:00:58. > :01:03.of the annual report released While it shows overall figures

:01:04. > :01:08.of prisoners were slightly down last year compared to 2015 -

:01:09. > :01:11.over half of them were The number of criminals

:01:12. > :01:22.being locked up dropped in 2016 but those that

:01:23. > :01:26.were are not new to crime. According to the Prison Report,

:01:27. > :01:28.of the 260 new inmates sent to prison last year -

:01:29. > :01:31.97% had previous convictions and 60% had already

:01:32. > :01:34.served time behind bars. Although this level

:01:35. > :01:38.of re-offending sounds alarming - the Probation Service

:01:39. > :01:42.say it's expected. Because it's unusual for people

:01:43. > :01:44.to be sent to prison Instead they are usually given fines

:01:45. > :01:48.and community service. Sentences in the community are more

:01:49. > :01:51.likely to be successful than sentences in custody

:01:52. > :01:54.because someone can maintain their employment,

:01:55. > :01:56.maintain their family ties, The courts are typically sentencing

:01:57. > :02:07.people to custody when they have no other options available either

:02:08. > :02:13.because of the seriousness of the offence or because that

:02:14. > :02:16.person has exhausted the courts' patience with the alternatives

:02:17. > :02:20.and hasn't responded to them. The Prison Report has been

:02:21. > :02:27.released in the same week as the new independent

:02:28. > :02:29.Prison Monitoring Board Although the board say they can't

:02:30. > :02:33.comment on the re-offending rates, they will monitor the welfare

:02:34. > :02:35.of prisoners which can That can potentially

:02:36. > :02:38.have a huge impact in relation to how people can adapt,

:02:39. > :02:44.modify behaviour if that's actually what is required,

:02:45. > :02:47.and I think it's good to see a lot of the training programmes that

:02:48. > :02:49.are already in place and that will be one of the areas

:02:50. > :02:58.that we will be keen to look at. And it's through constructive

:02:59. > :03:00.regimes and programmes the prison hope to achieve its primary aim

:03:09. > :03:11.in the amount of time police in Jersey spend dealing with mental

:03:12. > :03:14.health related issues and checking Latest figures show a 178%

:03:15. > :03:18.increase over the past five years in mental health issues that

:03:19. > :03:21.required police attention and action - and welfare checks were up

:03:22. > :03:27.by a third since 2012 too. It comes on the day a UK watchdog

:03:28. > :03:31.is warning that public safety is being put at risk there,

:03:32. > :03:33.because police in England and Wales are being used to handle

:03:34. > :03:44.mental health issues. Jersey police have named the driver

:03:45. > :03:47.of the car that crashed on the Five Mile Road late on Sunday.

:03:48. > :03:50.Fraser Armstrong remains in a critical but stable

:03:51. > :03:56.He was one of four sixth-formers from De La Salle College in the car.

:03:57. > :03:58.Their headteacher says the school's thoughts and prayers are with them.

:03:59. > :04:03.The three passengers are recovering in Jersey.

:04:04. > :04:06.It's being called the future of Guernsey - a plan to attract more

:04:07. > :04:09.digital businesses to the island along with the benefits

:04:10. > :04:11.which go with it - including up to 5,000 workers

:04:14. > :04:17.But it comes at a cost - so will it get the funding it needs?

:04:18. > :04:25.It promises to drive economic growth by investing in the digital sector.

:04:26. > :04:29.The new strategy also promotes Guernsey as a choice

:04:30. > :04:37.location for business, with big benefits to the island.

