:00:44. > :00:48.as Assistant Chief Minister today over losses to the Innovation Fund.
:00:49. > :00:51.It was set up to support new business ideas, but potentially
:00:52. > :00:59.Although Senator Ozouf didn't set up the scheme,
:01:00. > :01:02.he has been legally responsible for it for the last year.
:01:03. > :01:05.There were calls outside the States meeting today for him to go.
:01:06. > :01:15.Over 100 protesters gathered in Royal Square this afternoon
:01:16. > :01:19.to show they had no confidence in Senator Philip Ozouf.
:01:20. > :01:21.Their anger was also directed at the Chief Minister, who they've
:01:22. > :01:35.Public perception is that the Chief Minister is very weak. It may be
:01:36. > :01:39.that the Innovation Fund is more money compared to some of the other
:01:40. > :01:41.problem is that they may not know about.
:01:42. > :01:43.And the anger wasn't just outside, with politicians also
:01:44. > :01:51.I ask you to be glad for now that we read of a minister that has been
:01:52. > :01:56.such a liability to this island. We have Estates chamber that it out of
:01:57. > :02:00.touch with the public, they do not know how the people in this square
:02:01. > :02:03.deal because these are ordinary islanders who represent everybody on
:02:04. > :02:07.and values and what they want to see and values and what they want to see
:02:08. > :02:10.the States assembly do not the States assembly do not
:02:11. > :02:11.understand how ordinary people feel. But the man at the centre of this
:02:12. > :02:14.protest wouldn't face the public and offered to resign
:02:15. > :02:15.behind closed doors. He says he believes he's
:02:16. > :02:26.done the right thing I shall be writing to the Chief
:02:27. > :02:30.Minister, offering to step down from my responsibilities as Assistant
:02:31. > :02:30.Chief Minister. I am prepared to be held to account.
:02:31. > :02:35.The Chief Minister was also avoiding questions.
:02:36. > :02:38.I shall be making a statement to the assembly.
:02:39. > :02:40.So, while the public has had enough of Senator Ozouf,
:02:41. > :02:42.in his statement, the Chief Minister says he's commissioning
:02:43. > :02:44.an investigation into whether any political involvement contributed
:02:45. > :02:47.And when he receives Senator Ozouf's resignation,
:02:48. > :02:53.He also went on to say there is a role for governments
:02:54. > :02:54.to get involved in promoting innovation,
:02:55. > :02:56.but the States must learn from mistakes made
:02:57. > :03:07.Guernsey shouldn't become a slave to its recycling targets,
:03:08. > :03:11.That's the stark message from Deputy Peter Roffey ahead
:03:12. > :03:14.of a debate aimed at freeing up almost ?3 million to meet
:03:15. > :03:18.the current shortfall in funds for the new waste management
:03:19. > :03:27.Guernsey has certainly embraced the recycling message.
:03:28. > :03:32.But there is still more to be done if targets of 70% are to be met.
:03:33. > :03:35.That is the ultimate aim, and a government debate next week
:03:36. > :03:39.could launch the island into a new era of waste management.
:03:40. > :03:42.But costs have gone up since the strategy was originally agreed,
:03:43. > :03:47.and now the States are being asked to free up the extra funds needed.
:03:48. > :03:50.I think that the figures originally put forward to persuade the States
:03:51. > :03:55.to go down this route were wildly inaccurate.
:03:56. > :03:57.It's almost irrelevant now, isn't it?
:03:58. > :04:00.We've got a tip that will be filled sometime next year,
:04:01. > :04:03.there is no other plan B on the table, we've got to export,
:04:04. > :04:06.we've got to say, "Sweden, we didn't want to burn our waste,
:04:07. > :04:11.I'm going to vote for that with a very heavy heart,
:04:12. > :04:13.but that doesn't mean I'm going to accept all of
:04:14. > :04:18.Kerbside collections are set to cost ?2 million a year,
:04:19. > :04:21.and Deputy Roffey feels the island should not simply plough
:04:22. > :04:24.on with recycling targets regardless of cost.
:04:25. > :04:30.What we need, clearly, is a decision.
:04:31. > :04:34.I mean, the mound to the left of me wasn't a mound not so long ago.
:04:35. > :04:36.We've done a certain thing for a very long time.
:04:37. > :04:39.We've done something that's cheap, it's dirty, environmentally it's
:04:40. > :04:42.unfriendly and we need to stop doing it, so States members need
:04:43. > :04:47.to coalesce solidly around a vote in favour of waste export.
:04:48. > :04:49.Each time the sun sets on Mont Cuet, the island moves
:04:50. > :04:55.Any more delays, however well intended, could cost time
:04:56. > :04:57.that the island simply does not have.

:05:20. > :05:24.Last year 72 people were detained - that's up from 67 the year before.
:05:25. > :05:27.It comes as a report by the Jersey Police Authority that
:05:28. > :05:30.says cells should not be considered a place of safety.
:05:31. > :05:48.We are going to a lady who is expressing suicidal ideas.

:05:52. > :05:53.Sussex Police are one of several forces who have trialled
:05:54. > :06:00.It led to a big drop in the number of people with mental health issues
:06:01. > :06:07.Mental health is very much an area where there are lots of different
:06:08. > :06:09.practices being tested around the British Isles and we are looking
:06:10. > :06:12.at best practice and aiming to provide
:06:13. > :06:18.the best possible service we can to our community.
:06:19. > :06:21.Last year, officers were called out to 105 calls
:06:22. > :06:23.relating to mental health issues and there are concerns
:06:24. > :06:27.about the pressure it is placing on resources.
:06:28. > :06:29.In a report released by the Police Authority,
:06:30. > :06:34.on police from people suffering from mental health issues
:06:35. > :06:38.continues to be a source of concern, and while they recognise
:06:39. > :06:41.the importance of the role of officers, they believe
:06:42. > :06:45.police cells should not be considered a place of safety.
:06:46. > :06:51.They have assured us when the new hospital is built,
:06:52. > :06:54.there will be proper suites are available for mental health
:06:55. > :06:57.conditions and of course, the provision will be much improved
:06:58. > :06:59.when the police move to the new police headquarters
:07:00. > :07:05.With the new hospital at least six years away, a short-term solution
:07:06. > :07:15.not involving police cells still needs to be found.
:07:16. > :07:16.Guernsey's Health and Social Care Committee is looking
:07:17. > :07:20.to "focus on the future, not the past" after it released
:07:21. > :07:26.by the Nursing and Midwifery Council.
:07:27. > :07:28.It concluded there have been significant improvements
:07:29. > :07:32.in organisational culture and better leadership.
