:00:50. > :00:53.The island's Chamber of comlerce and a brewery boss have criticised

:00:54. > :00:55.planned increases on alcohol as potentially damaging

:00:56. > :00:59.Other proposed changes cover tax thresholds, and a law changd

:01:00. > :01:02.to enable the States to pay Parish rates.

:01:03. > :01:05.Luxmy Gopal has been looking at the detail.

:01:06. > :01:07.Smokers, drinkers and drivers in Jersey will be

:01:08. > :01:11.But single people in work could have a better time of it,

:01:12. > :01:15.in a budget forecast to bring the Treasury an extra

:01:16. > :01:20.It's the usual suspects facing duty rises.

:01:21. > :01:24.There'll be more tax on fuel, with unleaded going up 2p a litre.

:01:25. > :01:27.More tax on alcohol - an added 2p a pint...

:01:28. > :01:31.And a well-above inflation tax hike on tobacco -

:01:32. > :01:35.Arguably the budget winners are single people -

:01:36. > :01:37.who'll get to keep more of their earnings

:01:38. > :01:43.And, while the gap has closdd slightly, they're still being taxed

:01:44. > :01:46.proportionately less than married couples.

:01:47. > :01:50.Does this Minister's budget go far enough to address that?

:01:51. > :01:54.This is an issue that hasn't been addressed for 17 years.

:01:55. > :02:04.By closing it almost by half, we're stepping in the right direction

:02:05. > :02:07.Future budgets hopefully will close it until we reach parity.

:02:08. > :02:10.The Treasury Minister says some elements are still being reviewed

:02:11. > :02:12.and that there are bigger changes on the way.

:02:13. > :02:15.But of course - this is just a draft budget.

:02:16. > :02:24.It needs the approval of thd States when it's up for debate in December.

:02:25. > :02:26.Politicians, businesses and families will be absorbing the implications

:02:27. > :02:29.of this year's Budget plans for a while yet, but with ndws of

:02:30. > :02:35.It has been described as an undramatic budget but as we have

:02:36. > :02:37.just heard, ultimately is as it includes smokers, drinkers `nd the

:02:38. > :02:42.They say it is about improving public health

:02:43. > :02:45.not just raising cash, but the hospitality industrx says

:02:46. > :02:48.that after the Brexit boat, much of it priced

:02:49. > :02:56.in euros, things are set to get more expensive.

:02:57. > :03:02.Industry leaders are concerned, saying that a fragile

:03:03. > :03:13.look at the whole picture and find other ways that are not going to

:03:14. > :03:16.I think business is an easy place to head.

:03:17. > :03:18.Another interesting point in the budget,

:03:19. > :03:23.almost a footnote, the

:03:24. > :03:30.states of Jersey will begin to paper as rates.

:03:31. > :03:33.and interesting problems rahsed for

:03:34. > :03:35.the Treasury, including all of them parishes,

:03:36. > :03:40.this will cost the state is almost ?1 million and they do not

:03:41. > :03:43.know how they are going to deliver it.

:03:44. > :03:45.Sharing IT systems, clubbing together to buy

:03:46. > :03:47.medical drugs and generally being more cooperative.

:03:48. > :03:50.That's the dream of Guernsey's top politician.

:03:51. > :03:52.He was in Jersey today saying the islands should do

:03:53. > :03:56.But as Mike Wilkins reports, there are recent examples

:03:57. > :04:02.Two very different islands with similar problems.

:04:03. > :04:04.Today Guernsey's most powerful politician has been in Jersdy giving

:04:05. > :04:10.a speech about he wants the islands to work closer together.

:04:11. > :04:13.At the end of the day we have to remember that we are still only

:04:14. > :04:21.a community with a total population of 100 city thousand people.

:04:22. > :04:28.Yet, we share very few servhces in an environment where both islands

:04:29. > :04:34.are needing to transform the delivery of government

:04:35. > :04:36.and to save money there is clear opportunity.

