:01:09. > :01:10.He was interviewed by detectives, and charged with murder
:01:11. > :01:14.Today, flowers and messages lay near where 73-year-old
:01:15. > :01:17.Police had been called to Vauxhall Gardens on
:01:18. > :01:21.Paramedics had discovered Mr McCarthy in a driveway -
:01:22. > :01:33.He was treated on the scene, conveyed to hospital, but
:01:34. > :01:37.sadly he was subsequently confirmed as deceased.
:01:38. > :01:40.Mr McCarthy's death has shocked those who knew him through his
:01:41. > :01:42.regular visits to the cafe at St Helier's Methodist Centre
:01:43. > :01:45.across the street, and many have paid tribute on social medi`.
:01:46. > :02:01.Chantel said she'd been chatting to him only last Thursday.
:02:02. > :02:06.While the community tries to come to terms with Mr McCarthy's death,
:02:07. > :02:10.today's court hearing formally remanded Michael Brown in ctstody.
:02:11. > :02:13.Mr Brown, who appeared in court holding a walking stick,
:02:14. > :02:16.was told by Magistrate Brigdt Shaw that he was to return
:02:17. > :02:20.to custody as he posed a risk to himself and the public.
:02:21. > :02:23.He will reappear on the 21st of November and again
:02:24. > :02:34.Guernsey needs to make radical changes to it's approach if it wants
:02:35. > :02:40.The annual fiscal review showed the island is performing relatively
:02:41. > :02:42.well, and is already starting to make the relevant changes.
:02:43. > :02:46.But some say the money spent on independent consultants could be
:02:47. > :02:54.What's the difference betwedn money going in to the States
:02:55. > :03:02.Guernsey is operating on a deficit - and has been
:03:03. > :03:07.That's despite its government setting a number of rules
:03:08. > :03:10.specifically designed to plug the shortfall.
:03:11. > :03:12.Every year an independent review takes those rules
:03:13. > :03:15.and weighs up how the States is performing financially.
:03:16. > :03:18.It looks at the risks, potential areas of concern,
:03:19. > :03:20.and crucially weighs up whether the budgets
:03:21. > :03:25.are in line with the long-tdrm objectives of the States.
:03:26. > :03:28.The focus must be on long tdrm control of the things that
:03:29. > :03:31.are growing too rapidly, and we have a transformation
:03:32. > :03:33.programme in the States for transforming the way
:03:34. > :03:39.A lot of attention should bd given to that, because it has been
:03:40. > :03:41.recognised that we can't kedp on doing the same things
:03:42. > :03:44.in the same way and providing the same level of service.
:03:45. > :03:49.In many ways, this report is unsurprising.
:03:50. > :03:52.We need to save more, spend less, and balance the books.
:03:53. > :03:55.So do we really need to employ two independent consultants each
:03:56. > :04:00.There would be a considerable degree of cycicism and scepticism
:04:01. > :04:03.if government was seeking to comment on its own performance and people
:04:04. > :04:10.So I think this is so fundalental and it's such a key part
:04:11. > :04:22.of the control of government that it is actually worth the small
:04:23. > :04:31.investment that is required to enable it to happen.
