. > :12:05.though we have plenty of sunshine temperatures topping out at around

:12:06. > :12:14.12 Celsius. Out of the wind and in the sunshine it will be very nice.

:12:15. > :12:19.There are times of high water. Not much for our surfers. Hardly any

:12:20. > :12:28.waves with the easterly winds. The winters -- the wind mainly from the

:12:29. > :12:32.East. It should say easterly wind. Generally fair conditions and good

:12:33. > :12:38.visibility. That is the forecast heading through to the end of the

:12:39. > :12:43.week but the main theme is a dry one, if that is a chance of any rain

:12:44. > :12:48.it will be first thing on Saturday. Have a good evening. The thing very

:12:49. > :12:55.good towards the weekend. That is it. You are up-to-date. I will be

:12:56. > :13:00.back just before 8pm and again at the slightly later time of 10:50pm.

:13:01. > :13:09.They did it in style, beating Newport 6-1 at Home Park.

:13:10. > :13:11.For Chief Executive Martyn Starnes it's now three promotions

:13:12. > :13:17.As he told Natalie earlier, he's still delighted.

:13:18. > :13:19.I am feeling very good, thank you, Natalie.

:13:20. > :13:23.It was a fantastic performance yesterday and to get over the line

:13:24. > :13:26.and get promotion to League 1 means that we are all extremely

:13:27. > :13:30.If you're going to clinch promotion early then it is good

:13:31. > :13:32.to do it convincingly, but six goals!

:13:33. > :13:34.Could you believe what you were seeing?

:13:35. > :13:36.No, you couldn't make it up, could you?

:13:37. > :13:39.Probably the best performance I have seen at Home Park

:13:40. > :13:44.The goals were quality as well and it was magnificent for the fans

:13:45. > :13:50.to see us get promoted in such a convincing fashion.

:13:51. > :13:53.What inspired the players to play like that, do you think?

:13:54. > :13:59.I think Matt Kennedy's goal settled everybody down.

:14:00. > :14:03.You could sense the relief amongst the fans and the players,

:14:04. > :14:05.and they just played with a lot of freedom and produced

:14:06. > :14:09.It was just one after the other, wasn't it?

:14:10. > :14:13.I don't know who was more excited at the final whistle,

:14:14. > :14:18.Was it the fans or was it the players?

:14:19. > :14:21.I think you've hit the nail on the head.

:14:22. > :14:23.I think they were both equally excited.

:14:24. > :14:26.The players have been under a lot of pressure to achieve

:14:27. > :14:32.And, of course, the fans have been through some tough times at Argyle,

:14:33. > :14:35.and over the last three seasons we have managed to improve

:14:36. > :14:38.on and off the pitch and there must be a sense of relief amongst

:14:39. > :14:43.the fans that we've finally got back to League 1.

:14:44. > :14:45.It's great to see the players so excited.

:14:46. > :14:48.What does League 1 mean for them and the club now?

:14:49. > :14:52.I don't think they will change too much.

:14:53. > :14:55.The players will go away for a break after we've finished the season,

:14:56. > :14:58.hopefully top of the league, cos we are still chasing Doncaster.

:14:59. > :15:02.But they will go and refresh and come back for the new season

:15:03. > :15:05.and they will want to challenge themselves in League 1.

:15:06. > :15:08.Do you think Exeter City are going to be joining

:15:09. > :15:11.They've got every chance, haven't they?

:15:12. > :15:14.They're still involved in the play-off fight.

:15:15. > :15:16.Slipped up yesterday 1-0 to Cambridge but, like you say,

:15:17. > :15:23.But we know how difficult getting through the play-offs is.

:15:24. > :15:25.We have experienced it twice ourselves in the last two seasons,

:15:26. > :15:31.and it's going to be on the day, if Exeter can perform on the day,

:15:32. > :15:34.if they finally qualify then, yeah, they could be joining us.

:15:35. > :15:39.Do you keep an eye on each other when you're playing?

:15:40. > :15:42.They look like they are safe now after a great victory yesterday.

:15:43. > :15:44.Yeah, I certainly keep an eye on what Yeovil are doing.

:15:45. > :15:48.I was there six years so I've got a soft spot for the club, obviously.

:15:49. > :15:51.The chairman actually text me earlier in the day to say,

:15:52. > :15:56."Do us a favour tonight," because obviously Newport

:15:57. > :15:59.were beginning to catch Yeovil from a relegation position in League

:16:00. > :16:04.2, as I said we'd do our best and of course he was delighted

:16:05. > :16:10.we won and delighted that Yeovil got a 3-0 victory as well.

:16:11. > :16:12.Lets leave League 2, but what do you think of Torquay?

:16:13. > :16:14.Do you think they're going to survive?

:16:15. > :16:15.They're in a very difficult position.

:16:16. > :16:18.I think they have got a couple of games left,

:16:19. > :16:21.I'm sure that Kevin Nicholson will get players motivated

:16:22. > :16:25.I think they're probably going to have to win

:16:26. > :16:32.And for Argyle, the rest of the season, you say

:16:33. > :16:34.going to be champions, is that the aim?

:16:35. > :16:36.Yeah, I mean, Graham Carey wants the championship,

:16:37. > :16:41.Derek Adams will want to motivate the players towards the title, so

:16:42. > :16:48.Thanks so much for coming in and well done to everyone at Argyle.

:16:49. > :16:54.Let's head to Torbay now where a fleet of tall ships has arrived.

:16:55. > :16:57.In a spectacular show of sailing prowess, they're here to prepare

:16:58. > :17:00.for the start of tomorrow's Rendez Vous 2017 Tall Ships Regatta.