:04:38. > :04:40.Here at the Digital Greenhouse, a place that encourages

:04:41. > :04:41.technology business, the report has been welcomed

:04:42. > :04:51.The challenges ahead are many, the big one is going to be funding. The

:04:52. > :04:54.new digital strategy strategic framework is a fantastic document, a

:04:55. > :04:58.real wish list of how we would love Guernsey to be but the question is

:04:59. > :05:02.how is it going to be funded, how much will it be funded? But I think

:05:03. > :05:05.it is really important for people to look at it seriously unsafe, this is

:05:06. > :05:07.worth investing our time and money and because it's the future of

:05:08. > :05:09.Guernsey. By 2026 it is hoped

:05:10. > :05:11.the number of people working But the deputy behind the plan

:05:12. > :05:24.is worried the States might not give We're looking at budget

:05:25. > :05:31.prioritisation that is extremely difficult to be able to properly

:05:32. > :05:39.fund these very sensible, pragmatic and doable strategies. But then

:05:40. > :05:43.you're told you've got to achieve 2% cut this year, and then 5% and then

:05:44. > :05:45.9%, and then how can you do that? in a digital industry in Guernsey,

:05:46. > :05:50.but it's argued it'll be up to the States to invest both

:06:00. > :06:02.Jersey has been found not Kevin Irving had been

:06:03. > :06:07.accused of getting into bed with a woman in St

:06:08. > :06:10.Helier last July and trying to have sex with her while she mistook

:06:11. > :06:13.him for someone else. Julie Flanagan was at the Royal

:06:14. > :06:15.Court where he was acquitted. The jury of six men and six women

:06:16. > :06:19.took less than two hours to decide This trial was expected to last four

:06:20. > :06:26.days but this morning the court decided Mr Irving should face one

:06:27. > :06:29.lesser charge of attempted rape rather than the original charges

:06:30. > :06:35.of indecent assault and rape. The jury was told the woman had met

:06:36. > :06:38.a man on an internet dating site. While out with friends,

:06:39. > :06:41.she and the man were texting When they did, Kevin

:06:42. > :06:45.Irving was with them. He went back to the same house

:06:46. > :06:49.as them to call a taxi but in the hours that followed,

:06:50. > :06:52.the woman claimed Irving got into She claimed she only realised it

:06:53. > :06:57.wasn't the man she thought it was when there was shouting

:06:58. > :06:59.and someone turned The court heard that afterwards

:07:00. > :07:09.she was scared and confused and her lawyer said very clearly

:07:10. > :07:12.she would never have consented His defence advocate

:07:13. > :07:18.Ian Jones told the jury: with the woman there was no evidence

:07:19. > :07:26.that Mr Irving was anxious or upset. I would suggest these

:07:27. > :07:30.are the actions of someone And today the jury agreed, clearing

:07:31. > :07:42.Mr Irving of any wrongdoing. When the verdict was read out Mr

:07:43. > :07:46.Irving briefed audio plea and he left the court without making any

:07:53. > :07:53.Guernsey police held an open evening to attract

:07:54. > :07:57.Islanders had the chance to ask questions about what it's like

:07:58. > :08:00.to be in the police, and were shown some demonstrations.

:08:01. > :08:02.Some had their finger and shoe prints taken and others were shown

:08:03. > :08:06.The police say such events are important to attract

:08:07. > :08:18.It's very important. We have to keep recruiting local officers to come

:08:19. > :08:22.and join our force. In the past we have struggled sometimes to recruit

:08:23. > :08:25.the right amount of officers and most importantly quality officers.

:08:26. > :08:29.We cannot let our standards drop so tonight is about encouraging those

:08:30. > :08:32.in community thinking about doing this job, come and talk to us and we

:08:33. > :08:34.will explain what it's about and come and see what the job in the

:08:35. > :08:36.police could be like. Cutting maintenance costs, by

:08:37. > :08:39.reducing the need to cut the lawn. That's the idea behind a project

:08:40. > :08:42.to plant large areas of wild Although it may look a little bare

:08:43. > :08:48.now that won't be the case for long. The States say it'll be good

:08:49. > :08:59.for bees, butterflies and budgets. On this particular site we have got

:09:00. > :09:05.about 11,000 square metres of grassland. We have taken 2500 for

:09:06. > :09:11.the wild flower areas. So that the reduction in cutting is obviously

:09:12. > :09:13.25%, and so that is as saving on not only man-hours and fuel but also on

:09:14. > :09:14.the exhaust fumes. After two weeks without meaningful

:09:15. > :09:16.rain, Guernsey and Jersey Despite a dry April so far,

:09:17. > :09:23.reservoirs are nearly full - and tests on the desalination plant

