:01:43. > :01:47.that need to go ahead. There are large areas of town

:01:48. > :01:51.that have not been developed, so if they are looking to get people

:01:52. > :01:55.incentivised to develop those sites, then another tax on top

:01:56. > :01:58.of what they are already paying is not going to give them

:01:59. > :02:02.the incentive to do that. In Jersey, the Construction

:02:03. > :02:05.Council agrees. It says its members are worried

:02:06. > :02:10.about a potential new tax. Work like this, the new

:04:13. > :04:15.to feel that. Word of mouth is working