:17:01. > :17:02.It's an international transatlantic race featuring some of the world's

:17:03. > :17:05.largest sailing vessels, and they'll cross the ocean twice.

:17:06. > :17:36.Our South Devon reporter John Ayres in Torquay for us tonight.

:17:37. > :17:39.Some of these sailors have never sailed before but they made their

:17:40. > :17:40.way here and will sail to Portugal tomorrow.

:17:41. > :17:42.It's a glorious sight as these magnificent vessels arrive

:17:43. > :17:46.It was here in Torbay back in 1956 that tall ships racing started.

:17:47. > :17:48.ARCHIVE: So, the race to Lisbon is on.

:17:49. > :17:50.How long it's going to take is anybody's guess.

:17:51. > :17:52.These trainees are getting ready for their voyage.

:17:53. > :17:56.Sometimes there is a bit of improvised sewing as well.

:17:57. > :17:58.But are they worried about their trip?

:17:59. > :18:03.The Bay of Biscay is kind of renowned for being a bit

:18:04. > :18:05.rough at points but, I mean, going so far,

:18:06. > :18:09.It can be challenging at times but, I mean, there's enough well-trained

:18:10. > :18:13.staff on board who can deal with it and make sure they learn fast

:18:14. > :18:15.enough so they can get the most out of the trip

:18:16. > :18:18.Staging these races raises the profile of Torbay, brings

:18:19. > :18:24.We are used to doing it, we have the space,

:18:25. > :18:27.we have the capacity and we welcome this kind of event because it's

:18:28. > :18:38.part of the culture, it's part of Torbay's heritage.

:18:39. > :18:40.Visitors will be able to see the ships close-up

:18:41. > :18:51.in Torquay Harbour until they sail off to Portugal tomorrow.

:18:52. > :19:01.I'm joined by the grace chairman James Stevens. What does it involve?

:19:02. > :19:09.This is a long race, starting from here, going to Portugal on the first

:19:10. > :19:14.leg, across to Bermuda, then Boston USA, Qu bec, Halifax Nova Scotia and

:19:15. > :19:19.back to France. Two transatlantics. A huge number of people are trainees

:19:20. > :19:27.and had never done it before. Does it worry you? It will be a huge

:19:28. > :19:33.challenge and adventure and that is one of the reasons we do it. What is

:19:34. > :19:37.a typical day like on-board? You have to do everything on board,

:19:38. > :19:45.steer, trim the sales, cook, clean-up. These young trainees, it

:19:46. > :19:48.is a big learning curve and they have to learn how to do it before

:19:49. > :19:53.they reach the Atlantic, only a few days away. Lots of places would love

:19:54. > :19:59.to have this race so what is it about Torbay? It is to read expect a

:20:00. > :20:07.call and this is a great place for the ships, nice sheltered bay and

:20:08. > :20:12.natural amphitheatre. The starters tomorrow at five o'clock, so you get

:20:13. > :20:17.a very good review here. The race is tomorrow, starting just off Berry

:20:18. > :20:26.head at 5pm. It looks like a glorious evening in

:20:27. > :20:30.Torquay. We thought we would put David on the

:20:31. > :20:33.roof again tonight. It is looking glorious up there as well.

:20:34. > :20:41.It is a smashing view. I have also noticed there is a chill in the air

:20:42. > :20:45.and I think that will be the case tonight. Last night we saw

:20:46. > :20:50.temperatures down to 3-4. Tonight it could be colder. The forecast for

:20:51. > :20:57.tomorrow is potentially to see some frost, not unusual to see frost in

:20:58. > :21:04.April but temperatures down as low as -2, -3 is pretty nippy. The rest

:21:05. > :21:09.of the day is fine and dry and we should get sunshine with generally

:21:10. > :21:14.like winds, mainly easterly for the start of the tall ships race. We are

:21:15. > :21:18.still under the influence of high-pressure, a lot of clear sky,

:21:19. > :21:23.but there is a weather front drifting down from the North, pretty

:21:24. > :21:30.weak by the time it gets towards us but it introduces a little more

:21:31. > :21:36.cloud. But Thursday could be rather cloudy but still effectively dry. By

:21:37. > :21:41.Friday, another cold front coming from the north but by the time it

:21:42. > :21:46.gets to us it is weak, little if any rain in the forecast. That is the

:21:47. > :21:49.story as we head through the week and I'm to the weekend, no

:21:50. > :21:57.appreciable rain to fall across the south-west. Sky is largely clear

:21:58. > :22:01.tonight, a chilly night, a few shallow mist and fog patches could

:22:02. > :22:08.form here and there. Temperatures could get as low as -2, minus three.

:22:09. > :22:12.A chilly start to the day, some frost, particularly in the

:22:13. > :22:17.countryside away from the coast. But another fine day, lots of sunshine,

:22:18. > :22:24.some patchy cloud drifting in from the north later in the day, but a

:22:25. > :22:30.lot of fine and dry weather. Not particularly warm even with light

:22:31. > :22:37.winds. 12, 13, 14 degrees. For the Isles of Scilly, plenty of sunshine

:22:38. > :22:52.and light winds. Here are the times of high water. With easterly winds,

:22:53. > :22:56.or will not be huge waves. A generally fair coastal waters

:22:57. > :23:01.forecast. Good visibility. Here is the outlook to the end of the week.

:23:02. > :23:04.More cloud on Thursday and potentially briefly on Friday

:23:05. > :23:09.morning but a lot of dry weather and the question must be asked, when

:23:10. > :23:16.will we see some rain? I can't see any over the next five or six days.

:23:17. > :23:25.Our late news is that 10:50pm tonight but we leave you with some

:23:26. > :23:28.lovely sunshine in Torbay.