:04:37. > :04:38.The President of Guernsey's Chamber of Commerce says businesses have

:04:39. > :04:41.been working pan island for years and it was time

:04:42. > :04:45.Absolutely, the government needs to catch up, there must be

:04:46. > :04:47.lots of areas, particularly with Information Systems,

:04:48. > :04:49.where Jersey can learn from Guernsey, it is not

:04:50. > :05:01.just about us getting information from Jersey,

:05:02. > :05:02.but Jersey learning from Guernsey as well.

:05:03. > :05:05.There is a wide range of ardas that need help.

:05:06. > :05:08.I think they are envious of some of our leanness in some are`s.

:05:09. > :05:10.Shipping Guernsey's waste to Sweden instead of Jersey has been

:05:11. > :05:12.highlighted by some as another example of the islands

:05:13. > :05:18.But this man's hoping both government's follow his belhef that

:05:19. > :05:21.what unites us is greater than what divides us.

:05:56. > :06:03.There's a call for Jersey's honorary police to work more closely

:06:04. > :06:06.After seeing how special constables work

:06:07. > :06:08.with the force in the UK, one vingtenier's suggesting that

:06:09. > :06:17.honorary officers need to be more proactive.

:06:18. > :06:24.We have a good working relationship with our community liaison officer.

:06:25. > :06:29.We go to schools with him and out on patrol but it is not the sale across

:06:30. > :06:33.the island. That is where other parishes are missing out on the

:06:34. > :06:38.chance to work closer with the states of Jersey. They are not out

:06:39. > :06:40.there physically policing in the community, they are sacked by the

:06:41. > :06:43.fire waiting for the phone to ring. Thousands of people die every year

:06:44. > :06:45.in the UK because bystanders lack the confidence and skills

:06:46. > :06:47.to perform CPR. That's the message from

:06:48. > :06:49.Jersey's Ambulance Service who have been teaching life saving skills

:06:50. > :06:52.in St Helier today as part Cardiac arrest survival ratds

:06:53. > :06:57.are almost zero if no one steps in, as one Jersey woman nearly

:06:58. > :06:59.found out herself. Linda and Peter were hours `way

:07:00. > :07:05.from going on holiday when a dramatic twist

:07:06. > :07:07.changed their lives forever. Went to my computer and the next

:07:08. > :07:11.thing I knew was I woke up hn this place which was obviously a hospital

:07:12. > :07:14.because there was ladies in nurses uniforms and I hadn't got a clue

:07:15. > :07:20.where I was or what had happened. Peter had suffered a cardiac

:07:21. > :07:23.arrest, but was alive She had called 999 and followed

:07:24. > :07:30.CPR instructions over the phone while an ambulancd

:07:31. > :07:32.made its way to them. His face just blew up

:07:33. > :07:36.and it was blue and his And all I kept doing was talking

:07:37. > :07:41.to him and just saying... Jersey's Ambulance Service want more

:07:42. > :07:53.people to act confidently within those first crucial linutes,

:07:54. > :07:57.and to know there are heart starting machines available

:07:58. > :08:08.around the island. People are always saying to me how

:08:09. > :08:14.do we get into these boxes, or are they just

:08:15. > :08:16.for the premises they're on? Well no absolutely not,

:08:17. > :08:18.they are for the public, they're called public access

:08:19. > :08:21.defibrillators and by calling 999, you get the code

:08:22. > :08:23.and anybody can use them. And its information which c`n make

:08:24. > :08:27.a difference between life and death. If Linda hadn't done what she did,

:08:28. > :08:30.and even though she says it wasn't her it was the ambul`nce

:08:31. > :08:33.people, but it was really mainly her on their instructions

:08:34. > :08:35.then we wouldn't be having this conversation now,

:08:36. > :08:37.as I would have been I don't think there is any lore a

:08:38. > :08:52.wife can do for her husband. With Peter's health now on the mend