:12:03. > :12:05.slightly cooler feeling a on Sunday and the temperatures start to go

:12:06. > :12:09.down again by Monday next week. Monday late in the day there is a

:12:10. > :12:14.possibility of a few light showers but the main activity in terms of

:12:52. > :13:02.after being in a wheelchair for six years is a dream come true

:13:03. > :13:05.in itself, but to complete a marathon - well, it's

:13:06. > :13:06.almost unbelievable. But for Spencer Watts,

:13:07. > :13:08.a Devon motocross rider who was paralysed in an accident six

:13:09. > :13:12.years ago, that's the plan. He's hoping to complete next year's

:13:13. > :13:16.London Marathon and, as he explained to Janine Jansen,

:13:17. > :13:19.it's all thanks to a new Spencer Watts was paralysed

:13:20. > :13:25.from the waist down in a motocross When I had my accident,

:13:26. > :13:32.surgeons were telling me you will never ride again and I just

:13:33. > :13:35.wanted to prove them all wrong. His solution was to tuck his legs

:13:36. > :13:40.behind special bars It was nerve-racking at first,

:13:41. > :13:44.but the most important thing with motocross is you have

:13:45. > :13:46.to put your leg out Obviously, I'm not able to do that,

:13:47. > :13:52.so that was a real big thing to take on and not knowing how I would be

:13:53. > :13:55.able to react to that, and just rely on my upper body,

:13:56. > :13:57.it really was hard. Recently, he was demonstrating these

:13:58. > :14:00.robotic legs at a charity evening. Suddenly, the auctioneer started

:14:01. > :14:06.getting people to bid for Spencer. I was lost for words,

:14:07. > :14:11.I was all evening. Never for one minute did I think

:14:12. > :14:16.that that sort of money would be Spencer says the first time

:14:17. > :14:22.he walked was incredible. It was really strange and it felt

:14:23. > :14:26.like I was going to fall over. It is like my whole body is floating

:14:27. > :14:29.in the air because obviously It is a real strange

:14:30. > :14:33.feeling but each time, You've got a watch, and you tell

:16:30. > :16:32.talented trainees went head to head in a bid to reach the national

:16:33. > :16:35.finals of a competition. They were joined by hundreds

:16:36. > :16:38.of school children who also got to have a go at some of the skills

:16:39. > :16:41.needed in the building trade, Spotlight's John Danks reports from

:16:42. > :16:48.South Devon College in Paignton. Year five pupils from Roseland's

:16:49. > :16:54.primary school in Paignton get On hand to help are tradesmen

:17:03. > :17:10.a liking to it and start pursuing it, so we think it is a very good

:17:11. > :17:14.idea to get them going that young, And if they are very unlucky,

:17:36. > :17:41.it gets stuck to the side of the wall and you have to get it in the

:17:42. > :17:43.centre. You think might be interested in construction? Maybe.

:17:44. > :17:51.But the real focus is the regional heat of the Skillbuild competition.

:17:52. > :17:53.Around 100 construction trainees from colleges across the south-west

:17:54. > :17:55.are competing for a place in the national finals.

:18:02. > :18:05.taking part is quite fun as well, so it's very good.

:18:06. > :18:15.Looking at the joints, the craftsmanship, the way

:18:17. > :18:23.Six traits were being contested and for the trainees, the chance to

:18:24. > :18:26.build the foundations for a successful career.

:18:30. > :18:32.they can go on to the regional final and the national final,

:18:33. > :18:34.which will be held later in the year in Birmingham.

:18:38. > :18:40.which will be in Russia and the winner of that comes back

:18:41. > :18:43.to the UK and has a fabulous future ahead of them.

