:00:43. > :00:53.in the number people in Jersey losing money

:00:54. > :00:55.through high-risk investments. That's according to the island's

:00:56. > :00:57.financial regulator, which has seen 150 victims

:00:58. > :01:03.in the past ten years. They include people who lost tens,

:01:04. > :01:06.or even hundreds of thousands Luxmy Gopal has been

:01:07. > :01:13.speaking to those affected. It just devastated everything,

:01:14. > :01:23.Geraldine and I moved apart, lost the marriage, lost the bungalow

:01:24. > :01:28.we'd built up at St John's - because we were no longer,

:01:29. > :01:32.together we had to sell it. And the other thing

:01:33. > :01:35.is we lost our pension fund. Alan's now back on his

:01:36. > :01:38.feet in a new business. But ten years ago he was one of 50

:01:39. > :01:41.people who lost money It was run by Jersey-based

:01:42. > :01:58.financial advisors, including The regulator is campaigning to stop

:01:59. > :02:00.other people losing their life savings. It has brought a UK group

:02:01. > :02:09.to spread the message. The advice really is don't put

:02:10. > :02:12.all your eggs in one basket. Don't be over reliant on one

:02:13. > :02:14.investment strategy, as tempting as that might be,

:02:15. > :02:16.especially if they're offering the potential of high

:02:17. > :02:18.returns for low risk. Like many victims, Alan

:02:19. > :02:22.has learnt that now, You do feel a little bit bitter,

:02:23. > :02:34.very bitter, and you never forget It is heartbreaking to lose

:02:35. > :02:39.everything you have worked for all these years. I suppose eventually I

:02:40. > :02:43.will trust people again but when that will be ideal not know. -- I do

:03:11. > :03:15.that is very good but in some cases it can be disastrous if things go

:03:16. > :03:20.wrong. By the nature of it, it is high risk. You could make a lot of

:03:21. > :03:24.money and you could lose money. Yes, but what I think we are trying to do

:03:25. > :03:28.is repeat the message handed down by our grandmothers, if it is high

:03:29. > :03:32.return inevitably it means high risk, you have to be aware of that

:03:33. > :03:34.risk. If it is high risk and you have identified that, please do not

:03:35. > :03:40.put all of your eggs in one basket. Drugs with a street value

:04:57. > :05:00.of mum and dad providing additional guarantees,

:05:01. > :05:03.and a lending product. We will be helping those aged 65-89,

:05:04. > :05:05.and my understanding is there are no present lenders

:05:06. > :05:09.in Guernsey doing that. House prices have fallen

:05:10. > :05:12.since the end of 2014, with the island at times

:05:13. > :05:14.experiencing the lowest number Sales recovered last year and rose

:05:15. > :05:21.by 25% but the market I asked Mr Welch about the risks

:05:22. > :05:26.of people investing Is there a bit of a risk that some

:05:27. > :05:33.people could end up going into negative equity if they took

:05:34. > :05:36.a mortgage with you and the house We cannot control the property

:05:37. > :05:45.market and Brexit, there are so many uncertainties on today's

:05:46. > :05:48.world that nobody can predict where But if we make sure that

:05:49. > :05:52.people are assessed properly and a sensible,

:05:53. > :05:55.balanced approach, it should be OK. It's unclear what this

:05:56. > :05:56.year will hold. But with new favourable document

:05:57. > :06:00.duty rates for the lower and middle sections of the housing market,

:06:01. > :06:02.and now new mortgage products, 2017 may see a recovery

:06:03. > :06:09.in the island's property fortunes. The Channel Islands

:06:10. > :06:11.will have a new 'eye Channel Islands Air Search

:06:12. > :06:16.say their new aircraft, which was due at the end of last

:06:17. > :06:19.year, has been held This temporary aircraft has been

:06:20. > :06:25.used for the last three years, while ?2 million was raised

:06:26. > :06:27.for a new, state of the art replacement now

:06:28. > :06:38.due to arrive in July. We have got a whole new range of

:06:39. > :06:41.agreement on board and a much more powerful one on camera which we have

:06:42. > :06:45.linked to a management system to plot where the camera has been. We

:06:46. > :06:51.can tell it where we want it to look when it has taken. We can programme

:06:52. > :06:53.it into the system and when we have taken it off the camera will be

:06:54. > :06:58.looking at that particular point. A new recycling centre built in part

:06:59. > :07:00.from reclaimed materials The site at La Collette replaces

:07:01. > :07:04.the old centre at Bellozanne. It's hoped the project,

:07:05. > :07:06.which cost just over ?3 million, will encourage more islanders

:07:07. > :07:08.to recycle, as Jessica Jersey's new recycling centre

:07:09. > :07:15.opened its gates this morning. The site before was a very small

:07:16. > :07:37.site, it required people to do a lot So this is a drive-through site,

:07:38. > :07:41.which should make it a lot easier Jersey currently recycles

:07:42. > :07:44.around 30% of its waste. Quite a long way behind Guernsey,

:07:45. > :07:46.which recycles 50%. It's hoped the new centre will help

:07:47. > :07:49.the Island meet its target, So what do locals

:07:50. > :07:53.think of the new site? The previous one was

:07:54. > :08:00.past its sell by date! It encourages you to want to use

:08:01. > :08:03.it, look after your environment. They could do with

:08:04. > :08:11.improving the signposting, as you drive along you

:08:12. > :08:15.are not quite sure way to go. Parish leaders are also

:08:16. > :08:22.being urged to play their part. We would ask other parishes that

:09:42. > :09:44.across from the East. Bringing cold air from the continent across the

:09:45. > :09:50.Islands. A lot of cloud breaking up on Tuesday but by Wednesday we start

:09:51. > :09:54.to see much colder air settling in. More sunshine on Wednesday, Thursday

:09:55. > :09:59.and Friday. Light wind as well but with colder air you will notice

:10:00. > :10:02.dropping temperatures. Particularly on Thursday and Friday, while we

:10:03. > :10:06.will have very little change in the day, we run the risk in the evening

:10:07. > :10:12.of some frost, particularly Friday night into Saturday. That continues

:10:13. > :10:17.through the weekend, staying largely dry. A bit of rain out there right

:10:18. > :10:21.now. Mainly light and patchy but for many a damp and drizzly night. It

:10:22. > :10:25.should be frost free and temperature down to three degrees. A grey day

:10:26. > :10:31.tomorrow and it will quite quickly improve. Rain tending to ease up and

:10:32. > :10:34.a lot of sunshine. Cold air is feeding in and you can see the

:10:35. > :10:38.difference with the temperature dropping five or 6 degrees from what

:10:39. > :10:42.we had today. Despite the sunshine, it will feel a little bit colder.

:10:43. > :10:46.That is setting the scene for the rest of the week. Plenty of sunshine

:10:47. > :10:50.for tomorrow. The wind picking up in the middle part of the week but

:10:51. > :10:53.particularly towards the end we risk overnight frost. Looking a bit
