:00:26. > :00:40.The numbers we have seen our concern to us and we want to ensure that we

:00:41. > :00:43.are able to support businesses at the right level but also to ensure

:00:44. > :00:46.that we don't have too many immigrants.

:00:47. > :00:52.The death of a baby born on Guernsey's maternity ward "may

:00:53. > :00:54.have been prevented" had a previous incident been properly investigated,

:00:55. > :01:02.Three midwives are facing charges of misconduct

:01:03. > :01:06.Earlier, I spoke to our reporter Mike Wilkins in our Guernsey

:01:07. > :01:12.newsroom who's been following the case.

:01:13. > :01:15.Well, the sad starting point of this story is the death

:01:16. > :01:19.It happened in 2014 at the Princess Elizabeth Hospital.

:01:20. > :01:21.Following the death, all members of the then Health and

:01:22. > :01:27.It was and continues to be a very shocking moment

:01:28. > :01:31.A major review was then carried out by the nursing watchdog, the Nursing

:01:32. > :01:37.This highlighted a series of problems throughout

:01:38. > :01:41.But up until today, we still didn't know why that baby died

:01:42. > :01:44.and the circumstances surrounding its death.

:01:45. > :01:46.So what happened at the hearing today?

:01:47. > :01:51.Three Guernsey midwives are charged with misconduct.

:01:52. > :01:55.Adult nurse Lisa Granville, Antonia Manousaki and Tuija Roussel.

:01:56. > :01:58.They were working on the Loveridge Ward when a child,

:01:59. > :02:03.referred to only as Baby A, was born just after midnight

:02:04. > :02:09.This desperately ill baby required resuscitation and died

:02:10. > :02:15.An internal investigation conducted by Granville,

:02:16. > :02:18.who was then head of risk management, found "no significant

:02:19. > :02:22.difficulties in care delivery' and no further action was taken.

:02:23. > :02:28.But an investigation by the local authority found that the baby's

:02:29. > :02:31.heartbeat hadn't been properly monitored and its condition

:02:32. > :02:33.should've been reported to a consultant.

:02:34. > :02:36.The NMC said the midwives administered medication

:02:37. > :02:41.And there were claims that the baby's death

:02:42. > :02:48.It emerged today that another baby, referred to as Baby B,

:02:49. > :02:57.The NMC says that had the death of Baby B been

:02:58. > :03:00.adequately investigated, then the death of Baby A may

:03:01. > :03:04.I have to stress that all three midwives accept some of the charges

:03:05. > :03:06.against them but also deny some of them.

:03:07. > :03:11.The hearing's expected to last four weeks.

:03:12. > :03:14.New measures are being brought in to cut the number of migrants

:03:15. > :03:19.Big companies with lots of non-local staff could have some

:03:20. > :03:28.Ministers say it's needed to control the island's population,

:03:29. > :03:34.Serving the island economy - migrant workers fill

:03:35. > :03:37.many of the posts in this hotel, as they do in much of Jersey's

:03:38. > :03:44.But now, there's to be a cut-down on work licences.

:03:45. > :03:46.In Jersey, you need a licence to hire a migrant worker.

:03:47. > :03:49.After five years, they can work anywhere, and the licence can be

:03:50. > :03:52.used to bring another worker into the island.

:03:53. > :03:55.But the States are going to review all big businesses to see if some

:03:56. > :04:00.of their licences can be gradually taken away.

:04:01. > :04:02.We've got to work carefully with them to encourage them

:04:03. > :04:05.to employ as many local people as possible and not to automatically

:04:06. > :04:09.think they need a new licence to bring additional people

:04:10. > :04:16.We've got to do something to control the population and we believe this

:04:17. > :04:18.mechanism will do a good job in achieving that.

:04:19. > :04:20.And the population's grown well beyond the States' predictions.

:04:21. > :04:23.Despite plans for 325 new workers a year, in 2015

:04:24. > :04:25.there were around 1,500, with final figures for 2016

:04:26. > :04:32.But the Chamber of Commerce fears the impact on businesses that can't

:04:33. > :04:41.find the skills or staff they need within the island.

:04:42. > :04:43.need will always exist,so government have got to put

:04:44. > :04:46.assurances to businesses that if a company can prove they've

:04:47. > :04:48.absolutely tried to source an employee locally and they can't

:04:49. > :04:51.do that there is flexibility in the system in terms of bringing

:04:52. > :04:55.But will the new restrictions find more favour with the public?