:18:44. > :18:47.When it comes to plastering, it looks like these kids have it

:18:48. > :18:47.covered. The south-west has provided

:18:48. > :18:49.incredible backdrops to film over the years,

:18:50. > :18:52.and there's about to be another. This latest production coming out

:18:53. > :18:55.later this year could provide a big It's a psychological thriller called

:18:56. > :18:59.Winter Ridge and it's being shot entirely on location around

:19:00. > :19:02.Lynton and Lynmouth. Spotlight's North Devon reporter,

:19:03. > :19:07.Andrea Ormsby, has been on set. Tense and emotional,

:19:08. > :19:19.two of the main characters in a scene near the end

:19:20. > :19:22.of the movie, but the location, can't help being the star

:19:23. > :19:25.of the show. What an incredible location

:19:26. > :19:30.Valley of the Rocks is. Just has that kind of cinematic look

:19:31. > :19:33.that you get in North America, It doesn't really feel

:19:34. > :19:40.like it is a really small town, it has that grander scale to it,

:19:41. > :19:48.so as soon as we came I knew it was where it had

:19:49. > :19:51.to culminate and end. They scoured all over the UK, Wales,

:19:52. > :19:53.Norfolk, the Peak District, all rejected the minute they set

:19:54. > :19:56.eyes on Lynton and Lynemouth. And it was the perfect

:19:57. > :20:02.location for us to do a film like a psychological thriller

:20:03. > :20:05.in this area, it is quite ominous, it is quite dark, gritty at night

:20:06. > :20:08.and shiny in the day, so it has got nice

:20:09. > :20:10.contrasting landscape. Adjust your radio mic and then

:20:11. > :20:15.we will be able to shoot! The movie centres around Matt's

:20:16. > :20:17.character Ryan Barnes, He is joined by Game of Thrones

:20:18. > :20:23.star Hannah Waddingham. The thing that always strikes me

:20:24. > :20:27.about Game of Thrones is the crew are so gung-ho and have such passion

:20:28. > :20:35.for it and these guys do. From the writers on this,

:20:36. > :20:38.to the directors, if you do a low-budget film and the script

:20:39. > :20:41.is good enough, you all join and have the same passion,

:20:42. > :20:44.so it is not ready that dissimilar, and have the same passion,

:20:45. > :20:47.so it is not really that dissimilar, except we are just trying to do it

:20:48. > :20:50.on a tighter budget. Keep rolling, guys,

:20:51. > :20:52.keep quiet, everyone. Having the film set here

:20:53. > :20:54.is a real coup the locals. Having the film set here

:20:55. > :20:57.is a real coup for locals. The whole community is,

:20:58. > :21:01.because everybody's been involved. Everybody I speak to are either

:21:02. > :21:03.an extra or their property is being used in some way

:21:12. > :21:16.wonderful bookings coming in for our bed and breakfast hotels

:21:25. > :21:30.as acting location manager. I don't know why, but I guess

:21:31. > :21:33.that'll teach me to pick up I mean, he rang me and asked

:21:34. > :21:39.if I could think of some locations that the film company had asked

:21:40. > :21:42.for and I came up with some answers and the next thing I know,

:21:43. > :21:45.I'm included in the crew. Work experience is also on offer

:21:46. > :21:49.for local youngsters. I've been on set watch, which is

:21:50. > :21:55.looking at the equipment outside. I've been helping with the actors

:21:56. > :21:59.and seeing that they are OK in between the takes and I've been

:22:00. > :22:03.helping with backgrounds Filming has just started

:23:53. > :23:55.and into Tuesday, quite a bit change associated with that. Not only a

:23:56. > :24:00.drop in the temperatures but finally, some appreciable rain. This

:24:01. > :24:04.evening is a fine evening, the cloud patchy in nature. This was earlier

:24:05. > :24:08.today in Dartmouth, where our cameraman Jeff took the slow journey

:24:09. > :24:11.across the river. Some lovely weather here, it has been more

:24:12. > :24:16.cloudy today that the South coast but the Sun has come back out and it

:24:17. > :24:22.has been pleasantly dry and mild today, with temperatures even a bit

:24:23. > :24:24.higher than we have seen today for tomorrow, so tomorrow similar with

:24:25. > :24:27.patchy cloud around, enough clear skies overnight to allow

:24:28. > :24:32.temperatures back into single figures, so not as cold as it has

:24:33. > :24:36.been but certainly low enough, six or 7 degrees the minimum

:24:37. > :24:40.temperature. For tomorrow, another very similar day, patchy cloud

:24:41. > :24:43.coming and going, largely dry, some decent spells of sunshine and