:04:56. > :04:59.Whatever the public appetite for them, the question is,

:05:00. > :05:08.We now need to try to source jobs locally first and if you can't do it

:05:09. > :05:11.bring them in from overseas. We've got to look after people already

:05:12. > :05:14.Whatever the public appetite for them, the question is,

:05:15. > :05:17.will the new measures actually work in controlling the island's

:05:18. > :05:21.New measures to limit population growth in Jersey have been described

:05:22. > :05:24.as the worst message at the worst time by business leaders.

:05:25. > :05:26.Earlier I spoke to John Shenton, the head of

:05:27. > :05:42.I think it is misplaced. I think what you should be looking at is

:05:43. > :05:47.grown-up debate about population. It is a very emotive issue but I think

:05:48. > :05:52.actually, if you look at the economy, businesses, local trade,

:05:53. > :05:55.education, in some ways, the rules education, in some ways, the rules

:05:56. > :06:02.should be relaxed rather than tightened. In what way? Many

:06:03. > :06:06.businesses are hamstrung in their growth potential, the training

:06:07. > :06:10.potential and everything else. Because they can't get the calibre

:06:11. > :06:14.of staff at all levels in order to move the business forward. The

:06:15. > :06:19.island needs economic activity. We need economic growth, we need to

:06:20. > :06:21.grow the amount of money going into government and these further

:06:22. > :06:24.restraints on businesses trying to operate out of Jay-Z is going to

:06:25. > :06:28.give them the message that we're shut.

:06:29. > :06:30.A man has been arrested on suspicion of armed robbery.

:06:31. > :06:33.The arrest follows the incident at Temple Stores in St Helier last

:06:34. > :06:36.week, where a shop owner was held at knifepoint as cash

:06:37. > :06:40.Jersey Police say they have a 31-year-old man in custody.

:06:41. > :06:44.Jersey Airport has reached a 16-year-high in passenger numbers.

:06:45. > :06:48.Just under 1.6 million passengers travelled

:06:49. > :06:52.through the island's gateway last year, an increase

:06:53. > :07:00.It's the highest number recorded since the year 2000.

:07:01. > :07:04.Loss of business and loss of staff - that's the concerns of employers

:07:05. > :07:08.in a Jersey trading estate following a Government

:07:09. > :07:13.The Rue des Pres estate was littered with rusty, abandoned cars

:07:14. > :07:19.Most have been removed but replaced with huge charges

:07:20. > :07:26.Rusty, unloved, and bad for business.

:07:27. > :07:29.The government told the owners of these abandoned vehicles

:07:30. > :07:32.to remove them or they'd be towed from this trading estate.

:07:33. > :07:36.Most of them have now gone, but they've been replaced

:07:37. > :07:38.with a hefty parking charge that business owners say

:07:39. > :07:43.I think going from nothing for our staff who've been here -

:07:44. > :07:46.some of them have been here 20, 30 years, they've never had to pay

:07:47. > :07:50.for the parking and now they'll have to pay or face paying up to ?123

:07:51. > :07:53.a month, it's just not affordable so some of them will consider

:07:54. > :07:54.seeking alternative employment which will be detrimental

:07:55. > :07:59.Richard's also worried he'll have to find staff to replace the ones

:08:00. > :08:06.I'm really happy here, I like my job, I like what I'm doing

:08:07. > :08:09.but I can't afford to pay more than ?100 a month.

:08:10. > :08:15.These concerns have been put to the minister in charge of roads

:08:16. > :08:26.and parking who says the money will pay for upkeep.

:08:27. > :08:34.Is got to be self financing so we said that the maximum would be ?123

:08:35. > :08:36.and if the cost is more, we have to cut profits to fit that of its less,

:08:37. > :08:41.to fit that of its less, will charge lasts.

:08:42. > :08:46.While efforts to clean up the estate are appreciated, they aren't a cheap

:09:19. > :09:22.weather front which takes its time getting to us. It will be with us

:09:23. > :09:27.first thing tomorrow morning then after lunch I'm move into North of

:09:28. > :09:32.France. Quite windy days in a new area of pressure turns up on

:09:33. > :09:36.Thursday. On the northern area of this part of central Britain, the

:09:37. > :09:44.worst of that's rain at image to see some snow. For us, mostly rain. It

:09:45. > :09:47.will be windy. After that, it turns very much colder so at night to come

:09:48. > :09:53.tonight with temperatures no lower than 9-10 . Probably that'll be the

:10:21. > :10:25.winds bringing colder as we are going to see a substantial drop in

:10:26. > :10:29.temperatures. Heading for Spain and Portugal tomorrow, largely financed

:10:30. > :10:33.dry, somewhat weather across mid France. The same weather front

:10:34. > :10:38.giving outbreaks of rain, giving some snow for high ground by the

:10:39. > :10:41.Drops in temperatures come through Friday and Saturday.
